:01:06. > :01:08.survive? A young woman from Lenzie, caught

:01:09. > :01:12.smuggling drugs in Peru, has been jailed for six years and eight

:01:13. > :01:15.months in prison. Melissa Reid from Lenzie near Glasgow has been

:01:16. > :01:20.imprisoned since August after she tried to board a plane to Spain with

:01:21. > :01:24.cocaine hidden in her luggage. International lawyers say this is a

:01:25. > :01:27.lenient sentence and it means she will now be eligible to apply to

:01:28. > :01:35.spend some of her sentence in a Scottish jail. Catriona Renton

:01:36. > :01:39.reports. Melissa Reid and McCullough McCollum

:01:40. > :01:42.didn't know what to expect when they arrived in court. They could have

:01:43. > :01:47.been sentenced for up to 15 years. As it turned out, they received the

:01:48. > :01:52.minimum of six years and eight months. Crucially, the jail term is

:01:53. > :01:56.less than seven years. We understand this entitles prisoners in Peru to a

:01:57. > :01:59.reduction in sentence and means Melissa Reid can apply for a

:02:00. > :02:06.transfer to a Scottish prison. It was always the minimum sentence back

:02:07. > :02:11.could be awarded, and it is now to be seen how much time will be spent

:02:12. > :02:15.in Peru, and how much in a Scottish jail if at all possible. They have

:02:16. > :02:21.been behind bars in Peru for more than four months now. Today, the

:02:22. > :02:26.media watched as Melissa Reid and McCullough McCollum from Northern

:02:27. > :02:29.Ireland were taken away by police. The girls were stopped at Lima

:02:30. > :02:36.airport in August as they attempted to board a flight to Spain. They

:02:37. > :02:39.were caught with 11 kilos of cocaine hidden in food packets in their

:02:40. > :02:43.luggage, said to be worth around ?1.5 million. The women were working

:02:44. > :02:49.on the Spanish island of eyepiece. They claimed originally they were

:02:50. > :02:53.forced by a gang at gunpoint to travel to Peru to collect the

:02:54. > :03:00.drugs, but since changed their plea to guilty. The young women became

:03:01. > :03:05.friends, sharing a cell in prison. One father has been to see his

:03:06. > :03:09.daughter and told the media how hard it has been for the family, waiting

:03:10. > :03:13.for answers. Tonight, those girls are back in jail.

:03:14. > :03:15.Three hospitals in Lanarkshire have serious problems with understaffing,

:03:16. > :03:19.quality of care and patient record keeping. Inspectors were called into

:03:20. > :03:26.Wishaw, Monklands and Hairmyres to investigate, following above-average

:03:27. > :03:29.mortality rates in their wards. They've now made 21 recommendations

:03:30. > :03:37.for improvement. Andrew Kerr has more.

:03:38. > :03:41.Another busy afternoon at Monklands Hospital. An investigation into

:03:42. > :03:51.above average mortality rate revealed widespread care failures

:03:52. > :04:00.here and at Wishaw and her Miers. -- her Miers. Everything has been

:04:01. > :04:05.fine. But there were a few times that could have been better. I don't

:04:06. > :04:12.have a lot of confidence in them at all. I would not want to have to go

:04:13. > :04:15.in there. 21 recommendations have been made by health care improvement

:04:16. > :04:20.Scotland to look at issues surrounding understaffing, the

:04:21. > :04:26.quality of care, and patient record keeping. A lack of resources is not

:04:27. > :04:32.a problem, it is claimed. We have a record number of staff, a record

:04:33. > :04:34.number of consultants, nurses and midwives. This is about the

:04:35. > :04:39.management of those resources, it is not about understaffing. He holds

:04:40. > :04:42.the health board totally accountable, and so does the

:04:43. > :04:47.Patients' Association, who are highly critical. It is one calamity

:04:48. > :04:51.after another, and the board is not fit for purpose. It is time to get

:04:52. > :04:59.rid of them and get some fresh blood in there. At the health board they

:05:00. > :05:02.are getting some -- working on improvements, saying patients have

:05:03. > :05:05.nothing to fear. We do have good patient care across those three

:05:06. > :05:10.hospitals. Our staff are committed to that. What we have seen is a area

:05:11. > :05:14.is for improvement. A government appointed team will now ensure that

:05:15. > :05:19.rapid improvements are made and a formal review will take place at the

:05:20. > :05:23.end of March. Politically, it is important that health boards are

:05:24. > :05:27.seen to be performing well and meeting patients needs. Management

:05:28. > :05:31.here at NHS Lanarkshire will be under intense scrutiny over the next

