:00:54. > :00:58.supplies. Also tonight, Scotland's, budget gets a ?300 million boost

:00:59. > :01:03.from the Chancellor's Autumn Statement, but a row has broken out

:01:04. > :01:07.between the Scottish and UK governments about the future of oil

:01:08. > :01:14.revenues. Back on track, the first time to

:01:15. > :01:20.travel along Princes Street since 1956 complete a successful test run.

:01:21. > :01:27.And Scotland's referees stop short of a strike but say they need better

:01:28. > :01:32.guarantees of protection. Good evening. Winter storms have

:01:33. > :01:37.battered Scotland over the past 24 hours, as rain, snow and hail

:01:38. > :01:42.brought the road and rail network to a standstill. In West Lothian, a

:01:43. > :01:46.lorry driver was killed when his truck was blown over. Electricity

:01:47. > :01:52.lines were brought down and is 1.100 and 30,000 homes were without power.

:01:53. > :01:56.Police warned people against taking to the rounds. Reporters have been

:01:57. > :01:59.out and about throughout the day. Let's join Catriona Renton at

:02:00. > :02:04.Glasgow Central Station. The whole rail network was shut down and the

:02:05. > :02:10.station evacuated this morning. What is the picture there now?

:02:11. > :02:16.This sign says it all and you will see the departure boards are pretty

:02:17. > :02:17.empty but things are starting gradually here to get back to normal

:02:18. > :02:27.this evening. This place was deserted this

:02:28. > :02:35.morning, as high wind brought the rail network to a standstill.

:02:36. > :02:38.Robbins on the road as well. Police advised motorists not to drive in

:02:39. > :02:42.the South, the West and the central belt. There have been multiple road

:02:43. > :02:46.traffic accidents and one lorry driver in West Lothian was killed.

:02:47. > :02:50.My colleagues from around the country will bring you the very

:02:51. > :02:55.latest this evening. First a report from the scene of that fatal crash

:02:56. > :03:01.just outside of age. It was just after 8am this morning that a gust

:03:02. > :03:07.of wind appears to have blown this lorry across the carriageway into

:03:08. > :03:13.the trees and of the road. -- Bathgate. The driver died but

:03:14. > :03:16.remarkably only four other people sustained minor injuries. When you

:03:17. > :03:20.see the impact of the trailer has had on the vehicles underneath its

:03:21. > :03:24.weight, it is remarkable their injuries were not more serious. In

:03:25. > :03:28.the West of Edinburgh, this car was crushed under a falling tree.

:03:29. > :03:32.The driver was freed and is in a stable condition in hospital. The

:03:33. > :03:36.wind tore through the city as people made their way to work and school.

:03:37. > :03:44.The Forth Road Bridge was vulnerable to the gusts. Be highest recorded

:03:45. > :03:53.wind speed was 191 mph this morning. IMac in the Borders, the A68 was

:03:54. > :04:00.closed for a time. Here even Christmas was on the ropes. We have

:04:01. > :04:11.lost our nativity scene. As the wind fell, the tide rose. The East Coast

:04:12. > :04:16.serge peaked at 4pm this afternoon. We have not had anything as bad here

:04:17. > :04:20.since 1953. The worst of the weather has passed that a flood warning

:04:21. > :04:26.remains in place for the early hours of tomorrow morning. No time to

:04:27. > :04:30.reflect on the wind damage as the Arctic last did all it could to

:04:31. > :04:36.hinder repair work. Is is still coming through. This family had a

:04:37. > :04:43.lucky escape when a tree crashed through their roof feet of from

:04:44. > :04:47.where they were sleeping. I heard this almighty bang so I went rushing

:04:48. > :04:52.through to my son's room to make sure he was OK. When I came onto the

:04:53. > :04:58.landing I looked up to see a tree through my bathroom roof. There were

:04:59. > :05:04.long tailbacks on the M90 after this lorry flipped over on the Friarton

:05:05. > :05:09.Bridge. This car in Info Rory was one of many which had to be dragged

:05:10. > :05:14.from floodwaters. The storms moved in from the North, heating Shetland

:05:15. > :05:25.first, where ferries were cancelled and fishing boats were pulled free.

