:00:15. > :00:18.Welcome to Reporting Scotland. Tonight: The clean up begins and

:00:18. > :00:28.now households and businesses assess the full cost of yesterday's

:00:28. > :00:29.

:00:29. > :00:35.storm. For some it was a close shave. Today it I feel as if

:00:35. > :00:37.someone up there doesn't like me. Engineers have been working all day

:00:37. > :00:40.to restore power to thousands of people left without electricity.

:00:40. > :00:43.We'll have the latest on that and the disruption to travel.

:00:43. > :00:48.Also in the programme: Police launch an investigation after a

:00:48. > :00:52.teenager is found dead near a block of flats in Greenock.

:00:52. > :01:00.And how the appliance of science is helping our top athletes as they

:01:00. > :01:03.make their final preparations for the London Olympics.

:01:03. > :01:05.Homeowners have been clearing up the damage, insurers have been

:01:05. > :01:09.assessing the damage and tonight thousands of households are still

:01:09. > :01:14.feeling the effects of the damage wreaked by the worst storms in a

:01:14. > :01:22.generation. While travel services have been slowly getting back to

:01:22. > :01:28.normal, many families are tonight still without power. In a moment we

:01:28. > :01:37.will assess the likely cost, but first we are looking at the clean-

:01:37. > :01:41.It is the image that defines the new year storm of 2012, and today

:01:41. > :01:48.the clear-up began. The ruse of these houses in north Glasgow were

:01:48. > :01:54.damaged when cladding from flats hit them. Incredibly, no one was

:01:54. > :01:59.harmed and one neighbour is counting his blessings. Today I

:01:59. > :02:04.feel as if someone up there does like me after all, I am feeling

:02:04. > :02:08.very lucky. If you look at the other two houses, this could have

:02:09. > :02:16.been my block. In another part of Glasgow, they are sweeping up the

:02:16. > :02:21.debris but there is still real danger from loose masonry overhead.

:02:21. > :02:24.We are not able to use the front door because there is a large stone

:02:24. > :02:30.balanced overhead. Hopefully the clear-up will not take too much

:02:30. > :02:38.longer and we can get the road opened again. This man is trying to

:02:38. > :02:42.save his classic car. Jaguar Mark two 3.8, in a bit of a stay but it

:02:42. > :02:47.is worth quite a lot if it is restored. It is my pride and joy,

:02:47. > :02:51.my retirement project so I would like to get it out. Today's

:02:51. > :02:56.Scottish Power were trying to reconnect some of the 20,000

:02:56. > :03:03.households still without electricity. It is difficult. These

:03:03. > :03:10.are the most powerful winds I have ever seen in my career at the

:03:10. > :03:13.company. It was really explosive yesterday. He it took until mid-

:03:13. > :03:20.afternoon for train services to the north out of Edinburgh Waverley to

:03:20. > :03:24.return to normal. Once again today, it is miserable, wet and windy here.

:03:24. > :03:30.It is a far cry from those violent gales we saw yesterday that caused

:03:30. > :03:35.so much damage, and while it is unlikely we will see those forces

:03:35. > :03:40.of winds again in the near future, it looks like there is still some

:03:41. > :03:44.rotten weather to come. So Irton for the rest of the month we are

:03:44. > :03:49.stuck with low pressure coming in, travelling up to the west and

:03:49. > :03:53.north-west of Scotland. The advantage is that it does keep us

:03:53. > :04:00.relatively mild, we don't see a lot of frost, but on the other hand we

:04:00. > :04:07.see a lot of water and wind. this family know what to do if it

:04:07. > :04:13.happens again. Just couldn't up, that is all we can do. We will just

:04:13. > :04:16.cuddle up for the day! It's still too early to say what

:04:16. > :04:19.the eventual cost of the storm damage will be, but it's certain

:04:19. > :04:22.that insurance claims will run into millions of pounds. And as our

:04:22. > :04:31.correspondent Jamie McIvor found, the storm has been good for

:04:31. > :04:38.business... For some. This came off a roof at the height of yesterday's

:04:38. > :04:45.storm. The company doing the repairs has not known a day like it

:04:45. > :04:49.in 20 years. Today alone we have received in the region of 250 calls

