:00:21. > :00:31.Welcome to report in Scotland -- Reporting Scotland. Murdered as

:00:31. > :00:35.they slept, two children are killed in their home. If you had seen

:00:35. > :00:42.their first communion day, you would understand what a nightmare

:00:42. > :00:47.it was. Coming up tonight: fears are growing that Scotland may lose

:00:47. > :00:51.one in five infantry battalions after a warning of severe cuts.

:00:51. > :01:00.Council angers dog-owners by threatening to ban them from open

:01:00. > :01:09.spaces. Done Firman are back, the fans are in confident mood. --

:01:09. > :01:13.confirm them. A couple are seriously ill in hospital, unaware

:01:13. > :01:20.their children have died in a fire. Police are treating the blaze which

:01:20. > :01:29.killed them as murder and see the answer to who started it lies in

:01:29. > :01:35.the local community. Extensive forensic work going on at

:01:35. > :01:43.the flat in Hemel spanner that Helensburgh, where the fire killed

:01:43. > :01:53.a brother and sister. The fire quickly spread through the lower

:01:53. > :01:56.floor of the flat and upstairs. This dramatic photograph shows the

:01:56. > :02:01.father are scrambling out of a house, clinging onto a windowsill.

:02:01. > :02:08.He and his wife are in hospital in Glasgow, Seriously ill and unaware

:02:08. > :02:13.of what happened to their children. The parents are critically ill in

:02:13. > :02:21.hospital, but stable. They do not yet know that their children have

:02:21. > :02:27.died in this bar. Might it be a few days? Yes, it may be a few days, it

:02:27. > :02:34.may be a week. Here is the father talking about a charity dinner he

:02:34. > :02:38.was organising in the town. We want the children to have a huge smiles

:02:38. > :02:43.on their faces. His fund-raising was well known, but he was also

:02:43. > :02:48.known to police, arrested in the 1990s on drugs charges. This is not

:02:48. > :02:54.the first time they have been affected by fire, as his club was

:02:54. > :03:01.burnt down last year. Father Peter Lennon had known Bridget Sharkey

:03:01. > :03:09.since she joined primary. If you had seen them on communion, you

:03:09. > :03:17.would have known she was a gem. news of their deaths was broken to

:03:18. > :03:23.that communion just before Mass. The sound was silence, and it was

:03:23. > :03:29.broken by the sobbing of two girls who were at school with them.

:03:29. > :03:34.the local primary, the staff and pupils are devastated. She was a

:03:35. > :03:44.happy and popular girl. She will be sorely missed by all the people at

:03:45. > :03:45.

:03:45. > :03:49.son Joseph's Primary. -- St Joseph's Primary. He was a hard-

:03:49. > :03:53.working pupil and very conscientious. It was a tragedy to

:03:53. > :04:02.lose two people who had everything to give. At Helensburgh Golf Club,

:04:02. > :04:05.the flag was flying at half mast. Thomas should have been

:04:05. > :04:10.representing the club at their amateur competition this week,

:04:10. > :04:15.before returning to a tournament in George I in the United States. This

:04:15. > :04:20.is a tragic story. Are the police any nearer establishing a motive as

:04:20. > :04:24.to why this family were targeted? The police would not be drawn on

:04:24. > :04:29.that at all. They said they have a number of lines of investigation,

:04:29. > :04:36.and they will be pursuing each and every one of them. I cannot stress

:04:36. > :04:42.enough how it appalled people are in Helensburgh. You heard that

:04:42. > :04:49.should be is there, the flowers, -- you heard those tributes, the

:04:49. > :04:53.flowers, they are very personal. You get the feeling of what a

:04:53. > :04:58.vibrant people they were that have been so sadly taken from their

:04:58. > :05:03.parents. We were speaking to someone who had been playing golf

:05:03. > :05:07.with Thomas just a few days ago. We heard from the headmistress about

:05:07. > :05:17.what a vibrant young child Bridget Sharkey what. Just eight years old

:05:17. > :05:17.

