:01:12. > :01:16.believe he's innocent of the atrocity and that one day everyone
:01:16. > :01:19.will know the truth. A BBC team was invited to the home of Abdelbaset
:01:19. > :01:23.al-Megrahi because his family say they wanted to show the people of
:01:23. > :01:29.Scotland how sick he is. Catriona Renton reports. Abdelbaset al-
:01:29. > :01:35.Megrahi. These pictures show him at home. His mother keeping vigil over
:01:35. > :01:43.her dying son. The family believes he has not long left to live.
:01:43. > :01:53.very well. He is now in a deep sleep and he has stopped beating.

:01:55. > :01:58.We try to support him and we sit next to him and we pray. Abdelbaset
:01:58. > :02:04.al-Megrahi's family are louder cameras into his home. They want
:02:04. > :02:08.people to understand how ill they say he is. I want everybody,
:02:08. > :02:15.especially in the UK and specifically in Scotland, to see my
:02:15. > :02:24.dad. To see how he is doing, he is so sick. Some people have said he
:02:24. > :02:28.is not sick and he is not at home. Some people say he has run away. I
:02:28. > :02:34.want you to come and see my dad and see that he cannot move from his
:02:34. > :02:38.room. It is two years since the only man convicted of the Lockerbie
:02:38. > :02:43.bombing was can bet -- released from prison. He had been diagnosed
:02:43. > :02:47.with terminal prostate cancer and it was believed he had around three
:02:47. > :02:53.months left alone. The Scottish government sent him home to Libya
:02:53. > :03:00.on compassionate grounds. Today, his family maintains he has always
:03:00. > :03:04.been innocent of the Lockerbie atrocity. We have family and we
:03:04. > :03:11.have brothers and sisters, and we feel sorry about all the people
:03:11. > :03:15.that died, but we want people to know the truth as well. Abdelbaset
:03:16. > :03:20.al-Megrahi dropped his second appeal before returning to Libya,
:03:20. > :03:24.weaving questions unanswered. Tomorrow, the First Minister is
:03:24. > :03:27.expected to confirm plans for a new lot to allow it be detailed reasons
:03:27. > :03:33.for referring to his conviction to the Court of Appeal to be made
:03:33. > :03:37.public. The man who carried out that
:03:37. > :03:43.interview with Abdelbaset al- Megrahi's son is Jeremy Bowen, and
:03:43. > :03:45.he is in Tripoli tonight. Two years on, the debate rages over here over
:03:46. > :03:50.whether Abdelbaset al-Megrahi should have been released on
:03:50. > :03:55.compassionate grounds. You get the feeling that from what his son have
:03:55. > :04:00.said the family are very aware of this debate? They have all that
:04:00. > :04:08.closely. This summer I talked through spent a lot of time in
:04:08. > :04:13.Scotland and he speaks English well as a result of that. He certainly
:04:13. > :04:23.believes both that he is sick and he is innocent. Clearly a very sick
:04:23. > :04:23.

