:00:16. > :00:19.Welcome to Wednesday's Reporting Scotland. Tonight on the nation's

:00:19. > :00:22.most-watched news programme: High street spending is flat,

:00:22. > :00:24.bankruptcies are up and growth has hardly moved.

:00:24. > :00:30.Official figures paint a disappointing picture of the

:00:30. > :00:33.Scottish economy. Three years to the day until the

:00:33. > :00:36.Commonwealth Games opening Glasgow - we will be live in the East End

:00:36. > :00:40.of the city with a first look round the multi-million pound cycling

:00:40. > :00:50.arena. Also tonight:

:00:50. > :00:52.

:00:52. > :00:56.MUSIC But just what did the lunchtime regulars make of this?

:00:56. > :01:06.Looks good, doesn't it? But would you pay 2,500 for a 3,500 mile

:01:06. > :01:07.

:01:07. > :01:10.Indian takeaway? Somebody has. The fragility of Scotland's

:01:10. > :01:15.economic recovery was laid bare today as latest figures show it

:01:15. > :01:18.moved within a whisker of re- entering recession last winter. The

:01:18. > :01:21.main measure of economic growth - gross domestic product - saw an

:01:21. > :01:27.increase of just one tenth of one per cent in the first three months

:01:27. > :01:37.of this year. There has also been a big rise in bankruptcies while high

:01:37. > :01:41.street spending remains flat. What does this mean? Have our business

:01:41. > :01:48.editor is here to explain. Jackie, some bleak economic data

:01:48. > :01:51.today. We already knew there was a sharp decline in gross across the

:01:51. > :01:54.UK at the end of last year - half of one percent down. In Scotland,

:01:54. > :01:59.not quite so much contraction, 0.4 not quite so much contraction, 0.4

:01:59. > :02:06.percent. And what about the start of this year? A disappointing

:02:06. > :02:08.rebound for the UK economy, merely repairing the winter damage. For

:02:08. > :02:11.Scotland, we learned today that event was much weaker, especially

:02:11. > :02:14.in construction - up only 0.1 percent. One retail last month,

:02:14. > :02:19.despite inflation, total spending was static, a long way behind the

:02:19. > :02:23.was static, a long way behind the UK figure.

:02:23. > :02:29.There may be no shortage of reductions for shoppers but the

:02:29. > :02:34.latest retail figures suggest we're keeping it our money in our pockets.

:02:34. > :02:39.May show the biggest drop since 1999. June has offered no

:02:39. > :02:43.improvement. Scottish sales performance is worse than for the

:02:43. > :02:49.UK as a whole, consumer confidence is weaker and falling faster in

:02:49. > :02:54.Scotland. One our people spending less? I think people are being

:02:54. > :02:59.careful with everything. There are only spending if they have to.

:02:59. > :03:05.Other things are going up so you have to make economies elsewhere.

:03:05. > :03:09.am getting less money now so less money to spend. This follows a rise

:03:09. > :03:14.in retail shop closures. This business says it is doing well now

:03:14. > :03:19.but said it recently had to close one of its two stores. There has

:03:19. > :03:25.been a substantial lowering of passing trade. We got fed up with

:03:25. > :03:30.the tram works. We got fed up with high rates and add-on costs that

:03:30. > :03:37.were imposed on us. Generally, it meant that business was not coming

:03:37. > :03:44.to the store. These figures are immeasurable the no-confidence in

:03:44. > :03:50.the economies are these figures will cause concern. They normally

:03:50. > :03:58.confident retail sector says it is hard to know when the tide will

:03:58. > :04:02.turn. -- they normally confident. Lots of figures - none of them did.

:04:02. > :04:08.As we heard, people are getting squeezed between wages not rising

:04:08. > :04:14.as high is inflation, so consumer confidence is low. There is an

:04:14. > :04:18.upside about jobs. Good news about the jobs market improving but also

:04:18. > :04:23.today, growing signs that a growing number of people are admitting

:04:23. > :04:29.defeat in face of the debts they face. The number of personal

:04:29. > :04:34.insolvencies has risen sharply. Those with assets are suffering

:04:34. > :04:38.more than those who were already poor, in terms of becoming

:04:38. > :04:42.insolvent. We hear from the Citizens' Advice Bureau that a

:04:42. > :04:48.higher proportion of the calls they receive about debt our coming from

:04:48. > :04:54.Scotland. Thank you. You're watching Reporting Scotland.

