:00:18. > :00:22.Welcome to Reporting Scotland. In tonight's programme...

:00:22. > :00:26.A member of the Royal Regiment of Scotland is shot dead by an Afghan

:00:26. > :00:30.soldier, in a so-called "insider attack" in Helmand province.

:00:30. > :00:33.A high speed rail link between Glasgow and Edinburgh - that is the

:00:33. > :00:36.hope of the Scottish government, but not for 12 years.

:00:36. > :00:43.Also tonight, breaking news of plans to restructure the Scottish

:00:43. > :00:45.Football League, with places for Celtic and Rangers' reserve sides.

:00:45. > :00:55.Another possible contender for the Scotland manager's job rules

:00:55. > :00:55.

:00:56. > :01:01.himself out, but tells us who should get it. It is not for me. It

:01:01. > :01:05.is not something and I am considering. I think Joe Jordan

:01:05. > :01:09.would be the ideal choice. And later in the programme, an

:01:09. > :01:13.unlikely war hero. The remarkable story of the bear that helped the

:01:14. > :01:16.Allies win the Second World War and the film being made about his life.

:01:17. > :01:20.A soldier from the Royal Scots Borderers has been shot dead in

:01:20. > :01:23.Afghanistan in an insider attack. His death brings the total of

:01:23. > :01:28.British service personnel killed by their Afghan colleagues so far this

:01:28. > :01:31.year to 12. His family have been informed. One defence expert says

:01:31. > :01:41.that, despite attempts to eradicate the problem, so-called "green on

:01:41. > :01:42.

:01:42. > :01:49.blue attacks" remain unsettling for troops and their families back home.

:01:49. > :01:55.Flags are flying at half-mast at me all what barracks of the regiment.

:01:55. > :02:00.One of their colleagues has been killed thousands of miles away.

:02:00. > :02:07.They have been in Afghanistan since September and most closely

:02:07. > :02:12.associated with the Afghanistan forces. Just a few days ago, we

:02:12. > :02:22.filmed them playing football with their Afghanis Danny counterparts.

:02:22. > :02:31.The shooting happened after such a match. The Afghan on it officer

:02:31. > :02:35.fired the shot and then tried to full D. He was killed himself.

:02:35. > :02:41.will do everything we can to try and prevent these incidents taking

:02:41. > :02:47.part in the future, so that we power relations with the allied

:02:47. > :02:55.forces are not damaged. The number of soldiers killed in these

:02:55. > :03:00.incidents has now it increased to 12. That is more than double the

:03:00. > :03:10.number over the past the years. One former soldier says it is very

:03:10. > :03:10.

:03:10. > :03:20.difficult to stop them. I dare say that people are already looking at

:03:20. > :03:28.the vetting procedures for the Afghan soldiers. It is virtually

:03:28. > :03:32.impossible to stop this sort of thing. The Scottish servicemen and

:03:32. > :03:39.women know they will continue having to work alongside the

:03:39. > :03:48.Afghanistan that security forces. might have spoken to some of them.

:03:48. > :03:52.I know that they have got children. It is all part of the job. There is

:03:52. > :03:57.great sadness that a soldier has been killed by someone he thought

:03:57. > :04:05.was an ally. It is also a reminder of the dangers faced by the trips

:04:06. > :04:08.there. -- the troops. The Scottish government's attempt

:04:08. > :04:11.to ban the open display of cigarettes in shops is being

:04:11. > :04:14.challenged in the UK Supreme Court by one of the world's largest

:04:14. > :04:17.tobacco companies. The SNP say the ban is aimed at improving the

:04:17. > :04:18.nation's health, in particular, by stopping the young from taking up

:04:18. > :04:22.smoking. Our social affairs correspondent

:04:22. > :04:30.Reevel Alderson is here. Is it fair to say this move is being robustly

:04:30. > :04:34.challenged by Imperial Tobacco? is, the company has taken this to

:04:34. > :04:39.the Supreme Court after failing twice in a Scottish courts. Their

:04:39. > :04:47.argument is twofold - the say the Scottish Parliament did not have

:04:47. > :04:52.the power to impose this. I find that an unusual argument. All

:04:52. > :04:57.Scottish legislation has to be looked at first by the United

:04:57. > :05:01.Kingdom Parliament and it was passed. Their other argument is

:05:01. > :05:05.that there is no evidence that banning the open display of

:05:05. > :05:15.cigarettes will improve health or would cut the consumption of

:05:15. > :05:15.

