:00:18. > :00:20.Tonight on Reporting Scotland... Calls to change the way female

:00:20. > :00:30.offenders are treated, by demolishing the country's only

:00:30. > :00:35.

:00:35. > :00:40.women's prison. But American tycoon the Donald Trump raises concerns

:00:40. > :00:47.about the future of this development in a big hit danger

:00:47. > :00:49.Also on the programme... Where did we all come from? The

:00:49. > :00:53.project tracking the diverse origins of has Scots. -- us Scots.

:00:53. > :00:56.And up as the search for a buyer for Rangers falters again, Ally

:00:56. > :00:58.McCoist says he is concerned about the time it is taking to secure the

:00:58. > :01:01.club's future. The demolition of the country's

:01:01. > :01:05.only women's prison is one of the recommendations of a special

:01:05. > :01:08.commission. It was asked to look at way women are treated in the

:01:08. > :01:10.justice system, Ahmed concern about the growing numbers being held in

:01:10. > :01:14.jail. -- amid concern. Our Home Affairs correspondent Reevel

:01:14. > :01:18.Alderson is here with more details. This is not a new problem. There

:01:18. > :01:21.have been ten reports in the UK in recent years into the way women are

:01:21. > :01:23.treated by the criminal justice system. Now, according to they all

:01:23. > :01:26.independent commission, it is the time to act.

:01:26. > :01:28.The investigation they carried out found women and men are treated

:01:28. > :01:31.differently by prosecutors and courts.

:01:31. > :01:34.25% of the women in jail are on remand, a higher proportion than in

:01:34. > :01:39.men's prisons, but 70% of them will not actually receive a custodial

:01:39. > :01:41.sentence when they come before the courts.

:01:41. > :01:43.The vast majority of female prisoners have mental health

:01:43. > :01:46.problems, which short prison sentences can actually exacerbate,

:01:46. > :01:49.while the commission bound 30% of children of women jailed will

:01:49. > :01:59.develop their own problems, including the risk of going to jail

:01:59. > :02:05.

:02:05. > :02:11.themselves. Soul, what is to be done? Not fit for purpose -

:02:11. > :02:16.Scotland's only women's problem does it should be demolished. Most

:02:16. > :02:23.women serve sentences of six months or less and did will say they get

:02:23. > :02:30.little help in preventing them returning. You go in and watch your

:02:30. > :02:36.particulars are taken, you get paid in a a man totally forgotten about.

:02:36. > :02:45.Unless you are needed for doctors or nurses, you are left to your own

:02:45. > :02:52.devices. Be a new project in Glasgow could be an alternative.

:02:52. > :03:02.Women come here to be educated and to learn to look beyond any life of

:03:02. > :03:02.

:03:02. > :03:07.crime. A you learn that yes, they are vulnerable, but you also find

:03:07. > :03:15.they have skills. What we are try to do is to try and turn their

:03:15. > :03:19.lives around and walk that the view society in a different way. Do the

:03:19. > :03:26.report has called for a vast change in the criminal justice system for

:03:26. > :03:31.women. 80 % of these women have severe mental health difficulties,

:03:31. > :03:37.drug addiction or alcohol problems. Unless this is a dress, they will

:03:37. > :03:42.be kept imprisoned continually, but any civilised society, we know that

:03:42. > :03:50.there is evidence that shows how it works. We have simply not been able

:03:50. > :03:54.to do it. Why do we need to do this? Well,

:03:54. > :03:57.consider this figure - over a ten- year period, the cost to society of

:03:57. > :04:06.each woman who commits further crime is 75,000. So any change

:04:06. > :04:09.which reduces reoffending could ultimately benefit us all.

:04:09. > :04:12.An Ayrshire teenager who killed a teenage girl and her parents after

:04:12. > :04:16.she spurned his advances has been jailed in Australia for at least 35

:04:16. > :04:19.years. Jason Downie, who is now 20,

:04:19. > :04:21.stabbed his victims dozens of times, having become obsessed with 16-

:04:21. > :04:31.year-old Chantelle Rowe after he emigrated from Kilmarnock with his

:04:31. > :04:38.

