:00:14. > :00:19.Welcome to Reporting Scotland. Tonight we speak exclusively to the

:00:19. > :00:22.former Rangers owner, Craig Whyte. He gives us his version of events -

:00:22. > :00:32.what the administrators knew about the ticketus deal, the claim he

:00:32. > :00:33.

:00:33. > :00:39.duped Sir David Murray, and his regrets. I was driving the train

:00:39. > :00:43.when it crashed, but I was not the one who started it. I won't say I

:00:43. > :00:46.lied, but maybe I was and as open as I could have been.

:00:46. > :00:49.We'll have all the reaction to his claims. Also in the programme:

:00:49. > :00:52.Craig Levein under pressure - with Scotland's World Cup campaign

:00:52. > :00:55.effectively over, even the man who gave him the job says he should

:00:55. > :00:58.resign. Unemployment up and an economy

:00:58. > :01:05.shrinking faster than previously thought - the grim picture painted

:01:05. > :01:11.by the latest figures for Scotland. The Royal Navy steps in to refloat

:01:11. > :01:13.one of the little ships that rescued hundreds at Dunkirk.

:01:13. > :01:16.The former owner of Rangers says the club's administrators were

:01:16. > :01:20.involved in a conflict of interest and dragged out the insolvency

:01:20. > :01:23.process in order to make more money. Craig Whyte bought the Ibrox club

:01:23. > :01:27.from Sir David Murray last year with the help of a cash-for-season

:01:27. > :01:33.tickets deal. In an outspoken interview with Reporting Scotland,

:01:33. > :01:35.Mr Whyte denies duping Mr Murray, but admits he misled the fans. The

:01:35. > :01:45.report from our senior football reporter, Chris McLaughlin,

:01:45. > :01:46.

:01:46. > :01:51.contains flash photography. A man of mystery, never far from

:01:51. > :02:01.controversy. In May he took over at the leading club into

:02:01. > :02:03.

:02:03. > :02:07.administration. He took cover. Now, Craig Whyte says he wants to set

:02:07. > :02:11.the record straight about how he bought the club and who knew what

:02:11. > :02:18.about the controversial process. was, if you like, driving the train

:02:18. > :02:22.when it crashed, but I did not set off. The issue of an administrator

:02:22. > :02:29.conflict of interest was raised in a BBC documentary. They said they

:02:29. > :02:34.did not know the company tickets we used to fund the takeover. But...

:02:34. > :02:41.Everyone was aware how the deal was structured and thundered. They knew

:02:41. > :02:45.from the beginning that the ticket cash was to be used? 100%. They

:02:45. > :02:52.knew everything, they attended meetings. Was there a conflict of

:02:52. > :02:56.interest? According to you they knew the situation over the funding

:02:56. > :03:00.and subsequently they were to administrate the club? It is

:03:00. > :03:06.morally wrong. I was surprised they were able to take the

:03:06. > :03:12.administration on. Fans were left furious when they found out Craig

:03:12. > :03:19.Whyte was not using his own cash for the takeover, but theirs.

:03:19. > :03:25.was selling tickets in advance. Isn't there something morally wrong

:03:25. > :03:29.with selling on tickets that have not yet been bought to fund the

:03:29. > :03:35.takeover of the club, when you are not willing to put your own cash

:03:35. > :03:40.in? That would be like me saying I want to buy Rangers, would it not?

:03:40. > :03:46.You could have done exactly that, if you had been interested.

:03:46. > :03:51.David Murray promised he would only sell to the right person. He has

:03:51. > :03:56.simply -- since claimed Craig Whyte duped him. I am not sure what he

:03:56. > :04:00.thinks he was duped about. But if you look at the agreement, it

:04:00. > :04:06.mentions season-ticket funding. It mentioned using third-party funds

:04:06. > :04:09.and goes into great detail about insolvency, about selling the new

:04:09. > :04:15.company and what would happen if the new company was set up. How he

:04:15. > :04:25.could say he was duped, I do not understand. The administrator had

:04:25. > :04:30.the job of buying -- finding a new buyer. We went out and used or

:04:30. > :04:36.contacts in the city to put this deal together. So you got Charles

:04:36. > :04:42.Green to the table? Absolutely. club is in the Third Division and

:04:42. > :04:50.at the start of a very long road to recovery. His is a blow to Stirling

:04:50. > :04:56.Albion... What part did you play in his downfall? I was, if you like,

:04:56. > :05:03.driving the train when the crash but I did not set it on this path.

