:01:06. > :01:10.travellers are rising by 3.1%, but ScotRail says it has frozen fares

:01:11. > :01:13.for 40% of journeys. Passenger groups say rail users want the fare

:01:14. > :01:26.increase matched with better service. The company carried the

:01:27. > :01:37.rate cut 85 million passengers last year. The cost of peak time travel

:01:38. > :01:47.has risen 3.1% by, affecting 60% of the journeys. Today, the cost of the

:01:48. > :01:55.peak time has risen up to ?22 50. The cost of a season ticket has

:01:56. > :02:02.risen to ?3620. But the pace of off-peak travel has been frozen. The

:02:03. > :02:09.price freeze has limited the average price increase to 1.9%, better than

:02:10. > :02:15.south of the border. Any increase is unfortunate, but we have to

:02:16. > :02:20.recognise that it has to probably match the rate of inflation. It is a

:02:21. > :02:27.good service, but the trains are very busy. It is ridiculous.

:02:28. > :02:30.Especially when I sometimes cannot get the seat and how to stand all

:03:17. > :03:19.Scotland over the next 24 hours, hitting areas affected by flooding

:03:20. > :03:23.earlier in the week. The storm also coincides with a high tide and there

:03:24. > :03:26.is a warning that there could be further flooding in Ayrshire and on

:03:27. > :03:34.the Clyde Coast. Our reporter Julie Peacock is in Ardrossan tonight.

:03:35. > :03:38.What is the latest? There are flood warnings in place for virtually

:03:39. > :03:42.every part of Scotland. But it is in this part of the model that is at

:03:43. > :03:46.the most risk of flooding because of a number of factors coming

:03:47. > :03:54.together. Tomorrow, we will see one of the highest tides of the year. It

:03:55. > :04:00.is just passed low tide just now, but that water will rise by almost

:04:01. > :04:05.3.5 metres by tomorrow afternoon. That will happen at the same time as

:04:06. > :04:10.a storm surge, heavy rain and high winds. This area will have a much

:04:11. > :04:17.higher likelihood of seeing flooding. That risk will be from all

:04:18. > :04:34.the way from the Dumfries Galloway caused up to open in the Northwest.

:04:35. > :04:41.River levels are also saw high that areas in the east are also affected.

:04:42. > :04:47.How bad is it expected to be? It has been pretty bad weather, pet pretty

:07:01. > :07:04.interviewed 16-25 year olds across the country. It is calling for more

:07:05. > :07:11.to be done, to help them cope with the psychological effects of

:07:12. > :07:15.long-term unemployment. Stephen was out of work for eight years. He said

:07:16. > :07:19.he really left the house in that time. He was depressed and anxious

:07:20. > :07:26.and still finds it difficult to talk about it. It affects your self-worth

:07:27. > :07:30.and self of belonging to the community. If you less motivated.

:09:10. > :09:14.council tax if it meant better local services. The council tax has not

:09:15. > :09:18.gone up for seven years, but councils have had to make millions

:09:19. > :09:21.of pounds worth of cuts and expect that to continue in the years ahead.

:09:22. > :09:25.Our local government correspondent Jamie McIvor is with us.

:09:26. > :09:28.The Scottish government sees the council tax freeze as an

:09:29. > :09:32.achievement. It has not gone up since 2007. But would you want to

:09:33. > :09:36.pay more, if it meant better roads, schools or care for the elderly?

:09:37. > :09:39.A survey conducted for a group looking at ideas for the future of

:09:40. > :09:43.local government suggests most of us would. Two thirds said they would be

:09:44. > :09:47.prepared to pay more council tax, if they could be guaranteed the money

:09:48. > :09:51.would go on local services. And only about half think their council has

:09:52. > :10:01.enough money to deliver the services their community needs. Dull new golf

:10:02. > :10:06.course in Clydebank is run by the council. It is considering cutting

:10:07. > :10:13.the size of the course, one of several options to answer the local

:10:14. > :10:18.budget. In this year of austerity, finding ways to save money is harder

:10:19. > :10:25.and the council leader is not surprised by the findings of the

:10:26. > :10:29.survey. We have a very strong part of the community who came out and

:10:30. > :10:36.said Friday work we not increase council tax. It was a simple and

:10:37. > :10:42.strong message and it is something we do consider every year. We are

:10:43. > :10:47.essentially hemmed them by the Scottish government policy. In the

:10:48. > :10:54.streets, mixed views. How would you feel about being more council tax

:11:19. > :11:24.better services. The cross-party group will know that this for the

:11:25. > :11:28.years ahead. If money is spent badly, nobody is going to like that.

