:00:51. > :00:56.outlined �60 billion of spending to improve roads, rail, schools and

:00:57. > :00:59.hospitals over the next two decades. They are describing it as a mega

:00:59. > :01:04.plan, aimed at making Scotland a competitive and modern nation for

:01:04. > :01:14.the 21st century. But Labour dismissed it as a wishlist, and a

:01:14. > :01:16.

:01:16. > :01:21.bit like a letter to Santa. Checking up to see where some of

:01:21. > :01:27.his money is going, the Cabinet Secretary for infrastructure paid a

:01:27. > :01:37.visit to a new library being built. The mega plan amounts to �60

:01:37. > :01:39.

:01:39. > :01:43.billion for 80 project. This similar upgrade for the motorway to

:01:43. > :01:49.Inverness. There is an ambitious plan for Scotland to join up with a

:01:49. > :01:54.high-speed rail link to Scotland. Other proposals include investments

:01:54. > :02:00.in broadband, health care, education, and housing. What this

:02:00. > :02:05.plan is about is boosting economic growth in Scotland to try to get us

:02:05. > :02:10.into a position in a competitive economy in the 21st century, and to

:02:10. > :02:16.get jobs, jobs, jobs. The Scottish government says some projects will

:02:16. > :02:23.be finished in the next few years. Some of the money will be borrowed.

:02:23. > :02:27.This set out four separate funding schemes. The SNP have had issues

:02:27. > :02:31.with the bill. This say it could be improved, but to get those new

:02:31. > :02:36.borrowing powers, they may have to go with a bill. Whenever the money

:02:36. > :02:45.is coming from, investment has been welcomed by the business community.

:02:45. > :02:48.We now at -- we now have a timetable. That is significantly

:02:48. > :02:54.important. Although time mimes a lengthy, at least we now have a

:02:54. > :03:01.commitment to these roads being done. -- although time lines.

:03:01. > :03:06.Labour have picked up on this aspiration. It is not a serious

:03:18. > :03:22.insists they will deliver across a variety of projects. Ministers say

:03:26. > :03:28.responsibly. Police in West Lothian are

:03:28. > :03:33.appealing for witnesses after reports that heavy objects were

:03:33. > :03:37.dropped from bridges onto cars. Two incidents have been reported in

:03:37. > :03:40.recent days. Detectives say it's lucky no one was injured or worse.

:03:40. > :03:50.Our reporter, Gavin Walker, is at the scene of one of the attacks,

:03:51. > :03:58.and joins us now. So Gavin, what more do we know? We know that this

:03:58. > :04:03.happened in the place as you say it. People are concerned, because no

:04:03. > :04:10.one was injured, and they are concerned people might be a. On

:04:10. > :04:15.Saturday night, just before 8pm, people -- police say an object was

:04:15. > :04:20.dropped on a car. Thankfully, the driver was not injured. Then last

:04:21. > :04:25.night, one another bridge, another object was dropped on to a van.

:04:25. > :04:29.This object went through the windscreen, and once again, it is

:04:30. > :04:34.lucky the object didn't cause more damage. That would call the police

:04:35. > :04:44.and motorists concerned. But when it happens over Scotland's busiest

:04:44. > :04:48.roads, they say it is lucky that no one was more seriously injured. --

:04:48. > :04:54.cause the police. They are asking anyone with information to get in

:04:54. > :05:01.touch, either road users, or people from the area, who might know

:05:01. > :05:06.something. They say this was a lucky escape. But next time, the

:05:06. > :05:10.driver all drivers may not be so lucky. -- all drivers.

:05:10. > :05:12.The defence case in the trial of a woman accused of murdering her son

:05:12. > :05:15.has opened. Kimberley Hainey denies murdering and neglecting her baby

:05:15. > :05:18.son, Declan. The court heard from consultant pathologist, Dr Charles

:05:19. > :05:22.Mangham. He said that X-rays appeared to show Declan was

:05:23. > :05:26.completely normal. The court had previously heard that marks on his

:05:26. > :05:30.bones could be signs of malnourishment. Declan's decomposed

:05:30. > :05:35.body was found in his cot in March last year. Experts have said he had

:06:14. > :06:17.training for London, 2012. The country is bracing itself for

:06:17. > :06:19.more wintry weather tonight with warnings of snow, ice and high

:06:19. > :06:22.winds. This morning's rush hour brought lengthy delays for some

:06:22. > :06:25.commuters in the central belt, and as our correspondent Jamie McIvor

:06:25. > :06:35.reports, motorists are being advised to take extra care and

:06:35. > :06:37.

:06:37. > :06:43.prepare their cars. The past two days have bought so

:06:43. > :06:48.their weather across Scotland. A challenge for those responsible are

:06:48. > :06:58.keeping our road opens. This morning, -- and there may have seen

:06:58. > :06:58.

