:00:24. > :00:29.Welcome to Reporting Scotland. Still no deal at Ibrox. Rangers

:00:29. > :00:34.players ask the administrators to consider a final proposal to avoid

:00:34. > :00:38.redundancies. Also this evening, outspoken and

:00:38. > :00:44.controversial, tributes continue to be paid to Paul McBride who has

:00:44. > :00:49.died at the age of 47. We hear from his friend and colleague.

:00:49. > :00:53.10 days to raise a million, the group that wants to buy the land

:00:53. > :01:00.that was once a stronghold of William Wallace.

:01:00. > :01:06.And game hunting in Gargunnock, villagers take up arms against a

:01:06. > :01:10.flock of peacocks. They really are a pest. I imagine if they had hands,

:01:10. > :01:15.they would be giving you two fingers.

:01:15. > :01:19.Take a substantial pay cut or jobs will go, the ultimatum being

:01:19. > :01:23.considered by Rangers players today. They have been locked in talks with

:01:23. > :01:28.administrators who need to save 1 million a month to keep the club

:01:28. > :01:33.going. The administrators have said the cuts players are being asked to

:01:33. > :01:43.consider it our substantial and no consensus has been reached. The

:01:43. > :01:45.

:01:45. > :01:51.players asked Duff and Phelps to He the weekend goal that defeated

:01:51. > :01:55.Rangers and summed up the Ibrox club's current plight. Those in

:01:55. > :02:02.blue were still in the dark about their futures. The manager could

:02:02. > :02:09.give no guarantees about his players but as for the club,.

:02:09. > :02:16.am 100% confident that our football club will absolutely continue. Am

:02:16. > :02:21.not sure yet what shape or form it will continue in, but our club will

:02:21. > :02:26.absolutely continue. Today, familiar scenes at Murray Park as

:02:26. > :02:32.players and coaches arrived for yet more meetings about redundancies.

:02:32. > :02:37.The union and administrators were once again involved. So far, the

:02:38. > :02:40.players have failed to agree on a way forward. They discussed an

:02:40. > :02:49.auction there could defer redundancies for around a month.

:02:49. > :02:56.Top earners like Alan McGregor would be asked to take a cut of 75%.

:02:56. > :03:00.Middle way each player's weight get 50% and lower salaries would get

:03:00. > :03:10.cut by 25%. But a decision will have to wait, there was a statement

:03:10. > :03:16.

:03:16. > :03:22.released this evening from the There was one agreement reached

:03:22. > :03:29.today, Rangers had owned Dunfermline at just over 18,000

:03:29. > :03:33.from this match last month. That matter has now been settled. As for

:03:33. > :03:39.redundancies, well, everyone will be back at Murray Park for more of

:03:39. > :03:46.the same tomorrow. Restrains me now from Ibrox. Do we

:03:46. > :03:55.know what the players are proposing? It is my understanding

:03:55. > :03:59.that the final proposal, the final throw of the dice for the Rangers

:04:00. > :04:04.players. Administrators say they are not interested in deferrals,

:04:04. > :04:08.they say they can defer wages but they cannot defer tax on that so

:04:08. > :04:13.they have said in the past that they are not interested in

:04:13. > :04:17.deferrals. My understanding is that this final proposal does have an

:04:17. > :04:25.element of wage deferrals in it. Tomorrow morning if the

:04:25. > :04:29.administrators do not go for it there will be redundancies at Ibrox.

:04:29. > :04:33.Tributes continue to be paid today to the prominent lawyer Paul

:04:33. > :04:37.McBride who was found dead in Pakistan yesterday. The 47-year-old

:04:37. > :04:42.QC was on a business trip and had begun to feel unwell. The trial of

:04:43. > :04:47.two men accused of plotting to murder him was postponed for the

:04:47. > :04:51.day as a mark of respect. He made his name in criminal trials

:04:51. > :04:57.but Paul McBride was better known out of court as a fearless,

:04:57. > :05:03.colourful and outspoken lawyer. And time and again he weighed into the

:05:03. > :05:07.debate. The verdict is completely and utterly inexplicable. On the

:05:07. > :05:14.way Scottish football was run. wish the SFA would grow up and

:05:14. > :05:20.behave responsibly. On the Lockerbie bombing. The way it has

:05:20. > :05:24.been conducted his ham-fisted. Paul McBride was found dead at this

:05:24. > :05:31.hotel in Pakistan. He had complained of being unwell. When

:05:31. > :05:35.security guards broke down his door they found him dead. They have

:05:35. > :05:40.checked and there was nothing suspicious, Paul died in his sleep.

