:01:05. > :01:22.music charts. The Falkirk MP Eric Joyce is

:01:23. > :01:26.considering his position as a politician after he was convicted of

:01:27. > :01:29.abusive behaviour. He repeatedly hurled insults at baggage handlers

:01:30. > :01:32.at Edinburgh Airport and also admitted racially abusing a police

:01:33. > :01:36.officer after drinking on a flight last year. Today he was fined ?1,500

:01:37. > :01:46.at the city's sheriff court and apologised for his behaviour. Steven

:01:47. > :01:51.Godden reports. It is a journey he has made before,

:01:52. > :01:56.Eric Joyce enters a court building to admit his guilt and emerges

:01:57. > :02:00.afterwards to say sorry. The MP accepts a breach of the peace charge

:02:01. > :02:07.for what the sheriff described as a prolonged, threatening, a and

:02:08. > :02:16.fuelled rant. -- drink. I should apologise. To everyone affected. I'm

:02:17. > :02:21.very embarrassed, I am very sorry it happened and I have been fined and

:02:22. > :02:22.will pay compensation accordingly. I track the abuse began at Edinburgh

:02:23. > :02:31.airport. He had been drinking and had left

:02:32. > :02:36.his phone on the plane. In the baggage terminal, he began shouting

:02:37. > :02:41.and swearing at members of staff who were visibly shaken when police

:02:42. > :02:46.arrived. His behaviour continued after his arrest. En route to the

:02:47. > :02:51.station, the former harm a major called one of the officers fat and

:02:52. > :02:55.black. On top of a ?1500 fine, he was ordered to pay the office of ?50

:02:56. > :03:01.and the baggage handler ?100 in compensation. His predecessor in the

:03:02. > :03:12.constituency said that it should be the final straw. The people of

:03:13. > :03:17.Falkirk must be fed up. He is really an unfit person to be a

:03:18. > :03:21.parliamentary representative. I think the sooner he goes, the

:03:22. > :03:28.better. In 2012, following an assault conviction, Eric Joyce said

:03:29. > :03:33.he would remain independent MP for Falkirk until the next election. A

:03:34. > :03:39.position he is now reconsidering. My instinct is to stay. The best thing

:03:40. > :03:50.is to wait and see how I feel in a few days. The decision is in his own

:03:51. > :03:53.hands. The Labour leader, Ed Miliband, has

:03:54. > :03:57.told the BBC that giving Holyood more power is "the right thing to

:03:58. > :04:00.do". He's promised to deliver further devolution if his party wins

:04:01. > :04:03.the next UK general election. Mr Miliband was speaking at Labour's

:04:04. > :04:06.Scottish Conference in Perth which has backed plans for additional tax

:04:07. > :04:09.and welfare powers to be transferred to the Scottish Parliament. From

:04:10. > :04:19.Perth, here's our political correspondent Glenn Campbell.

:04:20. > :04:26.No one spoke against more power for Holyrood, even this one-time critic

:04:27. > :04:30.was onside. I believe that we have a set of proposals which will not only

:04:31. > :04:35.enhance the settlement, it will improve people's lives. Only one

:04:36. > :04:40.speaker argued that the devolution commission was not old enough. We

:04:41. > :04:49.deny ourselves to shape a tax system in our own image. All those in

:04:50. > :04:53.favour question mark The vote was unanimous. The conference endorsed

:04:54. > :04:59.giving control of the first 15p of income tax. It was a package that

:05:00. > :05:09.the leader said Labour was committed to delivering. I believe this is an

:05:10. > :05:13.act of good faith. Of course, it would not be free Johann Lamont or

:05:14. > :05:19.for the next UK governments to revisit the powers if there is a no

:05:20. > :05:23.vote in the independence referendum. The man who hopes to lead the

:05:24. > :05:29.Government came to conference to argue that the UK allows Scotland to

:05:30. > :05:32.share risk and resources. He criticised the First Minister for

:05:33. > :05:38.promising corporation tax cut in the event of independence. Alex Salmond

:05:39. > :05:43.used to claim he was a great social democrat. He cannot any more. When

:05:44. > :05:47.he is advocating the race to the bottom that he used to condemn when

:05:48. > :05:56.it came for a Tory Government. He has been exposed. Afterwards, he was

:05:57. > :06:00.asked if you implement Labour's devolution commission plan. Yes, it

:06:01. > :06:04.is the right thing to do and it is the right way to combine fairness

:06:05. > :06:10.and redistribution across the United Kingdom with bringing power closer