:05:26. > :05:30.We were able to dispatch a tug boat and we now have the boats safely

:05:31. > :05:35.moored. The roof of this building in Lewis was blown off. It stopped

:05:36. > :05:44.short of crashing into nearby houses. It has not in the rear

:05:45. > :05:49.windscreen and caused heavy denting to one car and the other has damage

:05:50. > :05:52.to the roof. If the wind and rain had not made it clear enough, this

:05:53. > :05:58.snowy scene which followed reaffirmed the message that winter

:05:59. > :06:03.has arrived. All that is left of a taxi, hit by a

:06:04. > :06:08.tree in Hamilton. Its occupants were taken to hospital. Their condition

:06:09. > :06:12.is not known. In Glasgow's West end, the people in this car had a lucky

:06:13. > :06:19.escape. High sided lorries were particularly at risk. The A76 was

:06:20. > :06:23.blocked for a time near Dumfries. Police Scotland described road

:06:24. > :06:27.conditions as extremely dangerous. The whole of Scotland has been

:06:28. > :06:32.affected. Trees have fallen down. You can hear in the background the

:06:33. > :06:35.sound of trees being cleared. That is a familiar picture right across

:06:36. > :06:38.Scotland. We are recovering heavy goods be a cause which have crashed

:06:39. > :06:46.and unfortunately there has been a number of road crashes as well. Rail

:06:47. > :06:50.passengers fared no better. They had expected delays but eventually the

:06:51. > :06:59.entire rail network had to be shut down. O was evacuated when debris

:07:00. > :07:03.hit the roof. -- Glasgow Central Station was evacuated. The stigma it

:07:04. > :07:11.is just the weather in Scotland. I suppose I cannot blame them. Many

:07:12. > :07:15.homes are still without electricity. Extra engineers are

:07:16. > :07:19.still working to reconnect customers but despite their efforts, many will

:07:20. > :07:23.be without power overnight. Ferries and flights also remain disrupted.

:07:24. > :07:28.The advice is to check with your operator before setting out.

:07:29. > :07:33.That is the picture across the country from today. Let's get the

:07:34. > :07:36.latest on the travel situation on the trains. I'm joined by the

:07:37. > :07:41.managing director of ScotRail will stop it has been a difficult day for

:07:42. > :07:47.you and your passengers. What is happening now? Network rail have

:07:48. > :07:52.managed to improve the lot of roots and we can now introduce services so

:07:53. > :07:57.hopefully we will see services go back to some normality tonight.

:07:58. > :08:04.Let's look ahead to the morning. What is the situation there? We

:08:05. > :08:08.expect to run a near normal service tomorrow morning. We would just ask

:08:09. > :08:13.able to check the websites and we will put out as much information as

:08:14. > :08:20.we can tonight as we are advised how the roots of. Thank you. The

:08:21. > :08:24.passengers here had been extremely tolerant all day. Now there are

:08:25. > :08:30.still problems on the roads. Many remain locked because of fallen

:08:31. > :08:34.trees, debris, flooding and in the North even some snow. The advice is

:08:35. > :08:41.whatever mode of transport you are planning on taking, please check

:08:42. > :08:45.before you set out. Thank you. That is the picture for travellers

:08:46. > :08:49.on the road and rail networks but as we have been hearing, many people

:08:50. > :08:51.are still without electricity as engineers from Scottish Hydro and

:08:52. > :08:55.ScottishPower battle to restore supplies.

:08:56. > :09:02.Our reporter joins us from North Kessock.

:09:03. > :09:07.Yes, tens of thousands of people woke up this morning to darkness of

:09:08. > :09:11.outside and inside their homes. The lights of Inverness you can see over

:09:12. > :09:16.there but here in North Kessock, the only lights are our own. I invite

:09:17. > :09:20.was one of those people who woke up this morning without electricity. It

:09:21. > :09:25.shows you the dangers of having an electric alarm clock. Engineers were

:09:26. > :09:29.placed around the country in anticipation of problems this

:09:30. > :09:33.morning and they were mobilised as false were reported. Throughout the

:09:34. > :09:39.morning, more and more customers were phoning in to report no power.