:11:29. > :11:34.If the public money is going to be spent well, people will like that

:11:35. > :11:40.and know that the money should be sent on services. Sometimes, people

:11:49. > :11:54.freezes during the duration of the parliament, which is a great thing.

:11:55. > :11:58.Across the country, people support council tax freezes. And no wonder.

:12:17. > :12:19.time, it is the suggestion so many might be prepared to pay more

:12:20. > :12:25.council tax that might provoke the most lively debate.

:12:26. > :12:28.Detectives investigating a serious sexual assault in Edinburgh

:12:29. > :12:32.yesterday have released new information about the suspect. A

:12:33. > :12:36.21-year-old woman was attacked in the Canongate area of the Royal Mile

:13:13. > :13:16.This is the year when the people of Scotland will vote in the

:13:17. > :13:19.independence referendum. Both the Yes and No campaigns will be

:13:20. > :13:22.stepping up their campaigns to win votes. In the first of two

:13:23. > :13:24.interviews, our political editor Brian Taylor has been speaking to

:13:25. > :13:31.Deputy First Minister, Nicola Sturgeon. She has been setting out

:13:32. > :13:35.the arguments for independence. I think this will be a year of when

:13:36. > :13:46.the focus is on what Scotland can do and what we can achieve, not what we

:13:47. > :13:52.can do and can achieve. Do you feel the need to revitalise the campaign,

:13:53. > :13:56.to redirect our target the campaign? We are very clear on the campaign we

:14:26. > :14:30.economy. Secondly, we will focus on the lack of any alternative vision

:14:31. > :14:35.coming from the no campaign. We published a White Paper at the end

:14:36. > :14:40.of last year, but that is the only visionary as for the of Scotland.

:14:41. > :14:46.There is no answers from the no campaign about what happens to the

:14:47. > :14:50.budget, Joe poverty Aubrey we will be in relation to Europe. Sadly,

:14:51. > :14:54.there will be a focus on the benefits to Scotland - a

:14:55. > :15:01.transformation to each engine childcare, and things we can do to

:15:02. > :15:05.get the economy growing. I think it is the message that will come the

:15:06. > :15:13.debate and will see the yes campaign winning. Let's pick up on the

:15:14. > :15:23.economy. Your opponents do not concede. We will start life in a

:15:24. > :15:31.strong fiscal and financial position. We have a strong diverse

:15:32. > :15:40.economy. We have to pursue the economies that grow our economy

:15:41. > :15:43.faster. Parents particularly mothers will be helped into work with child

:15:44. > :15:50.care improvements, that would generate extra money and our

:15:51. > :15:56.economy. Bill macro on that point do you accept you have a problem with

:15:57. > :16:01.female voters? Women perhaps take longer to make up their minds than

:16:02. > :16:06.men but I readily accept we are coming from behind in the opinion

:16:07. > :16:11.polls and we require to close that gap and overtake the no campaign. We

:16:12. > :16:16.have the message, the policies and the determination to do that.

:16:17. > :16:22.Westminster policies are plunging more and more children into

:16:23. > :16:25.poverty. Let us have some clear answers from the no campaign

:16:26. > :16:33.highlights looks for Scotland if we do not vote yes. Say they would need

:16:34. > :16:36.to be in agreement with the remainder of the United Kingdom on

:16:37. > :16:45.the economy. The Chancellor says that agreement would not exist and

:16:46. > :16:48.things would be unstable. I do not think any UK politician has said

:16:49. > :16:54.there would not be a currency union because we know that is in the

:16:55. > :16:59.overwhelming interests of Scotland and the whole of the UK. I simply

:17:00. > :17:05.put forward the proposition and I hear this from people increasingly

:17:06. > :17:10.on a day-to-day basis, there is not enough for the no campaign simply to

:17:11. > :17:15.shout you cannot do that. They have to come up with more and put forward

:17:16. > :17:19.propositions that manifestly would be against the interest of the

:17:20. > :17:29.public elsewhere in the UK. People are not stupid and want to win it. I

:17:30. > :17:34.absolutely believe we are going to win it by persuading people that

:17:35. > :17:39.independence is the right way to secure a better future for this and

:17:40. > :17:43.future generations. I am optimistic and confident that if we put our

:17:44. > :17:50.arguments properly then we will win the referendum. Tomorrow we will

:17:51. > :17:56.hear from Alistair Darling, head of the better together campaign. The
