:01:25. > :01:27.each other today as the future of North Sea oil and gas became the

:01:28. > :01:30.focus of the independence debate. The UK and Scottish Cabinets met

:01:31. > :01:43.separately in the Aberdeen area. From there, our political editor

:01:44. > :01:47.Brian Taylor reports. Offshore the prime minister argues

:01:48. > :01:51.that only the UK's economic clout can extract the wealth from the

:01:52. > :01:56.North Sea. Offshore the Scottish First Minister says that Scotland

:01:57. > :02:02.should now take control. Here in Aberdeen the port is busy, the city

:02:03. > :02:14.buoyant, but who is best placed to exploit the next phase of the North

:02:15. > :02:21.Sea, those deep finds. David Cameron wants to maximise recovery and a big

:02:22. > :02:24.step forward in carbon capture. Oil and gas is getting harder to

:02:25. > :02:27.recover, it is more important than ever that the North Sea oil and gas

:02:28. > :02:31.industry has the backing of the whole of the United Kingdom is the

:02:32. > :02:36.deep pockets and a broad shoulders of the UK economy will make sure

:02:37. > :02:39.that there is the tax allowances, the solidity, the investment, to

:02:40. > :02:44.make sure that we go on benefiting from this for years to come. A big

:02:45. > :02:52.day then for the debate over Scotland's future. Whilst the UK

:02:53. > :03:06.Cabinet was in Aberdeen, the Scottish Cabinet was just import

:03:47. > :03:52.said the SNP. It is British investment, said Unionist 's.

:03:53. > :03:58.Familiar arguments, but a new phase. Oil is being cited as an

:03:59. > :04:06.economic bonus of independence. Whilst Unionists argue that the UK

:04:07. > :04:16.is best placed to harness the oil of the UK. The importance of the

:04:17. > :04:19.industry cannot be overstated. It is huge. David Cameron here is

:04:20. > :04:25.confronting... He is coming not just to Scotland but to north-east SNP

:04:26. > :04:33.heartland and confronting an issue, Island gas, which has been a

:04:34. > :04:36.heartland push of its own, heartland advantage to them. They believe it

:04:37. > :04:40.is advantageous to their cause. David Cameron is confronting that

:04:41. > :04:44.indirectly and seeing that the oil may be in Scottish waters but the

:04:45. > :04:51.investment has been British and the tax base required to smooth out oil

:04:52. > :04:55.price volatility is also in that UK tax base. Alex Salmond says, look

:04:56. > :04:59.across the sea to normally, you have a country that is the same size as

:05:00. > :05:05.Scotland that has prospered, indeed, grown extremely wealthy, on

:05:06. > :05:09.oil. David Cameron says that right now we're facing difficult decisions

:05:10. > :05:13.to get the hard to reach fields and that requires British clout. It is a

:05:14. > :05:21.big issue and a big deciding point in this referendum. And the main

:05:22. > :05:26.voters may well have been five miles apart, but no interaction -- the

:05:27. > :05:30.main players. No interaction. Alex Salmond renewing his call for a

:05:31. > :05:33.head-to-head televised debate with the Prime Minister. The prime

:05:34. > :05:38.minister saying no, he does not have a vote in this referendum. He says

:05:39. > :05:44.that it should be the direct players in the referendum that beat

:05:45. > :05:46.head-to-head. He suggests that that is Alex Salmond and Alistair

:05:47. > :05:54.Darling, the head of the Better Together campaign.

:05:55. > :06:00.Let us bring you some more details. The further advantage of a carbon

:06:01. > :06:04.capture pilot in Peterhead. Money is being made available for detailed

:06:05. > :06:09.plans to be drawn up. Today we face a challenge.

:06:10. > :06:14.It is a major renovation which could significantly reduce worldwide

:06:15. > :06:18.emissions of greenhouse gas, but carbon capture technology is still

:06:19. > :06:25.in its infancy. And one of the big five oil producers hopes to prove it

:06:26. > :06:30.can work here in Peterhead. Visiting today, the coalition government

:06:31. > :06:36.announced a ?100 million investment in designing the schemes, one of

:06:37. > :06:43.just two pilot projects in the UK. We have been committed as a lotion

:06:44. > :06:47.to develop carbon capture since 2010. We have had six entrants, it

:06:48. > :06:56.just so happens that this project 13. The new facility would be tagged

:06:57. > :07:01.onto one of the gas turbines pained me. It would suck out the carbon

:07:02. > :07:05.from the emissions, send it into a pipeline deep underground and out to

:07:06. > :07:09.sea. This is still only a development phase for carbon

:07:10. > :07:17.capture, with the decision due next year. UK ministers insist a Yes vote

:07:18. > :07:27.in next year's -- this year's referendum with it it in jeopardy.

:07:28. > :07:36.Carbon capture storage is really necessary if we to it -- we are to

:07:37. > :07:40.achieve our carbon cutting targets. Scotland has a reputation worldwide

:07:41. > :07:47.for having developed a framework for carbon capture storage. The Dutch

:07:48. > :07:50.oil giant Shell, which is behind the Peterhead Project says that the

:07:51. > :07:55.outcome of the referendum is for the Scottish people to decide, with

:07:56. > :08:06.economic stability being their only concern. As a company we need a

:08:07. > :08:10.clear investment plan. We need stability and environment, we look

:08:11. > :08:16.for that from which ever particular government is in power. This project

:08:17. > :08:24.is a long way off happening, with economic and political hurdles among

:08:25. > :08:28.those it has to overcome. You can see more on the referendum

:08:29. > :08:31.on a special debate on BBC Two at 10.30pm tonight, where our panel of

:08:32. > :08:34.interviewers and experts will be putting their questions to both

:09:12. > :09:13.Two women have been charged by police investigating allegations

:09:14. > :09:16.about the standard of care at a privately run school in Aberdeen.

