:01:12. > :01:14.the controversy surrounding allegations of vote rigging in the
:01:15. > :01:18.party's selection process for the Falkirk constituency. He has called
:01:19. > :01:27.for a new inquiry to be carried out and its results to be made public.
:01:28. > :01:32.Catriona Renton reports. It has been a Labour Westminster
:01:33. > :01:40.seat since before the Second World War, but the Falkirk Labour Party is
:01:41. > :01:42.in trouble. Since their MP Eric Joyce resigned following a brawl at
:01:43. > :01:48.Westminster, they had been looking for a new candidate. The party
:01:49. > :01:53.chair, steely deans, who was also at the heart of the Grangemouth
:01:54. > :02:00.dispute, was accused of engineering this election. He was suspended and
:02:01. > :02:05.an internal report cleared him and reinstated him. Something has gone
:02:06. > :02:08.wrong in Falkirk. There needs to be a thorough investigation, I
:02:09. > :02:14.understand police are looking at matters. If they do do not then
:02:15. > :02:18.there needs to be a full enquiry and I am clear that the results need to
:02:19. > :02:21.be published because that is the only way that people will be
:02:22. > :02:26.satisfied that justice has been done. Yesterday there was a meeting
:02:27. > :02:30.of the constituency party. They were disappointed that no senior Labour
:02:31. > :02:38.figure attended to answer questions. I am not a professional politician,
:02:39. > :02:44.I am a librarian. Was their vote rigging happening? I have no idea, I
:02:45. > :02:49.have not seen the report. Joanne Lamb and, a Unite member herself,
:02:50. > :02:58.said it would be unusual to publish this report. Everyone involved who
:02:59. > :03:03.tried to fix this election has to be dealt with. It is damaging. Today we
:03:04. > :03:08.went back to Falkirk. Has Joanne answer the questions? I do not think
:03:09. > :03:13.I heard her saying that the constituents Labour Party members
:03:14. > :03:19.had asked for someone to come and speak to the members. Published or
:03:20. > :03:27.not, we should get to see the report. Yesterday, sources within
:03:28. > :03:32.the Labour Party said that steely deans would not put himself forward
:03:33. > :03:37.again as chair of the Falkirk Labour Party. I spoke to him and he said
:03:38. > :03:41.that he had said no such thing. Some people in Labour know what happens
:03:42. > :03:50.but how long can they continue to keep it to themselves?
:03:51. > :03:52.To try and shed light on this our political editor Brian Taylor joins
:03:53. > :04:00.me now. No sign this controversy is going to go away anytime soon? It is
:04:01. > :04:06.of gigantic proportions. It was inflicted by the Labour Party. There
:04:07. > :04:13.is agitation for a further enquiry. You can understand the views of the
:04:14. > :04:21.members of the Falkirk party. Think of what the leadership is saying,
:04:22. > :04:23.both in Scotland and in London. They say the concern is to get a
:04:24. > :04:30.candidate elected for the Labour Party in Falkirk. It will be an all
:04:31. > :04:34.women short list. It will be announced on December the 8th. In
:04:35. > :04:39.the interim, they hope that the storm over the previous election
:04:40. > :04:43.dies down. Secondly, the information has been sent to the police and
:04:44. > :04:47.there will be investigations into whether there should be prosecutions
:04:48. > :04:51.in this case. Labour say at that point, once that avenue has been
:04:52. > :04:56.exhausted, it may be right to look at whether there are further lessons
:04:57. > :05:01.to be learnt as a party. To be clear, that is what Alistair Darling
:05:02. > :05:07.is saying. The police route first and then further investigations
:05:08. > :05:11.after that. The leadership were more reluctant to go down the route of
:05:12. > :05:15.opening this up again. They are trying to persuade the people of
:05:16. > :05:23.Falkirk to vote for them. As I understand it, the enquiry centres
:05:24. > :05:31.on allegations but it is not clear what was said. That is one key
:05:32. > :05:35.aspect of it. The family who made the allegations were said to have
:05:36. > :05:39.been recruited by members and complained about that aspect of it,
:05:40. > :05:47.and that was one of the reasons for the enquiry. It was then said that
:05:48. > :05:51.they withdrew those accusations. We have a statement tonight from Labour
:05:52. > :05:57.saying that they have spoken again to a member of the family, after
:05:58. > :06:02.reports in the Daily Mail, and they say she stands by the position as it
:06:03. > :06:09.was explained in the Labour leadership, the position that led
:06:10. > :06:13.Labour not to pursue any action against Unite. They say there is no
:06:14. > :06:18.evidence to justify further action. They talk about the police enquiry
:06:19. > :06:23.going into the allegations. They say they were considered the outcome of
:06:24. > :06:27.that enquiry. -- they say they will consider the outcome. You can get

:06:35. > :06:42.say that they have sold 92% of tickets. The remaining tickets will
:06:43. > :06:46.go on public sale from tomorrow. But there has been crtiticism about the
:06:47. > :06:49.allocation process with some at club level in the sporting world saying
:06:50. > :06:53.they have lost out on a chance to see a home Games. Our Commonwealth
:06:54. > :06:56.Games reporter Jane Lewis is here with the figures.
