:00:44. > :00:54.Scottish countryside. The sporting stars of the future -

:00:57. > :01:03.but are there enough volunteers to Some don't like football or

:01:03. > :01:07.basketball but when you join it, you find it is more fun and you

:01:07. > :01:12.have things to do. Hundreds of people have been left

:01:12. > :01:15.waiting up to eight months for bone scans on the NHS despite the

:01:15. > :01:22.Scottish Government a's guarantee that no one should wait more than

:01:22. > :01:27.18 weeks. Delays occurred when NHS Grampian believed, wrongly, scans

:01:27. > :01:31.were not part of waiting time targets.

:01:31. > :01:36.For more than a year, no one was supposed to have waited over 18

:01:36. > :01:40.weeks for treatment on the NHS. More than 500 patients in the

:01:40. > :01:43.north-east Scotland waiting to have important bone scans to see if they

:01:43. > :01:51.have austere paresis, were told they would have to wait eight

:01:51. > :01:54.months. When I asked NHS Grampian, why? I was told they were not

:01:54. > :01:57.included in waiting targets. That is what they have told the health

:01:57. > :02:03.minister who is under fire because health boards have been caught

:02:03. > :02:06.fiddling their waiting time figures. The waiting time at target to

:02:06. > :02:11.relate to new patients and new referrals. This is people already

:02:11. > :02:15.in the system who have to come back for another scan. That is outside

:02:15. > :02:21.the waiting time targets. Scottish waiting time targets to have more

:02:21. > :02:24.get-out clauses than engage targets but I have waded through this 60

:02:24. > :02:28.one-page guide and it clearly states that patients should wait

:02:28. > :02:33.longer than 18 weeks for treatment, no matter how many scams they need.

:02:33. > :02:37.For the problem arose because one of two scanners was damaged by

:02:37. > :02:41.flood water. It has been replaced and NHS Grampian are trying to deal

:02:41. > :02:46.with those waiting the longest. What has compounded anger is an

:02:46. > :02:51.independent audit was only recently carried out. The peat that the

:02:51. > :02:55.reason I am flabbergasted by this, is three weeks ago, we had the

:02:55. > :02:59.Cabinet Secretary on the basis of an internal audit giving NHS

:03:00. > :03:04.Grampian a clean bill of health. Now waiting time targets have got

:03:04. > :03:10.shorter. Your GP if -- if your GP has referred to the treatment, you

:03:10. > :03:14.should wait no longer than 18 weeks in total if it involves a test or a

:03:14. > :03:22.scan. If you're waiting longer, start asking your doctor questions.

:03:22. > :03:26.I have written a guide to waiting times on our website.

:03:26. > :03:29.Two armed robbers have stolen more than 1 million worth of jewellery

:03:29. > :03:34.from a city centre store in Edinburgh. The raid happened at

:03:34. > :03:38.teatime last night in an area crowded with commuters. Rob Flett

:03:38. > :03:46.joins me from outside the Rox store in George Street. It sounds like an

:03:46. > :03:49.ordeal for staff. It was a terrifying ordeal for the

:03:49. > :03:54.two young women inside the store last night. Fortunately, neither of

:03:54. > :03:58.them was heard but they were very shocked to stop it was 24 hours ago

:03:58. > :04:02.that the two men burst into the store has double of them with an

:04:02. > :04:06.axe started smashing up display cabinets. The other man pulled out

:04:06. > :04:10.a handgun and forced the women to open up a display window. Inside

:04:10. > :04:17.the Cabinet were expensive items, some of them diamond rings,

:04:17. > :04:21.engagement rings, with more than 100,000 each. The total haul was

:04:21. > :04:28.worth more than a million pounds. Police in Edinburgh are described

:04:29. > :04:33.this as an unusual crime. They have smashed Cabinet's, they presented a

:04:33. > :04:43.handgun and an axe and made their escape on a motorcycle. They have

:04:43. > :04:44.