:05:40. > :05:47.He had been due back in Glasgow this week as a witness at the trial

:05:47. > :05:53.of two men charged with trying to kill him with a parcel bomb. It was

:05:53. > :05:57.adjourned as a mark of respect. is a very subdued place. Their

:05:57. > :06:00.worry number of people I have seen this morning in tears, without even

:06:00. > :06:04.speaking to them, because he was greatly loved and that building and

:06:04. > :06:10.will be sadly missed. He was a guy who did not stand on his dignity,

:06:10. > :06:14.he wasn't impressed by titles or anything like that. He treated

:06:14. > :06:20.everyone the same. You could be a president of the Court of Session

:06:20. > :06:24.or the guide who parked his car. He treated everyone equally. He would

:06:24. > :06:30.never turn anyone away or turn anyone down who wanted help, friend

:06:30. > :06:34.or foe. Before Paul McBride's body is returned home from Pakistan,

:06:34. > :06:40.tests will be carried out to discover how he died. Whatever the

:06:40. > :06:44.result, the justice system here has lost one of its strongest voices.

:06:44. > :06:48.The Royal Bank of Scotland has announced that it is to cut 215

:06:48. > :06:52.full-time jobs and 80 part-time roles with most of their back

:06:52. > :06:59.office work being shifted to India. The biggest impact will be felt in

:06:59. > :07:03.Edinburgh where 120 jobs will go at the Bank's Gogarburn headquarters

:07:03. > :07:08.and the Gyle. Still to come, how way BBC reporter

:07:08. > :07:12.registered herself as a farmer, allowing her to access a generous

:07:12. > :07:15.public subsidies. And 10 days to raise a million, the

:07:15. > :07:21.conservation groups who want to buy the land which was once a

:07:21. > :07:26.stronghold of William Wallace. In sport, SPL clubs met to talk

:07:26. > :07:31.about financial fair-play today with Rangers at the top of the

:07:31. > :07:38.agenda. Plus, a 17-year-old from

:07:38. > :07:42.Livingstone making a splash in the junior ranks will now be a good the

:07:42. > :07:46.Olympic swimmers in 2012. Scotland international rugby player,

:07:46. > :07:52.Max Evans, has been cleared of assaulting a man in an Edinburgh

:07:52. > :07:57.nightclub. The 28-year-old told his trial that he had acted in self-

:07:57. > :08:01.defence after he was punched by Alasdair McCaig in a nightclub.

:08:01. > :08:05.His defence team said he was a decent, polite and reasonable young

:08:05. > :08:10.man. The prosecution had said that the red mist had descended when he

:08:10. > :08:13.was provoked in an Edinburgh nightclub. But a jury said that the

:08:13. > :08:18.Scotland rugby international was not guilty of assault. He had been

:08:18. > :08:23.charged with assaulting property developer Alasdair McCaig to his

:08:23. > :08:27.Sofia injury and permanent impairment at Edinburgh's Lulu's

:08:27. > :08:31.nightclub in August to 2010. During the trial, the injured man,

:08:31. > :08:35.Alasdair McCaig, said he had been drinking at a bar when a man

:08:35. > :08:40.appeared at his side and hit him in the face with a glass. Max Evans

:08:40. > :08:44.said he was being provoked all night, assaulting him and his

:08:45. > :08:49.brother. Mr Evans said he was trying to get away from the bar

:08:49. > :08:54.when the attack happened, he said that Alasdair McCaig hit him first.

:08:54. > :08:59.He was with a woman who was holding his right hand, he struck out with

:08:59. > :09:05.his left hand. He said he struck out in self-defence and having a

:09:05. > :09:08.glass in his hand was at unintentional. In a statement, Max

:09:08. > :09:13.Evans said it had been a challenging time but that he was

:09:13. > :09:19.putting it all behind him and focusing on his rugby. He he is

:09:19. > :09:22.part of the Scotland squad but will face a Ireland this weekend.

:09:22. > :09:26.The cyclist has died after a collision with a taxi on

:09:26. > :09:30.Corstorphine Road in Edinburgh this morning. The man, believed to be in

:09:30. > :09:38.his forties, suffered serious head injuries and was pronounced dead at

:09:38. > :09:41.the scene. This is the second citing death this year. There are

:09:41. > :09:45.now calls for his summit to look into cycling safety.

