:00:17. > :00:22.Welcome to Reporting Scotland. Tonight on your national news: I
:00:22. > :00:29.have been to a lot of war zones and famine camps.
:00:29. > :00:33.The Scottish aid worker kidnapped at gunpoint in Pakistan. I think he
:00:33. > :00:38.will try to remain as calm as possible, work with the people and
:00:38. > :00:42.my only hope is they do not hurt him. His friends are hoping he'll
:00:42. > :00:43.be safe. The police in Pakistan say they still don't know who the
:00:43. > :00:46.kidnappers are. Later in the programme:
:00:46. > :00:48.Ambulance workers reject an offer to end a dispute about call-outs
:00:48. > :00:51.during their meal breaks. Not quite plain sailing for the
:00:51. > :00:54.Royal Yacht, as Britannia springs a leak in Leith.
:00:54. > :01:04.And here come the giant-killers. Football's small fry are dreaming
:01:04. > :01:05.
:01:05. > :01:08.Police in Pakistan still don't know who kidnapped a Dumfries-based aid
:01:08. > :01:12.worker near the country's border with Afghanistan or why he was
:01:12. > :01:16.taken. Khalil Dale, a health programme manager with the Red
:01:16. > :01:20.Cross, was taken from a clearly marked Red Cross car in the city of
:01:20. > :01:27.Quetta. Friends here described the former nurse as a wonderful man,
:01:27. > :01:34.who always wanted to help. Willie Johnston reports.
:01:34. > :01:38.I have been to a lot of war zones, cholera camps... Khalil Dale is no
:01:38. > :01:43.stranger to danger, his whole life was involved in humanitarian work
:01:43. > :01:47.in the world's volatile spots. In this documentary, he recalled a
:01:47. > :01:53.dramatic time in so much earlier. was overwhelmed, I have never seen
:01:53. > :01:59.anything like it, bodies, people that have stopped of starvation,
:01:59. > :02:05.shot wounds, young children, women, waiting to dive. For the past 11
:02:05. > :02:09.months, Khalil Dale worked for the Red Cross in Quetta, near
:02:10. > :02:13.Pakistan's Afghan border. Local police say he was snatched by on
:02:13. > :02:20.the gunman who heard -- held up the car he was travelling in, only the
:02:20. > :02:24.few yards from the safety of his office. He was 60, made an MBE in
:02:24. > :02:28.1994. His Scottish-based was Dumfries where his mother lived
:02:28. > :02:35.until her death for might years ago. Friends here are shocked by his
:02:35. > :02:41.kidnapping. He once worked at Dumfries Infirmary and was known as
:02:41. > :02:45.Ken before his conversion to Islam. Ken is a wonderful man. He always
:02:45. > :02:49.wanted to help in situations and that is what drove him into to work
:02:49. > :02:54.all over the world, where there was serious situations and people
:02:54. > :03:00.needing help. I am more worried for him but I able hope and pray and
:03:00. > :03:08.light a candle he will be fine but. He will come through this.
:03:08. > :03:11.identity of Khalil Dale's captures is not yet known. -- captors.
:03:11. > :03:14.A little earlier, I got the latest from the BBC's correspondent in
:03:14. > :03:19.Islamabad, Aleem Maqbool. I began by asking whether there'd been any
:03:19. > :03:24.progress today in tracking down the kidnappers. Unfortunately, publicly
:03:24. > :03:29.at least, the police have given us nothing new in terms of where the
:03:29. > :03:33.investigation has led them. We are still getting the statements from
:03:33. > :03:37.them about what they believe happened when Khalil Dale was first
:03:37. > :03:42.taken in the centre of Quetta. It was in the red zone, an area that
:03:42. > :03:46.was supposed to be secure, but this is a big as part of Afghanistan and
:03:46. > :03:51.most foreign aid workers have left that area and Khalil Dale was
:03:51. > :03:54.snatched at gunpoint from his car a couple of hundred metres away from
:03:54. > :04:00.the Red Cross offices and that he had been working there for some
:04:00. > :04:05.time with the Red Cross. They say they are investigating, the High
:04:05. > :04:09.Commission are also looking into it, but there are very few details.