:09:40. > :09:42.At one point, 130,000 people were without electricity, although

:09:43. > :09:48.throughout the day that has been much reduced. At this point, our aim

:09:49. > :09:53.is to have as many customers back on supply with him today as we possibly

:09:54. > :09:57.can manage, but as you say, it is an early stage, as we move through the

:09:58. > :10:07.highest rarities, additional work will come to light and we will be

:10:08. > :10:11.getting engineers out to those. And tonight engineers are still battling

:10:36. > :10:39.been without power all day and they have neighbours who are perhaps

:10:40. > :10:45.elderly or vulnerable, it might be an idea to check how they are. A

:10:46. > :10:47.pretty rough day across the whole country.

:10:48. > :10:54.Our weather presenter is here now. How did all this happened? What

:10:55. > :10:59.causes this extreme weather? It is down to a deepening the Atlantic low

:11:00. > :11:03.tracking to the North of us. Look at the tightly packed isobars. They

:11:04. > :11:09.gave us the storm force wind. For a winter storm, it is not that

:11:10. > :11:16.unusual. The storm of January 2012 gave us a gust of 102 mph. But what

:11:17. > :11:20.is unusual this time is the potential for storm surges and for

:11:21. > :11:24.that to happen, several key elements in the two fall into place. You need

:11:25. > :11:27.the pressure, the high tide and the strong wind. In this instance,

:11:28. > :11:32.low-pressure sitting out in the North Sea and low-pressure when it

:11:33. > :11:35.is over open water leads to a rise in sea level and as the wind

:11:36. > :11:38.strengthens, that gets pushed towards the coast and that is when

:11:39. > :11:42.we can see some issues with coastal flooding, as we have seen to some

:11:43. > :11:47.extent in the East of Scotland, but it is more of a concern South of the

:11:48. > :11:53.border. And you will be back with a full forecast at the end of the

:11:54. > :11:55.programme. Still to come: Back on track.

:12:18. > :12:28.strike that say more work is needed to give them more protection. More

:12:34. > :12:36.set to increase by more than ?300 million pounds over the next two

:12:37. > :12:39.years, the Chancellor has announced. George Osborne says the extra cash,

:12:43. > :12:46.would be cut by less than 0.2%. But Finance Secretary John Swinney says

:12:47. > :12:50.the increase fails to make up for earlier cuts. In a moment, we'll get

:13:03. > :13:12.Autumnal scenes at Westminster, no sign of the high winds elsewhere,

:13:13. > :13:15.instead a political storm. . Oil forecast are independently produced

:13:16. > :13:21.by the Office for Budget Responsibility so either the SNP

:13:22. > :13:26.believes that it has been -- numbers have been fiddled to stack up their

:13:27. > :13:32.against independence or the truth is this, they are making a false

:13:33. > :13:35.promise to the Scottish people. The Office for Budget Responsibility has

:13:36. > :13:40.reduced by ?4 billion the amount that North Sea oil will contribute

:13:41. > :13:51.to the economy, ?3 billion less than the SNP estimates. It assumes

:13:52. > :13:56.increased investment in the North Sea oil and gas sector, and that

:13:57. > :14:00.leads to less production in the medium and longer term, I don't

:14:01. > :14:02.think those two assumptions of increased investment and lower

:14:03. > :14:08.production are particularly credible. The Chancellor has

:14:09. > :14:12.allocated extra money to Scotland's budget with ?10 million for building

:14:13. > :14:16.on Shetland in Scotland's ministers match it. You're the Scottish

:14:17. > :14:21.Government now has to make a choice about whether they are going to take

:14:22. > :14:25.the same priorities that we have two help the economy to go or whether

:14:26. > :14:29.they want to spend the money elsewhere. Scottish ministers say

:14:30. > :14:34.plans that could see school leavers having to work until 69 before

:14:35. > :14:38.getting a pension will be reviewed after independence. Opponents say

:14:39. > :14:44.that raises more questions. With the prediction on decreasing oil

:14:45. > :14:49.revenues, with the challenge of raising pension ages, the SNP need

:14:50. > :14:55.to give this -- a sense of how they will fill these black holes. No

:14:56. > :15:01.disagreement today, over ?10 million for a sign said -- re-signed centre.

