:00:15. > :00:19.Welcome to Reporting Scotland. Tonight, cleared of a sectarian

:00:19. > :00:23.assault but jailed for breach of the peace. The Hearts fan who

:00:23. > :00:28.attacked Neil Lennon. Bucking the trend. Scottish

:00:28. > :00:31.unemployment is down but so are retail sales. We will look at why

:00:31. > :00:37.are our high streets are struggling. Coming together - many colleges and

:00:37. > :00:46.some universities are set to merge. And Scotland win their second match

:00:46. > :00:48.at the Rugby World Cup - in a bruising encounter with Georgia.

:00:48. > :00:51.A football fan cleared of a sectarian assault against the

:00:51. > :00:55.Celtic manager Neil Lennon has been sentenced to eight months for

:00:55. > :00:57.breach of the peace. 26 year-old John Wilson invaded the pitch,

:00:57. > :01:03.shouting and swearing at Neil Lennon during the Hearts Celtic

:01:03. > :01:05.match in Edinburgh last May. At the end of the trial last month a jury

:01:05. > :01:15.found a second charge of religiously aggravated assault not

:01:15. > :01:15.

:01:15. > :01:25.proven. Our reporter is at Saughton Prison this evening. Of it was a

:01:25. > :01:30.huge match. The mood was described as terrible, tense and toxic.

:01:30. > :01:37.Sectarian chanting came from both sets of supporters. When Celtic

:01:37. > :01:42.scored a second goal, John Wilson invaded the pitch. He charged at

:01:42. > :01:47.the dug-out shouting and swearing at Neil Lennon. The jury deleted

:01:47. > :01:51.the sectarian element from the charge. The Sheriff said, given the

:01:51. > :01:56.extreme antagonism of both sets of supporters, the breach of the peach

:01:56. > :02:03.offence was not mind her. It had potentially serious consequences in

:02:03. > :02:08.a volatile situation. The crowd contained over 16,000 supporters.

:02:08. > :02:13.As well as his sentence, Wilson has been given a five-year banning

:02:13. > :02:18.order. He admitted assaulting Neil Lennon by hitting him on his head.

:02:18. > :02:24.He offered a guilty plea days after it happened but denied shouting

:02:24. > :02:28.sectarian abuse. The Crown rejected that and went to trial. The jury

:02:28. > :02:38.found the religiously or aggravated assault charge not proven. The

:02:38. > :02:43.Crown said... No comment from Neil Lennon or the

:02:43. > :02:46.club but another prominent Celtic man who has also been the victim of

:02:46. > :02:52.sectarian death threats is concerned this sentence sends the

:02:52. > :02:56.wrong message. This sentence will not make him feel any safer. Did

:02:56. > :03:02.the jury returned a verdict anyone understands - no. Was the sentence

:03:02. > :03:07.appropriate? Well people feel safer? Probably not. Does this send

:03:07. > :03:10.her a message to people will do same thing, I'm afraid it does not.

:03:11. > :03:16.John Wilson was released from prison this afternoon after serving

:03:16. > :03:20.half of his sentence already. The number of people seeking work

:03:20. > :03:23.in Scotland has fallen, according to the most recent official data.

:03:23. > :03:26.That runs counter to a sharp increase in unemployment in the

:03:26. > :03:28.rest of the UK. There is worse news on Scottish retail, with consumer

:03:28. > :03:34.confidence running low. Our business editor has been poring

:03:34. > :03:37.over the figures and will explain what is going on out there.

:03:37. > :03:41.Jackie, there is good and bad in these figures, so let us start with

:03:41. > :03:51.something positive. There were 3,000 fewer people looking for work

:03:51. > :03:54.in the three months to July. That takes the number down to 204,000.

:03:54. > :04:02.At the same time there was an increase in thenumber seeking work

:04:02. > :04:09.across the UK. The number on unemployment benefit went up a bit.

:04:09. > :04:13.The survey found 23,000 more Scots were working in that three months.

:04:13. > :04:19.There are lots of public sector jobs being shed but private sector

:04:19. > :04:23.employment has been rising in Scotland. Some cause for optimism,

:04:23. > :04:28.except in retail where a separate set of figures looked poor.