:06:59. > :07:05.icy conditions, but most roads remained open. This massive dome

:07:05. > :07:10.can hold up to 5,000 tonnes of salt. There is no suggestion any of the

:07:10. > :07:16.important roads have not been treated. The delays were down to

:07:16. > :07:24.breakdowns and accidents. Glasgow City Council says everything was

:07:24. > :07:29.done to keep the Express was safe. The expressway is one of the most

:07:29. > :07:33.important roads into the city, and therefore, we have a presence there.

:07:33. > :07:38.It was created three times yesterday. Driving conditions were

:07:38. > :07:47.even worse in other parts of the country. In Shetland, a buzz went

:07:47. > :07:52.off the road. Public agencies are responsible for keeping the roads

:07:52. > :07:55.open. And the better prepared drivers are, the less chance of a

:07:55. > :08:05.accident. The first thing we need to look at is the conditions of the

:08:05. > :08:05.

:08:05. > :08:15.lights. Check your washer fluid. And obviously, check the condition

:08:15. > :08:16.

:08:16. > :08:20.and pressure of the tyres. Tonight, there are few signs of traffic

:08:20. > :08:25.problems, and the busiest roads are fine. But there is warning of more

:08:25. > :08:28.snow and ice to come. Tomorrow morning could be treacherous.

:08:49. > :08:53.conditions tomorrow morning. What is causing anxiety is a rain is

:08:53. > :08:58.spreading across Scotland from west to east, and in eastern areas, that

:08:58. > :09:06.is expected to bring two inches of snow in higher ground. In some

:09:06. > :09:14.areas, that is expected possibly to Ally higher. The danger of further

:09:14. > :09:18.south, is our eyes. The band of rain is expected to wash away some

:09:18. > :09:26.of the treatment, and with clear skies following an overnight, that

:09:26. > :09:36.could result in slippery conditions tomorrow morning. This sort has

:09:47. > :09:50.jumped to their deaths from the Erskine Bridge has heard there were

:09:54. > :09:57.when they absconded. 14-year-old Georgia Rowe and 15-year-old Neve

:09:57. > :10:03.Lafferty plunged from the bridge in an apparent suicide pact in October

:10:04. > :10:07.2009. An Aberdeen teacher, who was

:10:07. > :10:12.accused of failing to keep order in her class, has been struck off for

:10:12. > :10:14.incompetence. Suzanne Harwood taught English at Hazelhead Academy.

:10:57. > :11:00.changed her plea to guilty at Jedburgh Sheriff Court after the

:11:00. > :11:08.Crown produced an expert report which dismissed the suggestion that

:11:08. > :11:15.the diet could have caused her to faint at the wheel. Cameron Buttle

:11:15. > :11:25.was in court. Today, more than two years after

:11:25. > :11:25.

:11:25. > :11:29.the crash, at Patricia Aitken admitted driving carelessly.

:11:29. > :11:36.Suzanne was half an hour into her lesson, when she was hit head-on.

:11:36. > :11:44.She and her driving instructor were trapped. It was just after 6pm when

:11:44. > :11:49.the accident happened, in August, 2009. According to police

:11:49. > :11:52.commission investigators, conditions were clear, dry and

:11:52. > :11:56.bright. Further investigations revealed both cars were travelling

:11:56. > :12:00.within the speed limit at the time of the accident. There was no

:12:00. > :12:05.evidence that anyone had taken alcohol or drugs. Mobile phone

:12:05. > :12:12.records were checked - no one was using the phone. Patricia Aitken

:12:12. > :12:16.had claimed her low-calorie diet had caused her to blackout. But she

:12:16. > :12:20.changed her plea to guilty after a report from the prosecution

:12:20. > :12:23.dismissed the suggestion that the diet could have caused loss of

:12:23. > :12:28.consciousness or fainting. The court heard that Patricia Aitken

:12:28. > :12:32.has not driven since the accident. The charabanc Turk the driving

:12:32. > :12:35.until she appears again for sentencing in January.

:12:35. > :12:38.There has been a mini reshuffle of the Scottish Government to make way

:22:36. > :22:42.children in school to act out roles, but at King's Park Primary, today's

:22:42. > :22:48.rehearsals are about putting theory into practice. This court has not

:22:48. > :22:53.sat since 1920, but it has remained the same ever since. Tonight, for

:22:53. > :23:01.the first time in over 90 years, it will be brought back to life when a

:25:12. > :25:17.levels, potentially up to five centimetres in Aberdeen Shea.

:25:27. > :25:33.For her it will be a cold night, we have the showers, just above

:25:33. > :25:39.freezing. Clearer skies lower than that. Potentially some snow across

:25:39. > :25:44.the higher parts of the M4 and M8. Tomorrow starts windy, across the

:25:44. > :25:47.south-west, showers continuing. Wintry through the north and north-

:25:47. > :25:51.east but generally an improving day and by the time we reach mid-

:25:51. > :25:57.afternoon lots of dry and sunny weather around. Across the south-

:25:57. > :26:01.west we hold on to the showers, quite blustery. One or two wintry

:26:01. > :26:07.showers continuing across the north-east towards the north-east
