:01:13. > :01:17.A deal has been struck between Holyrood and Westminster

:01:17. > :01:20.governments that was the Holyrood handed more powers over taxation of.

:01:20. > :01:24.The Scotland Bill will give the Scottish Government additional

:01:24. > :01:31.control over income tax and the power to borrow money. Brian Taylor

:01:31. > :01:36.is in Holyrood. This is a deal politically and in

:01:36. > :01:43.terms of substance. The substance is well worth having. It will bring

:01:43. > :01:48.powers to Holyrood. Politically, they reckon the voters will be

:01:48. > :01:56.puzzled and confused if they had seen the SNP turning down more

:01:56. > :02:02.powers for Scotland. What would Robert the Bruce may covet all?

:02:02. > :02:06.Living History on display. Today's package falls short of nationalist

:02:06. > :02:11.demands but ministers say it is historic. The biggest transfer of

:02:11. > :02:15.power. We have a packet of measures that will enhance the

:02:15. > :02:20.accountability of the Scottish Parliament and the two governments

:02:20. > :02:25.working together have to get on and implement this. Holyrood has tax

:02:25. > :02:30.powers but they have proved to be too limited. Under the new deal, 10

:02:30. > :02:35.pence worth of income tax standard and upper rates will be devolved.

:02:35. > :02:39.They can increase tax and have more to spend. They can cut tax and have

:02:39. > :02:46.less to spend all leave well alone. For the first time, Holyrood will

:02:46. > :02:53.be able to borrow money within limits. UK ministers will consort

:02:53. > :02:59.over whether Holyrood can issue its own bonds. Concessions, the Lib Dem

:02:59. > :03:03.leader at Holyrood says a wasted time and effort pressing for more.

:03:03. > :03:08.They are either of the worst no good CAA tis all they dashed their

:03:08. > :03:11.plans crumbled under pressure. tax powers main blocks in the grant

:03:11. > :03:16.and a sympathetic formula will be used and nothing will change

:03:38. > :03:43.gains in terms of the day evolution of powers like drink-driving and

:03:43. > :03:49.air guns. In terms of the substantial issues around the

:03:49. > :03:54.financial matters, that can only be taken forward by agreement. This is

:03:54. > :04:01.the Holy Rood Mace, the symbol of parliamentary power. Those powers

:04:01. > :04:05.will be announced in future. The SNP wish it to be transformed by

:04:05. > :04:09.independence. Where do we go next with this?

:04:09. > :04:14.I expect this will go through Westminster with Holyrood giving up

:04:14. > :04:24.the green light. After that, these powers will be implemented step-by-

:04:24. > :04:27.

:05:18. > :05:25.more powers believe today is significant. They say they are

:05:25. > :05:31.pleased that the SNP has come on board. A climbdown for them. We

:05:31. > :05:38.voted for it, they voted against it. We have seen sense and done

:05:38. > :05:42.something constructive for Scotland. This will be a big transfer.

:05:42. > :05:46.Originally suggested by Labour, this is a big step in the power of

:05:46. > :05:52.Scotland, making sure the parliament is strong and making --

:05:52. > :05:55.this is the best way forward. Scotland Bill will become an act

:05:55. > :06:00.very shortly but already, some people are saying they think it is

:06:00. > :06:05.out of date. The elephant in the room a politically, air is still

:06:05. > :06:10.that political referendum. There is also something else happening in

:06:10. > :06:15.Westminster. As a result, there is a tax cut coming for more than 2

:06:15. > :06:19.million Scots as the level at which tax starts to be paid is raised by

:06:23. > :06:28.others will be less welcome than tax cuts but there are measures to

:06:39. > :06:45.your bill is coming down next year. Instead of starting to pay tax at

:06:45. > :06:53.your first �8,100, that tax-free element is going up to 9200. The UK

:06:53. > :06:59.Government that says -- says that should affect 2.1 million Scots.

:06:59. > :07:04.Not so good if you are a pensioner. You are paying a lot of the price

:07:04. > :07:10.by a freeze on allowances. Not so good if you are a motorists. Fuel

:07:10. > :07:18.duty is still rising. If you are a smoker, 37p more on a packet of

:07:18. > :07:25.cigarettes. There's more money added on to alcohol and for

:07:25. > :07:29.gamblers and those with a weakness for takeaway food. Well there is --

:07:29. > :07:35.well they still a big chill in the economy, at this indoor ski centre,

:07:35. > :07:40.they are not impressed. Very disappointed. At times of economic

:07:40. > :07:49.challenge, you need leadership and leaders set clear objectives and