:09:45. > :09:51.A BBC investigation has revealed how millions of pounds of public

:09:51. > :09:55.money is being paid out to billionaire farmers in an abuse of

:09:55. > :09:58.the agriculture system. The Scottish government has confirmed

:09:58. > :10:04.it is handing out money to companies that are not doing any

:10:04. > :10:10.farming in return. As part of the investigation, a report was able to

:10:10. > :10:14.register as a farmer and was able to buy eligibility for subsidy.

:10:14. > :10:17.This is a property developer in Edinburgh, his normal business is

:10:17. > :10:25.doing a properties like this town house but he has a surprising

:10:26. > :10:31.sideline. I own a farming subsidy which are bought in 2006. On an

:10:31. > :10:38.annual basis I claim that farming subsidy. Although it seems a little

:10:38. > :10:45.odd officially, I am legally if, as well. Do you own a farm? No, I'm

:10:45. > :10:49.clearly not rule in any way. loophole he is using allows

:10:49. > :10:54.speculators to buy the right to claim subsidy, rent land and

:10:54. > :10:57.claimed money. Profits can be as much as 30% a year, well in excess

:10:57. > :11:03.of stock market returns. We have established that the Scottish

:11:03. > :11:07.government is paying anywhere between three and 30 million a

:11:07. > :11:12.year to people who are not farming. You can get non- farmers to buy

:11:12. > :11:18.these entitlements and rent land that produces very little. They

:11:18. > :11:22.gain or on the subsidy. The to test the system, I registered as a

:11:22. > :11:28.farmer and bought the right to claim subsidy. The man responsible

:11:28. > :11:32.for the system agrees it is a major problem. This is exactly how it can

:11:32. > :11:35.be abused. This is where put so much effort into trying to persuade

:11:35. > :11:40.Europe to change the legislation. The man in charge and Brussels told

:11:40. > :11:44.us that Scotland could have changed the loophole using existing rules.

:11:45. > :11:50.The Scottish government have a possibility to have a definition of

:11:50. > :11:55.the farmer and to eliminate the right of payments to people who

:11:55. > :12:00.have the land but do nothing on it. This is way the responsibility is

:12:00. > :12:03.split between the commission and local governments. The Scottish

:12:03. > :12:11.government says it could not find a way to use those rules but the

:12:11. > :12:16.system itself is due to be reviewed completely in two years' time.

:12:17. > :12:20.You can see more on that story up on BBC One Scotland at 8:30pm.

:12:20. > :12:24.A look at what else has been happening across the country this

:12:24. > :12:29.Monday. An Aberdeen to a students says she

:12:29. > :12:34.was shocked to find her image on children's clothing sold by Tesco.

:12:34. > :12:41.She had not given permission to the supermarket chain for the picture

:12:41. > :12:44.which was displayed on her fashion blog. The top has been taken off

:12:44. > :12:48.sale until the matter has been looked into. The I would have

:12:48. > :12:53.thought they would get in contact if they wanted to use my artwork, I

:12:53. > :12:57.will see what they come back with. The UK's first dedicated car park

:12:57. > :13:01.for electric vehicles is opening in Glasgow. The public are being

:13:01. > :13:05.offered the chance to drive them and learn more about the technology.

:13:05. > :13:09.The University of the Highlands and Islands is getting millions of

:13:09. > :13:12.pounds of European money to help tackle youth unemployment. The cash

:13:12. > :13:17.will support a wide range of projects designed to help young

:13:17. > :13:24.people find work. They were assured number of cruise

:13:24. > :13:32.ships are said to drop anchor this summer. 59 vessels carrying

:13:32. > :13:41.passengers who are booked. It is estimated the cruise season could

:13:41. > :13:46.generate thousands for the economy. Dumfries have set a record for the

:13:46. > :13:49.longest match ever played. They beat the previous record by more

:13:49. > :13:56.than four and a half hours. There is more on those and other

:13:56. > :14:00.stories on the BBC Scotland website. The trial of a man accused of

:14:01. > :14:03.killing the Edinburgh woman Suzanne Pilley has heard how he stopped

:14:04. > :14:07.sending her text messages when she disappeared. Phone records produced

:14:07. > :14:11.at the High Court in Edinburgh showed that David Gilroy had been

:14:11. > :14:16.in contact with her in almost every day before she went missing, adding

:14:16. > :14:21.up to more than 400 texts in a month. The messages stopped the day

:14:21. > :14:24.she disappeared. David Gilroy denies all charges against him.