:04:54. > :04:59.Still to come - we visit the site of the battle to repel Cromwell's

:05:00. > :05:04.army 360 years later. In sport - will Rangers go back in

:05:04. > :05:09.for Kenny Miller? We have the latest on that. Dundee United are a

:05:09. > :05:15.goal down in the unique -- Europa League but keeping up for Slask

:05:15. > :05:24.Wroclaw. What is Scottish football doing to tackle sectarianism - we

:05:24. > :05:28.have a special report coming soon. Organisers of the 2014 Commonwealth

:05:28. > :05:33.Games insist they are still on track and on budget to deliver a

:05:33. > :05:39.world-class event. That is despite the shock resignation of the chief

:05:39. > :05:44.executive last month. Glasgow will host the opening ceremony end three

:05:44. > :05:49.years. Our Commonwealth Games correspondent is at the Sir Chris

:05:49. > :05:54.Hoy velodrome where the cycling events will take place.

:05:54. > :06:00.The only started work on this building behind me in January of

:06:00. > :06:04.last year and as you might be able to see, it is coming along nicely.

:06:04. > :06:11.Today the great and good of the Glasgow's gathering gathered inside

:06:11. > :06:16.it to take a closer look. The first bike inside the 2014 velodrome

:06:16. > :06:20.which will be ready by the end of next year. The games themselves are

:06:20. > :06:25.three years away. According to those in charge, they are on track

:06:25. > :06:30.and on budget despite the surprise resignation of the former chief

:06:30. > :06:35.executive John Scott. That was a challenge but they have moved on

:06:35. > :06:40.beyond that now. The committee are delivering the venues on target and

:06:40. > :06:46.on budget. That is really important and I have confidence in their

:06:46. > :06:50.ability to continue to do that and deliver a great games in 2014.

:06:50. > :06:55.is going to be a world-class Games. Glasgow and Scotland will be very

:06:55. > :07:04.proud of this. The Scottish at these will do well. There will be a

:07:04. > :07:08.legacy from these games. Legacies cost money. The total budget is

:07:08. > :07:14.524 million. The Scottish government is contributing 340

:07:14. > :07:19.million. Glasgow City Council are providing the rest. They are

:07:19. > :07:24.launching an inquiry to make sure it is all well spent. The council

:07:24. > :07:30.itself will cap the governance and I am responsible for governance so

:07:30. > :07:34.I am happy to work with my colleagues to look at all issues

:07:34. > :07:39.surrounding the committee and the departure of the chief executive.

:07:39. > :07:44.It is a construction site at the moment but in three years' time,

:07:44. > :07:51.this velodrome will be one of the hottest tickets in town for Glasgow

:07:51. > :07:55.2014. It will be ready late next year. The athlete behind me is

:07:55. > :08:00.targeting three gold medals in three years' time in this arena.

:08:00. > :08:05.The momentum is just starting to build and with that comes

:08:05. > :08:09.excitement for the Games. If we can get a huge home support, it will be

:08:09. > :08:15.the biggest event for Scottish athletes in their whole lives and

:08:15. > :08:23.careers. The challenge for her is turning Delhi silver into Glasgow

:08:23. > :08:29.gold. Jenny has plenty of time to get ready for her medal challenge.

:08:29. > :08:34.In three years on a July Wednesday in 2014, in the stadium behind me,

:08:34. > :08:39.the opening ceremony of the 2014 Commonwealth Games will get

:08:39. > :08:41.underway. Thank you very much. A Celtic fan

:08:41. > :08:43.has admitted posting sectarian and racist comments on Facebook after

:08:43. > :08:45.being caught during a police crackdown on internet bigots. 20-

:08:45. > :08:48.year-old Michael Bailey from Glasgow left the message on the

:08:48. > :08:50.social networking site, in a group called Neil Lennon should be banned

:08:50. > :08:52.- and on his own page. He was caught after a police task force

:08:52. > :09:01.began reviewing internet sites after March's controversial Old

:09:01. > :09:04.Firm Cup replay. Sentence has been deferred for reports.