:04:38. > :04:43.mother. Jason Downie moved with his mother into 2010 and became

:04:43. > :04:48.obsessed with Chantelle Rowe. Then 18, he broke into the family warm

:04:48. > :04:55.and shan't stabbed Chantelle and her parents. Today at court, her

:04:55. > :05:01.brother Christopher was too upset to speak. And relatives spoke for

:05:01. > :05:07.him. A long we are thankful for today is that we have escaped the

:05:07. > :05:13.pain of a trial. I can only try and keep the memory alive of Chantelle

:05:13. > :05:20.and my mum and dad. A I would be cautious as to how to describe that

:05:20. > :05:25.crime scene. There are not adequate words to describe that. It is

:05:25. > :05:31.something that everyone will have nightmares about in the years to

:05:31. > :05:34.come. To tonight, Jason Downie knows he will be well into his

:05:35. > :05:36.fifties before he is eligible for parole.

:05:37. > :05:39.American billionaire Donald Trump claims Scotland is committing

:05:40. > :05:42.financial suicide by creating a wind farm landscape. It is apart of

:05:42. > :05:45.Mr Trump's submission to a Scottish Parliament inquiry into renewable

:05:45. > :05:48.energy, to which he is due to give evidence next week.

:05:48. > :05:51.Mr Trump is opposing plans for a wind farm off the coast of his

:05:51. > :05:59.proposed golf course in Aberdeenshire. All reporter Steven

:05:59. > :06:05.Duff is there tonight. Strong words again from Mr Trump. The finishing

:06:05. > :06:09.touches are being put to the golf course here that they should open

:06:09. > :06:15.in the summer, but the Patel and holiday homes have been stopped.

:06:15. > :06:25.The reason is that Donald Trump is concerned about the future view out

:06:25. > :06:30.there. There is a win found went far turbine plant proposed that he

:06:30. > :06:34.is not happy about it. He said it would be financial suicide his

:06:34. > :06:42.column turned into a wind farm landscape. He will appear before

:06:42. > :06:47.the committee will next week. That should be a very colourful day.

:06:47. > :06:51.There will also be a rally against wind farms. He said it would be the

:06:51. > :06:58.equivalent of putting the six the story apartment block on the

:06:58. > :07:05.Prince's Gardens or Arthur's seat. A as the been a reaction from the

:07:05. > :07:10.Scottish parliament? The Scots his government have said today that

:07:10. > :07:16.they dispute what Mr Trump says, because tourism is growing and

:07:16. > :07:20.renewables are becoming heavily invested in. But they say they

:07:20. > :07:24.welcome the debate. You are watching Reporting Scotland

:07:24. > :07:27.from the BBC. Still to come on the programme...

:07:27. > :07:30.A slice of Highland history is saved, as Prince Charles helps

:07:30. > :07:33.rescue these Caithness cottages. And do not try this at home - we

:07:33. > :07:36.catch up with the man behind this daring jump from Britain's highest

:07:36. > :07:39.cliff. And in sport, another twist in the

:07:39. > :07:45.Rangers story, as the club's administrators pursue Craig Whyte's

:07:45. > :07:49.lawyers for 25 million. All and Andy Murray starts the clay

:07:49. > :07:59.court tennis season in style, but what is under the bunnet? Find out

:07:59. > :07:59.

:07:59. > :08:03.Labour has been spelling out how it believes councils can play a part

:08:03. > :08:06.tackling unemployment and poverty. At the launch of its local election

:08:06. > :08:09.campaign, the party has been stressing the vote on May 3 should

:08:09. > :08:19.not be about the independence referendum. Our local government

:08:19. > :08:24.correspondent Jamie McIvor reports. 16 days until the polls open and

:08:24. > :08:30.the local election campaign should be blossoming. But it is hardly the

:08:30. > :08:36.first thing on the minds of many people. Even those who say they are

:08:36. > :08:40.interested in politics. If think when it is the general election

:08:40. > :08:48.people think it is the government, but when it is local elections,

:08:48. > :08:57.people do not sure as much interest. I wanted a candidate who shows

:08:57. > :09:01.compassion for the community and is also realistic. The main theme was

:09:01. > :09:11.the putting out the message from the Labour Party about their

:09:11. > :09:18.intentions. Services, child protection and services for the old

:09:18. > :09:21.people in our society. That is what people are worried about. The man

:09:21. > :09:27.of vestal as some common themes, such as supporting families in

:09:27. > :09:32.tough times. We Labour says that councils will take action on jobs

:09:32. > :09:39.and training and the seat tackling fuel poverty and support for carers

:09:39. > :09:46.are also high on their agenda. They got the most first preference votes,

:09:46. > :09:51.but the Scottish National Party go there was councillors over all.

