:00:54. > :00:57.are prepared for anything in the coming months.

:00:58. > :00:59.Dutch champions Ajax arriving Glasgow ahead of tomorrow night's

:01:06. > :01:11.I have let everyone I have trained with down. And from an Olympic low,

:01:21. > :01:23.has passed for workers at the Grangemouth refinery to accept or

:01:24. > :01:27.reject sweeping changes to their pay and conditions. The company that

:01:28. > :01:32.owns the plant insists radical cost-cutting measures are needed, or

:01:33. > :01:34.it will close. Within the last few minutes, the Unite union has claimed

:01:35. > :01:41.that most union members have rejected the company's offer. For

:01:42. > :01:52.the union members on-site, city 5% of them have rejected this offer. --

:01:53. > :01:57.65%. 665 opt out forms came to us direct, rejecting the offer. It is a

:01:58. > :02:01.clear message, to go back to the company and say the workforce has

:02:02. > :02:07.spoken, they have expressed their views. David Henderson is at

:02:08. > :02:16.Grangemouth. Is the situation any clearer? Well, what is clearer is

:02:17. > :02:20.that the management have not won the first round of this battle, by a

:02:21. > :02:25.knockout. In the last half are, at deadline expired, it was a deadline

:02:26. > :02:29.that was set by management for the 1350 staff here at Grangemouth, and

:02:30. > :02:36.it was along these lines. It said, you must accept major changes to

:02:37. > :02:43.your pay and pensions, otherwise this plant does not have a future.

:02:44. > :02:48.300 or so members of staff, it seems, have got back in touch with

:02:49. > :02:52.the company and accepted the need for major changes, however, the

:02:53. > :02:58.union have now said that 65 said of their membership, around half of all

:02:59. > :03:03.the staff -- six to 5%, have rejected a plan, they say the union

:03:04. > :03:09.and management should know sit down and have more talks. -- 65%. It is

:03:10. > :03:13.up to the owners of Grangemouth to make up their minds about what they

:03:14. > :03:16.now plan to do about this. In the meantime, the plant remains closed

:03:17. > :03:23.and it is losing tens of thousands of pounds every day.

:03:24. > :03:29.The stakes are high and with every hour, they are rising. Today, we

:03:30. > :03:34.took to the air, to see for ourselves the effects of this

:03:35. > :03:39.shutdown. The flame stacks may still burn, but do not be fooled,

:03:40. > :03:43.Grangemouth is not working. From up here, you can see the sheer scale of

:03:44. > :03:48.the complex and what is at stake. The refinery produces up to 9

:03:49. > :03:52.million litres of fuel every day, that is enough for the forecourts of

:03:53. > :03:58.the North of England, Scotland and Northern Ireland combined. The

:03:59. > :04:05.petrochemical plant produces up to 2 million tonnes of chemicals every

:04:06. > :04:08.year. For workers at Grangemouth like Scott Sibson, this is a

:04:09. > :04:14.difficult moment, choice, perhaps, the dream a loss of pay and the

:04:15. > :04:19.threat of redundancy. I have been quite downbeat. A lot of people are

:04:20. > :04:26.quite worried, understandably. The choice between signing a contract in

:04:27. > :04:30.45 days or losing your job. So what does the future hold for the plant

:04:31. > :04:35.at its workforce? The owners warn that I must pay and pensions change,

:04:36. > :04:39.there is no future and the plant will close in a few years time. What

:04:40. > :04:43.we are looking for is for the employees to give a real message

:04:44. > :04:48.both to the shareholders and also to the unions, they do not want to

:04:49. > :04:52.strike, we want the plan to be up and running and they want a sensible

:04:53. > :04:57.period of discussion between now and the end of the consultation.

:04:58. > :05:02.Tomorrow, the owners will decide their next step, but both sides want

:05:03. > :05:10.progress, on their own terms, and that has already created a crisis.

:05:11. > :05:16.Well, our business and economy editor Douglas Fraser joins me now.

:05:17. > :05:20.What is the process now? It goes over to the company to counter

:05:21. > :05:22.responses, they are not really looking for majority. They are

:05:23. > :05:29.looking for which part of the complex have voted either way, how

:05:30. > :05:34.many from the refinery and also across the road in the petrochemical

:05:35. > :05:37.plant. Then tomorrow, the shareholders will consider the

:05:38. > :05:41.results, whether they think opinion is shifting their way, it will take

:05:42. > :05:48.advice and hear from bondholders, who funded the expansion of INEOS,

:05:49. > :05:52.it is a Chinese company, they have half the refinery, they have half

:05:53. > :05:56.the say in that. I am told this group may not decide tomorrow, the

:05:57. > :06:02.could take several days to reach a decision. -- they could. They have

:06:03. > :06:05.widened their options, it is important to note that over the

:06:06. > :06:09.weekend, the threat level increased. Jim Ratcliffe, who controls INEOS,

:06:10. > :06:13.said if the petrochemical plant closes, and that has been under

:06:14. > :06:17.threat for a couple of weeks, the neighbouring refinery is likely to