:04:44. > :04:50.disposed of that motorcycle on Northumberland Street Lane. This

:04:50. > :04:55.isn't the first time Rox has been targeted. That is right. At the end

:04:55. > :05:02.of November last year, a delivery van was robbed in the centre of

:05:02. > :05:09.Glasgow. 40,000 was stolen that time. As this rate -- at this rate

:05:09. > :05:15.here, with 1 million stolen, the jewellery industry is describing it

:05:15. > :05:18.as one of the worst robberies are to hit its. They are hoping the

:05:18. > :05:23.sheer volume of people around here, he would have seen them make their

:05:23. > :05:27.getaway, will generate some vital clues so they can trace the

:05:27. > :05:31.culprits. Efforts are being made tonight to

:05:31. > :05:36.restart production from eight North Sea oil and gas platforms after an

:05:36. > :05:46.oil leak on an installation this set -- Shetland. Eight leak stopped

:05:46. > :05:50.

:05:50. > :05:54.work at flowing and it accounts for A small oil -- a small oil leak

:05:54. > :05:58.causing a big problem in the North Sea but relief tonight for the

:05:58. > :06:03.operator. They will be up to stop the process of getting the majority

:06:04. > :06:07.of the oil pumping again. -- start. That is important because every

:06:07. > :06:13.hour the pipeline was shut, it was costing oil companies a quarter of

:06:13. > :06:23.a million pounds. It is described as a small oil leak discovered on

:06:23. > :06:26.

:06:26. > :06:32.Monday in the leg of the -- in the station. The oil is pumped to

:06:32. > :06:36.Shetland. Eight other platforms servicing 27 different oil and gas

:06:36. > :06:44.fields has now been halted. There is no indication when production,

:06:44. > :06:48.estimated at around 90,000 barrels a day, will start again. The impact

:06:48. > :06:52.on prices will be nothing. It is not a significant amount -- amount.

:06:52. > :07:02.In terms of the value it is generating for the Exchequer and

:07:02. > :07:06.the company's, it will have an impact on them. This is where the

:07:06. > :07:12.oil comes ashore and there has been no environmental impact from the

:07:12. > :07:22.square leak but there is concern. We have structures built in the

:07:22. > :07:26.

:07:26. > :07:31.1970s. We maintain them to the highest standard. We are concerned.

:07:31. > :07:36.The northern North Sea is an economy and we want it in pristine

:07:36. > :07:42.condition. A specialist is now on board the rig to look at the source

:07:42. > :07:45.of the leak. Whatever -- whatever they found -- whatever they find,

:07:45. > :07:51.it is encouraging because the company has announced a will begin

:07:51. > :07:58.the process of starting 80,000 barrels a day through the pipe --

:07:58. > :08:04.through the pipeline. At least some progress tonight.

:08:04. > :08:11.You are watching Reporting Scotland. Still to come: After mornings of

:08:11. > :08:16.snow, we will have the full weather outlook. Also, how would you fancy

:08:16. > :08:20.working in a work of art? A rare Charles Rennie MacIntyre house

:08:20. > :08:25.comes on the market. In sport, plans to restructure the

:08:25. > :08:32.Scottish football may be running into difficulties. We will catch up

:08:32. > :08:36.with Andy Murray ahead of his next match at the Austrian Open tennis.

:08:36. > :08:40.The House of Lords says tonight is set to approve the transfer of

:08:40. > :08:44.power to the Scottish Parliament to hold the independence referendum.

:08:44. > :08:50.MPs approved the measure yesterday but not all Peers are happy about

:08:50. > :08:54.the deal struck between the UK and Scottish Command. We are passing

:08:54. > :08:59.responsibility for the conduct of the referendum to a man who has

:08:59. > :09:05.made it his life's work to destroy the United Kingdom. We are doing so

:09:05. > :09:10.without knowing the question, without knowing the date of the

:09:10. > :09:14.referendum, without knowing the walls are on expenses for the

:09:14. > :09:21.conduct of the referendum and without knowing who is going to be

:09:21. > :09:26.allowed to vote than the referendum. Let us crossed to the House of

:09:26. > :09:32.Lords and David Porter. Michael Forsyth wasn't the only unhappy

:09:32. > :09:35.person. There is thoughtful consideration over where we are in

:09:35. > :09:44.the independence referendum process. Some strong words in the debate in

:09:44. > :09:54.the chamber behind me which has been going on for three hours. One

:09:54. > :09:55.