:09:04. > :09:14.Business and community leaders in Maryport have asked the Defence

:09:14. > :09:15.

:09:15. > :09:20.Secretary to visit them. -- in Leuchars. This afternoon they had a

:09:20. > :09:26.chance to voice their concerns about the handover of the IVF here

:09:26. > :09:33.is to the army. End Leuchars village hall. The community leaders

:09:33. > :09:37.try to make sense of the decision. John Swinney was here but was not

:09:37. > :09:43.the politician most of them want to hear from about the plan to replace

:09:43. > :09:47.the RAF with the army. I understand they want to speak to the UK

:09:47. > :09:51.Government about this decision. I understand it was important that

:09:51. > :09:54.the Scottish government came here today and made clear our

:09:54. > :09:59.willingness to work with the community and expressed the need

:09:59. > :10:04.for their concerns to be addressed by the UK Government. That is what

:10:04. > :10:08.I will do in the light of the discussions today. Liam Fox was

:10:08. > :10:14.afforded a welcome on the Moray coast yesterday but they feel

:10:14. > :10:19.ignored in face. -- in Fife. He did not have the common decency to come

:10:19. > :10:25.down here and say how sorry he was. It would not have taken long -

:10:25. > :10:30.half-an-hour at the most. To me that is just being a coward.

:10:30. > :10:37.MoD say the exact timetable for Leuchars is still being worked out

:10:37. > :10:42.but the RAF will leave here by 2013 and by 2015 it will be an army HQ.

:10:42. > :10:47.Half of the troops will be in place by then and the rest will fall by

:10:47. > :10:53.the end of the decade. If you have any denudation in numbers during

:10:53. > :10:58.the transition period, it can have had tremendous effect. You can lose

:10:58. > :11:03.up to 20 million a year if you only have half the compliment. The

:11:03. > :11:08.cumulative affect could be as much as 60 million. That is causing a

:11:08. > :11:15.great deal of concern to local businesses who depend on the income

:11:15. > :11:20.from the military personnel. Those accustomed to the role of the

:11:20. > :11:27.jets still need convincing that local prosperity will not be

:11:27. > :11:30.trampled. Some of the other stories across

:11:30. > :11:35.Scotland - a man convicted of raping four women at various

:11:35. > :11:42.addresses in Ayrshire has been jailed for 15 years. Raymond

:11:42. > :11:45.Donnelly, who is 32, carried out the attacks between 1997 and 2010.

:11:45. > :11:49.The judge ordered that Donnelly be supervised for eight years after

:11:49. > :11:52.his release. A Black Watch soldier suffered

:11:52. > :11:58.severe injuries after a bomb exploded in a region he and his

:11:58. > :12:02.colleagues believed was safe because it had been checked. An

:12:02. > :12:07.inquest heard that Corporal Tam Mason survived the blast in

:12:07. > :12:13.Afghanistan, despite losing both legs. He was brought to the UK for

:12:13. > :12:17.treatment but died six weeks later. Customers in rural regions could

:12:17. > :12:22.see a reduction in the cost of broadband. OFCOM has ruled that BT

:12:22. > :12:26.needs to cut the wholesale rate it charges other internet providers to

:12:26. > :12:36.use its network in remote locations. The company often charges other

:12:36. > :12:40.providers more in the countryside Staging an opera in the pub? It

:12:40. > :12:44.sounds like the kind of idea you come up with whilst you are drunk.

:12:45. > :12:48.In Glasgow, one of the city's all this bars is bringing this back to

:12:48. > :12:53.its roots. In the performance, characters even sing about drinking

:12:53. > :13:03.too much and eating too many tatties. How will it go down with

:13:03. > :13:18.

:13:18. > :13:22.What is this? Opera in a Glasgow pub? This is a perfect

:13:22. > :13:27.accompaniment to lasagne and chips. As the audience watch one

:13:27. > :13:31.relationship blossomed, they see another one head down the pan.

:13:31. > :13:39.like the one in the bar because it is so poignant, it is just a little

:13:39. > :13:49.guy sitting at the bar who sings about how tough life is. It is very

:13:49. > :13:51.