:04:49. > :04:53.ranging from slipped tiles to Jimmy's coming through. The repairs

:04:53. > :04:57.are never cheap, but for the homeowner there will be an

:04:57. > :05:02.insurance claim. He it is quite substantial. The lead has blown off,

:05:02. > :05:06.and it will be a few 1000 pounds I would think. In some tenements,

:05:06. > :05:10.there is a potential problem - different homeowners share the same

:05:10. > :05:15.roof. In a property where there isn't a factor, you would have to

:05:15. > :05:20.get together with your neighbours and put individual claims into your

:05:20. > :05:24.own insurance companies. The insurance companies would then get

:05:24. > :05:28.together and a push and the lost between the people. The storm

:05:28. > :05:33.damage has meant welcome work for building firms, but what about the

:05:34. > :05:37.cost to the rest of the economy? The Storm kept the shoppers at home,

:05:37. > :05:42.while for some other businesses the problems are practical. By this

:05:42. > :05:47.afternoon, this village in East Lothian has been without power for

:05:47. > :05:52.more than 24 hours. Despite its best efforts to cope, this hotel

:05:52. > :05:57.and restaurant had to close. It will cost them thousands of pounds

:05:57. > :06:02.in lost business. On Tuesday we had 180 people booked, and we managed

:06:02. > :06:07.to do some soup and sandwiches for 20 of them who came early, other

:06:07. > :06:12.than that we made phone calls and cancelled. Today we were booked for

:06:12. > :06:16.a funeral and we had to cancel again. Nationally the bill for the

:06:16. > :06:20.damage yesterday will be massive. Insurance companies are still

:06:20. > :06:24.working out the final cost, they expected to be tens of millions,

:06:24. > :06:29.but if anything the overall effect on the economy might be tempered

:06:29. > :06:32.simply because it was a bank holiday so many people were off

:06:32. > :06:35.work anyway. The New Year storm was so serious,

:06:35. > :06:37.not just because of the wind speeds but because it battered through

:06:37. > :06:41.Scotland's most densely populated areas, bringing down masonry onto

:06:41. > :06:44.cars and disrupting the transport network. But rural Scotland didn't

:06:44. > :06:54.escape and many farmers have also been counting the cost of storm

:06:54. > :06:59.damage. Cameron Buttle's been to one farm in East Lothian. I am at

:06:59. > :07:05.this found, and what Row are looking at here does not look too

:07:05. > :07:09.dramatic. A few panels ripped off, but inside the shed you can see

:07:09. > :07:15.those panels when they came off hit the roof as they went along, and it

:07:15. > :07:22.has punctured holes along the shed. The farm is run by John, this has

:07:22. > :07:26.done quite a lot of damage. Yes, it is not just outside, it is inside.

:07:26. > :07:31.It is the cartwheeling effect and the damage it has done all the way

:07:31. > :07:40.down the route. You are without power in here and you have even

:07:40. > :07:44.more machinery in here, don't you? Yes, we use the sheds for storage,

:07:44. > :07:50.and for storing machinery, and we have animal feed and fertiliser.

:07:50. > :07:56.This piece of equipment is about 140,000, and this will be tens of

:07:56. > :08:02.thousands of pounds to repair the roof alone? Yes, at least tens of

:08:02. > :08:05.thousands of pounds. The good thing is it is insured but it is the

:08:05. > :08:10.falling short stuff that is an inconvenience. For anyone involved

:08:10. > :08:14.in the storm, it is the tidying up because the debris has gone into

:08:14. > :08:19.the fields. You would normally be doing other work service is a major

:08:19. > :08:24.setback for you. It is a major inconvenience in the time it will

:08:24. > :08:29.take. The major setback will be when they stripped the route back

:08:29. > :08:33.to repair it. That is when there will be real potential problems.

:08:33. > :08:37.For they are hoping for no rain no snow because there is nothing they

:08:37. > :08:41.can do about those holes in the roof at the moment. Catriona Renton

:08:41. > :08:47.joins me now. Catriona, what's the latest on the clear up and power

:08:47. > :08:52.reconnections? We have got the latest this evening. Tonight there

:08:52. > :08:56.are still 21,500 homes across the country without electricity.