:09:56. > :10:01.like and some -- Alex Salmond... Them may well be a legal challenge

:10:01. > :10:04.to the whole referendum itself. What the House of Lords are

:10:04. > :10:12.concerned about is the timing of the referendum, the question that

:10:12. > :10:18.will be used and who will vote? That said, despite the misgivings,

:10:18. > :10:23.they will vote in favour or they will agree to the section 30 order.

:10:23. > :10:25.When the Privy Council has approved it early next month, the

:10:25. > :10:28.responsibility for holding and organising the independence

:10:28. > :10:33.referendum were passed to the Scottish Government who will put a

:10:33. > :10:42.Bill before the Scottish Parliament. It means there will be a referendum

:10:42. > :10:48.on Scottish independence and that will come before the end of 2014.

:10:48. > :10:51.15,000 ferry tickets are up for grabs as part of 2013's Year of

:10:51. > :10:55.Natural Scotland celebrations. Cut- price coach tickets will also be

:10:55. > :10:59.available. The aim is to encourage more Scots as well as visitors from

:11:00. > :11:06.the rest of the UK and overseas to explore our mind turns, lochs and

:11:06. > :11:11.glens. David Miller reports. -- mountain's. Scotland might surprise

:11:11. > :11:17.you. Have no shortage of natural beauty. Stunning images of Scotland

:11:17. > :11:20.seen around the world and this, the year of natural Scotland. The

:11:20. > :11:27.campaign's most -- main focus will be on potential visitors here in

:11:27. > :11:32.the UK. It will also target the North American and European markets.

:11:32. > :11:39.It is costing 3.4 million but a visit Scotland is happening --

:11:39. > :11:44.hoping it will bring a return of 68 million. 2013 will be a tough

:11:44. > :11:54.year for tourism in Scotland. We need to focus on a theme that we

:11:54. > :12:01.

:12:01. > :12:04.think will catch the imagination of Scots, young and old are to be

:12:04. > :12:10.offered free train and ferry tickets. There will be cut price

:12:10. > :12:16.coach fares also to encourage us to discover new parts of Scotland.

:12:16. > :12:24.Above all, we want to make people happy. That is what you want from a

:12:24. > :12:28.holiday. The Year of Natural Scotland 20 13, making the year

:12:28. > :12:37.when we see is to take Scotland for granted. The tickets will be

:12:37. > :12:44.released late next month. This year, the Year of Natural Scotland, a

:12:44. > :12:50.surprise yourself. How much is too much? For a drug

:12:50. > :12:54.that saves or prolongs a life? The NHS may become swamped by the

:12:54. > :12:59.number of highly priced treatments for extremely rare diseases. One

:12:59. > :13:09.drug given to a nine people a year in Scotland costs a quarter of a

:13:09. > :13:09.

:13:10. > :13:18.million pounds for each patient Always a handful of people in

:13:18. > :13:24.Scotland suffer from this blog disease, and with it this drug, she

:13:24. > :13:29.would face the lingering death. me, this drug is a miracle. My

:13:29. > :13:36.family had to face the possibility of me going in 10 years and of my

:13:36. > :13:43.husband bringing up children on his own. An exceptional drug at an

:13:43. > :13:49.exceptional price. At 250,000 per patient per year, it is the world's

:13:49. > :13:58.most expensive drug. The makers say the ball enormous costs and risks

:13:58. > :14:03.in needed along it. -- the development. More than 60 drugs are

:14:03. > :14:11.licensed as orphan drugs in Europe. The prices of orphan drugs reflect

:14:11. > :14:16.the price of research. The figure to get a medicine into market is 1

:14:16. > :14:24.billion. The cost of that has to recover the cost of all those that

:14:24. > :14:31.did not make it. If those that started in phase one, about one in

:14:31. > :14:35.10 will come through. There are lots of orphan drugs and orphan

:14:35. > :14:40.disease is still to be tackled. They will start swamping health

:14:40. > :14:45.care across the board with these very expensive drugs. They will

:14:45. > :14:52.have to then say, we cannot look at any of these. The Scottish

:14:52. > :14:55.government is investing 21 million in a fund to deal with these.