:05:15. > :05:23.cigarettes. The sake it would cause a big cost difference and also be a

:05:23. > :05:27.disincentive for retailers to stock them. In the proceedings, one

:05:27. > :05:37.leading supermarket chain says it is going to stop selling cigarettes

:05:37. > :05:38.

:05:38. > :05:43.in its stores? Yes, this is Sainsbury. They are extending an

:05:43. > :05:47.experiment to six other shops. This is to gauge consumer reaction. The

:05:47. > :05:53.reason they are doing this is that the government are imposing a

:05:53. > :05:57.health tax on firms which sell tobacco and alcohol. The money goes

:05:57. > :06:07.back to the Scottish government and is put towards the health and

:06:07. > :06:08.

:06:08. > :06:11.education message. The say that is a good thing.

:06:11. > :06:15.You are watching Reporting Scotland from the BBC. Still to come on the

:06:15. > :06:17.programme... Another award for the Oscar winner.

:06:17. > :06:22.After Olympic and Paralympic success, honoured by Strathclyde

:06:22. > :06:24.University. And looking for clues, scientists

:06:24. > :06:26.gather in the capital to study advances in the forensics of

:06:26. > :06:29.bloodstains. In sport, could Celtic and Rangers'

:06:29. > :06:32.reserve teams be part of a new league set-up, which could mean the

:06:32. > :06:34.end of the SPL? The race to replace Levein hots up.

:06:34. > :06:42.Plus, despite disappointment in Docklands, Andy Murray reflects on

:06:42. > :06:44.his best season so far. The Scottish government says a high

:06:44. > :06:48.speed rail link could connect Glasgow and Edinburgh within twelve

:06:48. > :06:53.years. If it goes ahead, trains could reach speed of up to 180

:06:53. > :07:03.miles an hour between Scotland's two biggest cities. Critics say the

:07:03. > :07:08.plans lack vital details - not least how much it would cost. Train

:07:08. > :07:14.speeding through the countryside at around 180 miles per hour. This

:07:14. > :07:20.vision of future rail travel which the Scottish government wants to be

:07:20. > :07:25.part of. Today, the Deputy First ministers wanted the high-speed

:07:25. > :07:32.rail link between Glasgow and Edinburgh to be up and running by

:07:32. > :07:38.2024. The detail is yet to come - stations, writs and cost. Then next

:07:38. > :07:42.stage of planning will look at potential routes. Bob is the, we

:07:42. > :07:48.would need to consider ways in which it was possible to fund that.

:07:48. > :07:53.But there is a real determination Scotland to see this thing happened.

:07:53. > :08:03.We want to see high speed rail also then serving other parts of the

:08:03. > :08:07.United Kingdom. There is the high speed rail link under way between

:08:07. > :08:17.London and Birmingham, but plans to extend it further north have yet to

:08:17. > :08:17.

:08:17. > :08:27.be ratified. The projection is that the high-speed railway to to the

:08:27. > :08:30.

:08:30. > :08:34.Glasgow to London journey in less than three hours. But where this

:08:34. > :08:41.actually leaves transport policy in Scotland is unclear, as it comes

:08:41. > :08:48.just months after plans to increase services from Scotland to the rest

:08:48. > :08:52.of the United Kingdom where books on the shelf. A red chilly, we were

:08:52. > :08:59.told that this could all happen in 2016 and now we are talking about

:08:59. > :09:02.it happening eight years later. Scottish government now wants a

:09:02. > :09:06.should approach with Westminster, so that Scotland has not left

:09:06. > :09:08.behind. A primary school teacher has been

:09:09. > :09:12.found guilty of sexually abusing two young brothers between 1989 and

:09:12. > :09:14.1998. 56-year-old Caven Muirhead, from Tillicoultry in

:09:14. > :09:19.Clackmannanshire, groomed the boys, who were aged around eight and

:09:19. > :09:22.eleven at the time, and befriended their parents. He then abused them

:09:22. > :09:31.in caravan parks, woods and in his bedroom, as his elderly parents sat

:09:31. > :09:35.downstairs. Sentencing has been deferred until next month.

