:04:29. > :04:35.become the first in Europe to recommend a new drug which reduces
:04:35. > :04:38.the urge to drink too much alcohol. Nalmafene is designed to help those
:04:38. > :04:43.who are heavy drinkers, but not severe alcoholics. All health
:04:43. > :04:49.correspondent is here to tell us more about it. It is estimated that
:04:49. > :04:56.around 8% of the Scottish population are dependent on alcohol. Could
:04:56. > :04:58.popping a pill help them? Today the Scottish Medicines Consortium leave
:04:58. > :05:02.the go-ahead to doctors to prescribe a new drug that is a fascinating
:05:02. > :05:05.development but no magic bullet. Nalmefene is designed for heavy
:05:05. > :05:09.drinkers but not those who are severely dependent. The men involved
:05:09. > :05:15.in trials of the drug normally drank around eight units a day. That's
:05:15. > :05:18.three to four pints of beer. Women drank slightly less, six units a
:05:18. > :05:22.day. The participants took Nalmefene, a pill, shortly before
:05:22. > :05:25.they expected to start drinking. It reduces the amount of dopamine
:05:25. > :05:29.released in the brain, lessening the buzz and cutting the craving for
:05:29. > :05:44.more. Over six months their consumption halved. The patient who
:05:44. > :05:51.takes Nalmefene describes that he has planned to drink. It is an
:05:51. > :05:56.occasion where in the past both he and his family would have been very
:05:56. > :06:03.apprehensive about what state he would be in. But taking the
:06:03. > :06:09.Nalmefene and are or two before going to the function and starting
:06:09. > :06:15.to drink, he controls it. It is not quite that simple. The men and women

:08:18. > :08:25.North Sea. It provides diesel and aviation fuel. The by-products are
:08:25. > :08:31.piped to the new -- to the plant next or to make numerous products.
:08:31. > :08:36.This plan matters to the Scottish economy, around 3400 people work
:08:36. > :08:46.here and it is vital to supply Scotland's chemicals centre. --
:08:46. > :08:51.fixture. Its owner says it needs to adapt and is demanding concessions
:08:51. > :08:55.from the workforce. There are concessions required and signalling
:08:55. > :09:01.changes are needed on this site because we are losing 10 million a
:09:01. > :09:04.month. We want to make massive new investment, 300 million, so the
:09:04. > :09:07.company is putting a lot in Surrey needed employees to put something in

:09:43. > :09:50.action to try and get some time to sit down with the employer and
:09:50. > :09:55.resolve this without going to the brink of full strike action. Workers
:09:56. > :09:57.and bosses have been at loggerheads over Pensions Bill board with a

:10:01. > :10:10.owner seems determined to get lower costs. If the return to that

:10:35. > :10:39.Daniel Perry from Dunfermline was just 17 years old when he took his
:10:39. > :10:45.own life, the victim of sexual blackmail. It's a crime that's on
:10:45. > :10:49.the rise and a BBC Investigation has heard calls for changes in the way
:10:49. > :10:52.such offences are recorded, to uncover the true extent of the
:10:52. > :10:55.problem. Our social affairs reporter Fiona Walker has been investigating
:10:55. > :10:58.and joins us now. Remind us of the background to this very tragic case.
:10:58. > :11:01.Daniel Perry was tricked onto going onto a webcam by someone he thought
:11:01. > :11:06.was a girl his own age. It is not unusual for young people to get
:11:06. > :11:10.intimate via a webcam but in this case it was not who he thought it
:11:10. > :11:13.was and he was filmed. He was blackmailed and they threatened to
:11:13. > :11:18.spread on the internet and lest he paid up. We now know Daniel Perry
:11:18. > :11:23.was a vulnerable young man. Investigators believe that that
:11:23. > :11:30.could be why the blackmailer preyed on him. We're working closely with
:11:30. > :11:41.police Scotland to identify who the offender is. They targeted Daniel on
:11:41. > :11:49.the 15th of July and sadly that John Mann lost his life. This could be
:11:49. > :11:53.homicide. That is what makes this the worst case of online sexual
:11:53. > :11:57.blackmail in the UK. By Daniel was not alone. The authorities and we
:11:57. > :12:06.have hundreds of cases involving children, including some in
:12:06. > :12:12.Scotland's. # in Scotland. We spoke to a website which had reports of
:12:12. > :12:16.1500 cases. We have put in a Freedom of information case to see to what
:12:16. > :12:21.extent this crime is affecting children. Police Scotland were not
:12:21. > :12:26.able to tell as, simply because they see online crimes are not recorded
:12:26. > :12:33.in this way. There are calls for that to change. You will only put
:12:33. > :12:39.resources towards addressing the problem if you know how big it is,
:12:39. > :12:46.if we do not count it and people like Daniel, then we will not be
:12:46. > :12:50.able to resolve it. The police say they are determined to track down
:12:50. > :12:56.the blackmailer of Daniel. They had to get court orders to get
:12:56. > :13:01.information from other countries but in the meantime busy parents should
:13:01. > :13:06.talk to the children about their online activity and now that it is
:13:06. > :13:12.never too late to seek help. You can hear more about that
:13:12. > :13:16.investigation on the BBC I player. With energy prices on the rise and
:13:16. > :13:19.winter on the way, a campaign to help householders cut their bills is
:13:19. > :13:22.underway. The Scottish Government is making £74 million available to help
:13:22. > :13:34.people make their homes more energy efficient.

:14:31. > :14:38.like that. The statistics in Scotland are not good. A third of
:14:39. > :14:42.the population lives in fuel poverty and three quarters of us are worried
:14:42. > :14:47.about paying bills this winter. Scotland is investing a great deal
:14:47. > :14:51.of money to find ways to help people to make their homes more energy
:14:51. > :14:55.efficient. It is important people read of that and take up these
:14:55. > :15:01.opportunities to heat their homes more easily and bring their fuel
:15:01. > :15:06.bills down. An insulated homes can't lose 50% of their heat through walls
:15:06. > :15:12.and roofs. Warren says he already notices the difference since the
:15:12. > :15:14.work has been done. Scotland's policing watchdog has criticised
:15:14. > :15:18.officers in the force's Tayside division for the second time in as
:15:18. > :15:20.many months for failures which might have prevented two serious road
:15:20. > :15:23.accidents. An investigation into a third accident is still underway.

:15:51. > :15:54.were warned twice in the hours beforehand and he believes that they
:15:54. > :16:00.made the proper checks they might have been able to stop the driver
:16:00. > :16:03.before the accident. The commission has already reported on an accident
:16:03. > :16:08.that happened in the early hours of the next day when a pedestrian was
:16:08. > :16:13.knocked down near Arbroath. The commission found that officers had
:16:13. > :16:18.been in contact with the man, who lost a leg, and criticise them for
:16:18. > :16:22.not taking steps to ensure his safety. A third investigation is
:16:22. > :16:28.underway into an accident in Forfar at the end of June in which a
:16:28. > :16:31.teenage driver was seriously heart and it appears that investigation is
:16:31. > :16:35.also looking at whether officers received information in advance.
:16:35. > :16:41.Police Scotland say there is nothing connecting the three incidents and
:16:41. > :16:46.they will take steps to ensure that lessons are learned.