:05:03. > :05:07.But you made mistakes? I did. you lie? I wouldn't say Allied, but

:05:08. > :05:15.maybe I wasn't as open as I could have been. I made mistakes.

:05:15. > :05:21.lied? I wouldn't necessarily say that. I should have been more open

:05:21. > :05:26.about the funding arrangements and how bad things work. I deeply

:05:26. > :05:30.regret at not being more open about that. Regrets, apologies and

:05:30. > :05:37.allegations, but will it wash with those who have watched their club

:05:37. > :05:45.suffer? The history books a weight. And Chris joins me now. Chris, what

:05:45. > :05:50.has the reaction been to these comments? Yes, administrators have

:05:50. > :06:00.released a statement which says the allegations against the

:06:00. > :06:08.

:06:08. > :06:13.Also, a statement from Charles Green and the Rangers chief

:06:13. > :06:17.executive. He says he had no previous association with Craig

:06:18. > :06:21.Whyte and it is misleading to suggest he brought us in. No quote

:06:21. > :06:31.from Sir David Murray. And you can see a longer version of

:06:31. > :06:31.

:06:32. > :06:34.The man in charge of the SFA when Craig Levein was appointed says the

:06:34. > :06:36.Scotland manager should resign. Craig Levein is under intense

:06:37. > :06:40.pressure after last night's 2-0 defeat in Belgium that left the

:06:40. > :06:43.Tartan Army's World Cup hopes in tatters. But while the Scotland

:06:43. > :06:48.boss is determined to carry on, the former SFA Chief Executive, Gordon

:06:48. > :06:56.Smith, believes he should go now for his own good. Steven Godden has

:06:56. > :07:01.more. After a night to forget in Brussels,

:07:01. > :07:07.the Scotland boss arrives home to face the music. It is over, the

:07:07. > :07:12.goalkeeper again... Defeat by Belgium leaves them bottom of the

:07:12. > :07:20.grid, their hopes of World Cup qualification, all but extinguished.

:07:20. > :07:26.The consequence for Craig Levein, the kind of headlines that

:07:26. > :07:31.international managers seldom recover. I want to recover. When I

:07:31. > :07:35.see the players putting that much effort in, they are 100% on side

:07:35. > :07:40.and doing their best. Any group of players that does the best, will do

:07:40. > :07:45.for me. But the man who stood next to him when he was appointed,

:07:45. > :07:49.things his time is up. I think he should resign. Then he won't have

:07:49. > :07:53.on his CV, he was sacked as international manager. It will look

:07:53. > :08:00.as if he walked away, and I think it will be better for him to do

:08:00. > :08:08.that. Since taking charge, his mantra has been progress. His

:08:08. > :08:12.record was three wins from 12 competitive matches. In the midst

:08:12. > :08:19.of a general disillusionment, mixed views from supporters all over the

:08:19. > :08:25.country. I think he should go. He is a nice man, tactically and are

:08:25. > :08:30.worth. I don't think he has much of a future. I don't know who will

:08:30. > :08:33.take over. It is the players letting him down. Look at Alex

:08:34. > :08:38.Ferguson and United. He was under an instant success, give him a

:08:38. > :08:42.chance. The SFA chief executive says the board will meet in the

:08:42. > :08:48.coming days to discuss whether World Cup campaign has gone wrong.

:08:48. > :08:56.As they make their decision and Craig Levein's future, battering on

:08:56. > :08:59.the door will be public opinion. They want to make sure Scotland's

:08:59. > :09:02.progress to the World Cup does not skip another generation.

:09:02. > :09:11.You're watching Reporting Scotland from the BBC. Still to come on the

:09:11. > :09:16.programme: How the sharks circled as a Scottish politician join them.