:15:02. > :15:10.This statement is the last before Scotland decide its future. It has

:15:11. > :15:16.become one more battle ground for those who want independence and

:15:17. > :15:21.those who do not. I'm joined now from the Scottish

:15:22. > :15:24.parliament Brian Taylor, Brian, I am sure the Scottish Government will

:15:25. > :15:30.have been watching the statement closely. What is the reaction in

:15:31. > :15:36.Holyrood? because of that referendum, everything is seen

:15:37. > :15:41.through the prism. Let's talk about pensions. You have to work longer to

:15:42. > :15:46.get one. The Scottish Government say some of the increase can be deferred

:15:47. > :15:51.and -- and then -- under independence. Business rates, the

:15:52. > :15:57.Chancellor is capping business rates in England. I'm betting that John

:15:58. > :16:01.Swinney will match that exactly when he announces next Wednesday.

:16:02. > :16:04.Childcare, you have that core issue and argument, the Scottish

:16:05. > :16:09.Government says it is a big offer under independence as a venue can

:16:10. > :16:13.get the tax revenues back that allow it to be funded. The opponents say

:16:14. > :16:17.you have some money now, get on with it. Alexander is comforted by one

:16:18. > :16:24.thing that the issue of the possible offer is being discussed by his

:16:25. > :16:29.rivals. He borrows the line from Burns.

:16:30. > :16:32.It was billed as a Dragons' Den-style competition to regenerate

:16:33. > :16:35.struggling Scottish town centres. But BBC Scotland can reveal that all

:16:36. > :16:39.seven of the winners of the pilot Retail Rocks project have now either

:16:40. > :16:43.shut down or moved out of the Aberdeen community where it launched

:16:44. > :16:52.three years ago. Fiona Stalker reports.

:19:59. > :20:01.the Edinburgh tram project finally has something to celebrate. Late

:20:02. > :20:04.last night, a tram successfully completed the first test run along

:20:05. > :20:16.the capital's most famous shopping street. Our transport correspondent,

:20:17. > :20:23.David Miller, was there to watch. 11pm, Haymarket station and tram to

:20:24. > :20:29.64 is heading for Princes street. It is the first one to run on these

:20:30. > :20:35.streets for more than 50 years. It is emotional as I was here in 1956

:20:36. > :20:40.on my father's shoulders. And ever thought I would see it again. The

:20:41. > :20:48.tram is flanked by teams of engineers. Tram bosses say they are

:20:49. > :20:54.back in control. We have all worked together, whether that is transport

:20:55. > :21:01.Scotland, we have all worked together to make sure that we get

:21:02. > :21:08.back on the timetable. It is approaching 1230 am and the tram has

:21:09. > :21:14.completed its first run up long Princes street. This is a milestone

:21:15. > :21:18.for the project. But it is a milestone that is long overdue. And

:21:19. > :21:26.there are many more tests to be completed before the trams can enter

:21:27. > :21:30.service next May. It is a start. Our team have been delighted to bring

:21:31. > :21:39.the first tram back into the city. There is a great excitement for it.

:21:40. > :21:55.The trams are almost silent at times, unlike there many critics.

:21:56. > :21:58.Now it is time for the sports news. Two of Scottish football's most

:21:59. > :22:01.senior managers say referees need to be protected.

:22:02. > :22:04.It follows the two-match ban given to Dundee United striker Nadir

:22:05. > :22:07.Ciftci, for excessive misconduct towards an official. And although

:22:08. > :22:09.the Referees Association say the length of the ban is deeply

:22:10. > :22:18.dissatisfying, they're not considering a strike, as John Barnes

:22:19. > :22:24.reports. This is the incident that has

:22:25. > :22:27.Scottish football talking. Dundee United's Nadir Ciftci placing his

:22:28. > :22:32.hands on the throat of the assistant referee. Today, the referees say

:22:33. > :22:35.they will not back down on their battle for protection. Despite

:22:36. > :22:41.having been given the reasons for the two-game ban, the referees say

:22:42. > :22:44.they stand by their original communication at the leniency of the

:22:45. > :22:58.band sent out the wrong message. They added:

:22:59. > :23:06.one man who was close to the incident understands clarity over

:23:07. > :23:12.punishment is important. It is good to talk things through, we don't

:23:13. > :23:18.talk about that enough. If we can do that, then an event like that --

:23:19. > :23:21.events like that, we can get to the bottom quickly and make sure that

:23:22. > :23:26.everyone knows what the punishments are and why they have been

:23:27. > :23:43.delivered. Another with history when it comes to referees understands

:23:44. > :23:47.there. I understand that some people think it was too lenient, you have

:23:48. > :23:52.to take each individual case on its own merits. That is what has