:08:56. > :09:01.Hundreds of engineers have been working through driving rain and

:09:01. > :09:06.bitter cold in those awful conditions to reconnect lines.

:09:06. > :09:12.Scottish Power say around 12,500 homes are without power across

:09:12. > :09:22.their network but they hope to supply another 6000 homes tonight.

:09:22. > :09:22.

:09:23. > :09:29.Scottish Hydro say 10091000 of their homes are without power. --

:09:29. > :09:32.9000. People have dealt with more in the last couple of days they may

:09:32. > :09:39.have been the last six months. Travellers getting back to normal

:09:39. > :09:46.but fallen trees have caused a lot of problems. Network Rail have had

:09:46. > :09:51.to deploy more than 350 teams to remove 856 trees. As ever, just

:09:51. > :09:53.check before you go out in case fallen trees are causing problems.

:09:53. > :09:56.And following the storm, we will be devoting next Wednesday lunchtime's

:09:56. > :09:59.consumer slot to your questions regarding any financial fall-out

:09:59. > :10:03.from the devastating winds. As ever, our money expert Fergus Muirhead in

:10:03. > :10:09.the chair. Whether it's questions over insurance claims, travel

:10:09. > :10:13.disruption or simply who is liable for what. The details of how to

:10:13. > :10:16.contact Fergus are on your screen now.

:10:16. > :10:19.You're watching Reporting Scotland from the BBC. Still to come on the

:10:19. > :10:24.programme: The surprising connection between Robert the Bruce

:10:24. > :10:28.and Tottenham in London. And great news for greyhounds -

:10:28. > :10:31.they're getting better treatment when they retire.

:10:31. > :10:35.In sport: Hearts pay their players their December wages at last, after

:10:35. > :10:38.an ultimatum from the Premier League. The club will face

:10:38. > :10:42.sanctions if their January salaries aren't paid on time, but what

:10:42. > :10:49.sanctions? We'll tell you the options. That, plus details of Andy

:10:49. > :10:52.Murray in Australia. Police are treating as suspicious

:10:52. > :10:56.the death of a teenager whose body was found outside a block of flats

:10:56. > :11:04.in Greenock. The youth, who hasn't been named yet, was found at

:11:04. > :11:09.quarter-to-ten yesterday morning. A postmortem is being carried out to

:11:09. > :11:15.establish the cause of death. Aileen Clarke reports. Flowers for

:11:15. > :11:19.the young man who died here. The teenager already being missed. The

:11:19. > :11:24.body of the 17 year-old man was found just outside these flat at

:11:24. > :11:29.about quarter to 10 yesterday morning. This is where much of the

:11:29. > :11:33.police activity has been centred this afternoon. While a post-mortem

:11:33. > :11:37.examination was being carried out this afternoon, at the flat where

:11:37. > :11:42.he was found investigators and forensic specialists were getting

:11:42. > :11:49.to work. They were looking for clues as to how this 17 year-old

:11:49. > :11:56.lost his life. A crime photographer was also called in to photograph

:11:56. > :11:59.the area. Antigua Street remains cordoned off. Police investigations

:11:59. > :12:03.into this young man's apparently violent death are very much under

:12:03. > :12:05.way. A leading charity is claiming that

:12:05. > :12:08.thousands of Scottish families are struggling to heat their homes

:12:08. > :12:12.because energy suppliers are vastly underfunding schemes to tackle fuel

:12:12. > :12:15.poverty. Save the Children says that more than 64,000 families

:12:15. > :12:23.should qualify for a rebate on their bills under a UK Government

:12:23. > :12:26.initiative, but only 3% actually get any cash.