:06:11. > :06:16.to people in Scotland. This is the conference where Labour committed to

:06:17. > :06:19.further devolution. In response to the Labour leader's

:06:20. > :06:22.speech, the head of the Yes Campaign, Blair Jenkins, said the UK

:06:23. > :06:25.was incapable of delivering social justice. Describing Mr Miliband's

:06:26. > :06:32.speech as "brief", Mr Jenkins said it would be a disappointment to many

:06:33. > :06:36.Labour members. He is talking about the need for greater social justice,

:06:37. > :06:40.greater quality and fairness. That is something that we have seen that

:06:41. > :06:44.the UK is incapable of delivering. We have had decades, Labour and

:06:45. > :06:48.Conservative governments, and at the same time the UK has become one of

:06:49. > :06:52.the most unfair societies in the developed world. There is nothing

:06:53. > :06:59.that was said today that would suggest there was any means to

:07:00. > :07:02.correct at huge imbalance. Let's go to our political editor

:07:03. > :07:06.Brian Taylor, who's at the Labour conference in Perth. That was the

:07:07. > :07:09.Yes campaign's response there to Ed Miliband, but how did the speech go

:07:10. > :07:14.down with his own side? It's gone down well, Sally. Labour are

:07:15. > :07:17.contented with the outcome. If you recall, one year ago they were in

:07:18. > :07:22.turmoil about more tax powers for the Scottish parliament. Now by a

:07:23. > :07:28.combination of lessening the powers and giving concessions, if you're

:07:29. > :07:33.like, to those who advocate, they have arrived at a situation where

:07:34. > :07:37.they were able to vote unanimously for the outcome. That is the

:07:38. > :07:41.internal. The external verdict, Labour argue strongly that this is a

:07:42. > :07:45.balance of more powers for the Scottish parliament with the clout

:07:46. > :07:49.of the UK, the clout of the UK's wider tax base to enable social

:07:50. > :07:53.justice to be facilitated for the people of Scotland and the remainder

:07:54. > :08:02.of the islands. We heard it from Ed Miliband, we heard it from Anas

:08:03. > :08:06.Sarwar. The record indicates that UK governance has not produced social

:08:07. > :08:13.cohesion, quite the opposite. Also, some remarks made at a Fringe

:08:14. > :08:18.meeting causing a few ripples. Yes, comments by

:08:19. > :08:25.MSP, she was talking about the business of the Armed Forces and

:08:26. > :08:32.offered the view that perhaps the military provision may be better

:08:33. > :08:36.done on a Europe-wide basis. I think the European Union looking towards

:08:37. > :08:41.the future and perhaps a single defence Force is certainly an idea

:08:42. > :08:44.that appeals to me, having been a Labour Party member who marched

:08:45. > :08:51.outside my own party's conference back in 2003 in Glasgow against the

:08:52. > :08:55.invasion of Iraq. It is certainly an idea that appeals to me to take

:08:56. > :08:58.defence out of the hands of nation-states and I know that that

:08:59. > :09:07.is not a view that is commonly shared. Tomorrow, we will hear from

:10:22. > :10:28.coming to kill my neck to see a friend. Hazel is five tall, she has

:10:29. > :10:31.a pale complexion and she is slim. You can see behind me police

:10:32. > :10:37.activity. I understand there has been a heavy police presence here

:10:38. > :10:40.since early morning. I have seen friends at officers coming in and

:10:41. > :10:46.out of the flat and police enquiries are ongoing. Police would like to

:10:47. > :10:54.hear from anyone who has seen Hazel since the 4th of March or knows

:10:55. > :10:57.anything about her whereabouts. The former Dunfermline MSP Bill

:10:58. > :11:03.Walker has been freed from jail after serving half of his term. The

:11:04. > :11:09.offences were against his three former wives and his stepdaughter.

:11:10. > :11:14.He left prison this morning. Mr Walker, who denies the charges,

:11:15. > :11:19.plans to appeal against his conviction. He has a court hearing

:11:20. > :11:24.for next month. Remember these scenes? A year ago

:11:25. > :11:27.today, the lights went out on Arran and the Kintyre peninsula. It was

:11:28. > :11:29.the start of a very cold week for many householders, as engineers

:11:30. > :11:33.battled through extreme conditions to restore power. Aileen Clarke has

:11:34. > :11:38.been looking back on a remarkable week of weather and community

:11:39. > :11:48.spirit. Pylons mangled, poles snapped, power

:11:49. > :11:52.cut to 15,000 homes on Kintyre and Arran, many of the homes in the

:11:53. > :11:58.first days after the storm also cut off from roads and even neighbours.

