:00:16. > :00:19.Welcome to Reporting Scotland. Tonight on your national news.

:00:19. > :00:25.Shell says it has found a second leak from the Gannet Alpha platform

:00:25. > :00:28.in the North Sea. Getting ready for the big day - as

:00:28. > :00:35.the schools go back - this assurance from the government over

:00:35. > :00:41.Scottish Education. Sick I do not know anyone in Scottish education

:00:41. > :00:44.who is complacent. Also tonight: Doon the watter and

:00:44. > :00:47.coast coast - this massive section of the aircraft carrier is moved

:00:47. > :00:50.from the River Clyde to the Firth of Forth.

:00:50. > :00:54.And watch out, it is a jungle out there. The new exhibition prowling

:00:54. > :00:57.the streets of our capital. The oil company Shell says it has

:00:57. > :01:01.discovered a second leak from its Gannet Alpha oil platform in the

:01:01. > :01:05.North Sea. However, the release of oil has slowed to around two

:01:05. > :01:08.barrels a day. The company confirmed yesterday that more than

:01:08. > :01:12.200 tonnes of oil have escaped since last Wednesday, when it was

:01:12. > :01:22.first alerted to the leak. But that has not stopped claims that Shell

:01:22. > :01:27.should have been more open about the incident. Am Irene Scotland

:01:27. > :01:36.spotter plane tracks the extent of the oil slick. -- at Marine

:01:36. > :01:39.Scotland. Now we have a very minor leak, no doubt related to the

:01:39. > :01:43.original spill close by which we are actual -- still trying to find

:01:43. > :01:49.the source of. It is currently measured at less than two barrels

:01:49. > :01:54.per day. That is compared to several hundred barrels on day one

:01:54. > :02:00.her its started. The operation to control the spell is been run from

:02:00. > :02:04.the Shell headquarters in Aberdeen. -- control the oil spill. They are

:02:04. > :02:09.-- control the oil spill. They are leak was discovered last Wednesday.

:02:09. > :02:15.Shell on form the UK Government but it was not until Friday that they

:02:15. > :02:18.leak was made public. Repeated requests for interviews were turned

:02:18. > :02:23.requests for interviews were turned down until today. We have seen the

:02:23. > :02:27.story come out in bits and pieces and I think that is unsatisfactory.

:02:27. > :02:31.I think Shell will know from their own experience and the experience

:02:31. > :02:37.of other companies in the oil industry, it is important to have

:02:37. > :02:40.public confidence in what you're doing. We needed sufficient over

:02:40. > :02:46.flights and on some days the over flights were not possible because

:02:46. > :02:51.of the weather conditions. It is only now, on Monday, that we have a

:02:51. > :02:56.real confidence around the No. We wanted to share. Conservation

:02:56. > :03:01.groups have raised fears for her wildlife. One expert believes the

:03:01. > :03:06.consequences will be minimal. area is very small so the chances

:03:06. > :03:11.seabirds being affected is small. For other marine life, whales and

:03:11. > :03:18.dolphins for instance, are very resilient. I would say there would

:03:18. > :03:22.not be a massive impact from this. Tonight, efforts go on to stem the

:03:22. > :03:27.second week. The company and accused of trying to stem the flow

:03:27. > :03:33.of information. Let us go to Amanda in Aberdeen.

:03:33. > :03:37.What is been done to stem the second leak? Divers and remotely

:03:37. > :03:47.operated vehicles have been used to pinpoint the exact location of this

:03:47. > :03:48.

:03:48. > :03:53.leak. It is coming from a relief valve close to the original spell.

