:00:14. > :00:20.Welcome to Reporting Scotland, as heavy rain and flooding hits the
:00:20. > :00:22.country again. Residents in this Fife village had a lucky escape, as
:00:22. > :00:32.floodwaters seriously damaged houses trapping people in their
:00:32. > :00:33.
:00:33. > :00:38.homes. The damage is huge. I'm missing half my house, missing half
:00:38. > :00:41.the road, my neighbours, nothing's left. And this is the scene tonight
:00:41. > :00:44.in Stonehaven in Aberdeenshire, where the River Carron is in danger
:00:44. > :00:48.of breaking its banks. We're live there and we'll have a full weather
:00:48. > :00:51.forecast at the end of the programme. Also tonight: Anger as
:00:51. > :00:56.energy companies put up their prices again - the Scottish
:00:56. > :00:58.Government calls for an urgent meeting. He's Scotland's best-known
:00:59. > :01:08.architect now the magic of Charles Rennie Mackintosh is brought to
:01:09. > :01:10.
:01:10. > :01:15.life in a new Glasgow festival. And David Currie's in Cardiff tonight.
:01:15. > :01:21.Yes, it is Wales versus Scotland in the World Cup Qualifiers, both
:01:21. > :01:24.teams under pressure. I will have all the news and views a little
:01:24. > :01:26.later. 35 flood warnings are currently in place across the
:01:27. > :01:29.country. The North-East, Tayside, Caithness and the Borders appear to
:01:29. > :01:31.be the worst affected by the torrential rain. Residents in
:01:32. > :01:34.Stonehaven have spent the day barricading their homes, because of
:01:34. > :01:44.fears that a local river would burst its banks. Our coverage
:01:44. > :01:49.
:01:49. > :01:55.begins tonight in Stonehaven, where Steven Duff is there for us. Well
:01:55. > :02:00.lot of nervousness for people here throughout the day as the river
:02:00. > :02:05.Carron rose to dangerous levels. At one point on the verge of bursting
:02:05. > :02:10.its banks. But levels have reduced. It is low tide now, high tide again
:02:10. > :02:16.at midnight. So there is still concern and concern increased,
:02:16. > :02:21.because it is not first time there have been flooding problems here.
:02:21. > :02:27.People in Stonehaven know what damage water can do to their homes.
:02:27. > :02:32.Mid morning and high tide is just an hour away. It comes from the
:02:32. > :02:38.front of the street to the back of the street and then comes under the
:02:38. > :02:45.old houses. That is your daughter's house? Yes. She is just coming back
:02:45. > :02:50.from work now. Officials were worried about water levels on the
:02:50. > :02:54.River Carron. These streets flooded three years ago. Today, there was
:02:54. > :03:02.more warning. Everyone seemed better prepared. Good job you have
:03:02. > :03:07.friends at a time like this. Sandra's daughter's home was
:03:07. > :03:12.flooded in 2009, the consequences - a lot of damage and insurers taking
:03:12. > :03:17.months to pay out. Maybe it will be OK if the tide goes down.
:03:17. > :03:22.flooded the last time? Yes up to the front window. You have
:03:22. > :03:29.everything stacked high? I have been chucking things out like crazy.
:03:29. > :03:35.By the mid afternoon, water levels had eased, prekaigss will stay in
:03:35. > :03:42.place over night. -- precautions. The rain has been mofrg up the east
:03:42. > :03:48.coast all day. It was fif that bore the brunt this morning. -- Fife.
:03:48. > :03:54.When the rain falls, high ground is the traditional sanctuary, but not
:03:54. > :03:59.in this village, where residents woke to scenes they could hardly
:03:59. > :04:04.believe. If you look up the road in Dura Den, you get an idea of the
:04:04. > :04:09.power of the water. Normally the river would go around the back of
:04:09. > :04:13.the houses, but a slues gate got blocked and the water has destroyed
:04:13. > :04:22.this property and left people trapped in that property. As they
:04:22. > :04:26.worked out a rescue plan, rescue teams whated to deal with downed
:04:26. > :04:31.power lines. Water level is a foot and a half deeper and it was coming
:04:31. > :04:36.down at the same pressure and flow. So it was a precarious situation
:04:36. > :04:43.for our guys. Others could only look on as their property and
:04:43. > :04:47.belongings fell victim to the water. The damage is huge. Missing half my
:04:47. > :04:52.house, I'm missing the whole road, my neighbours. I'm missing
:04:52. > :04:58.everything. Nothing's left. The damage inside the house as well.