:11:59. > :12:05.Livestock not the only ones huddling together for warmth. This area was

:12:06. > :12:09.without power for the whole week, locals using the hotel which had a

:12:10. > :12:15.generator to escape their freezing homes. Among them, this new dad and

:12:16. > :12:18.his six-week-old baby. Everyone has been great, especially with the

:12:19. > :12:27.baby. Everyone has been checking if we need anything. Riley is a toddler

:12:28. > :12:33.now. His parents are very helpful for the -- grateful for the help

:12:34. > :12:35.they got. Mountain rescue came with mountains of formula and everything

:12:36. > :12:42.we could ever need, nappies and everything. It helped out so much.

:12:43. > :12:47.Just tried to keep him warm. Bottles and things needed to be sterilised,

:12:48. > :12:53.having no electricity made that difficult. We had a lot of things on

:12:54. > :12:57.the open fire. Yet we only moved in about a week before, so we did not

:12:58. > :13:02.know anyone. To be honest, it's kind of worked out well as we got to know

:13:03. > :13:07.everyone in the village. Further down the coast, there had been so

:13:08. > :13:12.much snow that the Coastguard were doing supply trips. We have a

:13:13. > :13:19.95-year-old woman at the track that is needing hot water bottles. Back

:13:20. > :13:23.to more familiar duties, but the efforts of the Coastguard and the

:13:24. > :13:26.other emergency services on the island were recognised by winning

:13:27. > :13:34.the UK resilience team of the year. A feather in a cap meaning that we

:13:35. > :13:44.beat the Metropolitan Police. Day after day, polled by poll, hundreds

:13:45. > :13:50.of electricity engineers rebuilt. Never had they seen such destruction

:13:51. > :13:53.by snow and ice. When the lights went out here, nobody predicted that

:13:54. > :13:58.it would be a week before some of the people on this island would have

:13:59. > :14:02.their power back. What was demonstrated on that long and very

:14:03. > :14:06.cold week was how a small island community could come together to

:14:07. > :14:14.cope with the largest and most severe storms.

:23:04. > :23:07.We have got the wet globe up tonight. It is wet and miserable

:23:08. > :23:12.outside at the moment but hopefully the weekend, it is not too bad,

:23:13. > :23:15.pretty chilly. Good evening. We are watching a band of rain across the

:23:16. > :23:18.country at the moment, it is persistent, once a clear is behind

:23:19. > :23:28.it we will continue to see a number of wintry showers and rice of ice as

:23:29. > :23:31.well. -- a risk of ice as well. It is cold and icy and further wintry

:23:32. > :23:35.showers across the Northwest again, further snowfall across the hills

:23:36. > :23:39.and the mountains. A cold night to come, temperatures down close to

:23:40. > :23:44.freezing in the countryside. To start the day tomorrow, it is a

:23:45. > :23:47.cold, icy start in places, still those showers in the Northwest being

:23:48. > :23:50.brought in on that fresh, south-westerly breeze but through

:23:51. > :23:54.the central belt, the south and east, it is largely dry and bright

:23:55. > :23:57.to start the weekend but the winds move more westerly and we will see

:23:58. > :24:03.showers come further south and east. By mid-afternoon tomorrow, expect

:24:04. > :24:06.some showers, in parts of Lanarkshire by mid-afternoon over

:24:07. > :24:09.towards the capital, through Fife and Angus as well. Further west, the

:24:10. > :24:14.showers are frequent through the day and I think nothing too heavy, some

:24:15. > :24:17.hail and under mixed in, across the hills and high ground we will see

:24:18. > :24:24.wintry showers at times as well. -- hail and thunder. Showers freak and

:24:25. > :24:28.for the Northern Isles. If you are hill walking are climbing, across

:24:29. > :24:32.the western ranges the showers will be of a wintry nature, the winds are

:24:33. > :24:37.strong enough for a chill and the temperatures are not good. Fantastic

:24:38. > :24:41.visibility. Across the eastern ranges, it stars of dry, bright and

:24:42. > :24:46.cold but later on we see that shower risk increase. If you are thinking

:24:47. > :24:51.about heading off skiing, it will be windy, but plenty of fantastic

:24:52. > :24:56.visibility around. Later on, we see wintry showers making their way

:24:57. > :24:58.further eastward. The rest of the afternoon, into the evening and

:24:59. > :25:02.overnight, we hold onto that Northwest wind and those showers are

:25:03. > :25:06.fairly frequent and widespread across the country. Looking ahead to