:07:49. > :07:53.that has not happened. The Offshore Industry get help and tax on

:07:53. > :07:58.decommissioning on that North Sea equipment. It goes a long way to

:07:58. > :08:04.repair the damage. When I travel overseas, they talk to me about the

:08:04. > :08:08.fact that UK North Sea has seen three tax increases. The signal

:08:08. > :08:13.that this sense is that where industry get together with one

:08:13. > :08:19.voice and engage with Government, it can have a sensible conversation

:08:19. > :08:26.and sensible outcome. Dundee is one of the hot spots for computer games

:08:26. > :08:31.to get tax breaks. It is a successful industry and we are on a

:08:31. > :08:36.level footing with other countries and are able to grow as the games

:08:36. > :08:42.industry is on the cusp of massive growth based around mobile and

:08:42. > :08:48.social gaming. At this fabrication yard, they are getting extra

:08:48. > :08:55.support. We will offer enhanced capital allowances for new

:08:55. > :08:59.businesses setting up in Dundee. Holyrood gets �20 million more to

:08:59. > :09:02.spend over three years and there are measures to boost growth.

:09:02. > :09:09.Budget measures aren't going to affect how the economy performs

:09:09. > :09:14.over the next couple of years. What the Chancellor has said, is that he

:09:14. > :09:19.has to stick to this course and if he doesn't, interest rates go up

:09:19. > :09:26.and there would be damaging to the economy. It is a difficult few

:09:26. > :09:31.years ahead. Businesses are still overburdened with complex tax

:09:31. > :09:37.systems. Every year it gets more complicated. What we heard in the

:09:37. > :09:43.speech is the tip of the iceberg. Further complications. If you are a

:09:43. > :09:49.high earner, your top rate tax is on the way down but watch out for

:09:49. > :09:56.big stamp duty bills when you buy your next mansion.

:11:33. > :11:37.many schools that want to teach exam courses from the summer. In

:11:37. > :11:43.the long term, course materials may make the difference and let's not

:11:43. > :11:48.forget a critical extra concession by union leaders. Bays the

:11:48. > :11:52.opportunity to use intermediates for another year. -- there is the

:11:52. > :11:58.opportunity. Putting the new national exams on ice for a year,

:11:58. > :12:03.doing intermediate exams instead. Some say, no way. They have waited

:12:09. > :12:13.schools. Peoples should not move back a year. If the course

:12:13. > :12:23.materials wanted -- would be available for one of the year, a

:12:26. > :12:29.Lothian have waited longer than they should have for treatment

:12:29. > :12:31.because the health board has been fiddling the system. An independent

:12:35. > :12:38.off the waiting list when they refused to be treated in England,

:12:38. > :12:42.often at short notice. The health minister, Nicola Sturgeon, says

:12:55. > :12:59.Pretty damning comment -- criticisms. What has been going on?

:13:00. > :13:02.Something so embarrassing that NHS Lothian would not even let us

:13:02. > :13:07.broadcast from their land tonight, so we are just outside their

:13:07. > :13:11.grounds. At the end of last year, reports surfaced that patients were

:13:11. > :13:14.being offered appointments in England, but sometimes at short

:13:14. > :13:18.notice. When those patients so they could not make those appointments,

:13:18. > :13:22.there were marked down as unavailable and taken off waiting

:13:22. > :13:26.lists. It was basically a fiddle, meaning that NHS Lothian could

:13:26. > :13:31.appear to meet waiting time targets, when in fact patients were waiting

:13:31. > :13:36.as long as ever. Today, an official investigation found that the

:13:36. > :13:41.problem went right to the top of senior management. The auditors,

:13:41. > :13:44.Price Waterhouse Coopers, said there was an atmosphere here of

:13:44. > :13:49.finding tactical solutions to waiting time issues, rather than

:13:49. > :13:53.real solutions. It is a situation that the health minister has called

:13:53. > :13:57.completely acceptable. Earlier, we asked the chief executive of NHS

:13:57. > :14:02.Lothian whether he took responsibility. The management

:14:02. > :14:06.culture you refer to is in relation to waiting times. If you read the

:14:07. > :14:11.report, you will see that part of that culture was the difficulty

:14:11. > :14:14.that people showed in highlighting information and bringing it all

:14:14. > :14:18.away up to the top of the management tree to be dealt with.

:14:18. > :14:22.At the end of the day, I am accountable for NHS Lothian, and so

:14:22. > :14:27.I am accountable for that ultimately. I am appalled by it and

:14:27. > :14:31.I pledge to address it. Do we know how many people have been affected?

