:00:00. > :00:15.showers in the west and south. That's all from the

:00:16. > :00:20.Tonight on Reporting Scotland: Paying for the national debt.

:00:21. > :00:24.The Treasury steps in to reassure international money markets if

:00:25. > :00:28.Scotland became independent. A murder trial hears that it was

:00:29. > :00:32.difficult to tell how this woman died because her body had lain

:00:33. > :00:35.undiscovered for so long. The Athletes' Village in Glasgow is

:00:36. > :00:45.completed and officially handed over to the organisers of the

:00:46. > :00:47.Commonwealth Games. I am in Linlithgow, hoping for some

:00:48. > :00:54.stargazing. And the boxers who nearly came to

:00:55. > :00:57.blows before the fight. Scots fighter Steven Simmons loses his

:00:58. > :00:58.cool at an event that was supposed to be promoting world champion Ricky

:00:59. > :01:07.Burns' next fight. The Treasury is promising the

:01:08. > :01:10.international money markets that it will honour all UK Government debt

:01:11. > :01:13.issued up to the date of independence. It's making the move

:01:14. > :01:17.to stop uncertainty about the sharing of debt pushing up the cost

:01:18. > :01:26.of borrowing. Here's our business and economy editor, Douglas Fraser.

:01:27. > :01:32.Remember this? The bills are about to come in. If you are looking at

:01:33. > :01:35.?1200 for the festive splurge, imagine what it looks like for the

:01:36. > :01:43.Government. It is facing a bill that is...

:01:44. > :01:53.That has brought as roads, hospitals, schools, ships, it has

:01:54. > :01:57.kept public services running. In the independence debate, switching to a

:01:58. > :02:01.new Holyrood credit card, both sides agree that they would have to

:02:02. > :02:06.negotiate a fair share of the debt. The SNP Government said it could be

:02:07. > :02:10.up to ?130 billion, but it says that it doesn't get joint control of the

:02:11. > :02:18.pound and a sheriff assets then it is not promising a deal on

:02:19. > :02:21.liabilities. At the Treasury in London, they see investors are

:02:22. > :02:26.nervous that a dispute could raise the risk of nonpayment and that

:02:27. > :02:29.could push up borrowing costss. The coalition Government thinks that

:02:30. > :02:34.Scotland will face higher costs anyway. The markets fear that the

:02:35. > :02:38.independent Scotland will be as creditworthy as the UK. The risks

:02:39. > :02:45.are made higher by Mr Salmond going around threatening to default.

:02:46. > :02:48.The Scottish Government responds that only the Treasury could have

:02:49. > :02:52.defaulted on the First Minister thinks he has nailed down a

:02:53. > :02:55.concession. If you take your share of the liabilities, you are entitled

:02:56. > :03:01.to your share of the assets, that is reasonable. The Treasury, up until

:03:02. > :03:05.now, have not been prepared to discuss that. Hopefully now with

:03:06. > :03:11.this announcement, this victory for common sense, we can get into some

:03:12. > :03:16.discussions. Finance experts welcomed the clarity and a serious

:03:17. > :03:20.issue. I think it is important they reassure the market as there has

:03:21. > :03:24.been a lot of discussion of dividing debt and assets and it has never

:03:25. > :03:28.been clear what is involved. Coming out and making it clear that

:03:29. > :03:33.investors who hold UK Government debt will be paid by the UK

:03:34. > :03:38.Government. This is important as our debt levels are high and the UK has

:03:39. > :03:42.a track record going back to Charles II of never having default it on its

:03:43. > :03:48.debt. The next question is the interest rate. The answer may be

:03:49. > :03:53.very technical, but sharing out the debt is highly political.

:03:54. > :03:56.Our political editor Brian Taylor joins me now. So, Brian, is there a

:03:57. > :04:04.political motivation behind all this? Everything is political in

:04:05. > :04:10.this year, but this one is especially political as it is about

:04:11. > :04:13.trust. It is about reassurance. From the Treasury perspective, Danny

:04:14. > :04:17.Alexander is saying there is an institutional anxiety, a core

:04:18. > :04:21.fundamental problem, about the concept of independence and that has

:04:22. > :04:26.been borne out in the market, hence the... Alex and says this is

:04:27. > :04:31.perfectly a common-sense response. He said it was highlighted in the

