:00:15. > :00:17.guardian", we ask whether it means more protection for children - or

:00:18. > :00:30.unwanted interference in family life. I am surprised that they have

:00:31. > :00:32.made a bill for that. Some parents are more than capable of looking

:00:33. > :00:39.after their own children, other parents, possibly not.

:00:40. > :00:44.Also on the programme: David Murdoch may have done it, he has. Going for

:01:11. > :01:14.Good evening. It's the most wide-ranging bill affecting children

:01:15. > :01:18.ever to be introduced in the Scottish Parliament. Members have

:01:19. > :01:23.been debating it all day, and tonight, will vote it into law. So

:01:24. > :01:27.what's in it? Well, all three and four year olds will be entitled to

:01:28. > :01:34.600 hours a year of free nursery care, instead of 475. Young people

:01:35. > :01:38.will be able to remain in foster care until they're 21. And from next

:01:39. > :01:43.year, free school meals will be available to every child in Primary

:01:44. > :01:47.One, Primary Two and Primary Three. But the most controversial aspect of

:01:48. > :01:50.the new law is that the State will assign a named person to monitor

:01:51. > :01:54.every single child in Scotland, from birth to adulthood. Critics say it

:01:55. > :01:57.undermines the role of the family and could face legal challenges.

:01:58. > :02:07.Here's our education correspondent, Jamie McIvor.

:02:08. > :02:13.An adult in authority keeping an eye out for every toddler, every child

:02:14. > :02:18.and even teenagers is old enough to vote in the independence referendum.

:02:19. > :02:26.Named individuals or state guardians as some have dubbed them, mean added

:02:27. > :02:30.protection for vulnerable children. A lot of interference, but some

:02:31. > :02:39.people do need that, but a lot of people don't. Children at risk would

:02:40. > :02:42.benefit from that. My child since birth has that the midwife and they

:02:43. > :02:50.have moved on to the health visitor and the GP. What is being proposed?

:02:51. > :02:53.The idea is someone in authority would be assigned to every child or

:02:54. > :02:58.young person. The thinking is they could help in several ways. Spotting

:02:59. > :03:03.a health problem or emotional difficulty. Offering practical

:03:04. > :03:08.advice to families who want it, as well as acting as a guard against

:03:09. > :03:13.neglect or abuse. One big children's charity is a big supporter. Any

:03:14. > :03:17.child or young person can become vulnerable for a particular reason

:03:18. > :03:23.at any time in their life, just the same as any parent can need support

:03:24. > :03:26.at any time in their life. But the idea has been criticised by some

:03:27. > :03:34.churches, lawyers and opposition politicians. I don't exist that sums

:03:35. > :03:42.-- I don't accept that some children between zero and 18 need help. The

:03:43. > :03:48.government believes criticism like this is misplaced. In the Highlands

:03:49. > :03:52.it has been proven to work, it has reduced bureaucracy, it has meant

:03:53. > :03:55.services are provided in a slicker way, it has meant other

:03:56. > :03:59.professionals can target more vulnerable families because there

:04:00. > :04:04.are times freed up. It is also being developed in response to what

:04:05. > :04:09.parents have told us. The bill is expected to be passed by MSP is this

:04:10. > :04:11.evening. Critics warned there could still be legal challenges.

:04:12. > :04:14.Our political editor Brian Taylor is at the Parliament. Brian, the bill

:04:15. > :04:20.is yet to be actually voted into law. How much of a formality will

:04:21. > :04:27.that be? They are still discussing that very issue of the context of

:04:28. > :04:33.the bill -- contents of the bill. Amendments of the Conservatives'

:04:34. > :04:36.opposing named persons. There have been complaints from a number of MSP

:04:37. > :04:41.'s, not just in the opposition but across the parties. But the bill is

:04:42. > :04:46.not accompanied by sufficient financial details about the costs,

:04:47. > :04:50.the capital costs, investment costs, of meeting those new promises on

:04:51. > :04:53.childcare. Ministers said they would look at that and come back to

:04:54. > :04:56.Parliament. Despite all of that I think the bill will go through

:04:57. > :05:00.tonight. The vote is expected at 8pm or perhaps later. They really are

:05:01. > :05:02.taking their time to go through this bill.

:05:03. > :05:06.And away from the Children's bill, Brian, we've had competing claims

:05:07. > :05:13.today on the impact of independence. Bring us up to speed. We have.

:05:14. > :05:19.Ministers from the UK and Scottish Government, Danny Alexander was

:05:20. > :05:23.looking at a situation, he said, we're independence that happened but

:05:24. > :05:28.the Scottish Government was not accepting its share of the UK debt.

