:01:18. > :01:21.at school. Scotland spending watchdog has said

:01:22. > :01:25.it would be challenging for the single police force to achieve the

:01:26. > :01:29.savings set out. It follows a power struggle between the chief constable

:01:30. > :01:35.and the chairman of the body set up to oversee the force.

:01:36. > :01:40.It is widely agreed the public notice a few effects of the move to

:01:41. > :01:48.a single police force but ministers pledged amalgamation would save ?1.1

:01:49. > :01:53.billion by 2026. Cannot be achieved? That was the question asked by the

:01:54. > :01:58.spending watchdog, their report suggests a lack of information and

:02:05. > :02:08.have hampered that. It makes achieving the savings that much more

:02:09. > :02:11.difficult and it is very important now the tensions have been resolved

:02:12. > :02:15.for the government, the authority and police Scotland to agree a

:02:16. > :02:22.financial strategy to make sure it is underpinned by details and make

:02:23. > :02:26.sure it is delivered in practice. One of these problems they spark

:02:27. > :02:28.more than here. In August 2012 Vic Emery was appointed to chair the

:02:29. > :02:31.Scottish police authority and the more than here. In August 2012 Vic

:02:32. > :02:36.Emery was appointed to chair next month the chief constable and him

:02:37. > :02:40.argued about who would run the police service. An argument still

:03:06. > :03:08.did that successfully. Budget savings for this financial year are

:03:09. > :03:12.on track but audit Scotland says there is no agreed strategy for

:03:13. > :03:16.savings beyond that and the office block the police authority is to

:03:17. > :03:22.move into remains empty costing ?130,000 per year. The police say

:03:23. > :03:26.they are examining all the options. There are a number of options, and

:03:27. > :03:32.we need to discuss that determine what is best moving forward. We do

:03:33. > :03:36.not have a lockdown plan for the three-year project to time period,

:03:37. > :03:40.but the work is underway to deliver that. Audit Scotland says the

:03:41. > :03:45.government must learn lessons from the police when other public bodies

:11:23. > :11:26.A bill to give terminally ill people in Scotland the legal right to

:11:27. > :11:31.assisted suicide has been launched in the Scottish Parliament. It is

:11:32. > :11:35.the second time the Independent MSP Margo MacDonald has tried to change

:11:36. > :11:39.the law. The public face of the campaign for

:11:40. > :11:44.assisted suicide in Scotland is Margam Donald. The MSP who has

:11:45. > :11:47.Parkinson's disease once the terminally ill and those with

:11:48. > :11:50.degenerative conditions to have the right to seek medical help to end

:11:51. > :11:57.their lives. This is giving the choice of ending

:11:58. > :12:06.their life for people who have a degenerative condition that cannot

:12:07. > :12:11.be fixed . Some people have a dreadful and, not peaceful,

:12:12. > :12:14.dignified and they feel awful. Some desperate patients travel to

:12:15. > :12:22.Switzerland where it is already illegal to help somebody down.

:12:39. > :12:45.suicide Bill has a much better chance of passing this time round.

:12:54. > :12:58.clergyman. Being at the bedside of somebody suffering intolerable is

:13:02. > :13:05.bring that to a close at the individual 's request. Where is the

:13:06. > :13:09.morality in prolonging the suffering for days, weeks was to mark I don't

:23:08. > :23:09.Back to you. Keepers at a zoo in West Lothian are celebrating an

:23:10. > :23:13.unexpected arrival, after discovering that their female

:23:14. > :23:17.Meerkat has given birth. Six months ago, the Five Sisters Zoo in West

:23:18. > :23:21.Calder was badly damaged in a fire which destroyed the animals

:23:22. > :23:29.enclosure. But two days ago a pair of cubs were discovered. Lisa

:23:30. > :23:32.Summers reports. They are known for their curiosity

:23:33. > :23:38.but this female meerkat has good reason to be on the lookout. She

:23:39. > :23:46.gave birth to two mac pups just a few weeks ago. The arrival into the

:23:47. > :23:52.world was a surprise to keepers. It is very young and it looked like its

:23:53. > :24:00.eyes had not been open for a long and on Monday we saw them for the

:24:01. > :24:06.first time. Six months ago, the meerkat enclosure was badly damaged

:24:07. > :24:11.in a fire. Only three survived but it clearly did not take long for

:24:12. > :24:17.them to settle down. It is the beginning of winter and there is

:24:18. > :24:25.lots of work to do but to see those faces is very special. There are

:24:26. > :24:30.gender will not be known for another few months than the keepers are

:24:31. > :24:35.looking for suggestions for names. They are still very nervous and

:24:36. > :24:39.scared. It is daunting for them so they are relying heavily on mum and

:24:40. > :24:45.dad and other group members for protection. The adults will take
