:01:16. > :01:20.height of the deluge, 29 flood warnings were issued across the
:01:20. > :01:24.country, from Caithness to the Borders. Rail and road traffic were
:01:24. > :01:30.disrupted, for a time this morning there were no trains in and out of
:01:30. > :01:35.Glasgow's Queen Street station. And the West experienced the second
:01:35. > :01:38.biggest rain fall since records began. In Millport three inches of
:01:38. > :01:47.rain fell in just 24 hours. We have this round-up from across the
:01:47. > :01:51.country. What is normally a quiet street - transformed by relentless
:01:51. > :01:57.rain. Through the night fire crews battled against the flat, put in
:01:57. > :02:02.place makeshift defences. Using hoses to pump water back into the
:02:02. > :02:08.stream, raging nearby. As they worked, local residents looked on
:02:08. > :02:14.anxiously. The property has been flooded but we have managed not to
:02:14. > :02:20.get it in a house. But all the streets are flooded. It is very
:02:20. > :02:30.worrying. We on the Met den a year ago. This is her third flat.

:03:27. > :03:32.level of rainfall and it has caused problems. With hard is approaching,

:04:27. > :04:31.there is still a risk of flat. There is a caravan park just up
:04:31. > :04:35.there and the council say people should take precautions and
:04:35. > :04:43.sandbags are available at a council depot. Is it an improving picture
:04:43. > :04:47.tonight? Yes, it is improving here and this is reflected across the
:04:47. > :04:54.country. There were 29 flood warnings in place, that is down out
:04:54. > :04:59.to 13. Regions like Tayside and Murray, the situations have
:04:59. > :05:04.improved. They are still flood alerts through the country. While
:05:04. > :05:08.the worst is over here, the rain has stopped but people are still
:05:09. > :05:12.being urged to be vigilant and keep their eye out for rising waters.

:06:33. > :06:36.Campaigners fighting plans to build a controversial bypass around
:06:36. > :06:38.Aberdeen have lost a legal battle to halt the project. The judges
:06:38. > :06:40.rejected their arguments that a public inquiry into the 400 million
:06:40. > :06:43.pound Western Peripheral Route, which is aimed at creating a fast
:06:43. > :06:45.link to the north, west and south of the city, had been flawed. But
:06:45. > :06:54.the opponents say their fight is not over, and are considering
:06:54. > :07:02.further legal action. Our reporter is in Aberdeen for us
:07:02. > :07:07.now. A hugely controversial project. Yes, indeed, it has been hugely
:07:07. > :07:14.controversial. Back in 2003 plans were first announced. Campaigners
:07:14. > :07:18.have fought it all the way. You can see the bench behind me. It is 500
:07:18. > :07:24.years old and many people see it as a symbol of an outdated road

:12:30. > :12:35.around the village's fortunes. This is typical of the villages
:12:35. > :12:39.along the stretch of the Fife coast. Quiet and picturesque but this is a
:12:39. > :12:44.community which has been to the edge.
:12:44. > :12:51.Its problems began in the 1980s. First a lost his cool, then its
:12:51. > :12:55.mining communities. The village and then lost its hotel and pub. --
:12:55. > :13:01.first it lost its school. It looked as though this historic village
:13:01. > :13:05.would be consigned to history. This was once the village pub - now
:13:05. > :13:09.it is the village harbour. They are getting ready for the official
:13:09. > :13:15.opening tonight. It is hoped the hub will bring the community
:13:15. > :13:20.together. A bunkhouse should bring visitors and their cash back to the
:13:20. > :13:25.village. Artists will have space to show and sell their work. People
:13:25. > :13:29.are beginning to see that things can happen. We do not have to talk
:13:29. > :13:36.about just the past. We have got a future and we're beginning to make
:13:36. > :13:43.things happen. The project has been helped with money from the lottery
:13:43. > :13:47.funds. This is just the start. Their plans for renewable energy
:13:47. > :13:57.schemes and perhaps a farm. Certainly an allotment where they
:13:57. > :13:57.
:13:57. > :14:02.I would like to think other communities would look at us and
:14:02. > :14:10.sit ask, how did you get that community working? And I hope they
:14:10. > :14:17.get that community spirit. I think it would be a bonus for us to be a
:14:17. > :14:22.role model. Even another horrible day like this, they believe the
:14:22. > :14:26.future is brighter for their community than it has been for