:05:29. > :05:33.He said those circumstances, the global financial markets would get

:05:34. > :05:35.spooked, they would look at this Scotland -- as Scotland's

:05:36. > :05:41.defaulting. This could push up borrowing costs and good mean an

:05:42. > :05:45.average mortgage could be ?5,200 a year more expensive. John Swinney

:05:46. > :05:50.said it was nonsense, there was no evidence of higher borrowing costs.

:05:51. > :05:54.Smaller country -- smaller countries often had lower borrowing costs. The

:05:55. > :05:58.Scottish Government would be willing to pay a share of that debt, but

:05:59. > :06:02.only if there was a wider deal on issues of the Bank of England and

:06:03. > :06:06.other currencies. If the UK insist upon being the continuing state and

:06:07. > :06:10.having all the assets, it gets the liabilities as well. He said that

:06:11. > :06:15.would mean the rest of the UK would pay far more to cover that debt.

:06:16. > :06:18.Brian, many thanks. Scotland's male curlers are just one

:06:19. > :06:22.match away from gold at the Winter Olympics in Sochi. David Murdoch's

:06:23. > :06:29.all-Scottish Team GB have beaten Sweden in a dramatic semifinal, and

:06:30. > :06:32.now play Canada for gold on Friday. But there was disappointment for the

:06:33. > :06:35.girls, as Eve Muirhead's rink lost their semi final, and now play in

:06:36. > :06:44.the bronze medal match tomorrow. From Russia, David McDaid reports.

:06:45. > :06:51.They turned up colourful and confident. Very excited and we think

:06:52. > :06:57.the boys will do well tonight and the girls will do well this

:06:58. > :07:04.afternoon. But to do have hours later, that confidence was shaken.

:08:52. > :08:55.you why. The number of people out of work in

:08:56. > :08:59.Scotland has fallen again. Unemployment fell by 3,000 between

:09:00. > :09:05.October and December last year. Our economics correspondent Colletta

:09:06. > :09:08.Smith is here, and can tell us more. We've had a double whammy of good

:09:09. > :09:11.news for the economy today. Firstly, people spent more going shopping

:09:12. > :09:16.last month after a disappointing run-up to Christmas. Like for like

:09:17. > :09:22.sales rose by 2.5% in January, compared with the same month last

:09:23. > :09:25.year. And the second news we had, as we mentioned earlier is about more

:09:26. > :09:29.people finding work. For the final three months of last year the number

:09:30. > :09:33.of unemployed people fell to 7.1% in Scotland. That's still slightly

:09:34. > :09:38.lower than the figure of 7.2% for the UK as a whole. And the focus for

:09:39. > :09:49.getting people back to work is on the group that's been hardest hit -

:09:50. > :09:53.young people. The number of people in work in Scotland is rising.

:09:54. > :10:00.Today's employment figures leave a sweet taste in the mouth. These

:10:01. > :10:07.teenagers are being taught how to perfect their bar skills, they are

:10:08. > :10:17.among those back at work. Gaining confidence is also a crucial part of

:10:18. > :10:20.this Learning For Life programme. I was looking for jobs and struggling

:10:21. > :10:26.a bit, but I got onto this course and I am happy with that. It is a

:10:27. > :10:32.massive achievement to go through all of this. It is a massive

:10:33. > :10:35.opportunity. Over the last year, job figures have been getting better and

:10:36. > :10:39.better with Scotland outperforming the UK average. With a big year

:10:40. > :10:47.ahead, those running hotels and bars are planning to take on more staff.

:10:48. > :10:53.2014 for Scotland, is this not -- if this is not an opportunity for

:10:54. > :10:58.growth and opportunity, the Commonwealth Games, a fantastic

:10:59. > :11:06.opportunity. Young people need to make sure they have the right skills

:11:07. > :11:09.to get jobs. This final bit of preparing people, young people, for

:11:10. > :11:15.work is really important. Employers really need to get behind committing

:11:16. > :11:19.to that experience. There is plenty to celebrate for those 3000 people

:11:20. > :11:21.who cannot work at the end of last year. And those who are hopeful for

:11:22. > :11:25.2014. And Colletta, they are not the only

:11:26. > :11:28.ones celebrating are they? Both sides in the referendum debate are

:11:29. > :11:33.claiming these figures are positive for them? Yes, indeed. It is

:11:34. > :11:41.something for Alex Salmond to smile about, after a difficult week for

:11:42. > :11:45.the Yes campaign. But the Better Together campaign are seeing

:11:46. > :11:49.Scotland's economy can continue to grow in the UK structure. Both sides

:11:50. > :11:53.saying this is good news but for different reasons. Thanks very much.