:04:58. > :05:03.The whole bottom floor of one of them is a river now. It has taken
:05:03. > :05:09.the plaster board and everything. It is pouring out of cracks of the
:05:09. > :05:14.walls on the outside. On the the other house, my basement is a
:05:14. > :05:24.swimming pool. The rain disappeared as quickly as it arrived, but here
:05:24. > :05:25.
:05:25. > :05:29.the impact will be felt for some time to come. This was not so much
:05:29. > :05:37.a winter storm, but persistent rain that will go on to tomorrow. By
:05:37. > :05:41.then the forecasters say it will be 24 hours of solid rain. More than
:05:41. > :05:45.30 flood warnings are still in place and in stone haven,
:05:45. > :05:53.conditions have eased, but high tide is expected again at midnight
:05:53. > :05:58.and the bar kaids and the sandbags will stay in place as a precautions.
:05:58. > :06:00.-- barricades. Thank you. Within the last hour it has been confirmed
:06:00. > :06:02.that all the outstanding issues relating to a deal on the
:06:02. > :06:09.independence referendum have been resolved. Our Westminster
:06:09. > :06:14.Correspondent Tim Reid joins me now. Is it then, all barriers gone?
:06:14. > :06:17.Barring any last minute problems, we can almost guarantee there will
:06:17. > :06:20.be a referendum what remains is for the First Minister and the Prime
:06:20. > :06:26.Minister to sign on the dotted line and we expect that to happen on
:06:26. > :06:29.Monday. What we have seen today is the coming to fruition of months of
:06:30. > :06:34.negotiations between the two governments about the rules for the
:06:34. > :06:38.referendum. There will be a single question. There were issues about
:06:38. > :06:42.the funding for the parties during the campaign that. Seems to have
:06:42. > :06:47.been agreed. We will find out the fine print in the coming days. But
:06:47. > :06:51.what remains is after that a 100- week campaign and Scotland will
:06:51. > :06:54.decide whether it is in or out of the United Kingdom. Thank you.
:06:54. > :07:01.You're watching Reporting Scotland from the BBC. Still to come on the
:07:01. > :07:06.programme: The magic of Charles Rennie Mackintosh is brought to
:07:06. > :07:09.life in a new festival in Glasgow. All we need ahead of tonight's
:07:09. > :07:13.qualifier against Wales. We'll be hearing from the Scotland manager
:07:13. > :07:22.and the captain and we'll also be hearing from some members of the
:07:22. > :07:27.Tartan Army, so join me here later. Should be interesting, please join
:07:27. > :07:30.me later. There will be groans, dismay, perhaps anxiety in many
:07:30. > :07:32.households tonight at the news that the biggest supplier of gas and
:07:33. > :07:36.electricity in Scotland is putting its prices up. British Gas, which
:07:36. > :07:38.trades here as Scottish Gas, says prices will go up by 6% in November.
:07:38. > :07:48.Other major suppliers have also announced hikes. Here's Lisa
:07:48. > :07:53.
:07:53. > :07:58.Summers. Margey's worried about her bills. My gas bill for this one
:07:58. > :08:03.bedroom flat had almost reached 100 a month. That is quite a chunk
:08:03. > :08:09.of my salary. So you start to look around and think of things you can
:08:09. > :08:14.co-to -- do to cut down. I have a dish washer, reports said it uses a
:08:14. > :08:20.lot of electricity so, we have got rid of that. I know when I leave
:08:20. > :08:25.the room I switch the light off and I don't have my heating on unless
:08:25. > :08:31.it is absolutely necessary. Sles now getting other loft insue lated.
