:01:14. > :01:18.establish the fate of the Lockerbie bomber. Abdel Basset al-Megrahi has

:01:18. > :01:21.been in the city since the Scottish government freed him two years ago.

:01:21. > :01:26.Part of the terms of his release was that the local council where

:01:26. > :01:28.Megrahi's family last lived had to maintain contact. Our home affairs

:01:28. > :01:38.correspondent, Reevel Alderson, is outside the headquarters of East

:01:38. > :01:41.

:01:41. > :01:44.It does seem odd that one of Scotland's smallest local

:01:44. > :01:48.authorities should be tasked with keeping tabs on the country's

:01:48. > :01:53.biggest mass murderer, but al- Megrahi, although freed from prison

:01:53. > :01:57.just over two years ago, remains on life licence and subject,

:01:57. > :02:01.theoretically at least, to recall to prison if he breaches the terms

:02:01. > :02:08.of that licence, which do include keeping in regular contact with

:02:08. > :02:13.officials here. But it is clearly a far from easy task to keep in

:02:13. > :02:18.contact with a man like al-Megrahi in the chaos which is Tripoli.

:02:18. > :02:21.The situation in Tripoli remains far from stable. Forces loyal to

:02:21. > :02:26.Colonel Gaddafi are clashing with insurgents and there are now

:02:26. > :02:31.reports of looting and lawlessness. In the midst of this, a Scottish

:02:31. > :02:37.nurse is working in a clinic in the city. Over the last 24 hours we

:02:37. > :02:45.have probably had our worst experiences. Yesterday we had about

:02:45. > :02:52.10 victims of a gun battle, which was very unnerving. We had rebels

:02:52. > :02:56.using our compound. I have got a bullet hole in my bedroom window.

:02:56. > :03:00.In the calm of the West Lothian town of Linlithgow, Dr Jim Swire,

:03:00. > :03:04.who lost his daughter in the Lockerbie bombing, is now concerned

:03:04. > :03:08.about the man convicted of murdering her. I think he is at

:03:08. > :03:14.great risk of being assassinated either by the rebels or being

:03:14. > :03:18.snatched by an American special forces team. But if he escapes that,

:03:18. > :03:23.the question will be, how will the rebels, when they are victorious,

:03:23. > :03:27.deal with him? I fear they will hand him over to the Americans.

:03:27. > :03:30.Megrahi was last seen a month ago attending a pro-Gaddafi rally. East

:03:30. > :03:36.Renfrewshire council officials are supposed to keep in regular contact

:03:36. > :03:40.with him but they have not spoken to him since August VII and are now

:03:40. > :03:44.desperately trying to contact him. -- August 8th. We are satisfied he

:03:44. > :03:48.has been in Tripoli and up until now there has not been any problem,

:03:48. > :03:52.but clearly it is a war zone there and we will continue to try to

:03:52. > :03:56.reach him. The UK have no diplomatic presence in triply so

:03:56. > :04:02.they can't help trace him, but the Deputy Prime Minister insists that

:04:02. > :04:07.Libyan should never have been released. My personal view it is I

:04:07. > :04:11.would like to see al-Megrahi behind bars. Whatever you think, he was

:04:11. > :04:15.convicted in a court of law for one of the most atrocious terrorist

:04:15. > :04:19.acts this country has ever seen. But at the end of the day, this is

:04:19. > :04:22.an issue for the Scottish government and them alone.

:04:22. > :04:26.Scottish government says it was Westminster which sought to foster

:04:26. > :04:31.relations with the Libyan dictator. In was under Scottish government

:04:31. > :04:37.that was dealing with Colonel Gaddafi, it was the British

:04:37. > :04:40.government. It was British ministers who glad handed him with

:06:10. > :06:14.men in a fire on a fishing boat in Fraserburgh. Fire alarms had been

:06:14. > :06:24.switched off and a fire door left open on the Vision 2 when a heater

:06:28. > :06:32.killed three people and though nothing obvious can be seen from

:07:23. > :07:27.there had been no it inspection programme to spot that and the

:07:27. > :07:32.power to the fire alarm system had been turned off. A routine practice

:07:32. > :07:35.when ships were tied up. The Vision 2 is at sea now with the skipper on

:07:35. > :07:40.board, but I spoke to him briefly this afternoon by satellite phone.

:11:02. > :11:07.for an independent inquiry. police launch their investigation,

:11:47. > :11:53.complaints last year and the NHS is the worst offender. Our health

:11:53. > :11:58.correspondent, Eleanor Bradford, is here now.

:11:58. > :12:00.Specifically, what are the problems? The problem is that the

:12:00. > :12:04.Scottish public services ombudsman should be their last stop when you

:12:04. > :12:08.have a complaint. What you should do, what you have to do, is go to

:12:08. > :12:11.the relevant public service first, go through their complaints

:12:11. > :12:16.procedure. If they were handling these complaints correctly, you

:12:16. > :12:23.would expect very few to get as far as the Ombudsman. But the ombudsman

:12:23. > :12:27.told us today that unfortunately, that is not the case. We are up

:12:27. > :12:31.holding 34% of the cases that come to us and that is far too high. We

:12:31. > :12:36.are the last stage people come to with complaints and I would expect

:12:36. > :12:40.that number to be somewhere around 10% to and did cent and the most.

:12:41. > :12:45.That means far from getting things right first time, a lot of local

:12:45. > :12:51.authorities are getting things wrong first time. What can be done

:12:51. > :12:54.about this? If we take the worst offender, the NHS, of all the

:12:54. > :12:59.complaints that reached the ombudsman regarding the NHS, half

:12:59. > :13:02.of those were upheld. The ombudsman has recommended that in the case of

:13:02. > :13:07.the NHS and everyone else, they take these complaints more

:13:07. > :13:11.seriously so they can learn lessons. But with the NHS, there has been a

:13:11. > :13:14.debate for about a decade about whether it should move to a no-

:13:14. > :13:20.fault compensation scheme, the idea being that would speed up the

:13:20. > :13:24.complaints process and make the NHS less reluctant to say sorry. A

:13:24. > :13:34.report decided it was a good idea, but we are still waiting for the

:13:34. > :13:36.

:13:36. > :13:38.Scottish government to tell us what Police investigating the death of