:09:51. > :09:54.years ago, it was a fantastic result, but not so much last year.

:09:54. > :10:00.I am committed to going out and making the case for the Labour

:10:00. > :10:04.Party. We are looking to connect with residence across the whole of

:10:04. > :10:10.Scotland added these tough times, we want local councils to work in

:10:10. > :10:16.the best interests of families and communities. The campaign is being

:10:16. > :10:20.seen as a crucial time for the new leader of Scottish Labour. They

:10:20. > :10:23.have to win back the voters who have gone elsewhere.

:10:23. > :10:26.A pedestrian has been killed after being struck by a lorry at

:10:26. > :10:29.Clarkston Toll in East Renfrewshire. The 67-year-old man was hit by the

:10:29. > :10:33.HGV on the A727, just before 11 o'clock this morning. The 47-year-

:10:34. > :10:36.old lorry driver was unhurt. The road was closed for accident

:10:36. > :10:38.investigations, but has since reopened. Police have appealed for

:10:38. > :10:46.witnesses. A look now at what else has been

:10:46. > :10:50.happening across the country this Tuesday. An investigation is under

:10:50. > :10:56.way to establish the cause of any early morning fire in May a hell.

:10:56. > :11:01.Eight people were taken to hospital, two of them seriously injured.

:11:01. > :11:05.Around 50 firefighters fought a blaze at a pub in Edinburgh last

:11:05. > :11:11.night. No one was hurt. Police suspect that eight supported

:11:11. > :11:16.missing from the Swan's nest may have been taken illegally by

:11:16. > :11:22.drunken revellers. Ed De Beer cans were found near by. Disturbing be

:11:22. > :11:26.sworn's nest is against a lot. A series of new apprenticeships are

:11:26. > :11:33.being created in the forestry industry. Forestry chiefs say

:11:33. > :11:40.trained workers have an excellent chance of full-time employment.

:11:40. > :11:44.What so much going on with environmental concerns and tourism,

:11:44. > :11:53.and try to get people on to the site, so it is not all about just

:11:53. > :11:58.planting trees, there is a lot of diversity. To abuse have been paid

:11:58. > :12:02.to the film-maker David Peter who has died. On the film, big banana

:12:02. > :12:07.feet, he followed Billy Connolly through a tour of Ireland during

:12:07. > :12:11.the height of the Troubles. The chairman of Queen of the South has

:12:12. > :12:16.rejected a bid for a shareholding from an English-based consortium.

:12:16. > :12:22.The chairman said he would not be selling his shares to any potential

:12:22. > :12:25.buyer. Ross County have launched a plan to get France to help upgrade

:12:25. > :12:31.the stadium to Scottish Premier League standards. They are

:12:31. > :12:36.appealing to fans to contribute 20 each to the upgrade. There is more

:12:36. > :12:39.of these stories are all these stories 24 Raza day on the BBC

:12:39. > :12:43.Scotland website. 20,000 years ago, at the depth of

:12:43. > :12:47.the last Ice Age, Scotland looked something like this. The landscape

:12:47. > :12:51.was in deep freeze and it was too cold for human life. 10,000 years

:12:51. > :12:54.on, the country had thawed out and people had started to return. Now

:12:54. > :12:59.analysis of the DNA of 1,000 modern-day Scots has been able to

:12:59. > :13:07.trace where their ancestors came from. Seonag Mackinnon has been

:13:07. > :13:14.looking at what the researchers found. After the Ice Age, frozen

:13:14. > :13:21.landscapes retreated Neuss. The warmer climates attracted tribes

:13:21. > :13:30.from all over the globe. The I found my mother's DNA is from

:13:30. > :13:37.Cyberia. I am related to royalty, apparently. Considering I was

:13:37. > :13:45.adopted and did not know who my father was, that was amazing use.