:06:18. > :06:20.also do so. If the shutdown continues, the owners of the plant

:06:21. > :06:26.may not be willing to continue funding it. This is an entrenched

:06:27. > :06:32.and increasingly bitter dispute, who is driving it? The key figure is Jim

:06:33. > :06:37.Rash Cliff, who set up INEOS just 15 years ago, -- Jim Rash Cliff. He is

:06:38. > :06:43.already a billionaire with a lot of debt. He has grown at to ?27 billion

:06:44. > :06:49.per year. He is based in Switzerland, for tax reasons. He has

:06:50. > :06:56.shown himself to be pretty ruthless about cost-cutting. Clearly,

:06:57. > :06:59.Grangemouth is a big deal for Scotland and the Scottish economy,

:07:00. > :07:02.it is a big plant for him as well, with very high stakes. He wants to

:07:03. > :07:09.persuade unions he is not afraid to abandon them.

:07:10. > :07:13.An eight-year-old girl who was attacked by two bulldogs will have

:07:14. > :07:19.to spend eight weeks in hospital to recover from serious facial and leg

:07:20. > :07:26.wounds. Broagan McEwing was mauled when she was playing in government.

:07:27. > :07:29.-- McCuaig. When Broagan went to play with her

:07:30. > :07:34.friends in her own garden, she thought she was safe and secure. But

:07:35. > :07:39.she was subjected to a ferocious attack neighbour's to American

:07:40. > :07:43.bulldogs. Her got there in time to see the dog striking Broagan along

:07:44. > :07:58.the ground. The worst day of my life. It was terrible. It was

:07:59. > :08:06.horrible. Just think, one minute she was screaming, help me! That is all

:08:07. > :08:09.I remember. Broagan has had two operations over the weekend and

:08:10. > :08:14.doctors say she now faces an eight week stay in hospital to recover.

:08:15. > :08:19.Her facial injury is healing well, but she will need more muscle and

:08:20. > :08:26.skin grafts on her leg. Her mum says she has been traumatised. She keeps

:08:27. > :08:32.asking if the dogs are away. She thinks they are still in that house.

:08:33. > :08:37.We have to reassure her there is nothing there. That they had been

:08:38. > :08:44.taken away by the police. She just keeps... Obviously, she is getting

:08:45. > :08:49.flashbacks. Is terrified. We are just getting her through it. Her mum

:08:50. > :08:54.and dad are disgusted and angry that their daughter has had to go through

:08:55. > :09:00.all this. I am really angry. Nobody should have these dogs, they are for

:09:01. > :09:08.farms, but people -- for people with fields. These dogs are to bring down

:09:09. > :09:13.beers and cattle. Not for a block of flats. -- bears. The flat belonging

:09:14. > :09:17.to the owners of the dogs have been boarded up and neighbours say they

:09:18. > :09:20.have moved out. The lease have confirmed a man and a woman have

:09:21. > :09:26.been charged. But for Broagan's family, the just concentrating on

:09:27. > :09:30.helping her get better. She was being a bit cheeky to me, so I think

:09:31. > :09:37.she is coming back, slowly. She is getting there. I am really proud of

:09:38. > :09:40.her, she is so brave. You're watching Reporting Scotland

:10:14. > :10:16.savings and could cut hundreds of jobs. Instead of just curtailing

:10:17. > :10:21.services, many local authorities are looking at how they can change the

:10:22. > :10:26.way these services are provided. Jamie McIvor has been assessing some

:10:27. > :10:30.of the options. There is more to making savings than simply making

:10:31. > :10:34.cuts. We know the austerity for councils will continue for several

:10:35. > :10:38.more years, and most expect to have to make substantial savings. These

:10:39. > :10:42.are just some. The challenge is a big one and there are a couple of

:10:43. > :10:46.reasons for that, the squeeze on public spending is set to continue

:10:47. > :10:50.while the UK Government tackles the deficit, and demand for some

:10:51. > :10:54.services is set to keep on rising, for instance, because the population

:10:55. > :10:58.is growing older. As well as cuts, many councils are also looking at

:10:59. > :11:04.how to reform social -- local services. Afternoon tea for some

:11:05. > :11:10.pensioners, provided by a charity, helped and supported by the council.

:11:11. > :11:17.It is great, because it is something to look forward to. We do not fully

:11:18. > :11:26.get out much. -- really. I used to be able to do things and I -- and

:11:27. > :11:31.now I can't. The idea of schemes like this is the

:11:32. > :11:36.keep healthy and more active. Regardless of

:11:37. > :11:43.They see their friends and get involved

:11:44. > :11:45.keeps them mentally and physically well. Most people agree that

:11:46. > :11:49.so-called early intervention is a good thing, the problem is, councils

:11:50. > :12:00.cannot abandon the people who need urgent help now, so savings take

:12:11. > :12:15.councils. This will take ten years, we will reduce management costs and

:12:16. > :12:20.admin costs, so we will be able to deliver the services be currently

:12:21. > :12:26.deliver, and these will be done at a lesser cost. It will not be the

:12:27. > :12:30.have shared just one roads agency, but across the country, there has

:12:31. > :12:34.been far less progress towards dazzles sharing services than some