:13:51. > :13:56.moving. The pub's ghosts are brought back from the dead. This

:13:56. > :14:03.landlady is said to roam the many rooms. She was quite a scary

:14:03. > :14:13.character, so I am told. I really like to inhabit that character. I

:14:13. > :14:14.

:14:14. > :14:18.like to play with her passion. opera will move from floor to floor.

:14:18. > :14:23.Despite having to move everything and everyone up three flights of

:14:23. > :14:28.stairs, they think this is still the perfect pub to host an opera.

:14:28. > :14:33.have been in this part Allott, I have played piano, I have sang. I

:14:33. > :14:39.know what the job it is when you are trying to unite a room with a

:14:39. > :14:44.song. For those who have just come in for lunch, it has given them a

:14:44. > :14:54.taste for more. In this setting, yes, because you're not sitting in

:14:54. > :15:00.

:15:00. > :15:05.front of a stage. Really Glaswegian. Great atmosphere. This opera

:15:05. > :15:15.belongs to the people of Glasgow. Their lives in this pub had inspire

:15:15. > :15:20.

:15:20. > :15:25.360 years ago today was the end of Scotland's hopes of fighting off

:15:25. > :15:29.Cromwell's army. It happened at the Battle of Inverkeithing, and now

:15:30. > :15:35.that battle site is being excavated to become a major tourist

:15:35. > :15:40.attraction. But as we report, it has unearthed a bit of a surprised.

:15:40. > :15:44.It is a muddy and messy job. The archaeologists are keen to find

:15:44. > :15:50.remnants of a battle that changed the face of Scotland. Bits of

:15:50. > :15:56.crockery, horseshoe nails, but they may at biggest discovery -- a

:15:57. > :16:03.significant discovery. There is a group here, which shows that there

:16:03. > :16:09.was explosions to blast this rock. We now think it might have come

:16:09. > :16:16.from the railway cutting. They are convinced the battle happened very

:16:16. > :16:22.near here. Plans for further air investigation -- further

:16:22. > :16:26.investigation are on hold for a year. The more you begin to think

:16:26. > :16:30.the more or audit becomes. As far as the battle is concerned, once

:16:30. > :16:40.you look into the records, you start to wonder whether you would

:16:40. > :16:47.have done this. Ins 1651, Oliver Cromwell pushed his army north of

:16:47. > :16:53.the border. The Battle of Inverkeithing was a decisive

:16:53. > :16:59.victory against the royalist Scots. Scottish resistance to Cromwell was

:16:59. > :17:03.author, and for the next decade, Scots came under military rule. The

:17:03. > :17:09.next bake has not yielded any battlefield relics, but they move

:17:09. > :17:13.on to the next painstaking stage of research. This area is protected

:17:13. > :17:19.for the wildlife. It is famous for the bridges. The history of the

:17:19. > :17:26.battle which happened here remains a mystery for now.

:17:26. > :17:31.Now the sport. The country's top referees are being asked to help in

:17:31. > :17:34.the fight against sectarianism. BBC Scotland has learned that officials

:17:35. > :17:42.will liaise with match delegates about any offensive chanting the

:17:42. > :17:51.here during matches. In part two our series, Chris McLoughlin looks

:17:51. > :17:56.at the Battle Against bigotry. of us are aware that the dangers

:17:56. > :18:06.this presents to the game are very serious, and we cannot have the

:18:06. > :18:07.

:18:07. > :18:15.same happen this season. That would be a disaster. An old problem, last

:18:15. > :18:22.year, Scottish football was blighted yet again by sectarianism.

:18:22. > :18:27.It was once again highlighted by those on foreign shores. Rangers

:18:27. > :18:33.fans sang sectarian songs in 2007 whilst in Spain, but you're a fat

:18:33. > :18:42.charged them with a similar offence in the Netherlands. -- the fat

:18:42. > :18:49.charged them. -- UEFA charged them. Scottish football's name was being

:18:49. > :18:52.dragged through the mud, but now there is a zero-tolerance approach.