:04:32. > :04:35.White Paper. He also says this is about the Treasury blinking first in

:04:36. > :04:39.terms of these negotiations about independence and he thinks it gives

:04:40. > :04:42.Scots and leverage over the issue of the sterling zone. No, says the

:04:43. > :04:44.Treasury. The Scottish Secretary Alistair Carmichael has also been

:04:45. > :04:50.speaking today about independence, what has he been saying? A New Year

:04:51. > :04:56.and new initiatives from the new sides -- the two sides. Nicholas

:04:57. > :05:01.Turgeon believes they must put forward detail of the room. Mr

:05:02. > :05:04.Carmichael says it will be done on his terms and his terms are that

:05:05. > :05:11.there are huge advantages to be gained from the unions staying

:05:12. > :05:16.together. We have greater financial protection for savers and

:05:17. > :05:19.pensioners. We have greater levels of competition, delivering cheaper

:05:20. > :05:25.mortgages and insurance is for families and businesses. We invest

:05:26. > :05:29.in research, infrastructure and industry to remain at the forefront

:05:30. > :05:32.of new developments. We have a single labour market which allows

:05:33. > :05:37.people to move freely within the UK for jobs and we use our

:05:38. > :05:43.international influence to make a positive difference. The Scottish

:05:44. > :05:48.Government has set out in detail the case for an independent Scotland, it

:05:49. > :05:55.is set out in the White Paper. The onus is on the no campaign to stop

:05:56. > :05:59.spreading fears and smears and instead answer some questions of

:06:00. > :06:03.their own. I have published 50 questions that it is really

:06:04. > :06:06.incumbent on the no campaign to answer. Let's have some answers from

:06:07. > :06:11.them and then we can compare and contrast. What did Alastair

:06:12. > :06:16.Carmichael have to say about that? He pointed out that his own party

:06:17. > :06:22.have a plan in place, that Labour and the Conservatives will shortly

:06:23. > :06:26.coming up with their plans for potential more powers for Holyrood.

:06:27. > :06:30.He believes there will be an offer, maybe not a single offer, but he

:06:31. > :06:37.believes they will be an offer to rival independence.

:06:38. > :06:40.And BBC Scotland has a new series of referendum debates, beginning in

:06:41. > :06:43.Greenock on the 21st of January and touring the country over the next

:06:44. > :06:46.nine months. If you'd like the chance to come along and put your

:06:47. > :06:49.questions to senior politicians, then go to our website for details.

:06:50. > :06:53.You're watching Reporting Scotland from the BBC. Still to come on the

:06:54. > :06:58.programme: Food for thought, the new academic qualification for all

:06:59. > :07:02.things gastronomic. In sport, Ricky Burns says he and

:07:03. > :07:06.his broken jaw are ready for action. He faces what some are calling the

:07:07. > :07:09.toughest fight of his career in March.

:07:10. > :07:12.And the heat is on Andy Murray as temperatures soar in Melbourne. It's

:07:13. > :07:15.his first grand slam after back surgery and Murray's rivals say he's

:07:16. > :07:27.still a threat. All the big hitters in the sport coming soon.

:07:28. > :07:30.A murder trial has heard that it wasn't possible to tell how a woman

:07:31. > :07:33.whose dismembered body was found on a hill in Edinburgh had died. A

:07:34. > :07:36.pathologist said the condition of Philomena Dunleavy's remains made it

:07:37. > :07:39.difficult to reach a conclusion on the nature of her death. Mrs

:07:40. > :07:41.Dunleavy's son James denies murdering and dismembering his

:07:42. > :07:50.mother, and burying her on Corstorphine Hill. Joanne Macaulay

:07:51. > :07:53.was in court. Doctor Ian Wilkinson, a pathologist

:07:54. > :07:58.for NHS Lothian, examine the remains when they were still on Corstorphine

:07:59. > :08:02.Hill last June and later carried out a full postmortem examination.