:04:09. > :04:15.Foreigners have been kidnapped already in this area, so what can
:04:15. > :04:21.we learn from how these situations developed? That is right. A couple
:04:21. > :04:26.of years ago now in 2009, the last high-profile aid worker was
:04:26. > :04:33.kidnapped in Quetta, in a very similar area to Khalil Dale. That
:04:33. > :04:40.was you when worker, and he was released after a couple of months.
:04:40. > :04:46.-- that was a UN worker. They wanted money to raise funds for
:04:46. > :04:50.their cause. That is what a lot of kidnappers want. A lot of
:04:50. > :04:54.Pakistanis get kidnapped around Quetta. But it could be a kidnap
:04:54. > :05:00.for ideological reasons as well because the Taliban also operate
:05:00. > :05:02.there. But this is all speculation because as yet we have not had
:05:02. > :05:05.anybody come forward to say they are responsible and say what their
:05:05. > :05:07.demands are. Ambulance workers have rejected a
:05:08. > :05:11.second proposal designed to end a long-running dispute about meal
:05:11. > :05:15.breaks. They've refused an offer of 100 every time they're asked to
:05:15. > :05:21.work through a break, plus a one- off payment of 1,500. Our health
:05:21. > :05:26.correspondent Eleanor Bradford reports.
:05:26. > :05:31.It was the death of 33-year-old Mandy Matheson which first put
:05:31. > :05:35.ambulance rest breaks into the public eye. She lived in Tom Intal,
:05:35. > :05:39.one of the highest villages in Scotland. Because of its remoteness,
:05:39. > :05:43.they have their own ambulance station but when Mandy suffered a
:05:43. > :05:47.heart attack, the ambulance technician was on a break, and
:05:47. > :05:53.exercised his right not to respond. That was more than a year ago but
:05:53. > :05:57.repeated attempts to find a solution have come to nothing.
:05:57. > :06:07.disappointed. This is the third time we have been in this position
:06:07. > :06:07.
:06:07. > :06:11.and we hope this would be resolved. Ambulance crews haven't always had
:06:11. > :06:15.the right to uninterrupted breaks. They were introduced as part of
:06:15. > :06:20.contract changes are a few years ago. The latest proposal from the
:06:20. > :06:24.Scottish Ambulance Service was a one-off payment of 1,500 if
:06:24. > :06:30.ambulance staff agreed to be available again during breaks and
:06:30. > :06:34.100 each time they were actually disturbed. Today, all three unions
:06:34. > :06:39.representing crews rejected that offer. Our members have been used
:06:39. > :06:45.to getting half an hour unpaid and on -- uninterrupted break and they
:06:45. > :06:49.have the six years, the workload has increased hugely, much more
:06:49. > :06:53.stressful, the public's response to them has not been as positive as we
:06:53. > :06:58.would hope for. The Scottish Ambulance Service says it is
:06:58. > :07:04.disappointed a good offer has been rejected. All sides go back to the
:07:04. > :07:08.table on Monday but a resolution looks as far away as ever.
:07:08. > :07:09.You're watching Reporting Scotland from the BBC. Still to come on the
:07:09. > :07:12.programme: There's a warning that children's
:07:12. > :07:16.lives could be at risk if Scotland follows Westminster's lead on
:07:16. > :07:18.outdoor education. And before we go tonight, we look back on a
:07:18. > :07:22.remarkable start to 2012, and the aftermath of Scotland's violent
:07:22. > :07:24.storms. In sport:
:07:24. > :07:28.The Hearts manager breaks his silence on the club's financial
:07:28. > :07:32.problems. You can hear what he's got to say later.
:07:32. > :07:42.And it's the fourth round of the cup, but where could the upsets
:07:42. > :07:43.
:07:43. > :07:46.occur? Thoughts on that later, too. The Royal Yacht Britannia was at
:07:46. > :07:50.the centre of unexpected drama today when it began taking on water
:07:50. > :07:53.and listing to one side at its berth in Edinburgh. Firefighters
:07:53. > :08:01.were called to stabilise the vessel, which was being moved to dry dock
:08:01. > :08:06.for essential repairs. Lisa Summers was watching from the quayside.