:09:17. > :09:20.The Hamilton School was closed down on Friday. Today parents were given

:09:21. > :09:23.a list of 14 immediate concerns by the Care Commission about the way

:09:24. > :09:35.the nursery was being run. Fiona Stalker reports.

:09:36. > :09:40.The start of another school day, but for these peoples from the Hamilton

:09:41. > :09:44.School it is far from lessons as usual. They are being taught here,

:09:45. > :09:49.at this mothballed primary, after Hamilton was shut down on Friday. We

:09:50. > :09:56.came on Saturday and looked at facilities the premises. We are not

:09:57. > :10:02.happy with their condition. But this is a temporary measure, it is a very

:10:03. > :10:05.sad time. This new arrangement might not be ideal, but the Scottish

:10:06. > :10:09.Government said it had no option but to close the school after inspectors

:10:10. > :10:13.said that they were not confident children were safe and well cared

:10:14. > :10:18.for. Then Hamilton took the decision not to open the nursery today. This

:10:19. > :10:24.former staff member contacted authorities with concerns. I was

:10:25. > :10:26.concerned about the treatment of children with additional support

:10:27. > :10:35.needs, because these were not being met, when practitioners tried to

:10:36. > :10:44.approach management about this they were not taken seriously and I saw

:10:45. > :10:49.some... Some treatment of these children that just should never have

:10:50. > :10:52.happened. Questions enabling and asked as why problems were not

:10:53. > :10:55.picked on earlier. We believe that we have ticked up on issues with

:10:56. > :11:00.this nursery before, we have taken action and parents have seen

:11:01. > :11:05.results. As soon as this started to slip back and we have seen concerns

:11:06. > :11:09.we have moved in quickly and thoroughly and carried out the

:11:10. > :11:12.action we have seen today. Management at the school said they

:11:13. > :11:16.were stunned by the decision to close the school and they did not

:11:17. > :11:23.believe it was in the best interests of the school, the parents are the

:11:24. > :11:27.85 staff that were employed here. Police say they're not looking for

:11:28. > :11:30.anyone else in connection with the deaths of two people discovered last

:11:31. > :11:33.night at their South Queensferry home. Police were called to a house

:11:34. > :11:35.in Echline Gardens around five o'clock yesterday evening. Two

:11:36. > :11:38.bodies were discovered and while detectives haven't confirmed any

:11:39. > :11:40.other details, it's believed they were husband and wife Donna and

:11:41. > :11:44.Kenneth Graham. The mother of a Territorial Army

:11:45. > :11:47.soldier who died of heatstroke in Iraq more than ten years ago has

:11:48. > :11:50.received an apology from the Ministry of Defence. Private Jason

:11:51. > :11:53.Smith from Hawick died in August 2003. He had repeatedly told medical

:11:54. > :11:56.staff he was feeling unwell before collapsing and suffering cardiac

:11:57. > :11:59.arrest. An inquest last year ruled there was a missed opportunity for

:12:00. > :12:08.army chiefs to step in before he collapsed. The MoD apologised

:12:09. > :12:11.unreservedly. In the last two years the demand at

:12:12. > :12:14.food banks around Scotland has almost tripled, according to the

:12:15. > :12:19.latest figures. It is partly the result of welfare reforms. In

:12:20. > :12:23.Glasgow alone there are 26 food-parcel services, one of the

:12:24. > :12:27.largest had to close its doors last week when it ran out of supplies.

:12:28. > :12:33.Aileen Clarke went along this morning as it got back up and

:12:34. > :12:39.running. This is the store room at Glasgow

:12:40. > :12:43.food bank. Today the shelves are not looking too bad, but it was quite a

:12:44. > :12:48.different situation just a few days ago. I am joined by Grant Campbell.

:12:49. > :12:54.Just how desperate was at last week? was very desperate, the

:12:55. > :12:57.shelves last week were quite -- are quite full, but last week they were

:12:58. > :13:01.quite empty. We would normally be able to give people are food parcel

:13:02. > :13:06.to help them to the week, this is the first time we have ever had to

:13:07. > :13:12.suspend our services. After a plea for donations to fill these shelves,

:13:13. > :13:16.members of the public, churches and local businesses have literally, the

:13:17. > :13:22.goods. These days it is not just the homeless that are helping. What kind

:13:23. > :13:28.of people are you helping? We are seeing new people who are accessing

:13:29. > :13:31.our services who would never have thought of trying to get a food

:13:32. > :13:38.parcel. People who are in work, who have play in it, who are struggling

:13:39. > :13:41.day to day. Staff year helped this man apply for benefits, so he is

:13:42. > :13:48.hopeful this will be his third but last food parcel that he will need.

:13:49. > :13:52.I left a job that I could not handle. I had a bit of savings, when

:13:53. > :13:57.that went I had nothing. I heard about this food place. You are

:13:58. > :14:03.hopeful that money will be coming in June we be -- and you may be will

:14:04. > :14:12.not need the food bank after that? Yes. This is just one of a number of

:14:13. > :14:16.food banks in this city and indeed throughout the country, but there is

:14:17. > :14:24.great relief here today that they can resume the help that so many

:14:25. > :14:28.people have come to rely on. Is A man and a woman have been injured in

:14:29. > :14:31.an avalanche in the Ben Nevis area. Police Scotland say the female hill

:14:32. > :14:34.walker is in a serious condition. The Lochaber Mountain Rescue Team

:14:35. > :14:37.and a Royal Navy helicopter are at the scene. The avalanche in the