:04:28. > :04:34.Some are born to shop and some look to surf up with retail in retreat,

:04:34. > :04:44.finding a job is proving tough for this couple. I thought I would have

:04:44. > :04:45.

:04:45. > :04:55.a job. So I am trying to get a job these days. It is really difficult.

:04:55. > :05:01.You send applications on-line. 80 % of the time, they do not even have

:05:01. > :05:06.the decency to e-mail your back saying sorry, no job. Employers

:05:06. > :05:11.know the sector is facing a slump. Retailers taking a serious bashing

:05:11. > :05:15.in the recession and I think that will continue into next year.

:05:15. > :05:20.However, Glasgow loves to shop and retailers holding its own and there

:05:20. > :05:25.are some jobs available. Well there is recruitment underway for a

:05:25. > :05:32.Christmas, high streets like Paisley have lots of empty shops.

:05:32. > :05:37.The total figure for last month was down. Big discounts are on offer.

:05:37. > :05:43.The bright spot - back to school shoes and laptops but consumer

:05:43. > :05:47.confidence is low. There is a real dearth of consumer confidence at

:05:47. > :05:53.the moment. The people are watching their pennies. They are worried

:05:53. > :05:59.about their jobs. They are a lot of adjectives been used by the media

:05:59. > :06:01.about dangerous economic times, about the crisis of the euro-zone

:06:01. > :06:04.and that all goes through to the consumer.

:06:04. > :06:06.So consumer confidence in Scotland looks weak. The business outlook is

:06:06. > :06:10.not so bad, particularly among those selling into growing markets

:06:10. > :06:12.around the world - in engineering, oil and gas, and whisky. But with

:06:12. > :06:15.government spending in decline, finance tight and economic storm

:06:15. > :06:20.clouds on the export horizon, that business optimism may be getting

:06:20. > :06:23.strained. The UK Supreme Court should

:06:23. > :06:33.continue to have a role on Scottish criminal cases according to a new

:06:33. > :06:38.

:06:38. > :06:41.report for the Scottish government. That finding is despite the First

:06:41. > :06:44.Minister, Alex Salmond, arguing against rulings been made in London.

:06:44. > :06:47.But a group led by the former judge, Lord McCluskey, says the Supreme

:06:47. > :06:50.Court should continue to decide and human-rights cases. However, they

:06:50. > :06:52.say there should only happen after approval from the High Court in

:06:52. > :07:00.Edinburgh. Lord McCluskey's review also criticises changes being made

:07:00. > :07:04.by the UK government as seriously flawed. Still to come before 7pm -

:07:04. > :07:08.Scottish government sense in a team to help manage their Edinburgh

:07:08. > :07:13.trams project. And how North Sea oil came close to

:07:13. > :07:17.be nationalised in the 1970s. And in sport - Celtic arrive in

:07:17. > :07:22.Spain for tomorrow's Europa League game against Atletico Madrid.

:07:22. > :07:27.And at the Rugby World Cup - Scotland triumph in a tough

:07:27. > :07:31.encounter against Georgia. Scottish universities could be

:07:31. > :07:33.facing a shake-up with the possibility of some of them merging.

:07:33. > :07:36.Education Secretary, Michael Russell, says he wants to see

:07:36. > :07:42.greater collaboration between both colleges and even mergers where it

:07:42. > :07:45.made educational and financial sense. He said it would be part of

:07:45. > :07:48.a reform of education for 16 to 19 year-olds. Our political

:07:48. > :07:57.correspondent has been to see a project helping unemployed young

:07:57. > :08:03.people get into work. A fresh start that hopefully leads to a lucky

:08:03. > :08:06.break and a job. This is the Canon Gate youth project in Edinburgh. It

:08:06. > :08:11.provides many services for young people, here they're learning about

:08:11. > :08:15.preparing for work, interview technique, finding the right job.

:08:15. > :08:18.They're going through job applications today. The young

:08:18. > :08:24.people are motivated, they volunteer for this training

:08:24. > :08:28.programme which also pays them 55 a week. A help you figure out the

:08:28. > :08:33.things you want to do later on in life. They help you achieve stuff

:08:33. > :08:39.you need to do that. I did not want to sign on so that is why I came

:08:39. > :08:45.here. It has given me my confidence which I did not have as skill. It

:08:45. > :08:49.is helping me with my CV and with communication with people.

