:01:24. > :01:28.police force and fire service for Scotland. Ministers have guaranteed
:01:28. > :01:31.to maintain officer numbers but that means support staff will have
:01:31. > :01:36.to lose their jobs. It has been suggested that the new national
:01:36. > :01:41.force could be based in Fife. Raymond Buchanan reports.
:01:41. > :01:46.On the beat with Central Scotland Police, but this is just one of the
:01:46. > :01:51.forces soon to be killed off. The Scottish government plans to save
:01:51. > :01:57.cash by creating one Scotland-white Constabulary. What will happen in
:01:57. > :02:02.future when you dial 999? People will say no -- see no difference in
:02:02. > :02:04.day-to-day policing. There will still be local officers at local
:02:04. > :02:08.stations interfacing with the local community will stop we will see no
:02:08. > :02:12.difference whatsoever in the vast majority of cases. There will also
:02:12. > :02:21.be a new fire service for the whole of Scotland. Again, the hope is to
:02:21. > :02:30.save money. The Government is hoping to secure support from
:02:30. > :02:36.police officers and staff and the fire service by guaranteeing their
:02:36. > :02:40.conditions. A single police force will save �1.7 billion. Most
:02:40. > :02:46.savings will be by cutting back on support staff. The government would
:02:46. > :02:50.not tell us how many. There is no doubt that jobs will be lost. I
:02:50. > :02:56.believe that the intention will be that there will be no compulsory
:02:56. > :03:00.redundancies - it will be through natural wastage. The Minister
:03:00. > :03:05.insists that police and fire services will not suffer from the
:03:05. > :03:10.changes. In fact, he is promising to make things better and ready for
:03:10. > :03:15.new challenges. Not only will be maintained the visible police
:03:15. > :03:18.presence, we will also ensure that every community in Scotland has the
:03:18. > :03:23.necessary support to face every challenge. We never thought we
:03:23. > :03:29.would face terrorism in Scotland and we did. Some people think it
:03:29. > :03:36.will only happen along the M8, there. We cannot predict when it
:03:36. > :03:41.will be. Kenny MacAskill has hinted that the
:03:41. > :03:43.new force could be headquartered in fight. Wherever it is, it will not

:03:46. > :03:50.A man obsessed with his ex- girlfriend has been found guilty of
:03:50. > :03:54.murdering her new boyfriend and attempting to murder her. The High
:03:54. > :03:57.Court in Edinburgh heard that 43- year-old Frank Moore had carried
:03:58. > :04:01.out a campaign of harassment against Lynsey Methven and Stewart
:04:01. > :04:11.Taylor which had lasted for weeks. He then carried out an attack on
:04:11. > :04:17.
:04:17. > :04:23.the couple at Ms Meyer then's home in Edinburgh. -- and his Nevin Ms
:04:23. > :04:28.Methven's home. Lynsey Methven has lost the hearing
:04:28. > :04:33.in one ear and is unable to walk unaided. Frank Moore carried out a
:04:33. > :04:43.frenzy jealous attack on her and her new boyfriend. He had left

:04:47. > :04:57.abusive phone messages in the weeks Chillingly, it was a sign of what

:05:00. > :05:07.was to come. This message was left It was Monday 7th February when
:05:07. > :05:12.firefighters were called to a fire at this house in Chelmarsh Crescent.
:05:12. > :05:15.They managed to rescue Lynsey Methven but Stewart Taylor back.
:05:15. > :05:21.Lynsey Methven and Stewart Taylor had watch some football on
:05:21. > :05:24.television, 80 peak sat and drinks and wine. Then they went to bed.
:05:24. > :05:28.She has absolutely no recollection about what happened in the next few
:05:28. > :05:32.hours. She walked up in hospital days later. But Frank Moore had
:05:32. > :05:38.broken into her apartment here on the ground floor. He had attacked
:05:38. > :05:42.the couple, punched them, take them, stab them and hit him on the head
:05:42. > :05:47.with a blunt instrument. During the attack, a fire started, and Frank
:05:47. > :05:52.Moore left the couple for bed. Frank Moore is a determined, evil
:05:53. > :05:55.and murderous individual. He carried out this attack on two
:05:56. > :06:00.innocent people who really only wanted to have a life together and
:06:00. > :06:05.the future. Frank Moore was described by the judge as a violent
:06:05. > :06:09.and dangerous man. He will be sentenced next month.
:06:09. > :06:13.An inquiry has been launched after a phone fault led to a delay in
:06:13. > :06:18.sending an ambulance to a man who collapsed with a heart attack at a
:06:18. > :06:22.shop in Hawick. The man later died. Both BT and the ambulance service
:06:22. > :06:26.have started internal investigations. This report from
:06:26. > :06:29.Hawick. The incident happened here at the
:06:30. > :06:37.Homebase store on the outskirts of Hawick on Tuesday morning. A man
:06:37. > :06:40.who work here have collapsed around 10:30am. A nurse on the scene began
:06:40. > :06:45.to administer CPR. Somebody else called for an ambulance. But there
:06:45. > :06:49.was a delay about -- Adderley of around four minutes in connecting
:06:49. > :06:56.the call. It took another 12 minutes for the ambulance to arrive.
:06:56. > :07:04.The man did not survive. I understand that the two ambulances
:07:04. > :07:11.that operate from this station responded when the call eventually
:07:11. > :07:14.came through. Investigations have been launched into the delay, in
:07:14. > :07:22.particular whether the patient would have survived if the crew got
:07:22. > :07:27.here earlier. There were another four calls affected -- defected --
:07:27. > :07:35.affected during this incident. The ambulance service said there were
:07:35. > :07:41.no adverse effects on those. There was another incident a few months
:07:41. > :07:45.afterwards. Both BT and the ambulance service say that they
:07:45. > :07:48.hope to reveal more details on this incident in Hawick in the next 24-