:08:31. > :08:36.But her bill be be around the average at 1,300 a year. She wants
:08:36. > :08:42.to know why she and others have to take the hit. I understand that.
:08:42. > :08:46.But we have to recognise that North Sea gas is running out. The days of
:08:47. > :08:51.cheap energy are gone. We need a new investment and that investment
:08:51. > :08:57.has to come from somewhere and be paid for. We're playing our part in
:08:57. > :09:05.that. Some don't see that it way, Scottish gas's parent company
:09:05. > :09:09.reported a 23% rise in profits of its residential energy division.
:09:09. > :09:14.They say wholesale prices have been going up. But we don't see a
:09:14. > :09:19.justification for the level of increase. There are other factors
:09:19. > :09:24.like network charge increasing and the cost of warm home initiatives
:09:24. > :09:28.but not these levels of increase. One in three households in Scotland
:09:28. > :09:34.live in fuel poverty. The Scottish Government said it will make things
:09:34. > :09:38.worse. For each 5% increase, 46,000 people are plunged into fuel
:09:38. > :09:43.poverty. I will be seeking to speak to the energy companies about these
:09:43. > :09:50.rises. So its not looking bright, with food prices on the ride as
:09:50. > :09:53.well, we will all be -- rise we will all digging deep. Violent and
:09:53. > :09:56.anti-social crime down by almost 50%. No gang fights for more than
:09:56. > :09:59.two years. These are the results of a ground-breaking project in
:09:59. > :10:02.Glasgow which the Chief Constable of the new Police Service of
:10:02. > :10:08.Scotland wants to roll out to other parts of the country. Our Home
:10:08. > :10:11.Affairs Correspondent, Reevel Alderson reports. Thousand tackle
:10:11. > :10:15.anti-social behaviour and gang violence? These children would in
:10:15. > :10:21.the past have been lightly candidates to join gangs, but no
:10:21. > :10:26.longer. This is part of a smart approach to violence and ending
:10:26. > :10:35.Scotland's gang culture. It appears to be working. Violence in north
:10:35. > :10:42.and east Glasgow has reduced by 46% and police say there has not ban
:10:42. > :10:45.gang fight here for two years and flash back 40 years ago, when the
:10:45. > :10:51.singer Frankie Vaughan tried to persuade gang members to hands in
:10:51. > :10:56.their weapons. It had little effect. But a scheme from America seems to
:10:56. > :11:00.be successful. It turned out you can sit the gang sters down and
:11:00. > :11:05.have their own people tell them that their own community needs them
:11:05. > :11:11.to stop what thai doing. You can offer them help and a way out and
:11:11. > :11:17.put them on personal prior notice about what will happen if they
:11:17. > :11:19.don't stop. This is part of the new approach, the children from this
:11:19. > :11:24.school learn to respect the emergency services and the value 06
:11:24. > :11:29.looking after their own community. It will show there is more to life
:11:29. > :11:33.than getting involved in violence and anti-social behaviour. And it
:11:33. > :11:39.makes the jobs of firefighter and the other agencies easier. They can
:11:39. > :11:45.then co-their -- do their job on a daily basis without the threat of
:11:45. > :11:50.being attacked. Poster campaigns can have only so much impact. What
:11:50. > :11:53.is needed is positive action on the ground. In his first speech since
:11:53. > :11:57.being appointed, the Chief Constable of the new police service
:11:57. > :12:03.said he would like to extend the project to other parts of the
:12:03. > :12:06.country plagued by gang violence. It would be necessary to use it in
:12:06. > :12:11.hotspots where there is gang activity. But there is gang
:12:11. > :12:16.activity in other parts. We would like to use it where it has most
:12:16. > :12:22.effect. It is a very intensive application of resources. This
:12:22. > :12:27.projects has cost 4.8 million, but cut violence and that cuts the
:12:27. > :12:34.costs to society. A look now at what else has been happening across
:12:34. > :12:41.the country this Friday. The deaths of two men whose bodies were found
:12:41. > :12:44.in a house in Blantyre this week remain unexplained, despite
:12:44. > :12:50.postmortems. Dominic Patterson 5 Colin Campbell were found on
:12:50. > :12:59.Tuesday. The owners of Halls meat processors say they're considering
:13:00. > :13:05.two bids for the plant. Two teenage girls are among 13 people taken to
:13:05. > :13:10.hospital in Glasgow in the last three month after taking a so-
:13:10. > :13:17.called legal high. Police are warning about the substance known
:13:17. > :13:22.as Annihilation. And a inn new scheme is improving broad band in

:14:41. > :14:45.enough to celebrate the homegrown talent of Charles Rennie

:15:52. > :15:58.tribute, Liz Lochhead, who studied in his most famous building,
:15:58. > :16:02.Glasgow School of Art, in the 1960s. It was my working building, my home,
:16:02. > :16:07.I took it for granted. That is a great thing to do, because it is a
:16:07. > :16:12.great space to work in, done by a great architect. As great as Frank
:16:12. > :16:18.Lloyd Wright in Chicago and Gaudi in Barcelona. Three provincial

:16:26. > :16:29.to have a celebration of them, whatever the reason.
