:00:21. > :00:23.Welcome to Reporting Scotland. On the programme this evening.

:00:23. > :00:26.A friendly handshake and then down to business. Talks between the

:00:26. > :00:34.First Minster and the Prime Minister are dominated by how many

:00:34. > :00:40.questions the referendum should ask. I believe that we need to put a

:00:40. > :00:48.simple, straightforward and legal question to the Scottish people.

:00:48. > :00:51.position is, let's listen to the people of Scotland.

:00:51. > :00:55.In other news this evening. Rangers' administrators cannot find

:00:55. > :00:58.a 24 million loan taken out by Craig Whyte. But so far none of the

:00:58. > :01:01.players or staff has been laid off. In other developments in this story,

:01:01. > :01:11.Celtic have hit out at Alex Salmond after he appeared to suggest they

:01:11. > :01:12.

:01:12. > :01:20.needed Rangers. A big day for a little comic.

:01:20. > :01:24.Ronnie Corbett and receives his C pay E from the Queen.

:01:24. > :01:29.Also ahead. And Scotland as seen from Hollywood. But is Brigadoon a

:01:29. > :01:32.film classic or a cringeworthy embarrassment?

:01:32. > :01:35.People will be offered more powers for the Scottish Parliament if they

:01:35. > :01:37.vote no to independence in the referendum. That was the surprise

:01:37. > :01:40.offer from the Prime Minister during a visit to Edinburgh today.

:01:40. > :01:43.David Cameron also held talks with the First Minister Alex Salmond,

:01:43. > :01:49.after which both men claimed that progress had been made. Here's our

:01:49. > :01:54.political correspondent, Raymond Buchanan.

:01:54. > :01:58.At the moment, it is a waiting game. The battle for Scotland's future

:01:58. > :02:02.could be years from a conclusion postop but now there is a new

:02:02. > :02:12.option on the horizon, greater powers effort Scots reject

:02:12. > :02:15.independence. -- greater powers if Scots reject independence. I am

:02:15. > :02:21.looking at how the devolved settlement could be improved

:02:21. > :02:26.further. That does mean considering what other powers could be devolved.

:02:26. > :02:34.But that must be a question for after the referendum. As he spoke,

:02:34. > :02:39.there were scuffles outside between the police and anti-cuts protesters.

:02:39. > :02:49.On the agenda with the First Minister was how would independents

:02:49. > :02:52.

:02:52. > :02:57.work? -- independence. The colour of the political map was steering

:02:57. > :03:00.the David Cameron in the face. believe that we need to put a

:03:00. > :03:06.straight forward and simple and fair and legal question to the

:03:06. > :03:13.Scottish people in a good time, which is to ask, do you want to

:03:13. > :03:21.stay in the United Kingdom? And I hope that that is what people would

:03:21. > :03:30.vote for. We have not made much progress on this issue which is

:03:30. > :03:33.frustrating. The nub of contention is quite straight forward. Should

:03:33. > :03:43.there be one or two questions on a ballot paper and who should decide

:03:43. > :03:48.

:03:48. > :03:53.that? But how much support will Mr Cameron have? The Labour Party has

:03:53. > :03:55.always said that devolution it is not set in stone. We want to make

:03:56. > :04:00.sure that government works most effectively in the interests of the

:04:00. > :04:04.people of Scotland. The Scottish government wants more details of

:04:04. > :04:09.from Mr Cameron before people vote on their constitutional future.

:04:09. > :04:17.Alex Salmond has described his proposals as a potential pig in a

:04:18. > :04:23.poke. Quite a busy day all round. How

:04:23. > :04:27.much have we moved it on? There has been no great a

:04:28. > :04:34.fundamental change. David Cameron did not come to Edinburgh and

:04:35. > :04:40.become and nationalist. Alex Salmond does not become a unionist.