:09:16. > :09:20.With more on the fall-out from Scotland's defeat in Belgium, one

:09:20. > :09:25.Scotland legend tells us it is not Craig Levein to blame, it is the

:09:25. > :09:29.players. And get on your bike - that is that

:09:29. > :09:32.-- what one of our reporters did today. Find out how he got on in

:09:32. > :09:35.the new Vellow drone. Scotland faced a deeper recession

:09:35. > :09:36.in the first half of this year than previously thought, according to

:09:36. > :09:39.the latest figures. Meanwhile unemployment statistics also

:09:39. > :09:42.published today show the number of Scots seeking work rose during the

:09:42. > :09:48.summer. Our business and economy editor, Douglas Fraser, has been

:09:48. > :09:51.looking at the figures. Jackie, two lots of figures, both

:09:51. > :09:54.of them a bit like the state of Scottish football. Let's look at

:09:54. > :10:01.jobs first. The number of Scots seeking work between June and

:10:01. > :10:03.August was up by 7,000 to reach 222,000. But more significant, it

:10:03. > :10:09.contrasts with today's numbers for the whole UK. Unemployment in

:10:09. > :10:11.Scotland stood in August at 8.2%. More widely, it's dropped to 7.9%.

:10:12. > :10:19.Better numbers on those claiming Jobseekers' Allowance, down 1,300

:10:19. > :10:23.to just below 140,000. But why was the headline figure diverging? It

:10:23. > :10:26.could be temporary recruitment for the London Olympics. And while it's

:10:26. > :10:30.not welcome there's at least one part of Scotland not only doing

:10:30. > :10:40.well, but eager to find skilled workers. Stephen Duff, reports from

:10:40. > :10:45.Aberdeen. The latest batch of graduates

:10:45. > :10:50.employed in Aberdeen. Business is booming at the oil and gas company,

:10:50. > :10:54.500 skilled jobs have been created. A skills shortage coupled with a

:10:54. > :10:59.low unemployment rate in Aberdeen, means the company is looking far

:10:59. > :11:05.and wide for the right people. we have looked at doing is to bring

:11:05. > :11:10.people in from the armed forces. Transferable skills and electronic

:11:10. > :11:14.engineering, we are finding useful. The oil and gas industry has

:11:14. > :11:20.sheltered Aberdeen and the north- east from the blight of high

:11:20. > :11:25.unemployment. But it is a tale of two cities. It is getting harder to

:11:25. > :11:32.get a job. I had been looking for two years. How many CDS have you

:11:32. > :11:36.put in in that time? I don't know, quite a lot. About 40 in the space

:11:36. > :11:41.of three weeks. I still haven't heard anything back. It is

:11:41. > :11:46.disappointing, quite degrading at times as well. In this corner of

:11:46. > :11:49.Scotland, the jobs are there, but for people like Sophie, it is about

:11:49. > :11:52.having the skills and experience to get one.

:11:52. > :11:54.So a mixed picture on jobs, alongside confirmation today that

:11:54. > :11:56.the recession last winter continued into summer. The previous figures

:11:56. > :12:00.for gross domestic product, the amount we produce together,

:12:00. > :12:04.suggested the downturn was quite shallow. But today that's been

:12:04. > :12:09.revised downwards for the start of the year and we learned last spring

:12:09. > :12:11.saw things worsen. And while Scottish retailers said today their

:12:11. > :12:14.takings last month remained lacklustre, one curious exception

:12:14. > :12:24.last month was an unusually early boom in stocking up sweets for

:12:24. > :12:26.

:12:26. > :12:28.Christmas. Gives us something to look forward to.

:12:28. > :12:31.Aberdeen's long-awaited bypass can finally go ahead. The last legal

:12:31. > :12:33.obstacle was overcome today when judges in London dismissed an

:12:33. > :12:37.appeal by the local campaign group, RoadSense. Work will get underway

:12:37. > :12:40.immediately and drivers should be on the route in six years time.