:16:30. > :16:33.Mackintosh's influence reaches across the arts, in music and
:16:33. > :16:37.poetry, as well as art and design. Which is why so many people are

:17:36. > :17:45.So there's pressure on both teams to grab a victory,

:19:24. > :19:27.top of Group A by full time tonight. Well, I have managed to Corral a
:19:27. > :19:34.former Scotland captain, Willie Miller. An onerous to share my

:19:46. > :19:53.Also, Chris Commons coming back into the side.
:19:53. > :20:00.It is looking like an experienced side. We have players with proven
:20:00. > :20:07.track records and proven goalscorers. That has got to be a
:20:07. > :20:11.positive. I think Craig Levine has put together a very attack-minded
:20:11. > :20:19.team tonight. It is a team that looked as though it could get a
:20:19. > :20:24.victory. Obviously, the weather is not great. But the team is looking
:20:24. > :20:27.a very positive. Do you believe we can do it
:20:27. > :20:30.tonight? I believe we can. There's enough
:20:30. > :20:35.experience in that team to get as a result.
:20:35. > :20:41.You can have this umbrella. Tedious of strife. I will carry on. There
:20:41. > :20:44.are about 6,000 Scotland fans expected here tonight. And I've

:21:29. > :21:37.playing. You're right! Totally, tonight,
:21:37. > :21:43.there will be a change. We beat them in a Celtic up. We

:23:00. > :23:06.rubble by a developer who claimed it was unsafe. It's now been
:23:06. > :23:11.rebuilt and campaigners say it's a victory for people power.
:23:11. > :23:16.This village is an historic place. The folk here are fiercely
:23:16. > :23:20.protective of their heritage. This was the scene on Easter Monday 2010,
:23:20. > :23:27.when villagers heard this war might be demolished after it was deemed
:23:27. > :23:32.unsafe. They thought they had seen off the threat. Three days later,
:23:32. > :23:36.bulldozers had reduced the 300 year-old wall to rubble. I just
:23:36. > :23:40.could not believe that the whole wall had been up to pieces.
:23:40. > :23:45.landowner did not see what all the fuss was about. I do not understand
:23:45. > :23:48.what the fuss is about. It is about safety. The wall features in old
:23:48. > :23:51.pictures of Faulkland and sweeps along the main road into the
:23:51. > :23:56.village. Nobody would know that this is anything that had been here
:23:56. > :23:59.for ever. And now it is back. They community fought and won the battle
:24:00. > :24:08.with Fife Council and the Scottish Government. The development was
:24:08. > :24:11.order to rebuild the Falkland walls. Lots of developers to have power,
:24:11. > :24:16.but they Office to put off more than they can sue for me to come
:24:16. > :24:20.Faulkland. The wall had to be built with new materials as the original
:24:21. > :24:25.stone had been reduced to dust. But traditional techniques were used.