:08:49. > :08:53.Scottish government claims some parts of the system had been

:08:53. > :08:58.untouched for decades. It was to reform her training and skills are

:08:58. > :09:05.delivered. It was a reform of colleges and universities as well.

:09:05. > :09:09.A ideally, I would like to see regional colleges emerged and

:09:09. > :09:15.access level provision delivered locally. Greater collaboration

:09:15. > :09:21.between university -- universities when it makes financial sense.

:09:21. > :09:26.are questions the viability of the screen -- of the scheme. Last year

:09:26. > :09:31.the SNP cut funding to colleges by 10 at present. The number of places

:09:31. > :09:36.at university fell, can he tell us whether this guarantee is backed up

:09:36. > :09:41.by funding for new places at college or university? Tonight

:09:41. > :09:44.there had been calls for more clarity on the proposals as soon as

:09:44. > :09:53.possible. The Scottish government says a proper consultation is vital

:09:53. > :09:57.and it will report back in December. Our education Correspondent is

:09:57. > :10:04.outside the parliament tonight. What is the suggestion about

:10:04. > :10:10.merging year sees, is a surprise? Indeed it was. -- merging the

:10:10. > :10:15.universities. Initially we thought it was a misprint. We checked with

:10:15. > :10:19.the Scottish government and it is true, they are looking at the

:10:19. > :10:23.possibility of higher education institutions being urged. They say

:10:23. > :10:27.it would only be if it makes educational and financial sense. We

:10:27. > :10:31.where where they were looking at the viability of individual courses.

:10:32. > :10:39.They were asking do we really need a subject like a lot to be provided

:10:39. > :10:44.in several institutions. That has sparked concern that we could beat

:10:44. > :10:47.in line for potential job losses. Some of the other stories across

:10:47. > :10:50.Scotland this Wednesday. A report has found a helicopter ditched into

:10:50. > :10:52.the North Sea after the crew misjudged the landing. 18 people

:10:52. > :10:56.were rescued in the incident. Accident investigators say the

:10:56. > :11:00.pilots failed to notice the Super Puma was descending into the sea as

:11:00. > :11:08.it approached BP's ETAP platform in February 2009. Operator Bond says

:11:08. > :11:13.it has already implemented safety changes. Police are appealing for

:11:13. > :11:16.help in finding a serious sex offender who has gone missing.

:11:16. > :11:19.Detectives say members of the public should not approach Brian

:11:19. > :11:24.Andrews to be described as a violent individual. He was last

:11:24. > :11:28.seen last week in landmark but police believe he may now be in the

:11:28. > :11:30.Livingston area. He is believed to have a tent with him and may be

:11:30. > :11:33.camping. Police investigating the

:11:33. > :11:37.disappearance of a man in North Lanarkshire who is believed to have

:11:38. > :11:43.been murdered have found a body near Cleland. 25-year-old Graeme

:11:43. > :11:46.Ferry was last seen in Bellshill in April. His family had been informed

:11:46. > :11:54.about their discovery. Last week three men appeared in court charged

:11:54. > :11:58.with his murder. Scottish ministers have stepped in

:11:58. > :12:02.to help run the Edinburgh trams project. A team of officials from

:12:02. > :12:07.Transport Scotland had been sent in to take up senior positions on his

:12:07. > :12:11.project. Ministers have agreed to reinstate 72 million of government

:12:11. > :12:16.funding the earlier decided to withhold. The government has

:12:16. > :12:20.announced a final delivery date and cost.

:12:20. > :12:27.In the summer of 2014, the government now in says these long

:12:27. > :12:34.empty tracks will be buzzing with the sound of trans. The latest

:12:34. > :12:37.estimated cost is 776 million, plus the 200 million cost of

:12:37. > :12:44.borrowing. The Scottish government announced a date that after years

:12:44. > :12:49.of washing its hands of the project, with it comes they 72 million

:12:49. > :12:53.withdrawn last month. As a condition of the money, the Sunday

:12:53. > :12:58.2 million, we had decided we need the power of direction and if

:12:58. > :13:02.necessary the power of veto. We do not anticipate we will need to use

:13:02. > :13:07.those powers, but if we need to use them, we well to make sure sensible

:13:07. > :13:12.decisions are taken for the next the years of this project. It is

:13:12. > :13:16.unclear how much responsibility the government will take. Ministers say

:13:16. > :13:19.it transports Colin now has the power of veto or whether tram

:13:19. > :13:23.project but the Edinburgh Council will remain responsible for paying

:13:23. > :13:27.the bell. Nevertheless, the council has

:13:27. > :13:31.welcomed the government announcement.