:09:35. > :09:38.Cases of lung cancer are predicted to more than double in the next 30

:09:38. > :09:41.years, according to a cancer charity. There could be 12,000

:09:41. > :09:44.people with lung cancer in Scotland in 2040, compared with about 5,500

:09:44. > :09:50.today, research carried out on behalf of Macmillan Cancer Support

:09:50. > :09:56.has predicted. Lung cancer is also expected to rise 35 times faster

:09:56. > :09:59.among women than men. Now, time for a look at what else

:09:59. > :10:01.has been happening across the country this Monday.

:10:01. > :10:09.Three volunteers from the RNLI Anstruther lifeboat crew have been

:10:09. > :10:11.given gallantry awards for saving the lives of two people. The

:10:11. > :10:20.sailors' boat had got into difficulties in dangerous night

:10:20. > :10:23.time conditions near St Andrews in August this year.

:10:23. > :10:26.A new card has been launched to help people in the North East with

:10:26. > :10:29.autism who are victims of crimes or accidents. Autism Alert is aimed at

:10:29. > :10:31.easing communication problems in emergencies, which it is claimed

:10:31. > :10:34.can leave people with the condition frightened and disorientated.

:10:34. > :10:38.Police have released CCTV of a man they want to speak to in connection

:10:38. > :10:41.with the assault of an 89-year old man in Edinburgh. He boarded the

:10:41. > :10:47.same two buses as the victim before the attempted robbery at Grange

:10:47. > :10:50.Road, around 10.00pm on Saturday, October 20.

:10:50. > :10:52.The National Trust for Scotland has admitted the scale of the problems

:10:52. > :10:55.facing their main visitor attraction in the north-west

:10:55. > :11:02.Highlands. Trustees have been told of financial losses and declining

:11:02. > :11:05.visitor numbers at Inverewe Gardens. The Cairngorms have been named as

:11:05. > :11:07.one of the "World's 50 Last Great Places" in a new book. National

:11:07. > :11:10.Geographic says itis a "destination of a lifetime", ranking alongside

:11:10. > :11:15.such famed sights as the Galapagos Islands, Angel Falls in Venezuela

:11:15. > :11:17.and the Antarctic. Four ducks stolen from an

:11:17. > :11:20.Aberdeenshire primary school last week have been found safe and well.

:11:20. > :11:23.The six-week-old black and white runner ducks were stolen from their

:11:23. > :11:27.cage at Drumblade Primary, near Huntly. The ducks were found in a

:11:27. > :11:37.ditch just under a mile away from the school and were said to be

:11:37. > :11:43."bewildered and confused". Their reaction over the weekend has been

:11:43. > :11:51.incredible. People up and coming into school to see them. People are

:11:51. > :11:54.just coming in to see that they are all key. -- that they are all key.

:11:54. > :11:59.And you can find comprehensive coverage of news from across

:11:59. > :12:01.Scotland, 24 hours a day, on our website. Leading figures in the

:12:01. > :12:04.world of forensic science have been gathering in Edinburgh to learn

:12:04. > :12:07.about new advances in the study of bloodstain patterns. Experts say

:12:07. > :12:10.the interpretation of blood patterns - where the blood lands

:12:10. > :12:18.and the size and shape of droplets - can be crucial in building the

:12:18. > :12:28.case that puts a criminal behind bars. The role of forensic science

:12:28. > :12:28.

:12:28. > :12:38.has never been greater. With an forensics, it is the expert area of

:12:38. > :12:43.

:12:43. > :12:48.blood pattern analysis. It has helped out people behind bars. It

:12:48. > :12:55.means they can not only tell me the bloody long to, but the Blatter

:12:56. > :13:04.pattern of bloodsports, can tell them a lot more. It can often tell

:13:04. > :13:10.us the exact weapon which was used. Is it a massive blunt force trauma

:13:10. > :13:15.or is it the stabbing or has the person simply fallen and struck

:13:16. > :13:25.their head. Some of the world's experts from 16 different countries

:13:25. > :13:29.have gathered and Edinburgh to share knowledge and techniques. The

:13:29. > :13:39.Scottish police service are authority gathers forensic evidence

:13:39. > :13:40.