:05:17. > :05:22.but already owed going -- active and happy. The police are very sure

:05:22. > :05:27.that the answer to what go on -- what went on here lies in the

:05:28. > :05:34.community. They are keen for people to come forward and help them with

:05:34. > :05:39.this depressing case. Fears are growing that Scotland may lose at

:05:39. > :05:42.least one in five infantry battalions. There was a warning

:05:42. > :05:46.from the Government that the cuts will be more severe than previous

:05:46. > :05:52.announced. It is expected the Argyll and Sutherland Highlanders

:05:52. > :05:58.may be downgraded to a TA unit. What more can you tell us? This is

:05:58. > :06:01.speculation, but we know the head of the army has written to senior

:06:01. > :06:08.commanders telling them there must be cuts in army manpower more

:06:08. > :06:13.severe than announced by the Government last year. They can only

:06:13. > :06:20.do that by disbanding the Italians and regiments. In Scotland we have

:06:20. > :06:24.one Infantry Regiment, the recruit from Edinburgh and the Borders. The

:06:24. > :06:34.second Battalion, the Royal Highland Fusiliers, recruits in

:06:34. > :06:34.

:06:34. > :06:43.Glasgow. The third Battalion, the Black Watch, based in Perthshire

:06:43. > :06:53.and Dundee. It is a Highland Battalion, as are at the 4th

:06:53. > :06:53.

:06:53. > :07:02.Battalion. The final and most junior is the 5th Battalion, the

:07:02. > :07:10.Argyll and Sutherland Highlanders. One commander said it is inevitable

:07:10. > :07:16.that one of them will goal. Most of the Manpower his ennoblement. If we

:07:16. > :07:22.lose one battalion it will be a Highland battalion. If we lose two,

:07:22. > :07:28.it will be a Highland battalions. What are the Ministry of Defence

:07:28. > :07:35.saying? They say it is speculation, but they are on record as saying

:07:35. > :07:42.the army must reduce strength by 25,000 by 2020. They are saying

:07:42. > :07:48.that no serving soldier would have to face the prospect of redundancy

:07:48. > :07:52.while on tour. It must be said that if either of these two Highland

:07:52. > :08:02.battalions is to be downgraded, they will be downgraded to at TA

:08:02. > :08:04.

:08:04. > :08:08.unit, it will still remain. Thank you. The Crown Office has said no

:08:08. > :08:12.charges will be brought against David Goodwillie, the Scotland and

:08:12. > :08:16.Dundee United striker. He was questioned in January by Lothian

:08:16. > :08:21.And Borders Police in connection with an alleged attack on a 24-

:08:21. > :08:29.year-old woman. Prosecutors said there was insufficient evidence.

:08:29. > :08:34.Still to come before 7pm: the IT boss jailed by embezzling 500,000

:08:34. > :08:40.from the National Library of Scotland. Saying farewell to the

:08:40. > :08:43.tall ships as they set sail for Shetland. In sport, Rangers agree a

:08:43. > :08:50.fee for Dorin Goian but reject the bid for one of their current

:08:50. > :09:00.defenders. As Dunfermline prepare for life back in the SPL, a dumb

:09:00. > :09:01.

:09:01. > :09:08.Firman legend is given some poetic licence. Scottish businesses are

:09:08. > :09:18.being encouraged to go for called at the London Olympics. It is

:09:18. > :09:24.exactly a year before it the 2012 games come to Scotland. One

:09:24. > :09:30.organisers says Scotland will have a lasting legacy. One year from

:09:30. > :09:35.today, Olympic organisers hope to turn this into this. The women's

:09:35. > :09:40.World Cup final attracted a crowd of nearly 49,000, but it is

:09:40. > :09:46.unlikely to be a full house in the national stadium when the women's

:09:46. > :09:50.Olympic football kicks off two days before the opening ceremony. There

:09:50. > :09:56.will be eight matches here in Hampden, even though the Scottish

:09:56. > :10:06.Football Association does not want anything to do with Team GB. How

:10:06. > :10:07.

:10:07. > :10:16.will Scotland benefit? The overall budget for the game is over 9

:10:16. > :10:20.billion. Scottish businesses have only secured 250 million. We are

:10:20. > :10:30.10 % of the UK population, I do not think we have had 10 % of the

:10:30. > :10:32.