:14:55. > :15:01.And you can see Ken's full investigation - Life, Drugs and

:15:01. > :15:04.Enormous Amounts of Money - tonight at 10:35 here on BBC One Scotland.

:15:04. > :15:06.Although there's a year and a half to go until the Glasgow

:15:06. > :15:09.Commonwealth games there are already worries about its legacy. A

:15:09. > :15:12.report by MSPs is warning urgent action must be taken to ensure

:15:12. > :15:22.there are enough volunteers to deal with an increased interest in sport

:15:22. > :15:26.

:15:26. > :15:29.that will follow the event. Cameron Buttle reports.

:15:29. > :15:33.This is the generation that must benefit from the glut all

:15:33. > :15:41.Commonwealth Games. Experts say it has to be about much more than

:15:41. > :15:47.medals. This is the Scotland Under 16 basketball squad and already

:15:47. > :15:51.they are able to pass on their sporting expertise. There aren't

:15:51. > :15:57.going to be any medals for Scotland in the 2014 games for basketball

:15:57. > :16:01.because that will not be a Commonwealth sport until 2018. What

:16:01. > :16:09.they're trying to ensure today is that there is a legacy after the

:16:09. > :16:18.2014 games for all sports across Scotland. Last one is in! Another

:16:18. > :16:22.one, one more or! Yes! To keep groups like this playing sport, you

:16:22. > :16:26.need volunteers. Today's report says a urgent action is needed to

:16:26. > :16:36.make sure they can deal with the increased interest in all sports

:16:36. > :16:38.

:16:38. > :16:44.for 2014. The volunteers, the local heroes, are the people who can

:16:44. > :16:46.transform someone's enthusiasm into participation in sport. There is

:16:47. > :16:52.already one conductor basketball set to be showing some natural

:16:52. > :16:58.talent. I don't really like football or basketball but when you

:16:58. > :17:03.actually join it, you find out it is really fun and there are more

:17:03. > :17:10.things to do. If you do not get bored so you say, can we go and do

:17:10. > :17:20.basketball? They are already 100,000 volunteers and Sport

:17:20. > :17:23.Scotland says it has schemes in place to Timor. -- train more. And

:17:24. > :17:26.Newsnight Scotland at 11 over on BBC Two will be speaking to one of

:17:26. > :17:28.Scotland's top athletics coaches about what he calls the Diseases of

:17:28. > :17:33.Modernity and how parents can help cure it.

:17:33. > :17:36.Let's round up some other stories from across Scotland this Wednesday.

:17:36. > :17:39.The DVD rental firm Blockbuster is the latest UK High Street chain to

:17:39. > :17:41.go into administration. In Scotland more than 300 jobs are at risk

:17:41. > :17:46.across 66 stores. Blockbuster follows other chains, HMV and

:17:46. > :17:53.Jessops, into recent administration. However retail sales overall saw a

:17:53. > :18:00.recovery in the run-up to Christmas. The Scottish Retail Consortium says

:18:00. > :18:03.sales increased last month - their best performance in nine months.

:18:03. > :18:05.Further tests are to be carried out to find out what caused gearbox

:18:05. > :18:07.failures on two North Sea helicopters. Some Super Pumas

:18:07. > :18:10.remain grounded following last year's incidents. The manufacturer,

:18:10. > :18:18.Eurocopter, says extensive testing has found a "most probable" root

:18:18. > :18:20.cause of the failure and is carrying out further investigations.

:18:20. > :18:23.A two-mile stretch of road on Rasaay has fallen into disrepair

:18:23. > :18:26.according to locals. Parts of Calum's Road, hand-built by crofter

:18:26. > :18:29.Calum Macleod in the '60s and '70s,- have worn down to the

:18:29. > :18:39.foundation. Highland Council say the road is handled in the same way

:18:39. > :18:41.as similar routes with low traffic volumes.

