:01:27. > :01:30.after the helicopter crash at the Clutha bar in Glasgow nearly two
:01:31. > :01:33.weeks ago. He's been named as 59-year-old Joe Cusker who was from
:01:34. > :01:36.Cambuslang in South Lanarkshire. The news came as Bond Air Services
:01:37. > :01:40.temporarily grounded its fleet of the same model of aircraft involved
:01:41. > :01:43.in the crash. The company said the decision to suspend flights of its
:01:44. > :01:46.EC-135 helicopters was taken after a fault was discovered on an air
:01:47. > :01:52.ambulance operating in the north west of England. Tonight, some
:01:53. > :02:02.aircraft have been allowed to fly again. Our reporter Julie Peacock is
:02:03. > :02:09.at the Glasgow heliport. That decision by Bond Air Services
:02:10. > :02:13.to ground all of its EC-135 helicopters has meant three craft in
:02:14. > :02:19.Scotland have been affected. Two of those were air ambulances and the
:02:20. > :02:25.third was a police helicopter. That was cleared to fly this afternoon
:02:26. > :02:31.and at five o'clock it took off from the helipad here in Glasgow. In the
:02:32. > :02:42.last hour, the air ambulance based in Inverness has also been given the
:02:43. > :02:46.all clear. Bond Air Services have always stressed this was a
:02:47. > :02:50.precautionary measure and they say they are hopeful they can get most
:02:51. > :02:56.if not all of their craft back up and running by the end of tonight.
:02:57. > :03:00.But it is easy to understand their caution given that terrible crash
:03:01. > :03:06.two weeks ago which has now claimed the life of 10th victim.
:03:07. > :03:11.These helicopters are usually helping to save lives. Today there
:03:12. > :03:15.are only trip was to the hangar. Grounded after a fourth was
:03:16. > :03:20.discovered on an identical model used by the North West ambulance
:03:21. > :03:25.service. Bond Air Services says an indicator fault in one of their
:03:26. > :03:30.fleet caused the suspension of all the company's EC-135 across the UK.
:03:31. > :03:35.The same model as the one which crashed into the Clutha pop claiming
:03:36. > :03:41.the lives of ten people and injuring many more. But Bond Air Services
:03:42. > :03:46.save this decision is not linked to the devastating crash in Glasgow.
:03:47. > :03:47.They say they have grounded the feet because the Fort requires greater
:03:48. > :04:06.investigation. The company said: Aviation experts say the move could
:04:07. > :04:10.put people's minds at rest. There with a confidence with helicopter
:04:11. > :04:15.safety in this country and perhaps an investigation would help clear up
:04:16. > :04:24.some of the concerns that people who work on helicopters would have. The
:04:25. > :04:31.ambulance service put contingencies in place today. This is seeking
:04:32. > :04:39.picked up some of the work. Tonight the replacement police helicopter
:04:40. > :04:41.was cleared to fly. But the public's confidence in these
:04:42. > :04:48.aircraft has been left dented by today's events. Those concerns have
:04:49. > :04:54.also been mirrored by unions who have come out to express their
:04:55. > :04:58.concern about today's developments. The pilots union says it wants to
:04:59. > :05:04.see the civil aviation authority take charge and get to the root as
:05:05. > :05:09.to what was behind the decision to ground these planes. We have also
:05:10. > :05:15.heard from the offshore workers union and they are calling for a
:05:16. > :05:21.full enquiry. They say there is widespread concern over the safety
:05:22. > :05:25.of helicopters that can only be answered by a public enquiry. We
:05:26. > :05:31.have been hearing tributes for Joe Cusker who has been named as the
:05:32. > :05:35.10th victim. He died earlier today in hospital. His family have paid
:05:36. > :05:42.their respects and given thanks to the staff who looked after him in
:05:43. > :05:45.the two weeks after the craft crash. Funeral services have been held for
:05:46. > :05:48.two more of the nine people who died in the Glasgow helicopter crash
:05:49. > :05:52.almost a fortnight ago. A ceremony for 33-year-old Colin Gibson was
:05:53. > :05:54.held at Neilston Parish Church in East Renfrewshire, followed by a
:05:55. > :05:57.service at Woodside Crematorium in Paisley. And a ceremony for
:05:58. > :06:00.61-year-old Robert Jenkins was held at Linn Crematorium in Glasgow. Both
:06:01. > :06:03.men were customers in the Clutha bar.
:06:04. > :06:06.No Scottish health board has met new government targets for patients to
:06:07. > :06:09.receive their first hospital appointment within 12 weeks of being
:06:10. > :06:13.referred. The details come from Audit Scotland, which carried out a
:06:14. > :06:22.survey of waiting time performance. Our Social Affairs correspondent,
:06:23. > :06:25.Reevel Alderson is here. Waiting time targets give patients a
:06:26. > :06:29.legal right to receive treatment within a certain time limit. The
:06:30. > :06:31.major target is 12 weeks between GP referral and their initial
:06:32. > :06:34.consultation. According to Audit Scotland, all of the country's
:06:35. > :06:37.health boards failed to meet that target for all patients, although
:06:38. > :06:42.two came within a percentage point of doing so. The second target is 18
:06:43. > :06:47.weeks from referral to treatment actually starting. Two of the
:06:48. > :06:51.country's health boards, Forth Valley and Lothian, couldn't meet
:06:52. > :07:02.the aim of treating 90% of their patients within that period. I am
:07:03. > :07:09.appalled at the duplicity of the management. They will do all sorts
:07:10. > :07:14.of things to fiddle out of their targets. Eric has a back condition
:07:15. > :07:26.that needs surgery. He was referred for treatment in June but still not
:07:27. > :07:31.-- hasn't had it. My treatment has been very shabby. The practitioners
:07:32. > :07:37.you meet are fine but the management is dreadful. Ministers say the
:07:38. > :07:41.targets are tough but point out they are treating record numbers of
:07:42. > :07:48.patients. A quarter of a million patients were waiting for treatment
:07:49. > :07:54.last September. More than 350,000 outpatients had been seen in the
:07:55. > :08:00.previous three months, up by 8%. If you look at the treatment time
:08:01. > :08:04.guarantee, over 98% are getting the treatment time guarantee, that is a
:08:05. > :08:12.record of success second to none, one that we can be proud of but we
:08:13. > :08:17.want to get that to 100%. Waiting targets can be offset by problems
:08:18. > :08:28.such as ward closures or IT failures. Nursing unions say staff
:08:29. > :08:33.shortages also cause difficulties. It is a tightrope to get right,
:08:34. > :08:39.scales if you like, you constantly have to think about where you have
:08:40. > :08:43.the beds available. We have had money given to increase nursing
:08:44. > :08:49.staffing but they had not been able to recruit fast enough in response
:08:50. > :08:54.to those increase in beds. The government says it is investing ?67
:08:55. > :08:58.million in addressing capacity issues to bring further improvement
:08:59. > :09:01.on waiting time targets. This report was ordered after NHS
:09:02. > :09:04.Lothian were found to have manipulated waiting time targets.
:09:05. > :09:08.Audit Scotland says it found no evidence of any other board doing
:09:09. > :09:17.the same. But it says it can't say whether new measures to ensure