:10:32. > :10:36.benefit. One company in Scotland did win a grant to build the

:10:36. > :10:43.basketball arena. We are building one of the biggest Olympic venues,

:10:43. > :10:48.that has given us a lot more opportunities. This is not a

:10:48. > :10:58.handout, it is a major drive to win new business. There are lots of

:10:58. > :11:04.contract still to be one. -- still to be received. Can you see a real

:11:04. > :11:14.tangible legacy for Scotland? I do. There is an enthusiasm for

:11:14. > :11:20.

:11:20. > :11:26.sport. At the end of the day, it will excite everybody. It is

:11:26. > :11:31.exciting because this is the final run-in to London, so everything you

:11:31. > :11:40.do well have a direct impact into how you perform in London. Fingers

:11:40. > :11:44.crossed it will be successful. very excited about the prospect of

:11:44. > :11:49.going to see the Olympic football at Hampden. I do not see any

:11:49. > :11:58.Olympic event coming back to Scotland in my lifetime, so it is

:11:58. > :12:02.quite exciting. A referee who was sacked for

:12:02. > :12:08.sending a joke e-mail about the Pope and child abuse has settled

:12:08. > :12:12.his unfair at dismissal case. Hugh Dallas was planning to sue the SSP

:12:12. > :12:17.in an employment tribunal this week. Both parties have now reached an

:12:17. > :12:23.agreement. -- he was prepared to sue the Scottish Football

:12:23. > :12:29.Association. A former IT boss at the National Library of Scotland

:12:29. > :12:31.has been jailed for two years for embezzling 500,000. David Dinham

:12:31. > :12:36.used false receipts and a government credit card to steal

:12:36. > :12:46.money which he used to fund a lavish lifestyle, even paying for a

:12:46. > :12:47.

:12:47. > :12:49.weekend trip to Australia. David Dinham, senior in dark glasses, was

:12:49. > :12:53.the chief information officer for the National Library of Scotland.

:12:53. > :13:00.He also set up a private company and awarded it hundreds of

:13:00. > :13:05.contracts. Nobody checked him out. Members of the Sheriff court said

:13:05. > :13:12.they have no idea how much work was carried out. He also abused the

:13:12. > :13:17.work credit card for a similar amount. The National Library of

:13:17. > :13:22.Scotland has had some of the money returned, little is known about how

:13:22. > :13:27.he spent the next -- spent the rest, other than making a weekend trip to

:13:27. > :13:37.the Australia, where he was born. the Australia, where he was born.

:13:37. > :13:48.

:13:48. > :13:53.The library welcomed the custodial The deception cost two years in

:13:53. > :13:57.prison and Scottish taxpayers 350,000 in lost revenue. This

:13:57. > :14:03.afternoon audit Scotland, the public spending watchdog, has been

:14:03. > :14:08.making assurances and says in future, such institutions will be

:14:08. > :14:11.put under much more careful financial scrutiny.

:14:11. > :14:15.Now some of the other stories this Monday.

:14:15. > :14:20.Members of the GMB Union rejected an offer from the Scottish

:14:20. > :14:25.ambulance service over payments for rest breaks. Staff are kur rently

:14:25. > :14:28.entitled to undisturbed breaks. This has been called into question

:14:28. > :14:34.following the deaths of two people. Staff were offered a one of off

:14:34. > :14:42.payment of 250 and compensatery work time. But 95% of those

:14:42. > :14:48.balloted rejected the proposal. The man accused of the Norwegian

:14:48. > :14:53.massacre included BP's headquarters in Aberdeen and North Sea oil

:14:53. > :14:58.installations on his potential list of targets. And Anders Behring

:14:58. > :15:06.Breivik depee tailed how he would carry out a terror attack on oil

:15:06. > :15:10.and gas platform. BP says it is happy with its security.

:15:10. > :15:13.Summer looks as if it has finally arrived. Our beaches and parks have

:15:13. > :15:18.been packed full of people taking advantage of the good weather. But,

:15:18. > :15:24.what you don't want to encounter when you're enjoying the sunshine

:15:24. > :15:31.is the menace of dog fouling. One council has its dog owners up in

:15:31. > :15:36.arms as it threatens to ban pooches from some of its open spaces.

:15:36. > :15:41.The perfect summer's day. The sun is shining, the water's warm.