:11:58. > :12:02.council are keen to see develop. It is much easier to build on existing
:12:02. > :12:07.infrastructure. Beyond that, what is good about this is that it is a
:12:07. > :12:11.large block of land, or 2,000 acres, and even if we leave over 40% of
:12:11. > :12:15.the green, we can still fit in a lot of houses on the toes of
:12:15. > :12:19.neighbouring communities. An estimated 75,000 new houses will
:12:19. > :12:23.be needed in Aberdeen and Aberdeenshire by 2025. Perhaps
:12:23. > :12:33.surprisingly, this new development has been welcomed by people in
:12:33. > :12:34.
:12:34. > :12:39.villages nearby. In this village you can see a very different nearby
:12:39. > :12:45.village. More and more housing has been built here. Locals hope that
:12:45. > :12:52.the new development will stop the two villages becoming one. They
:12:52. > :12:57.will be separated by toadlet 90. There will be very easy access to
:12:58. > :13:02.the New Town, to the shops and so forth. We want to keep our own
:13:02. > :13:05.identity, at which is very important to us. If very few people
:13:05. > :13:08.actually live where the new town will be.
:13:08. > :13:17.There is some opposition, mainly on the grounds that farmland will be
:13:17. > :13:21.lost. The application will now be considered by the local authority.

:15:12. > :15:17.more than 500 houses in recent years and more are on the way. But
:15:17. > :15:22.not so long ago no new council houses were being built anywhere in
:15:22. > :15:27.Scotland. We're in a situation now where frankly I don't know how some
:15:27. > :15:31.young people can manage to afford to get on to any kind of housing
:15:31. > :15:36.ladder. Council housing provides an affordable option for people who
:15:36. > :15:41.otherwise wouldn't get a house. Ismay pleasure to hand that to you.
:15:41. > :15:47.It is a far cry from the days when it looked like council housing was
:15:47. > :15:51.in terminal decline as home were bought by their tenant and new
:15:51. > :15:56.social housing was built by independent housing associations.
:15:56. > :16:02.Across Scotland work started nearly 1,400 houses last year. The
:16:02. > :16:08.Government expects to see 3,300 built over three years. But this is
:16:08. > :16:14.only part of the story. Across Scotland fewer new homes are being
:16:14. > :16:20.built by housing associations and so there are fewer new homes for
:16:20. > :16:26.rent. We're seeing a 75% in new housing association homes. To us
:16:26. > :16:31.that a real crisis. Today the Government announced a �10 million
:16:31. > :16:35.scheme to help kick start all forms of house building, helping both
:16:35. > :16:39.council and housing associations and more families like this. Burr
:16:39. > :16:44.the debate on the best ways of providing more affordable housing
:16:44. > :16:47.will continue. She's one of the best young footballers in Scotland,
:16:47. > :16:50.but earlier this year an age rule imposed by the English FA meant
:16:50. > :16:53.that 13-year-old Alyshia Walker couldn't play in a mixed team at a
:16:53. > :17:03.tournament in Birmingham. Now after a campaign by her family and club,

:23:33. > :23:36.going. Mountains Animal Sanctuary near Forfar ran into trouble after

:23:38. > :23:48.shortfall of �300,000 means staff are facing redundancy. Steven

:24:00. > :24:03.treatment she received before being rescued from a meat wagon.

:24:07. > :24:12.caved in this part of her face. There was a horrific injury that

:24:23. > :24:26.the founder, Alan Fraser. He died last year, leaving the sanctuary
:24:26. > :24:32.�1.4 million in his will. But the charity left to run things say most
:24:32. > :24:36.of that is tied up in the land, leaving the future far from secure.
:24:36. > :24:41.Unfortunately we have not received any money from the will. We're
:24:41. > :24:46.heads swog -- heading into the winter and we only have four
:24:46. > :24:51.month's money left. We're having to look at redundancies. If that is to
:24:51. > :25:01.be avoided, they say, it is vital some of the residents are rehomed.
:25:01. > :25:05.The sanctuary is hope to 12 animals. The hope -- 122 animals. They hope
:25:05. > :25:11.to get that number down to 80. So whether it is blankets or hard cash,
:25:11. > :25:19.it is clear the generosity of others will be key if Scotland's