:24:25. > :24:28.We were delighted to be involved in this project and give the local
:24:28. > :24:33.something back it was taken away. Well we can't recreate the history
:24:33. > :24:37.of the war, we have could back a very good will. The developer said
:24:37. > :24:40.they only pulled the ball down because it was unsafe. But the
:24:40. > :24:44.villagers believe their victory is a lesson for other communities. So
:24:44. > :24:48.the Falkland all his back. And the community which have used to
:24:48. > :24:58.grumble when this Wall came tumbling down will be celebrating
:24:58. > :25:00.
:25:00. > :25:04.that fact this weekend. Thankfully, the rain is going to
:25:04. > :25:10.ease. The have seen a lot of relentless rain over the last 24
:25:10. > :25:15.Ras, so the Met Office will have an amber warning for parts of the
:25:15. > :25:20.North East. That is for the next few hours. The impact of that rain
:25:20. > :25:23.will lead to further localised flooding through these parts. It is
:25:23. > :25:27.a fairly dry picture through central and southern Scotland. We
:25:27. > :25:32.still have that rain across the North. It is very persistent at the
:25:32. > :25:35.moment but will gradually become lighter. It will extend into Orkney
:25:35. > :25:41.and the West Side of the country overnight. It will stay dry in the
:25:42. > :25:48.south, with even some clear spells leading to temperatures of F seven
:25:48. > :25:52.or eight degrees. Lighter winds elsewhere. The static low-pressure
:25:52. > :25:57.has brought all that rain. It is still with us tomorrow. However, it
:25:57. > :26:00.is a weakening of Fair, thankfully. Tomorrow does start off on a
:26:00. > :26:05.largely cloudy note with some early practice towards the far side. It
:26:05. > :26:08.will be lighter than we have seen of late. The rain will pivot round
:26:08. > :26:12.towards more western areas to the course of the afternoon. The best
:26:12. > :26:16.of the weather tomorrow looks like it will be in Shetland. They have
:26:16. > :26:24.led a charmed life over the last bidets. It will be cloudier to what
:26:24. > :26:28.Orkney. Very little rain along the North coast. Patchy rain in North
:26:28. > :26:32.Argyll and the Inner Hebrides. In the south-west corner, it looks
:26:32. > :26:38.like the best place to be will be in the south-east. Generally, eyes
:26:38. > :26:42.of 10 or 11 Celsius. A much better day in the North East corner. If
:26:42. > :26:46.you're thinking of heading to the hills tomorrow, some early
:26:47. > :26:51.brightness for the border. Fairly Prix see over the top two-tier
:26:51. > :26:55.westerly strong wind. There will be outbreaks of rain in the Argyll
:26:55. > :27:04.hills. Fairly extensive hill fog across more northern Rangers but
:27:04. > :27:08.winds will be light from the East across the tops. We will see rain
:27:08. > :27:13.later in the day. For more than part, we will see easterly, forced
:27:13. > :27:17.four or five, locally six, across Northern Isles. His ability very
:27:17. > :27:21.good as well. The rest of Tamara, that rain will gradually peter out
:27:21. > :27:24.and dry weather will come into the North. Thankfully, Sunday looks
:27:24. > :27:32.better with some patchy rain initially sinking sites. Trier,
:27:32. > :27:34.Now, just before 7 o'clock, a summary of tonight's top stories...
:27:34. > :27:37.35 flood warnings are currently in place across the country. The
:27:37. > :27:46.North-East, Tayside, Caithness and the Borders appear to be the worst
:27:46. > :27:48.affected by the torrential rain. The police are now pursuing 340
:27:48. > :27:51.separate lines of enquiry relating to the former television presenter
:27:51. > :27:53.and DJ, Jimmy Savile. Meanwhile, the BBC has announced two internal
:27:53. > :27:55.inquiries into the scandal. The biggest ever independent
:27:55. > :27:57.investigation into police wrongdoing is to be carried out
:27:57. > :28:01.following a damning report into the Hillsborough disaster.