:13:31. > :13:34.It is good news. It is something we wanted to have and we're very

:13:34. > :13:38.pleased that Transport Scotland will be more involved.

:13:38. > :13:43.It is hoped they announcement will bring forward the recommencement of

:13:43. > :13:47.work on the stalled project but much remains to be done. They are

:13:47. > :13:52.still 700 utility junctions to take care of between sin Andrew's Square

:13:52. > :13:57.and the market. All that remains now is for the council and its main

:13:57. > :14:00.contractor to sign a new contract. Government ministers said that it

:14:00. > :14:07.happened this afternoon. But this evening we go stations are still

:14:07. > :14:11.continuing. More than 40 fire fighters have

:14:11. > :14:14.spent the day tackling a huge fire in the Moray town of Buckie. The

:14:14. > :14:17.outbreak was reported at around 7 o'clock this morning at a disused

:14:17. > :14:23.supermarket in the town. Grampian Fire and Rescue Service says no one

:14:23. > :14:28.was injured and an investigation into the cause is underway.

:14:28. > :14:32.Strike action is looming at a port, with tug drivers voting to take

:14:32. > :14:37.industrial action. They are unhappy about changes to shift patterns

:14:37. > :14:41.which could see them working longer hours. The council is trying to cut

:14:41. > :14:44.costs as activity at the port is in decline.

:14:44. > :14:47.Leading Government figures wanted to buy the North Sea's major oil

:14:47. > :14:50.fields from BP when significant discoveries were made in the 1970s.

:14:50. > :14:53.That's a claim from a new official history of the North Sea oil and

:14:53. > :14:56.gas industry. An academic from Aberdeen University has spent a

:14:56. > :15:06.decade trawling through government documents for the project. Kevin

:15:06. > :15:06.

:15:06. > :15:10.Keane reports. 1975, and the Energy Minister makes

:15:10. > :15:15.his first visit offshore to see the process that will bolster the UK's

:15:15. > :15:19.economy. It is this that makes the prospects for the future looks so

:15:19. > :15:24.different. But while BP were glad handling the Minister, I see was

:15:24. > :15:29.making plans to strip them of their 0 C interest and can then to the

:15:29. > :15:34.newly emerging national or or corporation. It was a paper company

:15:34. > :15:39.more than a real company for some time. He had some quite radical

:15:39. > :15:43.ideas, the most of which was to take over all of BP's assets.

:15:43. > :15:50.did not happen. It was too expensive, and Prime Minister

:15:50. > :15:54.Harold Wilson thought it took nationalisation too far. Tony Benn

:15:55. > :15:58.stands by his ambitions and says he was perfectly open about them with

:15:58. > :16:06.the oil industry. If we have been able to do that, more money would

:16:06. > :16:11.have come to was, greater control of the ordeal. We were very action

:16:11. > :16:17.-- anxious to see the oil was not depleted so rapidly that you are

:16:18. > :16:22.left with empty fields. The history also charts Shelton's battle with

:16:22. > :16:26.the government over oil revenue. It had become an increasingly

:16:26. > :16:31.important site, and we see it here being officially opened by the

:16:31. > :16:36.Queen. But the Treasury wanted any payments to be made to them. They

:16:36. > :16:42.threatened to cut off grants, but eventually backed down. There was a

:16:42. > :16:48.worry this would lead to other local authorities, in Scotland or

:16:48. > :16:56.maybe elsewhere, saying they should also get a share. Shetland council

:16:56. > :17:00.had to dig in their heels. We held all the cards. The technology of

:17:00. > :17:06.the day meant a oil pipelines had to come to the nearest landfall

:17:06. > :17:12.which was with us. And we knew that. So we just had to stay firm and in

:17:12. > :17:22.the end the government gave in. the 1974 elections, nationalism was

:17:22. > :17:24.