:15:41. > :15:47.Everyone enjoys the beach. But it might not be for long. In a few

:15:47. > :15:52.months' time, he could be barred. # Who let the dogs out? #

:15:52. > :15:56.The council's proposing a ban on dogs in public places. It has left

:15:56. > :16:01.owners furious. I think it will affect the majority of dog owners.

:16:01. > :16:04.We are being punish for a very small percentage of people who

:16:04. > :16:08.don't pick up after their dogs. There are other issues with all the

:16:08. > :16:13.other waste that lies about on the beach and also horses that are

:16:13. > :16:18.allowed on the beach and anybody's picking up after them either.

:16:18. > :16:22.council say it won't necessarily be a total ban. Not only are we

:16:22. > :16:29.looking at certain areas with dogs being prohibited but certain times.

:16:29. > :16:32.Forks, you could -- fox, you could say dogs should be banned but from

:16:32. > :16:36.bathing beaches and only during the summer months. There are a whole

:16:36. > :16:40.range of options and shades of grey between the two. Lovely summer days

:16:40. > :16:43.like this bring hundreds of visitors to the beach. The last

:16:43. > :16:48.thing they want is to be worrying about stepping into something

:16:48. > :16:54.unpleasant. The council are proposing a ban on dogs for beaches

:16:54. > :16:59.like this. It could be extend ed to cemeteries, golf courses and play

:16:59. > :17:05.parks. Golfers here say dog mess is putting visitors off. But there are

:17:05. > :17:09.mixed views on a total ban. I wnt' ban them totally from a golf course.

:17:09. > :17:17.There's public right of way. We should be able to share it. It is

:17:17. > :17:22.just about balance. There are a lot of bushes, heathe rerbgs where the

:17:22. > :17:29.dogs do what dogs do. There are loads of juniors, children playing

:17:29. > :17:35.down here. It is not very pleasant at all. In the past year, 16 fixed

:17:35. > :17:43.penalty tickets have been issued for dog fouling. The owners feel it

:17:43. > :17:47.is using a sledgehammer. A lighthouse which has stood at the

:17:47. > :17:52.entrance of the Firth of forth for 85 years will be dismantled to make

:17:52. > :17:57.way for the new forth crossing. Locals are starting a campaign to

:17:57. > :18:01.preserve the Beamer lighthouse for posterity.

:18:01. > :18:07.Standing at the entrance of the Firth of Forth for the last 185

:18:07. > :18:12.years, the Beamer rock lighthouse has warned ships away from the

:18:12. > :18:17.rocks. It is a working light. It is a hazard, the rock. Something has

:18:17. > :18:22.to tell you the rock is there. Once the Lythgoes, that is the thing

:18:22. > :18:29.which does the trick. Now it will be removed to make way for one of

:18:29. > :18:33.the pillars for the new forth crossing. We think the Beamer was

:18:33. > :18:37.built about 1826. It is not a listed building but it is of

:18:37. > :18:42.historic significance. What will happen to it? Transport Scotland

:18:42. > :18:48.say it will be dismantled at the end of the year and put in a

:18:48. > :18:52.cupboard until a decision is made. Those of us who are aware it will

:18:52. > :18:55.go away don't want to see it go very far. We say the right place is

:18:55. > :19:04.somewhere just on the shore opposite to where it has done its

:19:04. > :19:07.work for all these years. At Port Edgar, the Beamer has guarded the

:19:07. > :19:17.entrance long before either bridge was built. It may look calm today

:19:17. > :19:18.

:19:19. > :19:23.but the strong kur rants here can be very dangerous. Dr currants.

:19:23. > :19:30.has been here for a long, long time. All those who claim never to have

:19:30. > :19:35.hit the Beamer rock can be put in the category of liars! So it is

:19:35. > :19:40.farewell to an allowed friend of sailors and sea fairers alike. But

:19:40. > :19:46.will the Beamer ever shine its light again?