:12:40. > :12:45.Well, Colin Wight, is in Aberdeen at one of the city's best-known

:12:45. > :12:50.bottlenecks. Surveyors on the bypass route today

:12:50. > :12:54.and torrential rain. It is not just the weather, preparation has been

:12:54. > :12:59.held up in legal rows. Today, the Supreme Court in London delivered

:12:59. > :13:03.its verdict. Legal challenges have reached their inevitable end and we

:13:03. > :13:07.will have to look at the possibility of lobbying and

:13:07. > :13:13.objecting to the scheme by other means. They had been talking about

:13:13. > :13:18.a route around Aberdeen for decades, but it was in 2003, the then First

:13:18. > :13:21.Minister, Jack McConnell, gave a strong commitment. The route was

:13:22. > :13:30.designs, planned and amended and the public inquiry gave its

:13:30. > :13:34.approval. Homes and schools were torn down. Work can now begin in

:13:35. > :13:41.earnest. This is big news for the north-east of Scotland. It is a

:13:41. > :13:45.major project for the whole of Scotland. A project comparable with

:13:45. > :13:50.the and 74 and the MAT which brought such benefits to the west

:13:50. > :13:54.of Scotland economy. It is big news for the whole of Scotland. It is

:13:54. > :13:58.wonderful news. It will unlock so many projects in the north-east of

:13:58. > :14:03.Scotland. We cannot overstate the importance of this decision. It is

:14:03. > :14:07.good news for the long-suffering motorists. It is fantastic. It is

:14:07. > :14:10.about time we don't have lorries traipsing through and they can go

:14:10. > :14:18.around us a rather than clogging the getting to work in the morning.

:14:18. > :14:28.It is about time. Drivers can soon expect to see major preparations

:14:28. > :14:30.

:14:30. > :14:34.along the route with an expected As a way of highlighting an issue,

:14:34. > :14:36.it's certainly unusual - a Scots MEP has been diving with sharks in

:14:36. > :14:40.an attempt to stop a practice called shark finning. Alyn Smith

:14:40. > :14:43.says a loophole in European law needs to be closed if fishermen are

:14:43. > :14:51.to be prevented from cutting off fins and throwing sharks back into

:14:51. > :14:57.the ocean alive. A politician out of his depth, perhaps. How are you

:14:57. > :15:03.feeling? Little bit nervous. Preparing to meet creditors in

:15:03. > :15:07.front of the public. It is theory being close to these creatures are

:15:07. > :15:13.but this is to tighten a weakness in European law which some Spanish

:15:13. > :15:19.and Portuguese finish -- fishing boats are exploiting. There are

:15:19. > :15:26.some loopholes which allow the catch to be essentially treated as

:15:26. > :15:32.by catch which is fictitious. The carcasses are thrown back dead or

:15:32. > :15:42.dying into the water. It is barbaric. The body is low-value

:15:42. > :15:42.

:15:42. > :15:48.shark meat but the Finns are prized as a delicacy in Asia. -- the fins.

:15:48. > :15:54.The EU adopted a ban on shark finning in 2003 but this has

:15:54. > :15:57.allowed it to go and noticed an unpunished. It is essential that we

:15:57. > :16:03.remove this loophole and bring it in line with best practice around

:16:03. > :16:08.the world. Scotland has been congratulated for imposing a total

:16:08. > :16:13.ban here three years ago. But the Shark Trust insists they must be

:16:13. > :16:20.comprehensive ban on shark finning. A look now at what else has been

:16:20. > :16:25.happening across the country this Wednesday. A man is facing a prison

:16:26. > :16:31.after being caught with 3,000 bales of cannabis resin worth up to 2.5

:16:31. > :16:35.million. He was caught with the drug in a minibus he was driving in

:16:35. > :16:41.December last year. The sentence was deferred on the 31-year-old in

:16:41. > :16:45.the High Court in Glasgow. A report by air accident investigators say

:16:45. > :16:49.planners did show helicopter in the North Sea because of a force the

:16:49. > :16:59.gearbox warning light. It came down 20 miles east of Aberdeen in May.

:16:59. > :17:04.No one was injured. Ferry fares are to rise by 3% next year. There will

:17:04. > :17:10.also be a cut in the number of return sailings from three a day to

:17:10. > :17:16.two. Campaigners are campaigning Eggar's the closure of the National

:17:16. > :17:22.Museum of Scotland costume museum. The future of the museum is under

:17:22. > :17:26.threat because of high costs and low visitor numbers. This museum is

:17:26. > :17:31.to have the treatment of investment and proper investments. They made a

:17:31. > :17:36.fabulous job of the other three museums that they have invested in.

