:00:00. > 3:59:59That's all from us. Don't forget there's a first look at the papers

:00:00. > :00:18.over on the BBC News Good evening. The organisation

:00:19. > :00:21.representing rank and file police officers in Scotland has spent

:00:22. > :00:27.?100,000 in an attempt to "decontaminate" the service from

:00:28. > :00:30.scandals in other UK forces. The Scottish Police Federation has

:00:31. > :00:35.released three fictional films online, which are dramatisations of

:00:36. > :00:38.real police work. The aim is to improve perceptions of the force

:00:39. > :00:40.after allegations of corruption and wrongdoing, particularly in the

:00:41. > :00:51.Metropolitan Police. Tim Reid has this report.

:00:52. > :00:59.You are scum! Just go home. Calm down! A powerful message about the

:01:00. > :01:13.scenarios and the dilemmas that police face every day. What would

:01:14. > :01:16.you do? The films are part of a campaign to show that Scottish

:01:17. > :01:19.policemen are the good guys and not the villains. The reason - low

:01:20. > :01:22.police morale because of incidents like the plebgate affair involving

:01:23. > :01:31.former Cabinet Minister Andrew Mitchell, which many believe has

:01:32. > :01:35.affected their image. One of wrongdoing and scandal. The Police

:01:36. > :01:37.Service has been coming under incredible criticism and pressure,

:01:38. > :01:40.particularly over the last 12 months. We are trying to

:01:41. > :01:43.decontaminate the Scottish brand of policing from that which has been

:01:44. > :01:46.heavily vilified in England and Wales. Following the murder of

:01:47. > :01:48.Stephen Lawrence and claims of corruption, the Home Secretary

:01:49. > :01:56.ordered a judge-led inquiry after a damning report. It is imperative

:01:57. > :02:01.that public confidence and trust in the police is maintained. I do not

:02:02. > :02:04.believe corruption to be endemic in the police, and it is clear that the

:02:05. > :02:09.majority of policemen and women conduct themselves with honesty and

:02:10. > :02:12.integrity. Does Police Scotland need to be decontaminated from such

:02:13. > :02:19.events? The Force refused to comment. The Scottish Police

:02:20. > :02:23.Federation represents 13,000 rank and file officers and spent ?100,000

:02:24. > :02:28.on three new films to try to change public perceptions. The videos have

:02:29. > :02:31.been shown to politicians at Scottish Party conferences and

:02:32. > :02:37.viewed by thousands of people online. Today, we showed them to a

:02:38. > :02:41.few more people. But are they necessary? Most people would be able

:02:42. > :02:45.to tell the difference between the police force in England and the one

:02:46. > :02:49.up here. That is nothing to do with us at all. I have always found the

:02:50. > :02:55.policemen and women to be extremely polite and professional. The Police

:02:56. > :03:03.Service in Scotland has already gone under a huge overhaul with the

:03:04. > :03:07.merging of several different units. But headlines like these can impact

:03:08. > :03:13.morale. They hope these videos will address that.

:03:14. > :03:16.The EU has decided not to introduce legislation that would have made it

:03:17. > :03:21.cheaper to operate private pensions in an independent Scotland. In a

:03:22. > :03:24.surprising switch, the European Commission has decided to stick to

:03:25. > :03:27.the current regulations on cross-border pension funds. Earlier,

:03:28. > :03:40.our economics correspondent, Colletta Smith, explained the

:03:41. > :03:43.situation. Lots of schemes would become

:03:44. > :03:46.cross-border, and EU rules say they must be funded differently, meaning

:03:47. > :03:50.that people would have to pay more. A few weeks ago, we had indication

:03:51. > :03:54.from the EU that they would change that rule to mean that it would be

:03:55. > :03:56.cheaper to fund those cross-border pensions, but today they have

:03:57. > :04:00.switched direction and they have said that they will not change the

:04:01. > :04:03.rules. A lot of industry experts say that the upcoming referendum could

:04:04. > :04:07.have a huge impact. I believe that could have had a factor in this

:04:08. > :04:10.decision. It is clearly less controversial to maintain the status

:04:11. > :04:18.quo than to make a change that would have made Scottish independence