:12:27. > :12:31.The RSPB are asking walkers in the Western Isles to keep an eye out

:12:31. > :12:34.for oil-covered sea birds along the west coast of the islands. A dozen

:12:34. > :12:38.birds have been washed up in the past week from the north of Lewis,

:12:38. > :12:47.down to Eriskay, an area stretching over 100 miles. Rescued birds have

:12:47. > :12:53.been cared for but five of the guillemots have died. It is likely

:12:53. > :12:58.that some kind of cargo ship has cleared its tanks out. It is only

:12:58. > :13:04.speculation but there is only one way in which oil can get into the

:13:04. > :13:09.sea in that kind of quantity, and it is man. There are a lot more

:13:09. > :13:14.birds are out there. A large number are likely to die, and many will

:13:14. > :13:16.die just through ingesting the oil. Some of the other stories across

:13:16. > :13:19.Scotland this Wednesday now. A hearing has begun into accusations

:13:19. > :13:22.that a nurse slapped a resident at a North-East care home. The

:13:22. > :13:25.allegations faced by Badarmaine Garnett relate to her time at the

:13:25. > :13:27.Sunnybank home in Cruden Bay in 2008. The Nursing and Midwifery

:13:27. > :13:30.Council is also investigating claims Ms Garnett put the same

:13:30. > :13:33.woman's nightdress on her so that her arms were trapped inside, and

:13:33. > :13:36.she could not move. She denies the charges.

:13:36. > :13:38.Scotland's fisheries minister says 2012 will be a vital one for the

:13:38. > :13:43.industry as long-awaited reforms are made to Europe's Common

:13:43. > :13:47.Fisheries Policy. Richard Lochhead said it would be a crucial

:13:47. > :13:49.opportunity to bring negotiating powers back to Scotland. Industry

:13:49. > :13:52.leaders have called for government help to deliver economic stability

:13:52. > :13:58.following tough new rules on the amount of time boats can spend at

:13:58. > :14:03.Multi-million pound land deals linked to the 2014 Commonwealth

:14:03. > :14:06.Games in Glasgow are to be looked at by police. It follows a

:14:06. > :14:16.complaint by the SNP MSP for Cathcart, James Dornan, who wants

:14:16. > :14:18.

:14:18. > :14:21.to establish whether public money Now, what's the connection between

:14:21. > :14:25.one of Scotland's most famous kings and one of London's most notorious

:14:25. > :14:30.boroughs? The answer is that Robert the Bruce owned land in Tottenham

:14:30. > :14:32.in Haringey before claiming the Scottish throne in the 14th century.

:14:32. > :14:35.But historians are now trying to fill in some missing historical

:14:35. > :14:45.gaps between Bruce and that part of north London. From Haringey, Tim

:14:45. > :14:50.Reid reports. The signs are everywhere. The local

:14:50. > :14:56.museum is named after him, the primary school as well. Even the

:14:56. > :15:00.street names. This 17th century manor house sits on top of the

:15:00. > :15:05.House of Bruce. Underneath are to the foundations and underneath that,

:15:05. > :15:09.the medieval home of Robert the Bruce. It is a section of history

:15:09. > :15:16.that many Scots will know about. But historians are keen to learn

:15:16. > :15:21.more about him and his life. This is a 14th century document making

:15:21. > :15:27.reference to the land by Robert the Bruce. These Latin papers of the

:15:27. > :15:32.oldest papers the council has an date back to before he defeated the

:15:33. > :15:36.English 700 years ago. We are looking for greater and greater

:15:36. > :15:42.evidence of what beat standing here of Robert the Bruce was. We are

:15:42. > :15:47.very proud of our connections in Scotland. But this is what

:15:47. > :15:55.Tottenham's more famous for today. The riots started here and spread

:15:55. > :15:58.to many cities. Not surprisingly, it is an image that this north-

:15:58. > :16:02.London council is keen to shed. Local people do not know enough

:16:02. > :16:06.about Robert the Bruce. We are proud about the links with one of

:16:06. > :16:12.the most important figures in history. We are hoping that we can

:16:12. > :16:16.get more information through this appeal. We have a proud heritage in

:16:16. > :16:24.Tottenham and any visitors from Scotland will get a warm welcome.

:16:24. > :16:33.This place has a special position in history. Visitors at the

:16:33. > :16:38.medieval church, two... Robert the Bruce had to give up his land when

:16:38. > :16:41.he ascended the throne. While his reign is -- in Scotland is well-

:16:41. > :16:44.documented, his days in England will be lost in time.

:16:44. > :16:46.The Scottish Labour Party is calling for new measures to be

:16:46. > :16:49.introduced to speed up the prosecution of domestic abusers.