:04:40. > :04:48.But some will see David Cameron's offer of greater powers as some

:04:48. > :04:56.form of progress. But Alex Salmond won some detail on that. -- want

:04:57. > :05:00.tos some detail on that. We have some progress, but we do also have

:05:00. > :05:04.that agreement that they are getting closer to deciding whether

:05:04. > :05:12.it should be a yes or no question in the referendum, or whether there

:05:12. > :05:15.should be a further question on greater powers. The UK and the

:05:15. > :05:25.Scottish governments are asking the Scottish people for their views on

:05:25. > :05:27.that. It is pretty clear where they need to find a resolution.

:05:27. > :05:30.The administrators in charge of Rangers have given their first

:05:30. > :05:33.assessment of the finances of the troubled football club. They said

:05:33. > :05:36.they were hopeful that liquidation of the business could be avoided,

:05:36. > :05:42.and revealed there had been several expressions of interest in the club.

:05:42. > :05:45.Catriona Renton reports. It is now a two days since a

:05:45. > :05:51.Rangers went into administration. This morning, players arrived at

:05:51. > :05:54.the club's training ground still unsure about their futures. The

:05:54. > :06:00.administrators now in charge of the club came to tell them as much as

:06:00. > :06:05.they could from their investigation so far. Then, for the first time,

:06:05. > :06:10.they held a press conference, taking questions but still looking

:06:10. > :06:15.for answers. There will be some questions that I cannot answer

:06:15. > :06:19.today. It is a very early stage of the process. It is our intention

:06:19. > :06:26.that all answers to a relevant questions will be forthcoming over

:06:26. > :06:35.time. They were able to reveal some extraordinary facts about a 24

:06:35. > :06:39.million lone that Rangers are received. It went through a parent

:06:40. > :06:44.company. We have not good visibility on that. In addition, it

:06:44. > :06:49.was assumed that in administration, Craig Whyte would have first call

:06:49. > :06:58.on the assets of the club. But today, the administrator has said

:06:59. > :07:08.that was now in doubt. But they did reveal that there had been several

:07:09. > :07:10.

:07:10. > :07:14.notes of interest in the club. We asked, where has all the money

:07:14. > :07:19.gone and how much money has been put beyond the reach of the

:07:19. > :07:23.administrators? That is something that we will lead to look into. We

:07:23. > :07:27.have started the exercise but by a lot and a position to provide an

:07:27. > :07:33.answer at this stage. The man at the centre of the storm, Craig

:07:33. > :07:38.Whyte, was last seen outside the administrator's office in London.

:07:38. > :07:41.Today, he kept out of the public eye.

:07:41. > :07:44.Politicians have been expressing their support for Rangers and their

:07:44. > :07:47.hope that the club will survive. But tonight their Old Firm rivals

:07:48. > :07:51.Celtic hit out at claims by the First Minister that the Parkhead

:07:52. > :07:55.club and other SPL teams cannot prosper without Rangers. In a

:07:55. > :07:59.statement, Celtic said this was simply not true and the club had a

:08:00. > :08:09.well-defined strategy, independent of the fortunes of any other club.

:08:09. > :08:18.Steven Godden reports. Passionate views expressed on the

:08:18. > :08:23.day that Rangers slipped into administration. Alex Salmond said

:08:23. > :08:28.this... It is difficult for Celtic to do well unless there is

:08:28. > :08:34.competition from Rangers. It is difficult for the Scottish leagues

:08:34. > :08:40.to do well unless we have both sides of their old form. They

:08:40. > :08:44.Celtic chief Executive it said this a...

:08:44. > :08:54.We do not need Rangers in that respect. We have a robust stand

:08:54. > :09:03.

:09:03. > :09:09.alone strategy. Celtic have It is to everybody's benefit that

:09:09. > :09:12.Rangers continue as a football club, regardless of what club you support.

:09:12. > :09:17.I did not minute to suggest that Celtic's finances for anything

:09:17. > :09:21.other than firmly stated and well- founded. That was a simple

:09:21. > :09:31.misunderstanding. The row highlights the sensitivities in

:09:31. > :09:32.