:13:45. > :13:49.They DNA has been taken from 1,000 people. The most exciting thing has

:13:49. > :13:56.been how diverse the Scottish people are. We have seen hundreds

:13:56. > :14:02.of different types. I was not expecting that at all. Sort white

:14:02. > :14:12.so diverse? Researchers believe it is because Scotland was on the

:14:12. > :14:15.

:14:15. > :14:24.north of Europe. We think Our ancestors travel to up from Asia to

:14:24. > :14:34.fennel and, from Pakistan and then to hear. Scottish actor Tom Conti

:14:34. > :14:38.

:14:38. > :14:45.has discovered links to Napoleon Bonaparte. The and this man was

:14:45. > :14:53.apparently captured by pirates. And there are more projects planned to

:14:53. > :14:58.answer the age-old question, who Prince Charles has stepped in to

:14:58. > :15:02.help save two tiny Caithness cottages. The prince who has been

:15:02. > :15:07.visiting the area since childhood has long seen in interest in the

:15:07. > :15:13.company's flagstone industry. House Trust are restoring the last stone

:15:13. > :15:17.homes of quarry workers. Memories of a bygone age when the

:15:17. > :15:21.flagstone industry brought hundreds of jobs to the Caithness village of

:15:21. > :15:24.Castletown and much-needed housing for employees and their families.

:15:25. > :15:31.These last surviving cottages built by quarry workers at the time are

:15:31. > :15:35.to be brought back to life. Right now we're in that what was the very

:15:35. > :15:41.day of. Just two rooms in every property and this room was where

:15:41. > :15:45.you eat and washed and cleaned. The front room was be good run. As you

:15:45. > :15:50.can see here, we have a box bed where people slept and probably a

:15:50. > :15:55.pull-out bed underneath depending on how many there where. Literally

:15:56. > :16:01.layers of history have been uncovered in the restoration. This

:16:01. > :16:06.shows what domestic life was like in the 19th century. A very hard

:16:06. > :16:13.life. An open fire in the small room where you diddle your cooking

:16:13. > :16:17.and that was it. No electricity in those days. You have to milk the

:16:17. > :16:21.cow and make-up that the butter occasionally. It was all hard work.

:16:21. > :16:25.It is also hope that the project led by the Prince of Wales

:16:25. > :16:31.Regeneration Trust will help preserve castle town's industrial

:16:31. > :16:38.past. Caithness's flagstone paid the world. For over 40 years from

:16:38. > :16:42.Miss Harbour it was sent to America, Australia and even India. Before

:16:42. > :16:48.the Flaxton Industry came, Castle 10 consisted of five houses. There

:16:48. > :16:52.was nothing before that. The fact that is now a thriving village and

:16:52. > :16:55.was in the 19th century a flourishing community and

:16:55. > :17:01.production area with a port, that is something that we have to

:17:01. > :17:06.preserve. The project and its past is of particular interest to Prince

:17:06. > :17:14.Charles himself who is a regular visitor to the area and is said to

:17:14. > :17:18.be keeping a close eye on progress. A 15-year-old Glasgow schoolboy

:17:18. > :17:21.said he is incredibly proud to have designed the official tartan for

:17:21. > :17:26.the Glasgow 2014 Commonwealth Games. This follows a nationwide

:17:26. > :17:30.competition. Their new creation was modelled at Shawlands Academy by a

:17:30. > :17:33.former World Highland Games champion. The tartan is expected to

:17:33. > :17:41.be received by over one million people worldwide when the Games

:17:41. > :17:45.come to Glasgow in two years' time. More pressing sporting matters now.