:14:24. > :14:27.The National Museum of Scotland has seen his duty increase in the

:14:27. > :14:31.number of people going through its doors. It has had more than a

:14:31. > :14:36.million visitors since it reopened for months ago following a major

:14:36. > :14:41.refurbishment. The million visit to mark was also reached by Glasgow's

:14:41. > :14:51.Riverside Museum which opened last June. Edinburgh Castle remains the

:14:51. > :14:52.

:14:52. > :14:56.Two conservation charities are hoping to raise more than a million

:14:56. > :14:59.pounds to allow them to buy a vast tract of land in the Borders which

:14:59. > :15:09.was once a stronghold for William Wallace and a battleground for the

:15:09. > :15:09.

:15:09. > :15:14.Border Reivers. The Talla and Gameshope estate,

:15:14. > :15:16.tamed by centuries of over gracing -- overgrazing. The John Muir Trust

:15:16. > :15:21.and the Borders Forest Trust want to change that by restoring the

:15:21. > :15:24.hillsides to how they would have looked when the forest here was a

:15:25. > :15:30.royal hunting ground. But the conservationists know they will

:15:31. > :15:34.almost certainly face competition, from farmers or potentially even

:15:35. > :15:43.from renewable energy companies keen to develop the estate as the

:15:43. > :15:51.site of a wind farm. This is the area of land that runs

:15:51. > :15:59.down into the hills. This is the reservoir. It adjoins two other

:15:59. > :16:04.properties. One by the Border Reivers trust and one by the

:16:04. > :16:09.National Trust of Scotland. We think there is potential of linking

:16:09. > :16:14.them up in order to provide a real landscape scale which you would not

:16:14. > :16:20.find anywhere else in this part of the world. Ecological restoration

:16:20. > :16:26.means more trees and ultimately more animals, including, perhaps,

:16:26. > :16:30.some of our most spectacular species. There are a range of

:16:30. > :16:37.plants which this area is recognised as containing but only

:16:37. > :16:44.small fragments of sub-Arctic plants, which are rare in this part

:16:44. > :16:50.of Scotland. You get much better biodiversity, which leads on to a

:16:50. > :16:55.greater range of wildlife, black grouse, eagles, if the plans are to

:16:55. > :17:00.succeed, the charities need financial support and quickly.

:17:00. > :17:05.closing date for bids is just over a week ago.

:17:05. > :17:07.Dougie is here with the sports news. The Scottish Premier League is to

:17:07. > :17:11.investigate allegations of undisclosed payments made by

:17:11. > :17:16.Rangers to players since 1998. The move was announced following an SPL

:17:16. > :17:19.discussion over financial fair play. And the League will also look into

:17:19. > :17:27.tightening its rules over so-called Phoenix clubs. Alasdair Lamont

:17:27. > :17:34.reports. V SPL's decision makers were read

:17:34. > :17:38.Hampden today with the Rangers' financial woes as a backdrop.

:17:38. > :17:41.Allegations of undisclosed payments will be investigated as the league

:17:41. > :17:47.tries to prepare for all eventualities.

:17:47. > :17:54.The club has come under another of areas. What happens if a club can't

:17:54. > :17:59.exit administration if it needs to potentially transferred its share

:18:00. > :18:04.in the SPL. Those areas were included in the debate. The idea

:18:04. > :18:09.that Rangers could go into liquidation could not be ruled out

:18:09. > :18:13.so the SPL is looking at amending its rules to cope with such a move.

:18:13. > :18:20.Clubs have gone into administration before so there has been a

:18:20. > :18:24.possibility that a new company would be formed in order for that

:18:24. > :18:29.club to continue its footballing activities, so it is something that

:18:29. > :18:36.is not dealt with specifically at the moment so they Rhys's work

:18:36. > :18:41.needed to be done. Work needed in the club as well. It looks like

:18:41. > :18:47.Rangers will be rolled out of next season's qualifiers already but

:18:47. > :18:53.there is a chance they will miss out on first place because they

:18:53. > :18:56.continue to spill points at home. Tonight on BBC One Scotland, Jim

:18:56. > :18:59.Traynor looks at the current state of Scottish football in A Match For

:18:59. > :19:02.Europe. On the programme Jim speaks to many involved in the game,

:19:02. > :19:05.including Craig Levein and Neil Lennon, to help assess where we are

:19:05. > :19:08.and what is being done to improve our standards. That is tonight on

:19:08. > :19:11.BBC One Scotland at 10:35pm. Scotland will take on Australia

:19:11. > :19:13.this August as preparations continue for the 2014 World Cup

:19:13. > :19:16.qualifiers. Craig Levein's side will complete the 2012 fixture

:19:16. > :19:20.candour with an away match against Luxembourg in November. Easter Road

:19:20. > :19:23.is the venue for the match against Australia on 15th August. And on

:19:23. > :19:25.14th November Scotland will play their final match of this year at

:19:25. > :19:27.the National Stadium in Luxembourg City.