:18:52. > :19:01.The footballing power brokers and the Government agreed an action

:19:01. > :19:05.plan. Task forces are banning any sectarian singing, and today the

:19:05. > :19:11.revealed an new role. Delegates have always reviewed conduct, but

:19:11. > :19:14.we are asking them to focus more on that. Not just the delegates, but

:19:14. > :19:22.also the men in the middle. There will be an interaction with

:19:22. > :19:28.referees, in addition to looking at the bookings and sendings-off, they

:19:28. > :19:32.will compare notes on what was heard or not heard during the game.

:19:32. > :19:37.I have never said we can sweep away sectarianism or overnight in

:19:37. > :19:42.football, but I think we made a very good start. What happened last

:19:42. > :19:46.season will not be allowed to happen again. Dundee United hope

:19:46. > :19:51.that home advantage will help them overturn their Europa League

:19:51. > :19:57.deficit against Slask Wroclaw. The Polish team are now in Dundee ahead

:19:57. > :20:04.of the Clash, but the visitors have arrived in confident mood. -- ahead

:20:05. > :20:10.of the match. Dundee United trail 1-0. They will however take heart

:20:10. > :20:16.from the game. They played very well. They trail only 1-0, and they

:20:16. > :20:20.are confident that can be or all here tomorrow night. -- that can be

:20:20. > :20:24.beaten tomorrow night. At the end of the day, you will see a lot more

:20:24. > :20:29.work from us this week. We will create chances and get the crowd

:20:29. > :20:38.buzzing. If we can lift the crowd, it will mean we are doing the right

:20:38. > :20:43.things. Slask Wroclaw arrived in Scotland earlier today. Last week's

:20:43. > :20:53.goal scorer is confident they can go through. Why not? We have a good

:20:53. > :20:54.

:20:54. > :21:03.team. I am confident. Dundee United at are well aware of what they need

:21:03. > :21:11.to do. It is the prestige of getting through, you also get money.

:21:11. > :21:15.We want to get through. Dundee's sizable Polish community are back

:21:15. > :21:21.in the visitors and confident of all when, but Dundee United fans

:21:21. > :21:30.think their side can go through. think it will be 1-04 Slask Wroclaw,

:21:30. > :21:36.Hallett was in Poland. -- 1-0. will not get carried away but I

:21:36. > :21:46.think Dundee United can do it. years ago Paul Hegarty was in the

:21:46. > :21:46.

:21:46. > :21:50.side which beat Slask Wroclaw 722. -- 7-2. Rangers have said they will

:21:50. > :21:55.not increase their offer for Kenny Miller. They learned their bid was

:21:55. > :22:00.rejected by Bursaspor. Kenny Miller joined the club in January, but

:22:00. > :22:05.Rangers were keen for him to return for a third spell at Ibrox.

:22:05. > :22:15.Bursaspor stared be received a higher offer from Cardiff. -- said

:22:15. > :22:16.

:22:16. > :22:23.the received. What lengths would you go took to

:22:23. > :22:29.get your favourite curry? One man has paid 2,500 to get the order

:22:29. > :22:36.flown from Ayrshire to his dinner table in Dubai.

:22:36. > :22:43.As a nation, we love curry. This is part of one of the most expensive

:22:43. > :22:50.takeaways ever ordered. The chef is making a banquet for 12, but the

:22:50. > :23:00.diners are in Dubai. How does he feel about going international?

:23:00. > :23:01.

:23:01. > :23:11.am delighted. It is a special order and I feel ordered. What kind of

:23:11. > :23:11.

:23:11. > :23:15.condition is it in? It will have to be extremely cold and then reheated.

:23:15. > :23:21.Most of us collect the takeaway or have it delivered, but this is one

:23:21. > :23:27.curry buffet with a difference. The chef will be hand delivering it by

:23:27. > :23:32.helicopter. The banquet will make the to claim five hour flight to

:23:32. > :23:36.Luton airport. There they will be picked up by private jet and touch

:23:36. > :23:45.down in Dubai, where the bank that will take place. It is not your

:23:45. > :23:55.normal order for a Wednesday night, so what is it worth? 2,700. It is

:23:55. > :23:57.

:23:57. > :24:00.expensive because I have to go there myself. I always said to the

:24:00. > :24:05.customers they should come to Scotland, but this is what they

:24:05. > :24:15.want. Instead of a takeaway, he wants his international customers