:05:32. > :05:34.few months. Still to come on the programme

:06:08. > :06:10.services. The Big Lottery Fund has just announced grants to groups

:06:11. > :06:12.providing lifeline services for people experiencing hardship,

:06:13. > :06:16.doubling what it originally said it would distribute. And, a food bank

:06:17. > :06:23.in Edinburgh says it's now handing out three times what it was a year

:06:24. > :06:30.ago. Reevel Alderson reports. This is the setup for people like

:06:31. > :06:34.yourself who are homeless. This warehouse in Dumfries is packed with

:06:35. > :06:37.the essentials of living. The charity which operates it offers

:06:38. > :06:43.starter packs for homeless people who can get anything from ten

:06:44. > :06:47.openers to bed and linen. A lot of people do become homeless through no

:06:48. > :06:52.fault of their own. They have got nothing, they need the basics of

:06:53. > :06:56.life to furnish their house, to cook with, something to sleep on, and

:06:57. > :07:00.they need it then and there. They can't wait to three weeks for things

:07:01. > :07:04.to be processed. The charity has been operating with volunteers. A

:07:05. > :07:11.grant of ?128,000 from the big lottery grant will now allow them to

:07:12. > :07:14.employ full-time staff. The recession has meant that more people

:07:15. > :07:20.have turned to charities for help. David has been homeless and has

:07:21. > :07:25.finally got an unfurnished flat, but delays in receiving welfare grants

:07:26. > :07:28.meant he needed the charity sorting out with essentials to make it

:07:29. > :07:32.habitable. For the last three days I have been sleeping on the floor, but

:07:33. > :07:38.I have just got on with it. I understand that people have got

:07:39. > :07:43.worse problems. It has been like a camping adventure. It is good I'm

:07:44. > :07:47.having help now, otherwise I would have Christmas in similar

:07:48. > :07:51.circumstances. Helping to pack bags at a food bank in Edinburgh, the

:07:52. > :07:55.first Mr says the Scottish Government is trying to help

:07:56. > :08:01.hard-pressed families. He blames UK welfare changes for increasing

:08:02. > :08:05.pressure on charities. When you are faced with the dismantling of the

:08:06. > :08:09.welfare state, a lot of what you do is paving over the cracks. It is

:08:10. > :08:14.mitigation, helping people as far as we can, but you can't replace a

:08:15. > :08:20.welfare system, you can only help where you can. The UK Government

:08:21. > :08:24.says its reforms will make 300,000 of the poorest Scottish households

:08:25. > :08:28.better off, but this charity is expecting soon to be distributing

:08:29. > :08:32.four times the amount of food it is handing out a year ago.

:08:33. > :08:35.BBC Scotland has leant that three of the four victims of the Super Puma

:08:36. > :08:38.helicopter crash off Shetland in August died through drowning. It

:08:39. > :08:41.comes as the latest report by the Air Accidents Investigation Branch

:08:42. > :08:44.says the crash was "survivable". Further investigations are being

:08:45. > :08:52.carried out to establish what went wrong.

:08:53. > :08:56.Libya has relief thing-macro revealed it will allow British and

:08:57. > :09:01.American investigations to question, Dafydd's former

:09:02. > :09:07.intelligence chief over the Lockerbie bombing. More people will

:09:37. > :09:39.open. At FBI headquarters in Washington, the man who has just

:09:40. > :09:44.retired as director is confident others will be brought to justice.

:09:45. > :09:50.My expectation is that, continuously, we will obtain

:09:51. > :09:52.additional information and witnesses, and that others will be

:09:53. > :09:59.charged with their participation in this. Even after all of these years?

:10:05. > :10:13.Department of Justice, we do not forget. At the Lockerbie memorial in

:10:14. > :10:18.Virginia, one man is not convinced the case will be fully resolved. I

:10:19. > :10:22.am afraid not. I would like to think so. The problem is, the Libyan

:10:23. > :10:25.government say they will be supportive, but I am not sure I

:10:26. > :10:30.believe them. Even if they wanted to, they can't. They don't control

:10:31. > :10:38.their own country. It is run by militias. They are all fighting with

:10:39. > :10:42.each other. Violence is a major feature of life in post-revolution

:10:43. > :10:48.Libya. One year ago, Libya's ambassador to the UK said when

:11:41. > :11:48.case open, to keep looking for all of those who have so far escaped

:11:49. > :11:51.justice. Scottish fishermen's leaders say

:11:52. > :11:54.they're relieved at a deal being struck tonight in Brussels to set

:11:55. > :11:59.next year's catch limits. They say there will be no reduction in the