:19:27. > :19:36.Scotland's latest swimming sensation so as qualifying for this

:19:36. > :19:38.year's Olympics is beyond his wildest dreams. -- says qualifying.

:19:38. > :19:41.17-year-old Craig Benson from Livingstone is the world junior

:19:41. > :19:44.champion at the 100 metres breaststroke but has made quite a

:19:44. > :19:46.splash in the senior ranks by coming second at the Olympic trials

:19:46. > :19:54.in London last night. Our Games correspondent Kheredine Idessane

:19:54. > :19:58.was there to see it. R Hogg from mum to celebrate the

:19:58. > :20:05.success. Coach and dad delighted as well.

:20:05. > :20:09.He can't even drive but he is going to the Olympics. The family were

:20:09. > :20:12.celebrating the swim of his young life as Craig Benson took British

:20:12. > :20:17.championships silver in the 100 metres breaststroke to qualify for

:20:17. > :20:23.the Olympics. He made the time in three

:20:23. > :20:30.hundredths of a second but it always counts. -- I made. You have

:20:30. > :20:35.set a new Scottish record. I have as well! I didn't even realise!

:20:35. > :20:42.That is a massive achievement of Bisley. I never thought that would

:20:42. > :20:47.happen. -- massive achievement obviously. Every coach wants

:20:47. > :20:54.somebody to qualify for the Olympics. He came 9th this time

:20:54. > :20:59.last year so it is a jumper to be ranked in the world's top 16. --

:20:59. > :21:06.jump. There were Rother fine Scottish performers at the Olympic

:21:06. > :21:11.pall over the weekend. -- other. But all the talk has been about 17-

:21:11. > :21:19.year-old Craig Benson from Edinburgh, whose most famous son

:21:19. > :21:24.was also a breast stroke or, who swam to Olympic glory.

:21:24. > :21:30.For David Wilkie's goal in 1976 was one of Scotland's's great sporting

:21:30. > :21:36.moments and he will be delighted that another Edinburgh swan neck is

:21:36. > :21:44.on the medal trail. 17 years old and he is in the World

:21:45. > :21:47.Cup 17. He looks so delighted!. Thank you.

:21:47. > :21:50.Feathers have been ruffled in the normally sleepy Stirlingshire

:21:50. > :21:54.village of Gargunnock. Residents there are up in arms - using water

:21:54. > :21:56.pistols - after a flock of peacocks set up home in the village and

:21:56. > :21:59.began rampaging through their gardens. Of course, we couldn't

:21:59. > :22:03.possibly have sent anyone other than our aptly-named reporter Julie

:22:03. > :22:08.Peacock! What is not to like about peacocks?

:22:08. > :22:13.They look fantastic and they put on a great show. But it appears they

:22:13. > :22:18.don't make the best of neighbours. They are beautiful birds but they

:22:19. > :22:26.are repressed. There are droppings everywhere, they are eating

:24:21. > :24:25.It is turning a bit more unsettled. Good evening. Yesterday was

:24:25. > :24:31.probably the best of the week in terms of sunshine. It is turning a

:24:31. > :24:39.bit downhill from tomorrow but from tonight the sunshine is giving well

:24:39. > :24:45.-- giving way to clear Spark -- clear skies. Mainly dry with some

:24:50. > :24:55.Aberdeenshire and the Borders. We will have a freshening southerly

:25:00. > :25:04.frosty but dry, but rain pushing across western Scotland through the

:25:16. > :25:20.parts of Argyle and over the Isles. Much of eastern Scotland will hold

:25:20. > :25:25.on to dry weather but there will not be much sunshine by the end of

:25:25. > :25:29.the afternoon, but no more than a few patches of rain. Temperatures

:25:29. > :25:35.tomorrow's seven or eight Celsius for most of us but the other main

:25:35. > :25:44.factor will be the wind, strong everywhere with gales in exposed