:03:53. > :03:58.-- the original oil spill. Fresh information from Shell tonight is

:03:58. > :04:02.that leakage is below a barrel a day. The company says weather like

:04:02. > :04:07.this is perfect for breaking down the oil spill. It would seem this

:04:07. > :04:13.is far from being an environmental disaster but questions remain on

:04:13. > :04:18.the impact on Shell's reputation. The company has come under attack

:04:18. > :04:22.for a lack of openness. They finally gave us an interview and

:04:22. > :04:26.then spent the list of the day trying to clarify what his own

:04:27. > :04:32.spokesman meant when he described the second leak. Shell insisted

:04:32. > :04:35.this was not a new leak and said that the oil had found a second

:04:35. > :04:38.path we from the pipeline to the sea. Thank you.

:04:38. > :04:41.Should Scottish businesses be subject to lower tax rates than

:04:41. > :04:44.companies elsewhere in the UK? The SNP says, yes. They want to be

:04:44. > :04:46.given control over corporation tax and then they would cut it. Setting

:04:47. > :04:51.out their plans today, they say it would create jobs. Opponents

:04:51. > :04:58.disagree. They say it would only create confusion. Our business and

:04:58. > :05:00.economic editor is here to explain. Corporation tax: that is the share

:05:00. > :05:05.the Westminster government takes from the profits made by most

:05:05. > :05:08.businesses. On big profits, 26 % businesses. On big profits, 26 %

:05:08. > :05:13.goes to the public purse. The most recent new figures show Scottish

:05:13. > :05:18.business paid 2.6 billion in corporation tax. So what happens if

:05:18. > :05:24.Holyrood gets powers over its tax, as the Scottish government wants?

:05:24. > :05:27.More growth, more jobs? It could even mean more tax revenue.

:05:27. > :05:32.Ministers point to Ireland where it did just that with less than half

:05:33. > :05:36.Britain's tax rate. Things have changed in Ireland and here,

:05:36. > :05:46.leading some doubts about how the business would respond to a tax cut

:05:46. > :05:51.

:05:51. > :05:56.business would respond to a tax cut here. I think our own company are

:05:56. > :05:59.more franchise base and it would be difficult to relocate. It is a

:05:59. > :06:03.possibility for the head office but it would depend on the saving you

:06:03. > :06:09.could generate. I am sure for businesses were location is not

:06:09. > :06:14.Primary, the tax savings could be quite substantial. That is the

:06:14. > :06:20.response the architect of these plans is hoping for. If we have the

:06:20. > :06:24.ability to break the level of corporation tax, we can see a

:06:24. > :06:31.beneficial economic impact, new employment and new companies. More

:06:31. > :06:40.economic growth arising out of this economic initiative. F just within

:06:40. > :06:44.the round of public finances, it is a strong and attractive proposition.

:06:44. > :06:49.But it is the short term which worries some people. For me the

:06:49. > :06:53.biggest thing is the funding gap. Recognising we would have a

:06:53. > :06:59.reduction in the block grant from Westminster. What have to fund the

:06:59. > :07:04.gap somehow. The idea in the paper that a mini-gym to long term that

:07:04. > :07:08.would be in the way of region to long-term economic activity. But

:07:08. > :07:13.for me there is a question about how much we would have to borrow to

:07:13. > :07:17.maintain public services and the uncertainty about the rate. So it

:07:17. > :07:24.gets complicated. Long-term benefits perhaps by short-term

:07:24. > :07:31.headaches. What if they choose to raise tax rather than reducing it?

:07:31. > :07:35.How much with the Treasury cut from the block grant? Potentially a lot.

:07:35. > :07:41.The document is merely intended to spark discussion. It helps build

:07:41. > :07:48.the SNP argument for change ahead of the referendum on independence.

:07:48. > :07:55.You are watching Reporting Scotland - still to come. The grisly tale of

:07:55. > :07:59.the Scottish cannibal comes to the French.

:07:59. > :08:02.Sport - and then there was one. I'll tell you why this man is the

:08:02. > :08:12.only player to keep his place in the Scotland rugby team for their

:08:12. > :08:17.