:18:41. > :18:45.Primal Scream are to headline this year's Wickerman Festival in July.

:18:45. > :18:51.The Scots band will top the bill on the first night of the Dumfries and

:18:51. > :18:54.Galloway music festival as it celebrates its 12th year.

:18:54. > :19:04.And there's more from the BBC across Scotland, and the latest

:19:04. > :19:06.

:19:06. > :19:11.How would you fancy living in a home designed by Charles Rennie

:19:11. > :19:14.Mackintosh? The Glasgow architect's style from a century ago has never

:19:14. > :19:18.been more popular, even though he only completed a handful of

:19:18. > :19:21.projects during his lifetime. Well, a rare house built more recently,

:19:21. > :19:31.to a genuine Mackintosh design, is up for sale in the Highlands. Craig

:19:31. > :19:33.

:19:33. > :19:38.Anderson went for a look around. The artist's cottager studio was

:19:38. > :19:45.designed by Charles Rennie Mackintosh for his wife and himself

:19:45. > :19:52.in 1900. 20 years ago, enthusiasts that greet plans that created this

:19:52. > :19:56.- the unique house with a timeless style. If you look at the drawings

:19:56. > :20:03.he made and you see all his designs, you really can see that it would

:20:03. > :20:10.have been like he designed it. the woodshed is in keeping with the

:20:10. > :20:17.meticulous attention to detail. This is the real deal. I don't

:20:17. > :20:21.think I have ever known anything like it. You think it is Glasgow

:20:21. > :20:28.that has these hidden gems but we're quite delighted that it came

:20:28. > :20:31.to market and it is very rare. Anyone interested in buying this

:20:31. > :20:36.House would have to recognise that lot only is it a wonderful place to

:20:36. > :20:40.live, but it's also become something of a tourist attraction.

:20:40. > :20:44.You have a lot of people around the House and it is nice to have all

:20:44. > :20:52.the people around. What we would love is to share this with other

:20:52. > :20:57.people. Such rarity comes at a price but judging by Mackintosh's

:20:57. > :21:00.enduring popularity, it is not going out off fashion any time soon.

:21:00. > :21:07.Is it back to the drawing board for league reconstruction? Here's David

:21:07. > :21:09.with the sport. Perhaps not quite. Plans to shake-

:21:09. > :21:13.up Scottish football may have run into some difficulties. Last week

:21:13. > :21:15.the Premier League said all 12 of its member clubs had agreed in

:21:15. > :21:18.principle with proposals for league reconstruction. They involving

:21:18. > :21:21.merging with the Scottish Football League to create a new three tier

:21:21. > :21:26.system, with a Premiership of 12 teams, a championship of 12 and a

:21:26. > :21:35.national league of 18. But as our Reporter Jane Lewis has discovered,

:21:35. > :21:40.some SPL clubs have yet to be convinced.

:21:40. > :21:47.One week ago, it was all smiles and Hampden as the three main bodies

:21:47. > :21:53.running Scottish football announced plans for the way ahead. Change

:21:53. > :21:58.seemed inevitable and there was an air of confidence among all parties.

:21:58. > :22:04.It will be an ally in club majority required because you're speaking

:22:04. > :22:08.about the new rule book, but as we said, we have 12 clubs who have in

:22:08. > :22:13.principle up Ruud this way forward. The United Front from the country's

:22:13. > :22:23.top flight? We have learned that some cheer when it still have

:22:23. > :22:30.

:22:30. > :22:35.doubts. Beasant Mirren chairman has They are among the clubs who favour

:22:35. > :22:45.a top league of 14. Mother well say they would also consider a top

:22:45. > :22:50.

:22:50. > :22:56.Other clubs have told us they want more information before deciding on

:22:56. > :23:01.the best option. Will we are going to be having an open night for our

:23:01. > :23:06.fans soon and we will explain it from the point of view of Dundee

:23:06. > :23:12.and of what we think of Scottish football, and if we agree to

:23:12. > :23:16.disagree that is fine. I believe that the majority will see the

:23:16. > :23:21.logic in it once it is explained. Tonight, the footballing bodies are