:04:19. > :04:21.somewhat easier. The EU say they are making sure that pensions are

:04:22. > :04:24.securely funded, but whatever the reason, private pensions are likely

:04:25. > :04:26.to become more expensive in an independent Scotland, something the

:04:27. > :04:30.government must address. This demonstrates that things have not

:04:31. > :04:33.changed at all. In November, we gave a clear assurance that pensions

:04:34. > :04:35.would be delivered and supported within an independent Scotland, and

:04:36. > :04:38.the arrangements for strengthening the financial health of cross-border

:04:39. > :04:47.schemes would be taken forward as part of the negotiation process

:04:48. > :04:50.within the union. Pro-union campaigners on the other side of

:04:51. > :04:53.this debate say that the announcement today is a blow for the

:04:54. > :04:58.Scottish Government's plans post-independence.

:04:59. > :05:00.Meanwhile, a group of senior financiers has written a public

:05:01. > :05:03.letter criticising the trade body, Scottish Financial Enterprise, for

:05:04. > :05:08.its sceptical approach on independence. They say it doesn't

:05:09. > :05:12.reflect the balance of opinion in the industry.

:05:13. > :05:15.The Rangers chairman is warning fans that if they withhold their

:05:16. > :05:19.season-ticket money, the club is in danger of going bust. In the interim

:05:20. > :05:24.accounts, Rangers say they had ?3.5 million in the bank at the end of

:05:25. > :05:28.last year - down from ?21 million at the same time the previous year.

:05:29. > :05:32.Eleven birds of prey have now been found dead in an area around Conon

:05:33. > :05:36.Bridge and Muir of Ord in Ross-shire. They were all red kites

:05:37. > :05:40.and buzzards. Tests are being carried out to establish how they

:05:41. > :05:42.died, but poisoning is suspected. The Environment Minister, Paul

:05:43. > :05:46.Wheelhouse, says people should avoid touching any dead birds they find

:05:47. > :05:50.because they're likely to be highly toxic.

:05:51. > :05:54.A rare Picasso called Head, dating from 1912, went on display in

:05:55. > :05:57.Edinburgh today. The Cubist drawing was bought for ?600,000, using money

:05:58. > :06:09.left in a bequest to the Scottish National Gallery of Modern Art. It

:06:10. > :06:12.didn't make sense to buy Little Prince by Picasso, we wanted to buy

:06:13. > :06:19.something major that would stand up to works that cost many times more.

:06:20. > :06:22.I think this film is -- fits the bill exactly.

:06:23. > :06:37.Through the Northwest, Apache frost. Tomorrow, it it stays cloudy in the

:06:38. > :06:41.east and southern parts as well, with light and patchy outbreaks of

:06:42. > :06:48.rain. Dumfries and Galloway may fringing into Lanarkshire. Certainly

:06:49. > :06:51.the Borders and is closed. To the west, dry with early brightness.

:06:52. > :07:00.Around the Murray Firth, cloudy at times. Dave on occasion. But the

:07:01. > :07:04.West Highlands down towards Argyle and Glasgow dry with brightness

:07:05. > :07:08.around. As we head to the morning towards the afternoon, we continue

:07:09. > :07:12.to hold onto cloudy skies in the far south and east. The west and

:07:13. > :07:17.north-west much like today, the Lion's share of sunshine will be

:07:18. > :07:20.here. Up to 11 degrees. A brisk easterly breeze, and that will mean

:07:21. > :07:23.a chilly field to things down the East coast. Isolate. That is before

:07:24. > :07:26.coast. And that's Reporting Scotland. Our

:07:27. > :07:29.next update is during Breakfast at 6.25 tomorrow morning. But from

:07:30. > :07:31.everyone on the late team here in Glasgow and around the country -

:07:32. > :07:32.goodnight. weather. Now the national forecast

:07:33. > :07:44.with Nick Miller. Hello, as winter becomes spring, the

:07:45. > :07:47.atmosphere contains more energy. The shower clouds grow taller. If

:07:48. > :07:53.conditions are right, you get thunder storms. There have been some

:07:54. > :07:54.today. Bob took this picture near London this
