:00:00. > :00:21.Tonight, on Reporting Scotland: Police Scotland face a "challenge"
:00:22. > :00:26.to make its promised savings of ?1 billion, according to the spending
:00:27. > :00:29.watchdog. Workers at Scottish shipyards have
:00:30. > :00:34.heard details of the plans to cut 800 jobs at BAE systems. Union
:00:35. > :00:43.leaders say every part of the workforce will be affected.
:00:44. > :00:45.We are in for a bumpy ride. I made no mistake in telling the workforce
:00:46. > :00:51.that. Also on tonight's programme: are we
:00:52. > :00:53.all agreed? It's official - the Scottish
:00:54. > :01:01.Parliament has passed the legislation to allow next year's
:01:02. > :01:08.referendum to go ahead. Painted on a Scottish holiday by LS
:01:09. > :01:15.Lowry, the Steps at Wick could fetch up to ?800,000 at auction.
:01:16. > :01:17.And we meet the Commonwealth Games athlete who wasn't allowed to do PE
:01:18. > :01:21.at school. Scotland spending watchdog has said
:01:22. > :01:25.it would be challenging for the single police force to achieve the
:01:26. > :01:29.savings set out. It follows a power struggle between the chief constable
:01:30. > :01:35.and the chairman of the body set up to oversee the force.
:01:36. > :01:40.It is widely agreed the public notice a few effects of the move to
:01:41. > :01:48.a single police force but ministers pledged amalgamation would save ?1.1
:01:49. > :01:53.billion by 2026. Cannot be achieved? That was the question asked by the
:01:54. > :01:58.spending watchdog, their report suggests a lack of information and
:01:59. > :02:04.disagreements between the chief constable and the police authority
:02:05. > :02:08.have hampered that. It makes achieving the savings that much more
:02:09. > :02:11.difficult and it is very important now the tensions have been resolved
:02:12. > :02:15.for the government, the authority and police Scotland to agree a
:02:16. > :02:22.financial strategy to make sure it is underpinned by details and make
:02:23. > :02:26.sure it is delivered in practice. One of these problems they spark
:02:27. > :02:28.more than here. In August 2012 Vic Emery was appointed to chair the
:02:29. > :02:31.Scottish police authority and the more than here. In August 2012 Vic
:02:32. > :02:36.Emery was appointed to chair next month the chief constable and him
:02:37. > :02:40.argued about who would run the police service. An argument still
:02:41. > :02:45.going on on April the 1st when the new force came into being. It forced
:02:46. > :02:46.the government to intervene. The police authority denies it was a
:02:47. > :02:54.dysfunctional relationship. We had lots of issues moving forward
:02:55. > :03:00.in creating a single police force, our focus was on maintaining the
:03:01. > :03:05.police to get us through to day one, which was the 1st of April, and we
:03:06. > :03:08.did that successfully. Budget savings for this financial year are
:03:09. > :03:12.on track but audit Scotland says there is no agreed strategy for
:03:13. > :03:16.savings beyond that and the office block the police authority is to
:03:17. > :03:22.move into remains empty costing ?130,000 per year. The police say
:03:23. > :03:26.they are examining all the options. There are a number of options, and
:03:27. > :03:32.we need to discuss that determine what is best moving forward. We do
:03:33. > :03:36.not have a lockdown plan for the three-year project to time period,
:03:37. > :03:40.but the work is underway to deliver that. Audit Scotland says the
:03:41. > :03:45.government must learn lessons from the police when other public bodies
:03:46. > :03:54.carry out mergers. You may need as say every part of
:03:55. > :04:04.the work force at Scottish shipyards will be hit. There were mass
:04:05. > :04:10.meetings here and Portsmouth. As work on giant aircraft carriers
:04:11. > :04:17.winds down the BAE Systems workforce were told last week 800 jobs are to
:04:18. > :04:20.go, quarter of them. Following talks between unions and management this
:04:21. > :04:23.week they went to work this morning to find out more details. They heard
:04:24. > :04:29.this will be spread over three years, all departments affected,
:04:30. > :04:35.nearly 190 likely to go in the next three months and more than half of
:04:36. > :04:42.them in 2015. Following two redundancy begins on Monday. It is a
:04:43. > :04:44.sad day for jobs to be cut. Just for this year coming, they have got rid
:04:45. > :04:50.of all the painters. Very disappointed. We expected quite a
:04:51. > :04:56.large number of people, we thought it would be, but some of the
:04:57. > :05:07.Department of devastated. People going in every department. We just
:05:08. > :05:12.saw John, give going. We will all stay unified and keep dignified. We
:05:13. > :05:16.are in for a bumpy ride, I made a mistake in telling the workforce
:05:17. > :05:20.that. To challenge their resilience and their commitment.
:05:21. > :05:26.Union leaders are advising workers to stay focused on the job in hand.
:05:27. > :05:30.They have got to finish the aircraft carrier, they have got to build
:05:31. > :05:37.three offshore patrol vessels and that should type downloader -- type
:05:38. > :05:45.-- tide them over. It is a different story of protest tonight in
:05:46. > :05:50.Portsmouth. 940 jobs are going, all of the next year, the shipyard is to
:05:51. > :05:56.close as work transfers to Scotland. On the south coast there is anger,
:05:57. > :06:00.on the Clyde there is resolved. You are watching Reporting