:08:17. > :08:21.final World Cup warm-up match. There's no room for complacency in

:08:21. > :08:27.Scottish education according to the Scottish Education Secretary. What

:08:27. > :08:31.might the new school year hold for parents, pupils and teachers.

:08:31. > :08:36.Rain permitting - this time tomorrow schools like this may be

:08:36. > :08:42.full of youngsters intent on play. Parents and teachers may be focused

:08:42. > :08:46.on other things. Cuts and cash dash never far from

:08:46. > :08:53.the thoughts of parents getting ready for the start of term. We're

:08:53. > :08:59.hoping that teacher numbers do not go down. If they bring more cuts,

:08:59. > :09:02.there will be more pressure on children, teenagers, the young

:09:02. > :09:07.children coming up from primary schools. We have to try and keep as

:09:07. > :09:12.many of the teachers in jobs as possible and keep the standard of

:09:12. > :09:16.education as high as possible and make cuts on admin side. Teachers'

:09:16. > :09:20.leaders know all about the spending squeeze and it is linked to pay in

:09:20. > :09:26.conditions. This is about to be reviewed in a major inquiry. This

:09:26. > :09:30.is very difficult period ahead. We await with some trepidation the

:09:31. > :09:35.publication of the review. Cuts which may or may not affect

:09:35. > :09:39.standards of education. Schools can make or blight the future of a

:09:39. > :09:43.child. Our research body has said education in Scotland is not what

:09:43. > :09:51.it should be. It says too many leave school without qualifications

:09:51. > :10:01.or skill. It says an egalitarian or skill. It says an egalitarian

:10:01. > :10:01.

:10:01. > :10:05.education culture is not enough. The Scottish government says the

:10:05. > :10:08.The Scottish government says the big picture is... There are tens of

:10:08. > :10:12.thousands of Scottish pupils in thousands of good schools being

:10:12. > :10:18.taught by tens of thousands of good teachers. That is the reality. We

:10:18. > :10:24.could always do better. One of my big concerns his attainment at the

:10:24. > :10:31.moment. No complacency. There is no one in Scottish education who is

:10:31. > :10:41.complacent. A potentially tough year ahead. Centre stage -

:10:41. > :10:42.

:10:42. > :10:45.standards, staffing and funding. Rural areas had been given nearly

:10:45. > :10:49.70 million to improve broadband connections. It is part of the

:10:49. > :10:53.Government's drive to ensure that 90 % of homes and businesses have

:10:53. > :10:57.access to super-fast broadband by 2015.

:10:57. > :11:04.A Hearts fan accused of attacking the Celtic manager at Hain Castle

:11:04. > :11:11.last May has pleaded not guilty to charges of assault. -- tine Castle.

:11:11. > :11:14.John Wilson will face trial later this month. This was his first

:11:14. > :11:19.public court appearance. He has been in custody for more than three

:11:19. > :11:23.months since he was arrested following a Hearts Celtic match.

:11:23. > :11:28.Prosecutors said he ran onto the pitch where he was shouting and

:11:28. > :11:32.swearing and made a sectarian comment. They say he lunged at Neil

:11:32. > :11:38.Lennon and glad -- gratin around the make. He is accused of assault

:11:38. > :11:44.and breach of the peace. Prosecutors say it was aggravated

:11:44. > :11:51.by racial prejudice. There were certainly sentience that night

:11:51. > :11:58.between France. The assault took place in the 49th minute after the

:11:58. > :12:03.second goal for Celtic. It was a 3 nil victory for Celtic. It was days

:12:03. > :12:08.after police detained men for sending parcel bombs to Neil Lennon.

:12:08. > :12:13.It also comes just after the government set up a joint action

:12:13. > :12:17.group to tackle sectarianism in football. There was a brief

:12:17. > :12:26.appearance for John Wilson today who pleaded not guilty. At eight

:12:26. > :12:31.has been set for a trial on 29th August. -- a date has been set.