:09:32. > :09:37.addressing Rangers' applied. -- plight. There are convincing

:09:37. > :09:41.grounds for seeing Rangers as a special case. In terms of their

:09:41. > :09:46.stature in Scottish football and also their wider place as an

:09:46. > :09:56.important institution of Scottish culture. A bit we should be treated

:09:56. > :09:58.

:09:58. > :10:05.as anybody else. -- I think. most significant opinion is still

:10:06. > :10:08.to be delivered, the outcome of the tax tribunal.

:10:09. > :10:13.You're watching Reporting Scotland from the BBC. Still to come on the

:10:13. > :10:16.programme. Could new licensing rules make it

:10:16. > :10:19.too expensive to run small-scale arts events?

:10:19. > :10:23.In sport. More implications of Rangers' administration.

:10:23. > :10:26.And they're at it again - the First Division strugglers who only seem

:10:26. > :10:29.to turn it on in cup competitions. All that to come.

:10:29. > :10:32.He's one of the country's best- known comedians and the surviving

:10:32. > :10:34.member of a partnership that dominated our televisions in the

:10:34. > :10:37.'70s and '80s. Today, Edinburgh- born Ronnie Corbett was at

:10:37. > :10:40.Buckingham Palace to receive an honour from the Queen in

:10:40. > :10:50.recognition of more than 60 years in showbusiness. Gavin Walker

:10:50. > :10:56.reports. I have got a picture of home, we

:10:56. > :11:06.were all sitting there. I was so small I could only have one measles

:11:06. > :11:11.

:11:11. > :11:16.at a time. Ronnie Corbett is a giant of British entertainment.

:11:16. > :11:20.Today, that status was recognised by the Queen as she made him a

:11:20. > :11:25.Commander of the British Empire. She is a amazing for her age.

:11:25. > :11:33.Standing there doing all these jobs, handing out these awards, full of

:11:33. > :11:37.energy and sparkle. Probably grew up in Edinburgh. His performance

:11:37. > :11:47.career began in 1950. But it was his work with Ronnie Barker for

:11:47. > :11:56.

:11:56. > :12:01.which he became best known. Four Candles. Fork handles.

:12:01. > :12:05.Even if that kind of comedy is not to your taste, he is very

:12:05. > :12:13.accomplished at it. He knows what he is doing. He has got a very

:12:13. > :12:18.genial, pleasant style. People remember very fondly the monologues

:12:18. > :12:28.he used to do. 52 years after starting his career, he remains as

:12:28. > :12:32.

:12:32. > :12:40.popular here as ever where ever I think he is wonderful. I they

:12:40. > :12:43.could do with more people like him. He is a good advert for Scotland.

:12:43. > :12:48.Ronnie Corbett left his investiture ceremony today with his daughters

:12:48. > :12:54.and his medal. A man who has towered over British entertainment

:12:54. > :12:57.for more than 50 years. Police investigating the abduction

:12:57. > :13:07.and murder of the financial adviser, Lynda Spence, have confirmed that

:13:07. > :13:07.

:13:07. > :13:10.they are searching a field in North Ayrshire. The 28-year-old has not

:13:10. > :13:14.been seen since last April when she left her parents' house in Glasgow

:13:14. > :13:16.Harbour. Police said a field in the Law Hill area of West Kilbride was

:13:16. > :13:19.being searched in connection with the case. In November, four men

:13:19. > :13:21.were charged with Lynda Spence's abduction and murder. Her body has

:13:21. > :13:24.not yet been found. Artists and community groups are

:13:24. > :13:27.claiming that changes to local licensing laws could mean events

:13:27. > :13:30.and exhibitions being scrapped. From April, some small events will

:13:30. > :13:33.need to be licensed by councils, but there's confusion and concern

:13:33. > :13:43.over how the new rules are being put into practice. Here's our local

:13:43. > :13:46.