:08:03. > :08:06.Doctor Wilkinson described marks and bruising on the head and broken

:08:07. > :08:10.ribs. He said there was also reading on the head, possibly caused by a

:08:11. > :08:16.blunt instrument. But the pathologist said because of the

:08:17. > :08:20.time, it was not possible to say how she died and the official cause of

:08:21. > :08:26.death was listed as I ascertained. Doctor Wilkinson was asked whether

:08:27. > :08:31.it is possible that she was alive but unconscious when they saw blade

:08:32. > :08:35.was used on one of her thighs. He said it was most likely that she was

:08:36. > :08:41.already dead when her legs and head were cut off. He said because of the

:08:42. > :08:47.condition of the body, it was difficult to get a conclusive cause

:08:48. > :08:51.of death. The court also heard from Detective Brian Manchester who was

:08:52. > :08:55.one of the police officers who detained the accused James Dunleavy

:08:56. > :08:58.last summer after he reported his mother missing. A transcript of an

:08:59. > :09:02.interview was read in which he answered no comments to most of the

:09:03. > :09:08.questions which were put to him. A month earlier, Mrs Dunleavy's body

:09:09. > :09:12.had been on Earth from the shallow grave on Corstorphine Hill. James

:09:13. > :09:18.Dunleavy denies murder. The trial at the High Court in Edinburgh

:09:19. > :09:25.continues with the prosecution expected to close its case tomorrow.

:09:26. > :09:28.A man who killed a former leader of East Dunbartonshire Council with a

:09:29. > :09:31.single punch days before last Christmas has been jailed for five

:09:32. > :09:35.years. 25-year-old Darren Murphy hit John Morrison in the face in Dunlop

:09:36. > :09:38.Street in Glasgow causing him to fall over and hit his head. Murphy

:09:39. > :09:42.then left the 50-year-old lawyer in the street to go to a nightclub. He

:09:43. > :09:45.claimed to have acted in self defence, but was convicted of

:09:46. > :09:47.culpable homicide at the High Court in Glasgow.

:09:48. > :09:50.It is one of the biggest housing projects in Europe and the

:09:51. > :09:53.Commonwealth Athletes' Village in the East End of Glasgow is now

:09:54. > :09:56.complete. Today, organisers have taken ownership of the properties to

:09:57. > :10:04.get them ready for the games. Here's our Commonwealth Games reporter,

:10:05. > :10:07.Lisa Summers. Just a little landscaping left and

:10:08. > :10:11.the shape of this village in the heart of the East End of Glasgow is

:10:12. > :10:15.complete. It has been a challenge to design a village fit for over 6000

:10:16. > :10:20.athletes, as soon as the games as gone can be turned into family homes

:10:21. > :10:24.and stop this place will be buzzing. This home will accommodate

:10:25. > :10:30.about 16 athletes, so for example this room will be a communal living

:10:31. > :10:34.space. The real challenge for builders is to how to turn it into

:10:35. > :10:41.family homes after. After the games, this will be sealed off and an

:10:42. > :10:44.entirely different family home. Living spaces will become attics,

:10:45. > :10:49.walls will be partitioned and bedrooms turned into kitchens.

:10:50. > :10:54.We have a one-bedroom flats, up to four bedroom detached houses. Then

:10:55. > :11:00.we have a care home. There will be other facilities in time, small,

:11:01. > :11:05.shop facilities and a new community centre. The first of the homes goes

:11:06. > :11:10.on public sale at the start of debris ranging from ?75,000 up to

:11:11. > :11:16.?200,000. 400 properties will be rented. It is part of the

:11:17. > :11:20.regeneration project for Glasgow's east end. The work to reconvert them

:11:21. > :11:24.won't start until November. Now it is down to the team to make if you

:11:25. > :11:31.decisions. Which teams don't like each other? It is easier to say

:11:32. > :11:35.which teams do. There is always quite a camaraderie, but also a

:11:36. > :11:40.rivalry between the home nations. A lot of the smaller teams tend to

:11:41. > :11:44.club together. When the new owners pick up the keys, someone have a

:11:45. > :11:49.good story to tell about the previous occupants.

:11:50. > :11:52.Last week, the BBC TV series Stargazing Live 2014 had us all

:11:53. > :11:55.gazing skywards. Tonight, there's a further chance to learn more about

:11:56. > :11:58.everything from comets to constellations at a spin off event

:11:59. > :12:01.in Linlithgow. Our reporter Aileen Clarke is there poised amongst the

:12:02. > :12:09.telescopes. Aileen, you're hoping for a clear night sky, how's it

:12:10. > :12:14.looking? After tell you that it is a bit

:12:15. > :12:20.cloudy. Fingers crossed, you never know, we'll keep them crossed. The

:12:21. > :12:24.rain is. The telescopes are out and poised. After last week on the telly

:12:25. > :12:32.we have been looking towards the sky. It has whetted our appetites.