:06:01. > :06:05.Scotland, still to come, against all odds the female meerkat that
:06:06. > :06:11.survived the fatal fire gives birth to two pups.
:06:12. > :06:16.In sport, Gordon Strachan is talking ideas, find out why he doesn't want
:06:17. > :06:18.a revolution for the national team and get the reflections of Juergen
:06:19. > :06:26.Klinsmann ahead of tomorrow's international.
:06:27. > :06:32.MSP 's have tonight unanimously voted to pass the bill setting out
:06:33. > :06:38.the rules for the referendum on Scottish in the. Nicola Sturgeon
:06:39. > :06:42.said it was historic legislation which would ensure a robust and fair
:06:43. > :06:45.referendum. There was consensus that earlier there was about over which
:06:46. > :06:54.currency and independent Scotland would use.
:06:55. > :07:01.For these early Christmas shoppers it is all about choice. I think this
:07:02. > :07:09.would go with more. Some choices are tougher than others, but to day
:07:10. > :07:11.MSPs will ensure you have one more. The referendum Bill sets out
:07:12. > :07:16.detailed rules to ensure that choice is fair and valid. Nicola Sturgeon
:07:17. > :07:22.invited Parliament to endorse the package. We can be proud today we
:07:23. > :07:27.are passing legislation that will put Scotland's future into
:07:28. > :07:33.Scotland's hands. Opposition MSPs agreed. The time has come for this
:07:34. > :07:39.question to be settled. And so we know the date and the rules are laid
:07:40. > :07:45.down, but that consensus only extends so far. Today brought a row
:07:46. > :07:50.over currency. A currency union with the rest of the UK cannot be stated
:07:51. > :07:54.in advance as definite fact Labour said that contradicted SNP
:07:55. > :07:59.insurances. Isn't it the case the first Minister doesn't want to give
:08:00. > :08:05.the people of Scotland the truth because its case doesn't add up. The
:08:06. > :08:09.first Minister insisted it would see both sides of the border to agree a
:08:10. > :08:21.sterling zone. There is argument for the Stirling area, and Scotland is
:08:22. > :08:26.England's second biggest customer. More argument to come, much more.
:08:27. > :08:30.Not least in a fortnight with the White Paper setting out independence
:08:31. > :08:37.plans. Tonight, consensus over referendum rules. Are we all agreed?
:08:38. > :08:43.Yes. The motion is therefore agreed to in the Scottish impediment spill
:08:44. > :08:49.is now past. It is onto the white paper and currency will not be the
:08:50. > :08:54.only area they want a UK link. They want Scottish broadcasting service
:08:55. > :08:57.based on the assets of BBC Scotland but they may look at the idea of a
:08:58. > :09:00.collaborative arrangement with the rest of the BBC which would involve
:09:01. > :09:08.retaining the television licence fee.
:09:09. > :09:12.The BBC has learned for Scottish international rugby players are to
:09:13. > :09:17.be -- are to appear in court in connect share with alleged serious
:09:18. > :09:22.assault charges will stop Ryan Grant, Sean Maitland, Ryan Wilson
:09:23. > :09:25.and Rory Hughes. They are contracted to Glasgow Warriors. The charges
:09:26. > :09:31.relate to an incident in October in Glasgow's West End. Ryan Grant and
:09:32. > :09:36.Sean Maitland or in the Scotland squad to face South Africa at
:09:37. > :09:39.Murrayfield on Sunday. These are asking for help after a
:09:40. > :09:45.woman was attacked at gunpoint and sexually assaulted in her home near
:09:46. > :09:48.Shotts in North Lanarkshire. The attacker made off with the stolen
:09:49. > :09:52.black BMW which was found outside the village later that morning.
:09:53. > :09:58.Police have been stopping motorists to ask them if they remember seeing
:09:59. > :10:03.anyone on the morning of September the 5th. We hope to jog people 's
:10:04. > :10:10.memories, as to whether they have seen that car left their, and
:10:11. > :10:14.looking for a particular individual as being between five at eight and
:10:15. > :10:22.five or ten, stocky build, potbelly. I am by our reporter.
:10:23. > :10:25.September this happened, why has it taken so long?
:10:26. > :10:28.Please have decided to go public with his appeal because they have
:10:29. > :10:37.exhausted all other lines of enquiry -- police. They have no idea who
:10:38. > :10:42.carried out this attack. She was in her farm on the 5th of September,
:10:43. > :10:46.about 8:30am, when this man entered her house, threatened her with a
:10:47. > :10:50.gun, tied her up, demanded money then sexually assaulted her before
:10:51. > :10:54.he made off in a stolen car. Police say although this has been a
:10:55. > :10:59.terrifying ordeal for the woman involved and it was a very
:11:00. > :11:02.disturbing attack they want to reassure people this kind of thing
:11:03. > :11:06.is extremely rare and they are working on the theory is attacker
:11:07. > :11:11.had specifically targeted this farm when he carried out the attack. They
:11:12. > :11:16.are asking for anybody in the village who may have seen the car to
:11:17. > :11:22.contact them and could hold vital information.
:11:23. > :11:26.A bill to give terminally ill people in Scotland the legal right to
:11:27. > :11:31.assisted suicide has been launched in the Scottish Parliament. It is
:11:32. > :11:35.the second time the Independent MSP Margo MacDonald has tried to change
:11:36. > :11:39.the law. The public face of the campaign for
:11:40. > :11:44.assisted suicide in Scotland is Margam Donald. The MSP who has

