:01:33. > :01:36.a leaking gas. Total say that the flare is reducing in intensity. The

:01:36. > :01:41.company's handling of this situation is coming under

:01:41. > :01:48.examination. That is right. After last night, having to forcibly

:01:48. > :01:54.admit that the flare was still burning brightly days after the

:01:55. > :01:57.platform was abandoned because of a serious gas leak, today Total were

:01:57. > :02:01.basically clarify in. Originally they said it would take a couple of

:02:01. > :02:05.hours to burn itself out and their latest estimate is a couple of days.

:02:05. > :02:10.They also said that the flare had been deliberately left on to vent

:02:10. > :02:15.some gas. They later said it had been left on because such was the

:02:15. > :02:21.urgency to get workers off that there was no chance to turn it off.

:02:21. > :02:25.This has called for Total to be much more open. These pictures,

:02:25. > :02:29.taken some time ago, show the flare burning brightly above the Elgin

:02:29. > :02:34.platform. Tonight it is still burning. Despite the serious gas

:02:34. > :02:39.leak forcing the abandonment of the installation at the weekend,

:02:39. > :02:43.despite an air exclusion zone to reduce the risk of an explosion,

:02:43. > :02:48.operated Total only last night was forced into admitting that the

:02:48. > :02:56.flare was still alight. On Monday a spokesman said this. There is no

:02:56. > :03:02.danger of explosion. The platform, when people left it, the power

:03:02. > :03:06.generation was isolated so there is no source of ignition. I cannot

:03:06. > :03:10.promise that it will not ignite but we have done everything possible to

:03:11. > :03:14.minimise the risk. Total says that flare is much higher up than the

:03:14. > :03:20.gas cloud and the wind is in the other direction. They maintain the

:03:20. > :03:23.risk of explosion is low. Total are trying to expend their efforts on

:03:23. > :03:27.fixing the problem. They also have to put all the information that

:03:27. > :03:31.they have available into the public domain. They need a principle of

:03:31. > :03:37.openness and transparency. believe that we have been opened.

:03:37. > :03:43.We have been discussing issues and releasing information to the media.

:03:43. > :03:48.In Aberdeen today around 100 senior oil and gas safety experts met.

:03:48. > :03:52.There was praise for the way Total was handling things. The operator

:03:52. > :03:57.has conducted itself in an exemplary fashion as far as safety

:03:57. > :04:04.is concerned. 230 people evacuated from a pretty dangerous situation.

:04:04. > :04:09.Total believes the flare will burn itself out but nobody knows when.

:04:09. > :04:12.Put aside the row over the flare, the basic fact is that tonight, for

:04:12. > :04:17.for flight, there is an and controlled gas leak on the Elgin

:04:17. > :04:21.platform. Total said that as well as the gas cloud being visible, you

:04:21. > :04:23.can now hear from a distance the gas escaping.

:04:23. > :04:26.Thank you. Detectives investigating the murder

:04:26. > :04:30.of Perthshire pensioner Jenny Methven have detained a man. The 80

:04:30. > :04:33.year old was found dead by her son David five weeks ago at the home

:04:33. > :04:36.they shared near the village of Forteviot. Tayside Police say a 46

:04:36. > :04:45.year old from the Perthshire area is currently assisting with their

:04:45. > :04:49.enquiries. Nearly 60% of secondary pupils in

:04:49. > :04:52.Scottish schools are struggling with basic arithmetic. The finding

:04:52. > :04:58.was revealed in their late survey of numeracy across the school

:04:58. > :05:02.system. -- the latest survey. But primary four pupils were mostly

:05:02. > :05:10.doing well and very well. So what happens between primary and

:05:10. > :05:15.secondary? It used to be called arithmetic.

:05:15. > :05:20.Now it is numeracy. Scottish kids have a problem with it. Look at

:05:20. > :05:26.this simple task. In a survey, more than 40% of second years could not

:05:26. > :05:31.fill in the box correctly. In fact, overall, only 42% of second years

:05:31. > :05:36.were classed as doing well innumeracy. Compare that to 76% of

:05:36. > :05:43.primary fours doing well. Hopes are pinned on the new curriculum of

:05:43. > :05:46.excellence. It puts the focus on teaching subjects like maths in a

:05:46. > :05:50.way that applies to the real world instead of just being in a textbook.