:12:31. > :12:35.The TA secretary to the Treasury, Danny Alexander, has told a

:12:35. > :12:39.newspaper he was involved in the decision to close RAF Leuchars and

:12:39. > :12:44.keep open an RAF Lossiemouth but only as a Treasury minister, not as

:12:44. > :12:48.a Highland MP. He had been accused by Sir Menzies Campbell of

:12:48. > :12:55.interfering in the process to help his own political soap -- political

:12:55. > :12:59.survival. Train fares could increase by as much a six % next

:12:59. > :13:02.year. First ScotRail will be allowed to put fares up by 1% above

:13:02. > :13:07.inflation. ScotRail say they will decide on their new prices later

:13:07. > :13:10.this year. A painting by Margaret MacDonald

:13:10. > :13:17.MacIntosh has been bought by the Scottish National Gallery of Modern

:13:18. > :13:21.Art. It cost 230. It is the first of her works to be acquired by the

:13:21. > :13:31.National Galleries. She met her has been Charles Rennie Mackintosh

:13:38. > :13:42.tall as a block of flats. The middle section of the Royal Navy's

:14:34. > :14:38.alongside. Hopefully it is as straight forward. But there are

:14:38. > :14:48.safe havens along the way. It will be interesting for the public to

:14:48. > :14:48.

:14:48. > :14:57.see their truck -- see the trap. These charity cyclists set off

:14:57. > :15:07.today with the task of beating the barge to its destination.

:15:07. > :15:12.We are very proud. We are putting the Clyde on the map again.

:15:12. > :15:17.There is however uncertainty as to the ultimate fate of this

:15:17. > :15:22.particular chunk of Engineering. One career is said to be mothballed

:15:22. > :15:30.and another will not the sea's surface of for nine years.

:15:30. > :15:37.Government ministers would give no guarantees.

:15:44. > :15:49.VAT depends on apprenticeships in 2015. -- much of that.

:15:49. > :15:57.The spending review will help determine whether putting both to

:15:57. > :16:00.use is a reality. A campaign are for Shetland

:17:25. > :17:31.everything which comes after it will come together. Small pilot

:17:31. > :17:40.schemes will not work. Jungle City has secured a royal

:17:40. > :17:47.support in recent months. This is my humble Arena. I will be

:17:47. > :17:52.very sad to let my work could go at the end. But I have had a fantastic

:17:52. > :17:59.time and doing so. It is good to raise awareness of endangered

:17:59. > :18:02.species. They are surviving the elements at

:18:02. > :18:07.the Edinburgh Botanic Gardens before they will be unleashed on

:18:07. > :18:12.the streets next month and then sold at auction in an attempted to

:18:12. > :18:17.raise as much as 1 million. The concept will then be taken

:18:17. > :18:25.worldwide, combining creativity and conservation in the hope of saving

:18:25. > :18:35.endangered animals in the wild. Organisers believe that it will

:18:35. > :18:45.

:18:45. > :18:50.And now the sport. Scotland's rugby coach, Andy Robinson, has announced

:18:50. > :19:00.his starting line-up for the final World Cup warm-up against Italy at

:19:00. > :19:07.

:19:07. > :19:12.Murrayfield on Saturday. Sweeping changes are being made to the team.

:19:12. > :19:21.A victory over Ireland 10 days ago and Scotland's build up to the

:19:21. > :19:27.World Cup appears to be going well. But on Saturday, just one of player,

:19:27. > :19:31.Graham Morrison, will keep his place in the starting line up.

:19:31. > :19:36.He mastered the six nations are through injury so it is about

:19:36. > :19:40.getting him back into the team. And number of players who were rested

:19:40. > :19:50.there getting a new opportunity. It shows you the competitiveness

:19:50. > :19:53.

:19:53. > :20:02.within the squad that we can make so many changes.