:12:15. > :12:22.Switzerland where it is already illegal to help somebody down.
:12:23. > :12:25.Holyrood threw out assisted suicide legislation in 2010. When she bought
:12:26. > :12:30.similar proposals to Parliament three years ago MSPs firmly rejected
:12:31. > :12:34.the legislation but there has been an election since then and she
:12:35. > :12:38.believes if there is a genuinely free vote this time her assisted
:12:39. > :12:45.suicide Bill has a much better chance of passing this time round.
:12:46. > :12:50.We are probably there now. She has support from individuals in all
:12:51. > :12:53.political parties, some medical professionals and at least one
:12:54. > :12:58.clergyman. Being at the bedside of somebody suffering intolerable is
:12:59. > :13:01.ghastly for the individual, the family, and we have the means to
:13:02. > :13:05.bring that to a close at the individual 's request. Where is the

:13:10. > :13:13.understand that. Faith groups including the Kirk and the Catholic
:13:14. > :13:20.Church are among the leading opponents. It is an abandonment of
:13:21. > :13:25.people. I know people feel they are in desperate situations, we have two

:15:19. > :15:22.Incredibly important, but today is a special day and it is a beautiful

:17:50. > :17:51.his plans for the national football team.
:17:52. > :17:56.He says it's about evolution, not revolution. Tomorrow night they play
:17:57. > :17:59.the United States in a friendly - they're preparing for next summer's

:18:03. > :18:12.our senior football reporter Alasdair Lamont.
:18:13. > :18:19.It has been billed as redemption. 18 months ago, Scotland where defeated

:18:26. > :18:31.definitely lacking at the start of the campaign, no doubt about it.
:18:32. > :18:34.Gordon has come in and we seem to be more organised than the players are
:18:35. > :18:44.buying into what he is putting out there. These last few qualifiers
:18:45. > :18:46.have been fantastic. The quest for improvement continues apace but he
:18:47. > :18:55.will not be trying anything revolutionary. Changing things about
:18:56. > :18:59.might be a bit confusing but if we have one or two mac systems we can
:19:00. > :19:06.rely on, that is what we are looking for. We don't have enough time to
:19:07. > :19:12.set out a new style of play. Jurgen Klinsmann has brought his own
:19:13. > :19:20.style to the USA and it has been successful but the Americans do not
:19:21. > :19:24.expect a repeat of the 5-1 mauling. We were any different place so we do
:19:25. > :19:31.not that result the way it looked like. We knew they came with the
:19:32. > :19:38.different setup and tomorrow night we expect a game eye to eye. We know

:21:54. > :21:57.Scotland so much they've only made five changes to the team that beat
:21:58. > :22:07.Wales last week for the test match against the Scots on Sunday.
:22:08. > :22:11.Every game against Scotland is very tough and we have a lot of respect
:22:12. > :22:14.for them. We have not changed the whole team.
:22:15. > :22:17.Scott Jamieson and Craig Lee are the top Scots at the world tour golf