:04:36. > :04:38.to have lost that link. The rally driver Colin McRae was
:04:38. > :04:41.engaged in unnecessary and unsafe low level flying when he crashed
:04:41. > :04:44.his helicopter near his home in Lanarkshire four years ago. That's
:04:44. > :04:47.the conclusion of a Fatal Accident Inquiry into the accident. The 39-
:04:47. > :04:50.year-old was killed along with his five-year-old son John, his friend
:04:50. > :05:00.Ben Porcelli who was six and a family friend, 36-year-old Graeme
:05:00. > :05:01.
:05:01. > :05:05.Duncan. Julie Peacock reports. These are the images taken seconds
:05:05. > :05:10.before the fatal crash. They show that Colin McRae had fallen
:05:10. > :05:15.dangerously alone and carried out unnecessary manoeuvres. They were
:05:15. > :05:21.filmed by Graeme Duncan, who died in the crash alongside Colin McRae,
:05:21. > :05:24.his five-year-old son John and his son's six-year-old friend Ben.
:05:24. > :05:30.Ben's parents had not given him permission to be in a helicopter
:05:30. > :05:34.that day. A fatal accident inquiry said their deaths could have been
:05:34. > :05:38.avoided. The helicopter crashed into a wooded valley that is just
:05:38. > :05:41.that the other side of this hill behind me. People said they saw the
:05:41. > :05:46.helicopter travelling at speed with its nose down shortly before the
:05:46. > :05:51.accident happened. Colin McRae was an experienced helicopter pilot and
:05:51. > :06:01.the evidence from the inquiry shows that he had chosen to go down this
:06:01. > :06:17.
:06:17. > :06:22.narrow wooded valley. In its report, His skills and daring made Colin
:06:22. > :06:27.McRae Rally world champion and sporting hero. Thousands turned
:06:27. > :06:32.down to luck for his funeral. Today, people on the town gave their
:06:32. > :06:39.reaction. Very well liked and very well known. It's just an accident,
:06:39. > :06:44.was and it? Unbelievably tragic that it happened. I don't think we
:06:44. > :06:47.will have to forget him. Colin McRae's father say the family still
:06:47. > :06:52.believe they will never know what caused the crash. They said they
:06:52. > :06:59.were never in any doubt or Colin's prowess as a fine pilot. And Julie
:06:59. > :07:02.Peacock is close to Colin McRae's home where the crash happened.
:07:02. > :07:09.Despite the fact the inquiry has blamed Colin McRae, it was an
:07:09. > :07:12.immense family tragedy. What else have his family been saying?
:07:12. > :07:17.Tonight the family have asked for privacy but the release the
:07:17. > :07:21.statement through their lawyers. In it, Colin McRae's father seemed to
:07:21. > :07:25.question some of the findings of the fatal accident inquiry. In a
:07:25. > :07:29.statement, he says they still don't know exactly what happened in those
:07:29. > :07:33.final few seconds before the helicopter crashed. He says that
:07:33. > :07:37.anyone who new column from has a rallying career knew that safety
:07:37. > :07:43.was of the utmost importance to him. One of the things the McRae family
:07:43. > :07:47.hope these findings recommend it was a change in the law. Namely,
:07:47. > :07:51.that in future, all private aircraft would have to have bad
:07:51. > :07:55.data flight recorder in board. They say if that had been the case with
:07:55. > :07:59.Colin McRae's helicopter, lessons could have been learned from this
:07:59. > :08:02.accident. The fatal accident inquiry say that Colin McRae did
:08:02. > :08:07.try to regain control of the helicopter but was simply flying
:08:07. > :08:09.too low to do anything in time. A trial date has been set for two
:08:09. > :08:12.men from Ayrshire accused of sending parcel bombs to Celtic
:08:12. > :08:14.manager Neil Lennon, and two high profile Celtic fans earlier this
:08:15. > :08:20.year. It's alleged that Trevor Muirhead and Neil McKenzie plotted
:08:20. > :08:28.to murder Neil Lennon, Paul McBride QC and the former MSP Trisha Godman.

:08:40. > :08:48.Court this morning. The accused of sending improvised parcel bombs to

:08:52. > :08:56.Glasgow's Galgate. It is alleged that they plotted to murder those
:08:56. > :09:01.that they sent their devices to intending the parcels to explode
:09:01. > :09:04.when opened. They say it was aggravated by a religious prejudice.
:09:04. > :09:10.The package is alleged to have contained a plastic bottle of
:09:10. > :09:16.chemical or petrol with wires attached, nails and a lot component.
:09:16. > :09:21.Some of these items were purchased in shops in Stevenson, including in
:09:21. > :09:24.B&Q. At trial date has been set for November. The two men are remanded

:10:02. > :10:04.calculated. It's just under �860 million a year. Budgets are being
:10:05. > :10:08.squeezed, but a report from Scotland's spending watchdog has
:10:08. > :10:13.identified millions of pounds of waste. Our Home Affairs
:10:13. > :10:16.Correspondent, Reevel Alderson has the details.
:10:16. > :10:19.This huge sum of money is the cost of courts, prisons, social work
:10:19. > :10:21.teams and legal aid. The report uncovered criminal waste. For
:10:21. > :10:24.example, �10 million is lost because lawyers, both prosecutors
:10:24. > :10:31.and defence teams aren't ready to proceed when the case is called to
:10:31. > :10:34.court. A further �30 million is wasted when prosecutors call off a
:10:34. > :10:37.case at a late stage, and the police reckon they lose �16 million
:10:37. > :10:46.filling in for officers called as witnesses, who don't actually give
:10:46. > :10:49.evidence. On 21st April last year, as a snapshot, 520 officers were
:10:49. > :10:59.called to court across Scotland, yet just 55, just over 10%,
:10:59. > :11:00.