:20:02. > :20:05.Dan the Parkes returns. He can play in different ways. What

:20:05. > :20:11.is important is that he gets the opportunity to go out and work on

:20:11. > :20:18.things he has been training for. He can also bring other people into

:20:18. > :20:23.the game. It is everybody's dream to go to

:20:23. > :20:26.the World Cup. I have done a lot of hard work in the jam and on the

:20:26. > :20:32.training field. I am hopeful things go well this week and I will get

:20:32. > :20:40.there. Only 30 of four to seven squad

:20:40. > :20:50.members will make the final cut, Hearts have told the BBC they have

:20:50. > :20:53.paid the tax bill which threatened to send them into administration.

:20:53. > :20:58.Motherwell's Jamie Murphy has told Scotland he is unfazed with

:20:58. > :21:03.speculation linking him with a move away from a Fir Park. He has been

:21:03. > :21:09.watched by English Premier League teams. His goals have helped a

:21:09. > :21:15.Motherwell to the top of the SPL. Today he was promoting a mental

:21:15. > :21:18.health initiative but remained relaxed about transfer of talk.

:21:18. > :21:23.I pay no attention to the newspapers. I let other people

:21:23. > :21:29.worry about that and focus on doing my best for Motherwell, scoring as

:21:29. > :21:36.many goals as possible. Until somebody makes an offer I have no

:21:36. > :21:41.decision to make. I am quite happy until that time comes.

:21:41. > :21:45.Scotland will have a team in the knockout stages of the Champions'

:21:45. > :21:49.League - Glasgow's city around the knockout stages of the women's

:21:49. > :21:57.Champions League. They won their final group match against

:21:58. > :22:01.opposition from the Faeroe Isles. It goes alongside a victory against

:22:01. > :22:11.the Serbian Champions which included one of the best goals of

:22:11. > :22:16.

:22:16. > :22:21.Now, a tasty treat. Cannibalism. A dance production at the Edinburgh

:22:21. > :22:31.Fringe is taking Sawney Bean as the unlikely inspiration for a new show.

:22:31. > :22:37.The creators hope to horrify a new generation with the grisly tale.

:22:37. > :22:42.His story has fascinated people since the 16th century. Sawney Bean

:22:42. > :22:48.and his sprawling family of cannibals who ate his said killed

:22:48. > :22:56.and eight hundreds of innocent victims in Scotland. This a modern

:22:56. > :23:04.twist sees them finding a new victims in their nightclubs of

:23:04. > :23:10.modern Scotland. There are a lot of gaps in the

:23:10. > :23:15.history. So in terms of working with the story it is very

:23:15. > :23:22.interesting, theatrically, when you can hypothesise about what happened

:23:22. > :23:29.in those gaps. Historians might dismiss the tail

:23:29. > :23:39.as anti-Scottish propaganda but these -- those involved believe

:23:39. > :23:39.

:23:39. > :23:49.that there is still an appetite for the story.

:23:49. > :23:50.

:23:50. > :23:54.I certainly have not eaten anybody! I am not a vegetarian, however.

:23:54. > :24:02.The company admit that the show is not further light hearted and would

:24:02. > :24:09.be to everybody's taste. It should be unnerving. We should

:24:09. > :24:14.be looking at how the horror translates to the stage. But it has

:24:14. > :24:17.to be entertaining and by transferring events to and

:24:17. > :24:27.nightclub it should prove a roller- coaster ride and thoroughly

:24:27. > :24:31.

:24:31. > :24:35.And now the weather. The weather is not so tasty, sadly. The schools

:24:35. > :24:42.are going back so it feels like the end of summer and with the rain

:24:42. > :24:48.that only adds to it. This band of rain will push through the country.

:24:48. > :24:54.This evening and overnight it will continue its journey northwards. We

:24:54. > :25:03.can see that band of rain which is gradually pushing into the North

:25:03. > :25:08.Sea overnight. Most places will be contrived. -- become dry. It will

:25:08. > :25:18.turn a little bit chilly. Temperatures dipping 27 Celsius.

:25:18. > :25:24.