:14:31. > :14:34.No, and this report says that we will probably never know unless

:14:34. > :14:40.someone does through the waiting time and the records of every

:14:40. > :14:43.single patient. There is one way you can chat. -- check. Waiting

:14:43. > :14:47.times were simplified at the beginning of the year and now no

:14:47. > :14:57.one should wait longer than 18 weeks for treatment from the time

:14:57. > :15:02.

:15:02. > :15:06.you were referred by your GP. Tesco has failed in a bid to stop

:17:37. > :17:39.speed limits in Scotland's towns and cities, in a bid to reduce the

:17:39. > :17:42.number of cyclists being killed and seriously injured. It follows the

:17:42. > :17:45.deaths of four cyclists in Edinburgh in the last year. Our

:17:45. > :17:55.transport correspondent, David Miller, reports.

:17:55. > :18:00.Life can be tough if you are a cyclist on Scotland's roads. As the

:18:00. > :18:06.video from this helmet mounted camera shows. So, could lower speed

:18:06. > :18:10.limits make our streets safer for everyone? Edinburgh is already

:18:10. > :18:15.trialling a 20 mph limits. The city council says more than 70% of local

:18:15. > :18:19.people are in favour of the move. Lower speed limits were on the

:18:19. > :18:23.agenda at a cycle safety summit held in Edinburgh. Among those

:18:23. > :18:28.attending, a campaigner who backs lower limits because he has seen

:18:28. > :18:31.the impact of crashers at first hand. I have seen some very sad

:18:31. > :18:37.accidents with people who have been crushed or trapped under buses, and

:18:41. > :18:44.New lanes like this one in Glasgow are also seen as the way ahead. The

:18:44. > :18:48.Scottish government accepts the need for change, but says our roads

:18:48. > :18:53.are already getting safer for cyclists. Cycling safety in

:18:53. > :18:58.Scotland is very good. In Edinburgh, it was 1930 since we last had

:18:58. > :19:03.figures as good as theirs. In Glasgow, it was the 1920s. But what

:19:03. > :19:08.about cyclists themselves? Calls a day for reckless cyclists to face

:19:08. > :19:12.new penalties. Drivers can be sent on courses if they drive badly. I

:19:12. > :19:16.think cyclist should be sent on retraining courses if they cycle

:19:16. > :19:21.aggressively. There were speed limits, better infrastructure - we

:19:21. > :19:31.are set to hear a lot more about cycle safety as we can down to a

:19:31. > :19:34.

:19:35. > :19:39.protest last -- next month at Holyrood.

:19:39. > :19:45.The SPL clubs have called a meeting to change the voting structure in

:19:45. > :19:51.the SPL which could have wide- ranging repercussions for the lead.

:19:51. > :19:55.Firstly, what is going on, and why could this be so important? Well,

:19:55. > :20:01.as you say, this is a breaking story and a story with huge

:20:01. > :20:05.implications. The Scottish Premier League made up of 12 teams, the

:20:06. > :20:10.current voting structure is 11-1. The teams outside Celtic and

:20:10. > :20:14.Rangers believe it is in favour of the old firm and they are

:20:14. > :20:17.determined to change that. They have decided to hold a special

:20:17. > :20:20.meeting on 12th April to see if they can force a change to that

:20:20. > :20:25.voting structure. My understanding is that Celtic and Rangers are not

:20:25. > :20:32.happy about this, Celtic in particular who believe that they

:20:32. > :20:40.generate around 85% of the SPL's revenue, so they should have the

:20:40. > :20:44.majority of the say. Other clubs disagree with that. It is also

:20:44. > :20:49.suggested that the proposed bidders, proposed new owners for Rangers,

:20:49. > :20:54.would also be unhappy with any new potential voting structure, and

:20:54. > :21:00.that may well have an impact on the sale of the club. Better still to

:21:00. > :21:05.be confirmed. Celtic and Rangers are not happy. There will be a

:21:05. > :21:11.special meeting on 12th April to discuss this and tried to break the

:21:11. > :21:14.11-1 voting ratio. This is a story that has huge implications. It will

:21:14. > :21:18.run and run. The new Dunfermline manager Jim

:21:18. > :21:20.Jefferies says he can keep the club in the Premier League this season.

:21:20. > :21:25.The former Hearts and Kilmarnock boss has agreed a 15-month contract

:24:52. > :24:57.provided for, each with its own personal human transport solution.

:25:02. > :25:05.physically pick the birds up and carry them. The staff are well

:25:05. > :25:10.versed in manual handling of the birds for veterinary purposes and

:25:10. > :25:14.so on. And here they are in their new temporary home, while their own