:08:06. > :08:12.It should have been plain sailing. Instead, it turned into an
:08:12. > :08:18.emergency. Firefighters were called out, the iconic vessel was in
:08:18. > :08:22.trouble. And it wasn't difficult to see the problem. She was listing to
:08:22. > :08:29.one side so what we've been doing is moving water from the Star Board
:08:29. > :08:34.side over to the port side to bring the ship to a vertical position.
:08:34. > :08:38.was a faulty door but at one point the list was seven degrees and
:08:38. > :08:42.engineers were visibly nervous, understandable tension for those
:08:42. > :08:46.who had a meticulously planned this crossing. We have been changing --
:08:46. > :08:52.we have been doing all this work, and if the listing had continued,
:08:52. > :08:56.we would have to send in divers. But we have this this will be
:08:56. > :08:59.inspected every year. It was all hands below deck and took
:08:59. > :09:06.firefighters four hours to steady the ship. This afternoon, she was
:09:06. > :09:10.finally ready to go. The final hulks were released and she began
:09:10. > :09:15.her short crossing, travelling at three knots. Finally, after all
:09:15. > :09:19.this morning's hitches, Royal Yacht Britannia is on the move. It has
:09:19. > :09:24.travelled over one million miles across the world's Oceans, but
:09:24. > :09:29.today's journey is not quite so glamorous. She will now be in dry
:09:29. > :09:34.dock for a full might. We will survey the whole just to make sure
:09:34. > :09:38.there has been no deterioration. And she will be Burwash and then
:09:38. > :09:44.she will receive some coats of paint, and then she will come back
:09:44. > :09:49.out and get back into her birth. are told the Royal family took a
:09:49. > :09:53.keen interest in Britannia and they have been kept up-to-date in this
:09:53. > :09:55.eventful day in the life of their old friend.
:09:55. > :09:57.Generators and emergency accommodation are being offered to
:09:57. > :10:01.people still without power three days after Scotland was battered by
:10:01. > :10:04.violent storms. During the peak of the gales on Tuesday more than
:10:04. > :10:07.100,000 customers were cut off. Engineers have been working round-
:10:07. > :10:11.the-clock to repair the damage. It's hoped the remaining few
:10:11. > :10:14.hundred without electricity will be reconnected tonight.
:10:14. > :10:18.And you can see a special programme about the aftermath of those storms
:10:18. > :10:25.on Sunday. Storm Force Scotland, presented by Isobel Fraser, is on
:10:25. > :10:27.BBC One Scotland at 5:35pm. We'll also be devoting next
:10:28. > :10:32.Wednesday lunchtime's consumer slot to your questions about any
:10:32. > :10:36.financial fall-out from the storms. As ever, our money expert Fergus
:10:36. > :10:39.Muirhead is in the chair. Whether it's questions over insurance
:10:39. > :10:49.claims, travel disruption or simply who is liable for what, he's your
:10:49. > :10:49.
:10:49. > :10:52.man. The details of how to contact Fergus are on your screen now.
:10:52. > :10:54.There's another warning that children's lives could be put at
:10:54. > :10:56.risk if Scotland follows the Westminster government and
:10:56. > :11:00.abolishes the quango which regulates adventure sports and
:11:00. > :11:03.outdoor education. Scottish ministers have started a
:11:03. > :11:07.consultation on whether the sector should police itself with a code of
:11:07. > :11:16.practice, or whether a formal body is needed. Craig Anderson reports
:11:16. > :11:22.from the Highlands. Treading carefully between
:11:22. > :11:25.recreation and regulation, that is the Scottish Government's task in
:11:25. > :11:29.deciding how outdoor sports should be governed. Since the UK
:11:29. > :11:33.Government decided to abolish legal controls and inspections in favour
:11:33. > :11:37.of a voluntary code of practice, Scotland has to choose which way to
:11:38. > :11:41.jump and some experts argue that self-regulation by the operators
:11:41. > :11:45.themselves will not provide adequate safety guarantee is.