:17:45. > :17:51.Another development in the Rangers story. The club's administrators

:17:51. > :17:56.are seeking damage of 25 million from the legal firm Craig Whyte

:17:56. > :18:02.used when he was taking the club over Collyer Bristow. Chris,

:18:02. > :18:08.another legal case. A multi- million-pound one. What is it all

:18:08. > :18:14.about and what a Collyer Bristow saying about it? Just when we

:18:14. > :18:20.thought we wouldn't get a daily twist in this tale - a boom - at

:18:20. > :18:25.25 million claim from the Rangers administrators. This is about that

:18:25. > :18:27.ill-fated takeover from last summer. There saying that that Collyer

:18:27. > :18:32.Bristow because their rights and obligations and that deal and are

:18:32. > :18:35.accusing them of professional negligence. Collyer Bristow are

:18:35. > :18:40.denying the claims saying that they are highly speculative and they

:18:40. > :18:44.will be vigorously contested. The administrators are due to release a

:18:44. > :18:48.statement this evening saying they had been in a further discussion

:18:48. > :18:52.with the two brothers - the US consortium and the Singapore

:18:52. > :18:57.consortium led by Bill Ng. They have been in discussions today and

:18:57. > :19:00.are hoping to announce a preferred bidder by the end of the week.

:19:00. > :19:06.may be music to the years of Ally McCoist who I gather was expressing

:19:06. > :19:11.concerns today regarding lack of clarity over the preferred bidder.

:19:11. > :19:18.He has not really said much in recent years -- recent weeks, the

:19:18. > :19:23.Rangers manager, so it shows how important a preferred bidder is. He

:19:23. > :19:28.says it is very worrying as he has plenty of planning to do forced up

:19:28. > :19:30.the manager has the pre-season to think about so as he looks to get

:19:30. > :19:37.things right on the part, the administrators look to get it right

:19:37. > :19:47.off the park. It has been described as a mess and a sadder, but a month

:19:47. > :19:47.

:19:47. > :19:52.this, a Rangers football club is fighting for its existence. -- saga.

:19:52. > :19:57.A panel was discussed -- convene today discuss seven charges against

:19:57. > :20:00.Craig Whyte. Craig Whyte is boycotting the hearings which

:20:00. > :20:05.relate to his fitness to run a club and charges of bringing the game

:20:05. > :20:10.into disrepute. The hearings could run until Friday.

:20:10. > :20:14.Andy Murray has started the clay- court tennis season in style. He

:20:14. > :20:18.beat the Serbian Viktor Troicki in state sets today in the second

:20:18. > :20:22.round of the Monte Carlo Masters. The clay-court season culminates in

:20:22. > :20:26.a French Open at Paris at the end of next month. A new-look Andy

:20:26. > :20:30.Murray said a good showing at Monte Carlo could be the key to a

:20:30. > :20:36.successful French Open. Monte Carlo - playground of the

:20:36. > :20:44.rich and beautiful. Where better to launch a new lip? Ladies and

:20:44. > :20:51.gentlemen, here it is also up his new haircut. The French are

:20:51. > :20:56.referring to it as a military cut. His new Barnet was well hidden by a

:20:56. > :21:03.baseball cap for the rest of the match. Andy Murray's tennis today

:21:03. > :21:08.was a cut above. The newly shorn Scott made short work of Serbia's

:21:08. > :21:18.Viktor Troicki, winning the first set 6-0 in less time than it takes

:21:18. > :21:24.

:21:24. > :21:29.for the average short-back-and- He's made it, that is sheer

:21:29. > :21:33.brilliance will stop money had dropped just three games in the

:21:33. > :21:42.second set. A stylish first performance of the clay-court

:21:42. > :21:50.season celebrated with a flourish. Apologies to any French viewers

:21:50. > :21:58.there for! After the disappointment of their six Nations campaign, the

:21:58. > :22:01.chance to it in their losing streak. They play Fiji and Australia in

:22:01. > :22:06.June which allows us to show pictures of a Scottish team winning,

:22:06. > :22:14.as last time they played Australia the one back in 2009.

:22:14. > :22:18.Those were the days. It is called Base jumping. You're

:22:18. > :22:22.not to try this at home. It involves jumping from a great

:22:22. > :22:26.height and opening a parachute ideally just before you land. Simon

:22:26. > :22:32.Brentford had a goal and Orkney and that is the first time someone has

:22:32. > :22:36.tried it of the highest vertical cliff in the UK.

:22:36. > :22:42.Whatever the camera angle, it is plain to see this is not a place

:22:42. > :22:50.for the faint-hearted. This was the view at more than 1100 ft up. This

:22:50. > :22:56.was the view from across the way and this was the point of no return.

:22:56. > :23:00.I was nervous, very nervous indeed. It is an unknown, the first jump of