:19:46. > :19:49.To sport and Jane has the latest. Dunfermline are gearing up for

:19:49. > :19:56.their return to the Scottish Premier League after a four-year

:19:56. > :20:00.absence. Brian Mclock Lynne reports it is a return to the top flight of

:20:00. > :20:05.Scottish football and there's excitement from Dunfermline fans

:20:05. > :20:10.young and old old. Dem.Finding the back of the net is no problem for

:20:10. > :20:16.these Fife kids. They may not yet have grasped what is means to

:20:16. > :20:21.support their team. What team to you support? Dunfermline. Who will

:20:21. > :20:25.win? Dunfermline. Who will get relegate snd Dunfermline! The man

:20:25. > :20:30.who will guide them is a former player. He says he's more than

:20:30. > :20:34.happy with the squad he's assembled for the new season. We feel the

:20:34. > :20:40.squad can compete. I've a lot of faith with the boys. We've retained

:20:40. > :20:45.a lot of the players who got us promotion. We've added what we

:20:45. > :20:51.think will be good acquisitions. We've good flexibility. It is all

:20:51. > :20:57.about proving it on a Saturday. McIntyre also has the advantage of

:20:57. > :21:01.calling upon a local hero who himself has the experience of

:21:01. > :21:08.guiding Dunfermline back into the top flight. It is gate when you see

:21:08. > :21:14.Rangers, Celtic, Dundee, Aberdeen coming down. You see all the fans

:21:14. > :21:20.coming in and hear the singing. You feel and smell the atmosphere.

:21:20. > :21:22.That's what it is about. What makes you tick. Four years on and

:21:22. > :21:28.Dunfermline's back in Scottish football's top flight. The final

:21:28. > :21:34.word before they enter the fray can go to one man. The laird of Fife.

:21:34. > :21:39.Jim leash man. Back in the Premier League supporting the Pars. Beating

:21:39. > :21:46.the Old Firm then going for a few jars. See you soon.

:21:47. > :21:53.What a character. Rangers manager Ally McCoist is has a third summer

:21:53. > :21:59.signing. They've agreed a fee for Dorin Goian who's now in Glasgow.

:21:59. > :22:07.Rangers still want to keep old of Madjid Bougherra. They've rejected

:22:07. > :22:11.a bid from Qatar club. McCoist does not want him to go anywhere.

:22:11. > :22:17.Rangers face Malmo tomorrow night, the Celtic assistant manager has

:22:17. > :22:21.not been acting as a spy in the Swedish side's camp. The Malmo

:22:21. > :22:25.coach is snon well but Celtic are busy preparing for Wednesday's

:22:25. > :22:29.friendly against Wolves, ffs thought he would be on the phone

:22:29. > :22:34.asking for the low down on Rangers. I don't expect this phone call

:22:34. > :22:44.anyway. But you have to say Rangers are favourites to go through. I

:22:44. > :22:44.

:22:44. > :22:48.don't think Malmo is in the best shape of career right now. I think

:22:48. > :22:51.they are in the middle of the table in Sweden. That is a disappointment

:22:52. > :22:55.for them. In Swedish terms, they are a big club.

:22:55. > :23:02.It may have only been the opening weekend of the season, already

:23:02. > :23:08.we've two contenders for goal of the season. First this from

:23:08. > :23:17.Motherwell midfielder Keith Lasley. This took the Steelmen to top of

:23:17. > :23:20.the SPL table. Kilmarnock got the lead with their 1-1 draw. His

:23:20. > :23:24.account was opened for the Rugby Park club in style.

:23:24. > :23:28.Some cracking goals. They certainly were. Hundreds of

:23:28. > :23:32.people have gathered in Shetland to watch the Tall Ships leave Lerwick

:23:32. > :23:38.for Norway. Despite it being summer, their departure had been delayed

:23:38. > :23:44.for 24 hours because of galeforce winds. John Johnston watched them

:23:44. > :23:49.go. Bidding farewell to Shetland. The crew of the Colombian Navy

:23:49. > :23:55.training ship Gloria stand high on the rigging singing the ship's

:23:55. > :24:05.anthem. The waves and the sea and the weather, completely the wind is

:24:05. > :24:09.very difficult here. It is more rough. They staged a rifle display.

:24:09. > :24:13.As the Tall Ships slipped out of Lerwick harbour, onlookers grabbed

:24:13. > :24:17.advantage points on the headland to watch them leave. Their sails

:24:17. > :24:21.stretched to catch the mighty power of the wind. Everybody's been

:24:21. > :24:27.really enjoying themselves. All the music, food and drink. It has been

:24:27. > :24:32.a great success. It has all been down to the Shetland community

:24:32. > :24:39.pulling together. Over 50 ships carry over 2000 crew have taken