:13:40. > :13:46.and delivers that evidence to court. Went audits on an item of clothing

:13:46. > :13:51.it begins to put an interpretation on that. It is hoped the sharing of

:13:51. > :13:57.such techniques will improve the quality of policing and

:13:57. > :14:00.Oscar Pistorius made history competing in both the Olympics and

:14:00. > :14:04.Paralympic Games. Now he says he's excited about taking part in the

:14:04. > :14:06.Commonwealth Games in Glasgow, in 2014. Today he was in the city to

:14:06. > :14:08.receive an honorary degree from Strathclyde University. He also

:14:08. > :14:18.inspired some young people at the university's National Centre for

:14:18. > :14:23.Prosthetics and Orthotics. Catriona Renton reports.

:14:23. > :14:27.Here is one of eight fastest men in the world and at that got off he

:14:27. > :14:33.had bought shares legs amputated, which makes his achievements all

:14:33. > :14:38.the more remarkable. He received anonymously the a today from

:14:38. > :14:46.Strathclyde University recognising his drive to achieve with a

:14:46. > :14:54.disability. If you look at their work they do here, it covers a

:14:54. > :14:59.broad spectrum of the latest innovation and design. He is an

:14:59. > :15:03.inspiration to others who use prosthetic limbs. 16-year-old

:15:03. > :15:10.Sophie means -- has a condition which means he has always needed

:15:10. > :15:17.callipers. I do not have any special treatment on anything so it

:15:17. > :15:21.is good. I like dancing and stuff like that. This one is made of

:15:21. > :15:26.plastic and this one of form. year-old Adam was born needing

:15:26. > :15:33.prosthetic limbs and is now slumming for Scotland's junior

:15:33. > :15:40.disability team. -- swimming. never thought I would be swimming

:15:40. > :15:47.foreign national team. He had what was it like to meet him? And he is

:15:47. > :15:52.my hero. He is somebody I can look up to when I am competing. I think

:15:52. > :16:00.he will be there in 2016 in the swimming pool. He is a tough kid

:16:00. > :16:10.and that is the beauty of it. There are very few people nowadays taking

:16:10. > :16:11.

:16:11. > :16:17.no for an answer. He will be on the track here in 2014. I think it is

:16:17. > :16:25.going to be fantastic, a massive event, and it is causing interest

:16:25. > :16:27.all around the World's. -- world. And staying on a sporting

:16:27. > :16:37.theme, here's Dougie with all tonight's Scottish sport. Some

:16:37. > :16:41.

:16:41. > :16:46.breaking news tonight regarding league reconstruction. It comes

:16:46. > :16:50.from the Scottish Football League who are proposing the change. Up

:16:50. > :16:54.talks have been ongoing for some time about changes to the current

:16:54. > :17:04.League set up but this Wednesday, they meeting will be held to

:17:04. > :17:06.

:17:06. > :17:10.discuss a proposal around major changes to the game. They will be

:17:10. > :17:13.looking at a top tier of 16 clubs, a second tier of 10. And a bottom

:17:13. > :17:16.league of 16 teams. We believe that within the proposal, the bottom

:17:16. > :17:19.division would be made up with the addition of Celtic and Rangers

:17:19. > :17:23.reserve teams. And of course, this may lead to the demise of the

:17:23. > :17:26.Scottish Premier League. For this proposal to be accepted, it would

:17:26. > :17:31.require 11 of the SPL clubs to vote yes. My understanding is that in

:17:31. > :17:40.its present form its highly unlikely to be approved. However,

:17:40. > :17:42.it would open up more debate on how Scottish Football moves forward.

:17:42. > :17:47.Another day, another round of endorsements for candidates to

:17:47. > :17:49.succeed Craig Levein as the manager of Scotland. Joe Jordan is the man

:17:49. > :17:53.to lead the national team, according to another much-capped

:17:53. > :18:02.international. And Kenny Miller, a veteran of the current squad, talks

:18:02. > :18:06.up one of his former managers. Alasdair Lamont has more.

:18:06. > :18:10.The back today at the venue where he enjoyed more than a few

:18:10. > :18:14.successful evening is, but when Graeme Souness care to come back to

:18:14. > :18:20.harm done on a more permanent basis? It is not something I would

:18:20. > :18:25.consider. My choice would be joined Jordan. He is an obvious candidate.