:11:31. > :11:35.Each day, the district fiscal checks which witnesses are due to
:11:35. > :11:39.attend. If they do not turn up, the police that are waiting for the
:11:39. > :11:41.case bowl-out and bring them to court. It is all about giving
:11:41. > :11:45.victims are confident that their case will be dealt with without
:11:45. > :11:50.delay. It is about making the local criminal justice system more
:11:50. > :11:56.efficient, and most importantly, it is about delivering justice to the
:11:56. > :11:59.people in our communities more quickly. The order to general also
:11:59. > :12:05.confirmed that IT systems and the criminal justice system are not
:12:06. > :12:09.integrated. A piece of work in one part of Scotland discovered that
:12:09. > :12:15.about one-third of people due to appear in court are already in
:12:15. > :12:21.prison and that is known -- not known to the court system. That is
:12:21. > :12:25.clearly an inefficiency it if it is not across Scotland. New cells here
:12:25. > :12:30.in Kilmarnock serve both the police and the court, cutting transport
:12:30. > :12:34.times and speeding up justice. Findings show that progress is
:12:34. > :12:38.being made. Nobody can justify that amount of waste especially in a
:12:38. > :12:44.time of financial austerity. Changes that occur there. It is
:12:44. > :12:47.also not just the financial cost. If victims sea trials delayed and
:12:47. > :12:50.witnesses are inconvenienced and police are sitting in courtrooms
:12:50. > :12:53.when the writ -- should be out in their communities, that is a loss
:12:53. > :12:55.to us. The government has also published Scotland's crime figures.
:12:55. > :12:59.Overall crime is down 4%, continuing a trend which began in
:12:59. > :13:02.1992, but violent crime is up 2%, the first rise for seven years, and
:13:02. > :13:05.housebreakings have also risen after a succession of falls. The
:13:05. > :13:08.government says recorded crime continues to fall as it moves
:13:08. > :13:14.forward with plans to reform the police service which will be
:13:15. > :13:18.confirmed tomorrow. Some of the other stories across Scotland this
:13:18. > :13:21.Tuesday. An intensive search involving the police and army is
:13:21. > :13:24.under way in the Philippines after the wife of a Scottish oil worker
:13:24. > :13:27.was kidnapped. Luisita Morrison was snatched from a beauty salon on the

:14:34. > :14:38.one which struck the Gulf of Mexico last year have been unveiled in
:14:38. > :14:42.Aberdeen. The industry has been working on how it would stop an oil
:14:42. > :14:47.leak, after serious doubts were raised by the UK Government about
:14:47. > :14:52.its capabilities. This industry animation shows how
:14:52. > :14:58.the oil cap would be used, lowered on to the leaking oil well and
:14:58. > :15:02.providing a means by which the engineers could stop the flow. This
:15:02. > :15:06.is it on show today for the first time. This industry leader told me
:15:07. > :15:11.he hopes it will never have to be used. It is important that we have
:15:11. > :15:15.this as an insurance, should things go wrong. But all of our emphasis
:15:15. > :15:21.is trying to make sure we work with the industry and with the
:15:21. > :15:26.regulators to make sure that this does not happen, in other words, we
:15:26. > :15:31.conduct our operations not to ever lose control of a well. Last year's
:15:31. > :15:36.Gulf of Mexico oil spill led to questions about safety in the North
:15:36. > :15:43.Sea. It was concluded that a better plan was needed and so this foil
:15:43. > :15:47.cap was needed. -- was born. It weighs 40 tonnes, which sounds a
:15:47. > :15:51.lot, but it is small enough to allow it to be lifted on to a ship
:15:51. > :15:57.and lowered into position on the bottom of the North Sea, all very

:16:18. > :16:26.worried about what will happen when this equipment needs to be used,
:16:26. > :16:33.and in the rough waters of Shetland, where they have tested it, but more
:16:33. > :16:39.seriously, in the waters of the Arctic. The cap itself is not
:16:39. > :16:44.designed for a spilt like last month's pipeline leak. While that
:16:44. > :16:48.was treated, this is a plan for something much worse, a disaster
:16:49. > :16:53.Scotland's oil industry was largely unprepared for. It is hoped this

:18:19. > :18:26.three years ago. To unlock that you need �700 million. That means not a

:18:39. > :18:44.urging Scotland to follow Wales' lead to stop people smoking in cars