:16:49. > :16:53.Police in Scotland dealt with 52,000 incidents last year, but

:16:53. > :16:56.fewer than half were referred to prosecutors. Labour wants dedicated

:16:56. > :16:58.courts to be set-up and for police forces to have specialist units to

:16:58. > :17:01.train and advise colleagues.$$NEWLINE A greyhound

:17:01. > :17:06.rescue charity says there's been a fall in the number of dogs being

:17:06. > :17:09.mistreated after they've been retired from racing. The sport

:17:09. > :17:15.gained an unwanted reputation for the way it sometimes discarded the

:17:15. > :17:18.animals. But in the 10 years since it was created, Dumfriesshire

:17:18. > :17:21.Greyhound Rescue has found new owners for more than 750 dogs,

:17:21. > :17:31.which otherwise might have been abandoned or even destroyed. Willie

:17:31. > :17:37.

:17:37. > :17:44.They may be docks for all seasons, but A-grade and's racing life is

:17:44. > :17:50.very short. When it is over, deep scrapheap beckons. We get

:17:50. > :17:55.greyhounds between the ages of two and five. They might not be any

:17:55. > :17:58.good so they would want to move the dog on and get another one in.

:17:58. > :18:04.Between two and five, they might pick up a small injury or lose the

:18:04. > :18:11.incentive to run. At five, it is too old. Docks were often disposed

:18:11. > :18:18.of, dead or alive, in shockingly cruel ways. It prompted a

:18:18. > :18:23.parliamentary inquiry. Now, greyhound racing is said to have

:18:23. > :18:26.cleaned up its act. Most unwanted animals are channelled towards

:18:26. > :18:32.rescue groups will stop cases of mistreatment of more rare than they

:18:32. > :18:37.were. But it does happen. This is a disabled dog who arrived here to

:18:37. > :18:44.0.5 years ago. She had a major accident on the track somewhere, we

:18:44. > :18:49.believe. The owner did not pay her any attention. She was sewn up

:18:49. > :18:53.badly. Her leg has now fused, but she runs extremely well and she

:18:53. > :18:58.really enjoys life. She is a great companion forced got contrary to

:18:58. > :19:05.popular belief, greyhounds do not need much exercise, are docile and

:19:05. > :19:08.affection it, and make ideal family pets. But supply continues to

:19:08. > :19:14.outstrip demand and the economic climate is not helping. 10 years

:19:14. > :19:19.ago, this man had not earned a greyhound. Now he has many. He is

:19:19. > :19:22.so devoted that he has even the Home himself to a more dog friendly

:19:22. > :19:25.house. Well done.

:19:25. > :19:27.A happy end to a sporting life for some greyhounds. Now with a round

:19:27. > :19:34.up of current sporting events, here's David.

:19:34. > :19:37.Hearts have until Wednesday next week to pay their players. After

:19:37. > :19:40.talks between Edinburgh club, the Scottish Premier League and the

:19:40. > :19:50.players union it's been decided Hearts must make a payment to their

:19:50. > :19:53.

:19:53. > :19:58.players by the 11th of January, or else! Jonathan Sutherland reports.

:19:58. > :20:03.After months of payment problems at Hearts, today de SPL decided it was

:20:03. > :20:09.time to get tough. The December salaries, which remain unpaid, must

:20:09. > :20:13.be paid by Wednesday 11th January. There will be interest awarded on

:20:13. > :20:20.all sums overdue. Costs and expenses have also been awarded

:20:20. > :20:25.against the club at both the claimants cost and the SPL cost.

:20:25. > :20:31.Salaries must be paid in full by 16th genu forced up it seems like

:20:31. > :20:37.strong action, was it the best outcome you hoped for? We wanted to

:20:37. > :20:42.ensure that members were paid on time. Any further action should

:20:42. > :20:46.comply with the order made by the SPL. Then, later this afternoon,

:20:46. > :20:52.Hearts announced they had paid their players their outstanding

:20:52. > :20:55.December wages. The next payment deadline they must now need is the

:20:55. > :21:03.16th of genuine. Should they miss the deadline, a number of sanctions

:21:03. > :21:08.will be available to be SPL. They could impose a financial penalty or

:21:08. > :21:13.deduct points. Ultimately they could decide to chop Hearts out of