:06:57. > :06:59.The headline from today regarding ticket sales is this - 92% of all
:07:00. > :07:03.seats available to the public have been sold. So how were the tickets
:07:04. > :07:06.allocated for these Games? Well, 70% have been made available to the
:07:07. > :07:09.general public. The other 30% have been shared between the likes of
:07:10. > :07:11.other Commonwealth Games associations, sponsors and Games
:07:12. > :07:17.partners. Another interesting fact today, who's buying the tickets? Of
:07:18. > :07:20.the sales so far, 57% were sold in Scotland, 40% from the other home
:07:21. > :07:23.nations, with the remainder from overseas, although that will rise as
:07:24. > :07:27.people from the Commonwealth buy tickets from their own Games
:07:28. > :07:31.associations. Home grown athletes will of course be keen to hear as
:07:32. > :07:34.many Scottish voices cheering them on as possible, and a former swimmer
:07:35. > :07:47.who knows all about Commonwealth success says that makes such a
:07:48. > :07:54.difference. My longest lasting memory would be
:07:55. > :07:59.stepping out into that swimming pool in London, and Manchester 2002 was
:08:00. > :08:04.exactly the same. It is unbelievable, that feeling, and to
:08:05. > :08:07.know that every single one of those people were screaming and shouting
:08:08. > :08:12.and willing you to do your best is the best feeling. These guys will be
:08:13. > :08:15.hearing that noise every single moment they are competing. Well,
:08:16. > :08:17.highest demand for tickets was for athletics, cycling and aquatics,
:08:18. > :08:20.with organisers saying they could have filled Tollcross ten times
:08:21. > :08:24.over. But with tickets so difficult to get in the ballot there are some
:08:25. > :08:28.who feel that genuine fans have lost out. Some lobbied for an allocation
:08:29. > :08:33.for tickets to go to clubs, but it was rejected by organisers. Lisa
:08:34. > :08:43.Summers has been along to one of the country's biggest swimming clubs.
:08:44. > :08:51.From 5am, they in day out, this is the hard work that goes on to train
:08:52. > :09:00.our most can get it if swimmers. -- our most competitive swimmers. Many
:09:01. > :09:03.who he swims with, they lost out on the ballot. If they do not get into
:09:04. > :09:09.the squad, they will not see the Games. You train day in and day out,
:09:10. > :09:15.and you want to be there for whatever success they achieved. I
:09:16. > :09:23.applied for swimming and tickets but did not get anything. The popular
:09:24. > :09:28.support is -- the popular support, it is inevitable that there will be
:09:29. > :09:35.frustration. We have 340 swimmers from aged eight through to the elite
:09:36. > :09:41.swimmers. We thought it was important for our home-grown
:09:42. > :09:49.swimmers to see an event in their own country. Scottish athletics have
:09:50. > :09:55.lab -- lobbied for tickets to be set aside. They say they believe the
:09:56. > :09:59.system is fair. We considered a whole range of things we put the
:10:00. > :10:04.programme together. We kept coming back to the fact that we wanted it
:10:05. > :10:10.to be simple, transparent and fair. We wanted one set of rules for
:10:11. > :10:14.everyone to play by. With legacy being the buzzword of the Games,
:10:15. > :10:23.there is a feeling that those in charge of the show are not
:10:24. > :10:26.listening. There are 76,000 tickets still up
:10:27. > :10:29.for grabs - tickets for the likes of badminton, boxing and lawn bowls
:10:30. > :10:32.will go on general sale tomorrow morning. And organisers are
:10:33. > :10:34.confident that they'll be snapped up as well.

:11:48. > :11:51.industry. The industry shrunk in size, there were restrictions on
:11:52. > :12:00.what could and could not be moved, and there were bands on --
:12:01. > :12:06.restrictions on exporting beef. The Americans have held onto that
:12:07. > :12:09.restriction. That is until now. That will not mean a significant change
:12:10. > :12:17.in the number of cattle farmers who immediately export beef out towards
:12:18. > :12:23.the USA. It will improve consumer confidence according to one leading
:12:24. > :12:28.agricultural consultant. The USA lifting its restriction on UK and
:12:29. > :12:33.Scottish beef means that other countries may follow suit. It says
:12:34. > :12:39.something bigger. We are back into the mainstream again and that is
:12:40. > :12:48.very good news. America was never a big recipient of Scotch beef but, of
:12:49. > :12:55.course, other countries were and they no longer continue to take
:12:56. > :13:00.them. Once they get wind of this they may start to lift those
:13:01. > :13:03.restrictions. It sends out a message of consumer confidence to people
:13:04. > :13:08.here and in other parts of the world.
:13:09. > :13:12.Councils believe they are owed more than ?3m in rent arrears brought
:13:13. > :13:16.about by recent changes to housing benefit. Edinburgh City Council
:13:17. > :13:19.alone blames the so-called Bedroom Tax or spare room subsidy for ?1.3m
:13:20. > :13:34.of its arrears and says this is adding to its money worries. --
:13:35. > :13:42.there is a case in my ward were someone has chosen to keep their