:17:24. > :17:29.Peking. -- at its height. The economic benefits of oil also been

:17:29. > :17:36.downplayed by the government as a move to down play the nationalist

:17:36. > :17:39.movement. A new map is being launched showing

:17:39. > :17:41.where all the "green spaces" are in Scotland's towns and cities.

:17:41. > :17:44.Information from councils has been pieced together to show everything

:17:44. > :17:46.from allotments to major parks. The people behind the project say the

:17:46. > :17:52.online map could help councils develop their planning and

:17:52. > :17:57.environmental policies - and be of interest to the public too.

:17:57. > :18:00.And from fields to fields of dreams, here's Jonathan with the sport.

:18:00. > :18:03.Scotland's Rugby World Cup campaign continues along a winning path but

:18:03. > :18:05.they were made to work for victory in their second match of the

:18:05. > :18:08.tournament. Scotland eventually overcoming Georgia 15 points to 6

:18:08. > :18:12.in Invercargill. The match wasn't a thing of beauty but it gives

:18:12. > :18:22.Scotland nine points in Pool B ahead of the sterner tests to come

:18:22. > :18:25.

:18:25. > :18:30.against Argentina and England. The kicks and Dan Parks eventually saw

:18:30. > :18:37.off the Georgian challenge, but it was a difficult few minutes, with

:18:37. > :18:42.Scotland continually spilling the ball. Very difficult conditions

:18:42. > :18:48.with the wet weather. Whenever we gained territory and attacked, we

:18:48. > :18:52.kept turning the ball over which was disappointing, so we need to be

:18:52. > :19:02.better at holding on to the ball. Georgian made life uncomfortable

:19:02. > :19:07.for Scotland, taking a point lead. Down parks' kicking was not always

:19:08. > :19:17.spot-on either. But by half-time he was in the groove and had kicked

:19:18. > :19:23.

:19:23. > :19:30.them into a 93 lead. -- 9-3 lead. Parks aged Scotland into double

:19:30. > :19:37.figures and all those Scotland -- and although Jorja would score

:19:37. > :19:41.again, Scotland maintained the lead. That is phase one out of the way,

:19:41. > :19:48.we going to face to now playing Argentina and England. It is now

:19:48. > :19:53.about winning two games there. We have to focus on Argentina were --

:19:53. > :19:58.first, which will get us the qualifier. And plenty of recovery

:19:58. > :20:01.time for the Scots, it is 11 days until that match against Argentina.

:20:01. > :20:07.Andy Murray feels he doesn't have to make big changes to his tennis

:20:07. > :20:10.game in order to achieve Grand Slam success. Just days after his semi-

:20:10. > :20:13.final defeat at the US Open, Murray is back in Scotland on duty with

:20:13. > :20:23.the Great Britain Davis Cup team. And, as David McDaid discovered, he

:20:23. > :20:26.

:20:26. > :20:32.appears happy to be home. Back in Scotland, backward the boys

:20:32. > :20:38.and back smiling. Not much banter here, to be honest, unfortunately!

:20:38. > :20:46.But it is good being involved in 18, it is different to what we used to.

:20:46. > :20:51.It is good fun, I have always enjoyed it. At the Grand Slams, you

:20:51. > :20:57.can be pretty selfish, you do everything to your timetable and

:20:57. > :21:01.whatever. Now, you're part of the team where everybody has to be

:21:01. > :21:05.involved in setting up the practices and that sort of thing.

:21:05. > :21:13.What we wear so we are all co- ordinated - that is my favourite

:21:13. > :21:17.part! Getting a phone call about the colours for the next day.

:21:17. > :21:22.here where Andy Murray will be trying to help team at GB to great

:21:22. > :21:28.success over the weekend. The Scot does not believe it will take much

:21:28. > :21:31.more before he is tasting Grand Slam success. Anybody suggesting I

:21:31. > :21:35.should make huge changes to my game, it is not really the way to go

:21:35. > :21:40.forward. You need to just keep building habitus a time. When you

:21:40. > :21:46.try to make drastic changes when you are at the top of his sport, it

:21:46. > :21:49.messes with your minds quite a lot and and mentally you will struggle

:21:50. > :21:55.because the differences are so small they if you try to make a