:13:46. > :13:51.government correspondent Jamie Here we have a hard work from the

:13:51. > :14:00.1950s. This morning runs a sewing studio

:14:00. > :14:05.and Cathy. She picked on our exhibitions. If this constitutes an

:14:05. > :14:12.exhibition, this is what you are faced with. I do not know how

:14:12. > :14:19.legislation will affect me. These are temporary exhibitions. Do I

:14:19. > :14:24.need a temporary licence or permanent? Here is why unlicensed

:14:24. > :14:30.entertainment is taken seriously. On the day of the royal wedding,

:14:30. > :14:36.this legal party descended into chaos. Changes to the law means

:14:36. > :14:42.free events need a licence from April. It seems councils are

:14:42. > :14:49.interpreting the law in different ways. We do not know where we stand.

:14:49. > :14:58.We did not want this and advise the Government against it. The

:14:58. > :15:04.Government say this is deregulated. This row is an example of what some

:15:04. > :15:09.see as a bigger problem. Regulation is being enforced in different ways

:15:09. > :15:18.in different periods. One group, meet claims businesses have to fill

:15:18. > :15:26.out different forms, he charges and get different advice. People have

:15:26. > :15:33.to comply with different sets of regulations. We argue that people

:15:33. > :15:38.should have to say it -- well in the same forms. There could be

:15:38. > :15:48.relief for this woman. Next week, Glasgow council courts to find the

:15:48. > :15:49.

:15:49. > :15:55.way of ensuring this is not stopped. Scottish and Southern Energy

:15:56. > :16:00.renewables has applied to build Scotland's biggest ever scheme.

:16:00. > :16:09.An Aberdeen care home has stopped taking new admissions after a

:16:09. > :16:15.complaint about staffing levels was upheld by Kieran spectres.

:16:15. > :16:23.Ballot papers have been sent to voters and a referendum on plans to

:16:23. > :16:33.transform the centre. Supporters say it will help the screen -- the

:16:33. > :16:38.City survive after oil. A row has broken out in Orkney Islands

:16:38. > :16:45.Council over expenses claimed by Stephen Hagen. He has been claiming

:16:45. > :16:51.an accommodation allowance from his own house.

:16:51. > :17:01.Or so's cold water surfing competition has been withdrawn

:17:01. > :17:04.

:17:04. > :17:10.after a sponsor pulled out. Motorists in Dumfries and Galloway

:17:10. > :17:19.are taking the hump over speed bumps. Some were so badly worn they

:17:19. > :17:26.are doing damage to cars. Keepers at a Highland Wildlife Park

:17:26. > :17:36.were struggling to find a mate for a polar bear. He is too closely

:17:51. > :17:51.

:17:51. > :17:57.Here is the sport. The problems at Rangers. An

:17:57. > :18:02.admission by the administrator places a huge question mark over

:18:02. > :18:07.the club's ability to play next season.

:18:07. > :18:15.The management team arrived this morning as normal but it was far

:18:15. > :18:24.from normal morning. They had meetings with administrators. No

:18:24. > :18:33.redundancies will be made at this time. The players were glad to have

:18:33. > :18:43.a meeting. This was their first opportunity to speak to

:18:43. > :18:44.

:18:44. > :18:54.administrators. Much remains to be decided in the short term for the

:18:54. > :19:03.

:19:08. > :19:11.players picked questions over their own livelihood.

:20:35. > :20:44.penalty. They did not get one. Ayr United did get a penalty. The end

:21:17. > :21:25.people who have buses named after them. Paul Lawrie is unveiling a

:21:26. > :21:35.coach. He says he is playing the best golf of his life. It would be

:21:35. > :21:44.nice. I have not played there since It is not a big call to get into

:21:44. > :21:52.that tournament. Especially if I am going to qualify for the Cup team.

:21:52. > :22:00.You must be in the Masters. Difficult to concentrate with that