:05:50. > :05:55.Going into the real world for timing, counting and measuring are

:05:55. > :06:02.meant to see that numeracy Matters. Going up tenfold in the loosest

:06:02. > :06:06.sense. The Scottish Government says that the lessons are making a

:06:06. > :06:10.difference. The results no longer dip as children move up from

:06:10. > :06:13.primary. It shows us that excellence is working well within

:06:13. > :06:17.our primary sector and beginning to work well in the secondary sector.

:06:17. > :06:22.But is it the curriculum that counts? Let's ask the experts.

:06:22. > :06:26.have got a good teacher, Miss Smith. She collaborates and does not make

:06:26. > :06:31.you feel left alone in the class. She gets too involved in everything.

:06:31. > :06:35.I feel it is down to a good teacher a lot of the time, making maths fun

:06:35. > :06:38.but making you realise the real life elements of it. It is also the

:07:25. > :07:29.over-sixties is not sustainable. They argue that the money they

:07:29. > :07:33.receive from Government is not keeping pace with actual costs. The

:07:33. > :07:40.company says they may have to increase fares for paying

:07:40. > :07:45.passengers and cut services to cover the shortfall.

:07:45. > :07:49.It was not just the children making the most of a ride on a bus today.

:07:50. > :07:54.Benton has poured off the buses arriving at the seafront, set for

:07:54. > :07:57.sunshine and ice-cream. -- pensioners. For many this was just

:07:58. > :08:07.the latest of their regular outings around Scotland for free on their

:08:08. > :08:08.

:08:08. > :08:16.travel pass. On Friday we went into Glasgow. On Monday I went into town

:08:16. > :08:23.on my own. I would not get out as often if I did not have free travel.

:08:31. > :08:33.here might be enjoying free bus travel to lovely days out like this

:08:34. > :08:38.in the sunshine, but the bus operators cannot share their

:08:38. > :08:41.enthusiasm. Bus companies say that the money they receive from the

:08:41. > :08:47.Scottish Government is just not keeping pace with the real costs of

:08:47. > :08:54.free passage for pensioners all over Scotland. We think the scheme

:08:54. > :08:58.cannot be sustained in its current format. This year we are expecting

:08:58. > :09:00.�7 million-�9 million overshoot in the Budget. That means that

:09:00. > :09:04.operators in Scotland will be carrying people for a totally free

:09:04. > :09:08.in the last few weeks of the financial year. The Scottish

:09:08. > :09:11.Government does not seem to be climbing aboard with more money.

:09:11. > :09:14.The concessionary travel scheme, the biggest part of the Budget,

:09:14. > :09:18.goes directly to support passengers and not to subsidise the bus

:09:18. > :09:22.industry. We do have a subsidy to make sure we can cover as many

:09:22. > :09:26.routes as possible, but beyond that, the operators have to set the fares

:09:26. > :09:36.and decide the roads. The bus companies say they may have to rise

:09:36. > :09:36.

:09:36. > :09:41.fares for the people that do play and cut some routes. -- that do pay.

:09:41. > :09:51.As the debate rages on, concessionary travellers will

:09:51. > :09:55.

:09:55. > :09:58.continue on their free buses. A Fife property developer has been

:09:58. > :10:00.jailed for life at the High Court in Edinburgh for ordering the

:10:00. > :10:03.killing of his millionaire brother over a business dispute. Mo

:10:03. > :10:06.Siddique will have to serve a minimum of 25 years before he can

:10:06. > :10:09.be considered for parole. Businessman Toby Siddique, who was

:10:09. > :10:12.38, was shot dead in Glenrothes two years ago. The man who carried out

:10:12. > :10:15.the killing, Tencho Andonov, and another man, Deyan Nikolov, were

:10:15. > :10:20.also given life sentences and were ordered to serve at least 29 and 18