:12:33. > :12:37.Some people still got a pretty good view in the north of Scotland of the

:12:38. > :12:41.Northern lights. On the 2nd of January, John in Orkney decided it

:12:42. > :12:46.was too cold to sit out and instead set the camera up outside his house

:12:47. > :12:52.to do the watching for him. This is the result of around 300

:12:53. > :12:56.photos taken between 9pm and 12:30am. Despite some cloud, you can

:12:57. > :13:01.see the green light to show illuminating the horizon. We are

:13:02. > :13:05.used to seeing rainbows, but in Shetland Johnny Simpson caught

:13:06. > :13:12.this. It is created by moonlight. In this

:13:13. > :13:19.one, you can see the aurora making an appearance on the left. In

:13:20. > :13:26.Caithness, Karen was out at 11:30pm to capture the aurora above some

:13:27. > :13:31.standing stones. Here in Linlithgow, this event is

:13:32. > :13:37.here to help us find out what else we should be looking for. I'm joined

:13:38. > :13:39.by someone from the Royal Observatory in Edinburgh. Northern

:13:40. > :13:45.lights were a bit disappointing, but there is more to look for. Lots of

:13:46. > :13:50.things to look out for. One thing people could look out for in

:13:51. > :13:54.Scotland at the moment is Jupiter, is to spot, very bright. Lots of

:13:55. > :14:02.mums and dads and children coming tonight. What is the first thing

:14:03. > :14:06.they should look out for? One of the easiest consolations to spot, to

:14:07. > :14:13.recognise, is Orion and that is very visible in the South. One of the

:14:14. > :14:17.easiest ways to recognise it is the three stars of Orion's out, almost

:14:18. > :14:26.the same brightness in a straight line. It is a great place to start.

:14:27. > :14:30.To help them in that regard, you have a planetarium set up inside the

:14:31. > :14:36.hall here. That will give them a few clues. We have lots of activities

:14:37. > :14:42.going on inside. Even though we have clout, we have a night sky inside.

:14:43. > :14:47.We are keeping our fingers crossed that the cloud does move and that --

:14:48. > :15:00.and dust part so we get a good view of the night sky. -- has part.

:15:01. > :15:06.Other stories from across Scotland this Monday.

:15:07. > :15:13.A fatal accident inquiry has heard that the helicopter did not undergo

:15:14. > :15:19.an engine shutdown between flights. The helicopter came down in 2009

:15:20. > :15:23.killing all 16 men on board. A man has been jailed for eight

:15:24. > :15:28.years for raping a woman after she walked home along this road after a

:15:29. > :15:34.light out. -- a night out. He dragged her into bushes. He held a

:15:35. > :15:38.screwdriver to her neck as he carried out the attack in September,

:15:39. > :15:42.2012. Extra police have been put on duty

:15:43. > :15:47.in Edinburgh city centre at weekends to help combat drink related

:15:48. > :15:50.incidents. It follows a review of operations and feedback from the

:15:51. > :15:55.public. Work has started on a new ?15

:15:56. > :15:59.million bridge over a river in Aberdeen. It is hoped it will help

:16:00. > :16:04.ease traffic congestion and should be complete by autumn of next year.

:16:05. > :16:09.This is a clear sign that this project is happening and it is going

:16:10. > :16:14.to be built. The money is there, the work is happening. They will be able

:16:15. > :16:20.to look forward to driving over it in the autumn of 2015. A number of

:16:21. > :16:23.landowners say they will oppose moves by the Highland Council to

:16:24. > :16:28.take over their land to build the so-called West Link bypass around

:16:29. > :16:32.Inverness. It could mean a public inquiry will have to be held. Cars

:16:33. > :16:38.will be banned from Edinburg's Waverley station. Only taxis

:16:39. > :16:45.retirements and some disabled travel services will be granted access. The

:16:46. > :16:49.move is to reduce congestion and increase safety. Scottish locations

:16:50. > :16:52.could feature in more Hollywood blockbusters after the Ministry of

:16:53. > :17:00.Defence launched a drive to promote military sites as film sets. Sites

:17:01. > :17:03.are being offered to film makers and broadcasters.

