:01:22. > :01:25.settled a dispute with its main contractor. The council has signed

:01:25. > :01:28.a new deal with the consortium Bilfinger Berger after late-night

:01:28. > :01:31.negotiations, ending fears the two sides may have had to resolve their

:01:31. > :01:38.dispute in the courts. It clears the way for construction work to

:01:38. > :01:41.get underway again. From the capital, Gavin Walker reports.

:01:41. > :01:48.For the long-suffering people of Edinburgh, today's contract signing

:01:48. > :01:52.is something of a mixed blessing. First, the good news, there the

:01:52. > :01:56.potentially expensive court case has now been seen off, and work on

:01:56. > :02:01.the trams themselves can now begin again. The bad news is, if you live

:02:01. > :02:06.along the route, when the work begins it is likely to bring

:02:06. > :02:12.widespread transport disruption. The council leader seemed relieved

:02:12. > :02:16.today to have avoided a potentially crippling court case. We have been

:02:16. > :02:21.working hard on this since the mediation process, and today we

:02:21. > :02:26.have reached a situation where the papers have been signed. But if you

:02:26. > :02:30.live along the route, the good news of work resuming is also the bad

:02:30. > :02:36.news. Potentially more so if you have a business there. Remedial

:02:36. > :02:40.work on Princes Street will resume this weekend. This is what Burley a

:03:45. > :03:52.higher pension contributions for Scottish workers. But his critics

:03:52. > :03:56.say it's all bluster. Our Political Editor Brian Taylor has the details.

:03:56. > :04:00.Pensions for NHS staff and teachers, for police and firefighters, they

:04:00. > :04:05.come under the control of Scottish ministers because of devolution,

:04:05. > :04:09.but like other public sector staff they face a hike in their pension

:04:09. > :04:14.contributions from next April and the UK government plans. Alex

:04:14. > :04:18.Salmond thinks the proposal is cack-handed when many public sector

:04:18. > :04:23.staff are facing a pay freeze but has been warned by the Treasury of

:04:23. > :04:27.financial penalties if he attempts to delay the increase in Scotland.

:04:27. > :04:31.An extraordinary letter, even a threatening one. He read out an

:04:31. > :04:36.extract from the Treasury letter. would have to reduce the Scottish

:04:36. > :04:40.government budget by 8.4 million for every delay of a month. You can

:04:40. > :04:45.call that letter many things, but it doesn't seem to be liberal or

:04:45. > :04:48.democratic. But critics say that this is bluster from the First

:04:48. > :04:54.Minister to cover his government's failure to confront the need to cut

:04:54. > :04:58.costs. All he is interested in is picking a fight rather than seeking

:04:58. > :05:02.a resolution to the public sector pensions problem for the whole of

:05:02. > :05:06.the UK. We need a resolution to this. We have been dodging and

:05:06. > :05:08.delaying for months and we should get on with the job. This row

:05:08. > :05:16.emerges as the Scottish government prepares to disclose its detailed

:05:16. > :05:19.budget plans next week. Expect two key elements. They will try to

:05:19. > :05:23.sustain capital spending as well as additional use of the non-profit

:05:23. > :05:27.distributing model to leave a controlled investment from the

:05:27. > :05:31.private sector, and we can also expect widespread structural reform

:05:31. > :05:35.and the public sector itself, building on a model of single fire

:06:12. > :06:16.David Francey's unmistakeable, and oft-impersonated voice was the

:06:16. > :06:19.soundtrack to Scottish football throughout the 1960s, 70s and 80s.

:06:19. > :06:21.Before the era of regular, live TV coverage, his radio commentaries

:06:21. > :06:31.for the BBC were essential Saturday afternoon listening in homes across

:08:57. > :09:00.Afghanistan. Exercise Scottish Buzzard is the first of its kind

:09:00. > :09:02.since the recommendation that reservists should take on a bigger

:09:02. > :09:12.role in front-line operations. Willie Johnston is in West Freugh

:09:17. > :09:22.With the army facing cuts, the Territorials will play a big

:09:22. > :09:24.operational role, increasingly working and fighting across --

:09:24. > :09:28.alongside their full-time professionals, each equal of the

:09:28. > :09:31.other. There are two big challenges in this, one is getting the

:09:31. > :09:35.volunteers fighting fit and tactically aware, the other is

:09:35. > :09:42.getting them up to operational strength. My report contains some

:09:42. > :09:45.scenes you may find disturbing. It is the dawn of a new-age for the

:09:45. > :09:49.Territorial Army. Now eight integral and important part of UK

:09:49. > :09:55.frontline forces. It is light years from the weekend warrior image of

:09:56. > :09:58.all. Today's reservists join up knowing they will see the harsh

:09:58. > :10:08.realities of war. That is why training is as realistic as

:10:08. > :10:09.