:18:25. > :18:31.Everyone knows the passion he showed as the player and I think he

:18:31. > :18:36.would be perfect. Knowledgeable and he played at the highest level.

:18:36. > :18:43.Graeme Souness also acknowledge the credentials of former team-mate

:18:43. > :18:48.Gordon Strachan, as that one of the men signed by him for Celtic.

:18:48. > :18:55.has done a great job at many of the clubs he has been that. He has had

:18:55. > :18:59.a successful spell up here so he is suggested as the favourite. Up I am

:18:59. > :19:06.sure he is very passionate about the national team and he was capped

:19:06. > :19:10.many times as a player. The high profile competition appears to be

:19:10. > :19:13.dwindling. Walter Smith had been suggested for a return but he has

:19:13. > :19:17.just taken a position on the Rangers board.

:19:17. > :19:20.He may not have made it into the ATP World Tour final, after defeat

:19:20. > :19:24.to Roger Federer in the semis, but Andy Murray will look back at 2012

:19:24. > :19:28.as his best year ever. A gold medal at the London Olympics, followed by

:19:28. > :19:30.his first Grand Slam win at the US Open, mean Murray can go into the

:19:30. > :19:40.close season with a sense of satisfaction. As David McDaid

:19:40. > :19:45.reports. At times, the level of support from

:19:45. > :19:53.Roger Federer made it select Sutherland. Andy Murray broken in

:19:53. > :20:01.the opening game. Andy Murray's bear's neck he fell behind in the

:20:01. > :20:06.second set. Up he was powerless as Roger Federer got the double Brecht.

:20:07. > :20:10.Roger Federer ends Andy Murray's season here and nobody can deny he

:20:10. > :20:17.deserve to win, but such a comprehensive defeat cannot take

:20:17. > :20:22.the gloss off what has been a wonderful season for the Scot.

:20:22. > :20:26.would not look back on the negatively now, it would be silly.

:20:26. > :20:31.I have achieved things I never achieved before. I have to look

:20:31. > :20:39.back on at all positively and if I do not, that would be worrying.

:20:39. > :20:44.Some are already looking forward to 2013. Onwards and upwards. He has

:20:44. > :20:49.the Grand Slam title under his belt and I always think the first one is

:20:49. > :20:54.the hardest one. He can now really build on that. If he goes into the

:20:54. > :20:58.Australian Open with as good at chance as anyone. With the next

:20:58. > :21:02.Grand Slam two months away, he has some time at least for a well

:21:02. > :21:05.deserved rest. To rugby, and despite losing out to New Zealand

:21:05. > :21:08.51 - 22 in the first Autumn international, there is a feeling

:21:08. > :21:11.of optimism in the Scotland camp as they now prepare to face South

:21:11. > :21:14.Africa. Too many defensive mistakes led to the World Champions running

:21:14. > :21:16.in six tries against Andy Robinson's men. But South Africa at

:21:16. > :21:26.Murrayfield in five days' time could be a different proposition

:21:26. > :21:30.altogether. The differences that South Africa

:21:30. > :21:38.will be coming right at us. It will take a bit defensive performance

:21:38. > :21:44.for us to do love a good win. We want to turn up the negatives into

:21:44. > :21:52.positives and it is exciting times for us. Scotland against South

:21:52. > :21:55.Africa will be live on the BBC4 sup -- BBC. A film is to be made about

:21:55. > :21:59.a very special bear who helped Polish troops in the Second World

:21:59. > :22:01.War. Voycheck was even enlisted and was known to drink beer and wrestle

:22:01. > :22:04.alongside the soldiers that had adopted him. He came to Scotland

:22:04. > :22:07.after the war with the displaced Polish troops, and spent his final

:22:07. > :22:14.years at Edinburgh Zoo. Now a producer has bought the rights to

:22:14. > :22:19.his story. Joanne Macaulay reports. He was rescued by Polish soldiers

:22:19. > :22:24.when he was just the Cup. He grew up a month them but in order to

:22:24. > :22:31.stay but then, he was enlisted in they are met. He helped to carry

:22:31. > :22:36.water and moved ammunition. The there's story has now been bought

:22:36. > :22:44.by a film producer. The basic story is about the relationship between

:22:44. > :22:49.man and beast. It also covers so many nations. The bear was picked