:11:45. > :11:50.are particularly concerned about self- declarations and so on
:11:50. > :11:55.because we are not absolutely certain that will provide the
:11:55. > :11:59.reassurance that local authorities and parents required. The legal
:11:59. > :12:05.framework was set up in light of a canoeing tragedy where four
:12:05. > :12:11.youngsters died in 1993, but some claim that it is so inflexible it
:12:11. > :12:15.doesn't even cover skiing or climbing walls. Since 1995, since
:12:15. > :12:19.the legislation was introduced, there has never been a prosecution
:12:19. > :12:25.and the law has never changed, so when a new activity comes along,
:12:25. > :12:31.the legislation cannot cope. Holyrood may have to negotiate a
:12:31. > :12:36.middle route. We need a consultation, to balance the needs
:12:36. > :12:40.of providers, that provide a safe level activities in Scotland, with
:12:40. > :12:44.the needs of users, could lead to have confidence in those activities
:12:44. > :12:50.being provided in a say Fermanagh. There is an increasing array of
:12:50. > :12:54.ways to enjoy adventure sports in Scotland. The challenge now for the
:12:54. > :13:03.government is to make sure that as many people as possible can get out
:13:03. > :13:06.into the great outdoors but do so Some of the other stories across
:13:06. > :13:09.Scotland. Four fishermen have admitted their
:13:09. > :13:12.part in a black fish scam worth more than 8 million. The High
:13:12. > :13:14.Court in Edinburgh heard that James Duthie, Ian Buchan, John Macleod
:13:14. > :13:17.and Michael Macleod made false declarations about their landings
:13:17. > :13:26.of mackerel and herring at Peterhead between 2002 and 2005 in
:13:26. > :13:29.a bid to evade quota rules. Sentence was deferred until March.
:13:29. > :13:33.A 49-year-old man has appeared in court in connection with the sexual
:13:33. > :13:37.assault of a 15-year-old girl in Aberdeen. Stephen Dickson is
:13:37. > :13:43.charged with assault, abduction, theft and rape. It follows an
:13:43. > :13:46.incident in the Torry area on Monday night.
:13:46. > :13:49.The man convicted of murdering teenager Zoe Nelson and burning her
:13:49. > :13:53.body in woods in North Lanarkshire has failed in a bid to have his
:13:53. > :13:57.jail term cut. Robert Bayne attacked the 17-year-old, put a
:13:57. > :14:01.plastic sheet over her face and set her on fire in May 2010. Bayne was
:14:01. > :14:11.ordered to serve a minimum of 20 years. Judges at the Appeal Court
:14:11. > :14:15.in Edinburgh today ruled the sentence was appropriate.
:14:15. > :14:19.What do you do if you think you have got one of the biggest
:14:19. > :14:23.collections of sporting memorabilia in the country and no where to put
:14:23. > :14:29.it? A former police officer was sure he owned one of the biggest
:14:29. > :14:34.collections of golfing souvenirs and has come up with an answer.
:14:34. > :14:40.This man likes his golf. He is a keen player. But Gary now spends
:14:40. > :14:45.more time away from the course then he would like. Much of his time is
:14:45. > :14:51.spent here in his flat, sorting out his hoard of memorabilia. Every
:14:51. > :14:56.single item is now online in his virtual golfer museum. A highly
:14:56. > :15:02.personal tribute to the sport he loves. 15 years ago, I was on an
:15:02. > :15:07.internet site and I saw a bid but that was signed. Because I'd played
:15:07. > :15:12.golf and was keen are watching it, I could not believe the pieces of
:15:12. > :15:17.memorabilia out there. I was successful to get it. When I got it,
:15:18. > :15:22.I was ecstatic. From that, it opened up a new world to me. I
:15:22. > :15:28.realised golf memorabilia was a area I could collect and from that
:15:28. > :15:34.one of the up, it was a catalyst. Tony is one of Gary's heroes. He
:15:35. > :15:42.has many of his cups and trophies. But the signature of this golfing
:15:42. > :15:47.great, Ben Hogan, if his prized possession. Gary has no idea how
:15:47. > :15:52.much he has spent over the years or how much it is worth. He just knows
:15:52. > :15:57.he cannot stop and apart from the internet the need somewhere to show
:15:57. > :16:04.it. The house is packed with a whole range of material. You'll
:16:04. > :16:08.have to stop some time. I am still collecting. At the last count, I
:16:08. > :16:15.had 100 golf bags. Somebody did say, it will be good if I collected
:16:15. > :16:20.stamps! The hope is one day I will put the collection on permanent
:16:20. > :16:30.display for the public. That way, it will clear the flat and it will
:16:30. > :16:34.