:10:09. > :10:13.The soldiers do not know in advance that the blood covered casualties

:10:13. > :10:17.in the medical evaluation exercise of real life and duties. It is

:10:17. > :10:21.shockingly authentic. We have had the odd guy a faint or throw up.

:10:21. > :10:24.Some of the guys have seen injuries like it before, but don't expect it

:10:24. > :10:27.in a trading environment. It is important to get used to seeing the

:10:27. > :10:31.sort of things, because they will be deployed out to Afghanistan and

:10:31. > :10:34.this is the sort of injury they will deal with. Here they are

:10:34. > :10:39.simulating close combat. The Taliban have occupied a building

:10:39. > :10:44.over there and these guys are going to come under fire. The key to this

:10:45. > :10:49.is that they return fire only defensively, not offensively.

:10:49. > :10:53.Taliban, if they are running away, they cannot be offensive, because

:10:53. > :10:56.that is against the rules of engagement. The Territorials who

:10:56. > :11:03.have fought side-by-side with professionals insist they can be

:11:03. > :11:08.equals. I have seen it changed a lot, going from the Dad's Army,

:11:08. > :11:12.weekend warriors, to professional people who do the job with the

:11:12. > :11:17.regulars without complaints, so the regulars cannot even tell the

:11:17. > :11:23.difference. Today's Territorial Army is still well below the

:11:23. > :11:28.strength it needs for the new one army vision to work. We are trying

:11:28. > :11:30.to fill it to full establishment, so that is some 30,000 trained,

:11:31. > :11:36.available and deploy a bought Personnel and we have just less

:11:36. > :11:40.than half and at the moment. -- personnel for deploy. That is a

:11:40. > :11:45.short fall of nearly 16,000 across the UK. These men are preparing to

:11:45. > :11:48.leave these bases and head for an old ammunitions factory. The

:11:53. > :11:57.Afghan village. For the next 48 hours, they will be fighting for

:12:04. > :12:13.commanders say that the whole thing is as realistic as they could

:12:13. > :12:17.possibly make it, and ultimately, Fuel distributors in the Western

:12:17. > :12:21.Isles are being accused of hiking prices for petrol and diesel. The

:12:21. > :12:29.price of a lighter -- litre of diesel in Stornoway stands at more

:12:29. > :12:36.than one pound 50. The rise comes as a UK scheme to cap prices got

:13:47. > :13:57.Danny Alexander's interest in the issue, but the 5p Cup has been on

:14:52. > :14:57.Earlier this year were relations were relaxed so it most care homes

:14:57. > :15:00.would only be inspected every two years. Now that has changed, and

:15:00. > :15:09.all homes will have one unannounced visit every year with follow-up

:15:09. > :15:17.checks. There will continue to be continual risk based inspections,

:15:17. > :15:21.intended to assess the quality of care. It is the sort of thing which

:15:21. > :15:25.happened here at Elsie Inglis care home in Edinburgh that has prompted

:15:25. > :15:29.such swift action from the government. It was inspected last

:15:29. > :15:33.October and given a four-star rating by inspectors. Just six

:15:33. > :15:36.months later, it was given the lowest rating possible and forced

:15:36. > :15:40.to close in May. Police say they are still months away from

:15:40. > :15:43.completing an investigation into the deaths of two former residents.

:15:44. > :15:49.As well as more inspections, the Health Secretary wants people to

:15:49. > :15:52.more make more use of the complaints system. It will not

:15:52. > :15:56.necessarily mean that there will not be any problems at all in care

:15:56. > :16:01.services in the future, that would be a little ambitious. I think it

:16:01. > :16:05.is part of helping the situation. There are also reassurances of

:16:05. > :16:10.resident of Southern Cross Care Homes, but almost all their homes