:17:04. > :17:14.More stories from your area and all of the latest news on BBC

:17:15. > :17:18.Scotland's website. Have you enjoyed some feasting over

:17:19. > :17:21.the past few weeks? Well, the UK's first MSc in gastronomy begins near

:17:22. > :17:25.Edinburgh this month. But it's not a course in how to eat well. It spans

:17:26. > :17:27.everything from global food injustice to food history and

:17:28. > :17:33.subjects range from diets to politics. Morag Kinniburgh reports.

:17:34. > :17:40.Gastronomy comedy at of good eating. The UK's first MSc in it

:17:41. > :17:47.claims to be more than fine dining. Students will learn from experts on

:17:48. > :17:54.side. -- on site. It is not about pretty pictures on plates. It is

:17:55. > :17:57.about real food with integrity. Soup kitchens and food banks are as

:17:58. > :18:02.important as top end cuisine. We want to create a more serious

:18:03. > :18:07.dialogue around food and drink in Scotland. We also want to try and

:18:08. > :18:13.reconnect people with good, local, healthy food. There is funding for

:18:14. > :18:16.five years. The hope is graduates will become agents of change,

:18:17. > :18:23.promoting a more holistic approach to healthy eating. My interest is to

:18:24. > :18:29.help people to negotiate the food industry and their weekly shop, to

:18:30. > :18:33.have more knowledge and understanding and confidence of what

:18:34. > :18:39.they are buying. It gives me a base where I can network more, make more

:18:40. > :18:42.contacts and have that sort of formal qualification. Hopefully, it

:18:43. > :18:48.would take me to a job where I can try and influence the way people

:18:49. > :18:53.think about food in the country. University thinks the course will

:18:54. > :18:56.pave the way for changing Scotland's food and drink, making

:18:57. > :19:05.the degree more a matter of social change rather than fine dining.

:19:06. > :19:09.It all looks lovely! Let's turn our attentions to sport

:19:10. > :19:14.and some verbal sparring at the boxing, Rhona.

:19:15. > :19:18.Scotland's world boxing champion Ricky Burns says his jaw is ready to

:19:19. > :19:21.face his American challenger Terence Crawford. Burns' jaw was broken in

:19:22. > :19:25.his last fight, but he's now back sparring ahead of his first bout

:19:26. > :19:29.back in March. However, the build up to all of that was overshadowed

:19:30. > :19:32.today, as Alasdair Lamont reports. This report contains flash

:19:33. > :19:37.photography. Today was supposed to be about this plan, defending this

:19:38. > :19:44.belt. Instead, Ricky Burns took second billing to Stephen Simmons.

:19:45. > :19:50.You are getting smashed. He is defending his international silver

:19:51. > :19:54.cruiserweight title against the Englishman. As you can hear, there

:19:55. > :20:00.is no love lost. Shall we go out in the car park now? Maybe not a great

:20:01. > :20:07.idea to allow them to get up close and personal than. It did not end

:20:08. > :20:12.there. You are going to be in a world of pain. The real star knows

:20:13. > :20:17.all about pain. He says his jaw is standing up to the punches. The

:20:18. > :20:23.first one, that was the worry. Always in the back of your head. Now

:20:24. > :20:29.it has been tested, I know it is OK. Another six weeks to go. Fingers

:20:30. > :20:32.crossed, we will have no accidents. I remember sitting in the hospital

:20:33. > :20:35.with him and he was in a huge amount of pain. I was not sure he would

:20:36. > :20:41.never fight again. But something in him once to do it again, don't ask

:20:42. > :20:45.me what it is. He is a warrior. Scotland should be proud. It will be

:20:46. > :20:54.huge night. That could be an understatement.

:20:55. > :20:57.It's back to Grand Slam business for Andy Murray after back surgery. He

:20:58. > :21:00.opens his account at the Australian Open tomorrow. Murray meets Japan's

:21:01. > :21:04.Go Soeda around 6am UK time. Now, the Scot is playing down his chances

:21:05. > :21:07.of success, but his rivals aren't. Kheredine Idessane reports from the

:22:06. > :22:11.here at the Australian open last year. He won the US Open. He knows

:23:29. > :23:31.to fruition. We are making good progress and that is the important

:23:32. > :23:35.thing. Still a long way to go. I'm really happy with the progress we

:23:36. > :23:38.have made to date. John Higgins is true to the quarterfinals of the