:16:34. > :16:38.give me some NASA. -- back. The Hearts manager Paulo
:16:38. > :16:42.Sergio says his priority this season is helping to keep the club
:16:42. > :16:46.in business. Paulo Sergio was speaking at his first conference
:16:46. > :16:51.since October. Hearts players are banned from talking to journalists
:16:51. > :16:58.but Paulo Sergio had plenty to say about the issues facing the club on
:16:58. > :17:03.and off the field. It was a packed press conference.
:17:03. > :17:10.Hearts have ended their media blackout. The manager says only one
:17:10. > :17:15.thing matters between now and the end of the season. My aim is to not
:17:15. > :17:24.go to second place or first place but to put the club in a good
:17:24. > :17:28.position to survive. Midfielder Brian Stephenson walked out on half
:17:28. > :17:38.last month because the club had not paid his December salary. Paulo
:17:38. > :17:48.Sergio says he has had contact with the player. He says he wants to
:17:48. > :17:49.
:17:49. > :17:57.come back but yesterday things changed again. We had a meeting. He
:17:57. > :18:02.said, no, he will not return. Striker Kevin Cahill has been
:18:02. > :18:11.missing through injury for almost a year. The manager says the
:18:11. > :18:20.prognosis does not look good for a return to action. He needs another
:18:20. > :18:24.surgery. It is a big problem. you feel his career is over? Maybe.
:18:24. > :18:29.Much for that Portuguese manager to ponder between now and the end of
:18:29. > :18:34.the season. Beram Kayal's season could be over.
:18:34. > :18:38.He will have an ankle operation on Monday. He was injured in this
:18:38. > :18:48.challenge with Rangers midfielder Lee McCulloch. They could be
:18:48. > :18:51.
:18:51. > :18:57.ligament damage and a recuperation period of four months. It is no
:18:57. > :19:01.coincidence. He is a pivotal player for us. The one area where we do
:19:01. > :19:06.have strength and depth is the midfield. The transfer window has
:19:06. > :19:09.only been open for a few days but it is already one in and one out a
:19:09. > :19:14.Pittodrie. The Aberdeen captain Richard Foster has agreed terms
:19:14. > :19:19.with the English Championship side Bristol City. He has been replaced
:19:19. > :19:24.and the formal -- format Motherwell defender Mark Reynolds has come in.
:19:24. > :19:29.It is the 4th round of the Scottish Cup when a premier clubs enter the
:19:29. > :19:33.competition and smaller clubs have the chance to knock them out. There
:19:33. > :19:36.are 16 ties and plenty of opportunity for Cup shocks will
:19:36. > :19:41.stock and these players from lower league clubs will probably never
:19:41. > :19:44.get their hands on the Scottish Cup again but they might just pull off
:19:44. > :19:54.a 4th round upset. What would be this year's biggest
:19:54. > :20:02.
:20:02. > :20:12.shock? Down to test out my new meter. -- time to test will stop --
:20:12. > :20:14.
:20:14. > :20:19... I think we have to go and work hard. We have to go for it. A win
:20:20. > :20:27.for the Blue Time would have a shock value of nine out of 10. --
:20:27. > :20:34.Blue Town. A surprise win for Arbroath against Rangers. We will
:20:34. > :20:40.give that a nine out of 10. Top of Division Two. They fancy their
:20:40. > :20:45.chances against Hibs who are struggling. Aylott of people might
:20:45. > :20:50.look at this one as being one of the most likely for an upset.
:20:50. > :20:54.Hopefully, players can go out there and play the way they have been
:20:54. > :21:04.playing. If we do that, we have a chance. He has got a point. That
:21:04. > :21:09.would register a shock rating of six out of 10. The junior cup
:21:09. > :21:14.holders are playing Hearts. What chance of an upset? I think it is a
:21:14. > :21:19.case of enjoying it. If we do that, it will be OK. It will not be
:21:19. > :21:26.embarrassing, they are all good players. Even he does not sound
:21:26. > :21:34.convinced! It's a win would register a shock reading of 11 out
:21:34. > :21:42.of 10. It would be the biggest shock in Cup history. I've just
:21:42. > :21:49.noticed the meter goes up to 12. There will be plenty of Cup action