:11:54. > :11:56.A 63-year old man has been arrested in connection with allegations of

:11:57. > :12:00.historic sexual and physical abuse at Fort Augustus Abbey school. The

:12:01. > :12:03.man - from the west of Scotland - is the fourth person to be arrested

:12:04. > :12:08.during a police investigation into the former boarding school near Loch

:12:09. > :12:11.Ness, which began last March. A report has been sent to the Crown

:12:39. > :12:44.mph. Last month the court heard for the 35-year-old reached speeds of

:14:42. > :14:49.they face. Tonight, our reporter looks at the personal cost of caring

:14:50. > :14:57.for a family member. This is Nicola. She is meeting her

:14:58. > :15:01.nine-year-old son. He has a complex learning difficulty which means he

:15:02. > :15:12.requires constant supervision. So she can look after him, she has gone

:15:13. > :15:16.from a well-paid job to on benefits. It is quite humiliating and

:15:17. > :15:23.depressing. To be short of money all the time is depressing. There are

:15:24. > :15:27.650,000 carers in Scotland, most of them are family members and they are

:15:28. > :15:33.often the poor is people in the country. To replace them with paid

:15:34. > :15:39.staff it could cost as much as ?10 billion a year. As well as being

:15:40. > :15:43.trapped in poverty, unpaid carers are also likely to suffer from poor

:15:44. > :15:47.physical and mental health. That is why the Scottish government are

:15:48. > :15:52.launching a new carers Bill which is out for consultation now. They want

:15:53. > :15:58.local authorities to provide better support. Local authorities need to

:15:59. > :16:02.recognise the import the half. That is why legislation is important in

:16:03. > :16:11.making it sure they are more focused on the sport they should provide to

:16:12. > :16:18.carers. -- support. Campaigners say carers have waited far too long to

:16:19. > :16:23.get proper rights. It is not that 650,000 carers will get a huge bonus

:17:39. > :17:44.wonder what they did to him. If only he could speak. The dog was found

:17:45. > :17:49.outside the superstore and later in the same day. Two other dogs were

:17:50. > :17:58.found outside another Tesco. Another dog was taken from Mr premarket and

:17:59. > :18:01.then brought to Dumfries. -- from this supermarket. This Morrisons

:18:02. > :18:06.supermarket seems to be the only common feature. Three of the dogs

:18:07. > :18:11.were taken from here. In the fourth case, a dog stolen 60 miles away in

:18:12. > :18:17.Annan was dumped here. For dogs at this stage and only two likely

:18:18. > :18:22.leagues. It is either a prank were dogs were taken just for the fun of

:18:23. > :18:28.it. Or they were taken and assessed for their value and is not valuable

:18:29. > :18:32.where dumped somewhere else. Until police get to the bottom of this

:18:33. > :18:38.crime, the idea -- the advice is not to leave your dog unattended when

:18:39. > :18:44.you go shopping. Why would you leave a pet on the pavement which is more

:21:19. > :21:21.comes a big difference for the boxers, they will fight without

:21:22. > :21:27.wearing head guards. You do not need to worry without your head guard

:21:28. > :21:33.being adjusted if you're not wearing it. Head guards were introduced in

:21:34. > :21:38.1984 but the boxing Association has changed their views following two

:21:39. > :21:44.separate studies. Evidence shows a lack of headgear reduced the risk of

:21:45. > :21:48.concussion. Opponents not applying so much force is protected and

:21:49. > :21:59.concerns over headgear blocking peripheral vision. I have always

:22:00. > :22:08.said getting hit on headgear, you cannot shake it off. It happens. It

:22:09. > :22:14.would be terrible to get a cut, but that is the risk you take. The

:22:15. > :22:19.removal of head guards only applies to male boxers with these fighters

:22:20. > :22:24.welcoming the change. Time to look at what else is

:22:25. > :22:28.happening across Scottish port. They may have started the six Nations

:25:02. > :25:04.scored well in the ratings. The listings are compiled from reviews

:25:05. > :25:08.from people who actually have visited the islands. And while the

:25:09. > :25:16.climate in the Caribbean might be more tropical, the weather does not

:25:17. > :25:22.seem to put travellers off. I was on holiday myself and Harris and lose.

:25:23. > :25:26.We had sunshine, rain and snow all in one day. It did not make any

:25:27. > :25:31.difference to the fantastic experience, reviews and the beaches

:25:32. > :25:35.and the people we met who made us feel really welcome. I think it is a