:17:36. > :17:42.Many firework displays will mark the countdown towards the 2013 new

:17:42. > :17:46.year as part of the celebrations in Edinburgh. From my pm, there will

:17:46. > :17:51.be a factory minute display on the hour until the main event at

:17:52. > :17:56.midnight. More stories from your area and the latest news 24 hours a

:17:57. > :18:00.day on BBC Scotland's website. If Let's turn our attentions back to

:18:00. > :18:03.sport, and Jane. The chief executive of the SFA

:18:03. > :18:07.Stewart Regan says the board will meet over the next few days to

:18:07. > :18:09.discuss Craig Levein's future as Scotland manager. The pressure is

:18:09. > :18:13.mounting after defeat in Belgium means Scotland have taken just two

:18:13. > :18:15.points from their four World Cup qualifiers so far. Regan's

:18:15. > :18:25.predecessor Gordon Smith says Levein should resign, but one

:18:25. > :18:30.Scotland legend says it's not the manager's fault. Some fans made

:18:30. > :18:39.their feelings clear during last but's defeat in Brussels but with a

:18:39. > :18:45.new man in charge of Scotland make any difference? This man knows a

:18:45. > :18:51.thing or two about playing in a successful side. He says no. If

:18:51. > :18:57.everyone believes we have got the players, then Craig Levein should

:18:57. > :19:01.go. But I don't believe we have the players. Until recently, Scotland

:19:01. > :19:06.have a proud history of World Cup appearances through the '70s, 80s

:19:06. > :19:13.and for the most part -- part, the nineties. Scotland were there. But

:19:13. > :19:18.after France 1998, it is their very different story. Brazil 2014 looks

:19:18. > :19:27.unlikely. So, is that simple? Do other countries just have better

:19:27. > :19:33.players? Belgium Stuart any showed plenty of class last night. --

:19:33. > :19:36.Belgium certainly showed plenty of class last night. That defeat

:19:37. > :19:42.leaves Scotland at the foot of the qualifying table but according to

:19:42. > :19:51.the players, the manager is not solely to blame. We believe in him

:19:51. > :19:55.as a group, as individuals. We hope we can qualify now looks very

:19:55. > :20:00.difficult. But we can still progress as a team and progress,

:20:00. > :20:04.going forward. Will it be a new manager will the SFA stick with

:20:04. > :20:09.Craig Levein? Either way, it looks like it will be 16 years and

:20:09. > :20:12.counting before Scott and runs out on to the World Cup stage again. --

:20:12. > :20:15.Scotland. The Sir Chris Hoy Velodrome in

:20:15. > :20:18.Glasgow is well and truly open to the public and the search is on for

:20:18. > :20:21.the medal winners of the future. The cycling World Cup comes to

:20:21. > :20:24.Glasgow next month. But it's not just about elite athletes. Come one,

:20:24. > :20:33.come all is the message to the Scottish public. Jonathan

:20:33. > :20:39.Sutherland strapped on the lycra to find out more. Who is going to get

:20:39. > :20:43.it? Chris Hoy gets the gold medal. The next Sir Chris Hoy is out there.

:20:43. > :20:48.With the Velodrome in Glasgow which bears his name now open to the

:20:48. > :20:53.public, the idea is kids will come and be inspired. Today, we're

:20:53. > :21:03.getting the chance to try out. Which means of course, I do have to

:21:03. > :21:08.

:21:08. > :21:15.get changed. To this. I am pretty much all set. Having never actually

:21:15. > :21:20.cyclones in a Velodrome, the coach keeps me right. No brakes. A single

:21:20. > :21:29.speed. You can't stop pedalling. Just like going to these women port

:21:29. > :21:34.or the gym, people can come to the Velodrome, and cycle. Believe me,

:21:34. > :21:38.even as a complete novice, it was totally exhilarating. It is also

:21:38. > :21:45.very much an elite sporting venue as well. The Zaken World Cup is

:21:45. > :21:49.here next month and the Commonwealth Games in 2014. If all

:21:49. > :21:54.the youngsters passed through the door, one or two of them might be

:21:54. > :21:57.the Olympic gold medal winners of tomorrow. The chances are there is

:21:57. > :22:01.another Sir Chris Hoy or another Bradley Wiggins out there going to

:22:01. > :22:05.school today within a couple of miles of where we are now and

:22:05. > :22:10.having this Velodrome gives us the opportunity to it and by that
