:00:17. > :00:21.Air accident investigators have concluded that lives could have been

:00:22. > :00:26.saved when two RAF tornados crashed off the Caithness coast in 2012,

:00:27. > :00:30.if a collision warning system had been fitted to the aircraft.

:00:31. > :00:33.The BBC understands the finding is contained in a highly

:00:34. > :00:37.critical report into the accident due to be published tomorrow.

:00:38. > :00:49.Our Westminster correspondent Tim Reid has this exclusive report.

:00:58. > :01:01.accident happened in the misty conditions but the report says it

:01:02. > :01:05.could've been avoided if a warning system that was repeatedly delayed

:01:06. > :01:13.and cancelled by the MoD had been fitted to aircraft. Three men died

:01:14. > :01:17.and another was seriously injured. The report by the aviation authority

:01:18. > :01:26.makes 50 recommendations. It says a new on-board warning system that was

:01:27. > :01:31.only approved months after the crash should have been installed.

:01:32. > :01:35.People who made decisions in the MoD have to answer for the delays and

:01:36. > :01:38.the installation of collision warning systems and indeed for its

:01:39. > :01:43.cancellation at one stage. Our service personnel's lives and safety

:01:44. > :01:49.must come first. Frankly, the idea that we would not

:01:50. > :01:54.try and put collision avoiding system on originally it seems to be

:01:55. > :01:58.strange if not immediately done. The problem as that we have got to make

:01:59. > :02:04.decisions based on priorities. The report is particularly critical

:02:05. > :02:06.of the procurement process and the MoD. It speaks of smoke and mirrors

:02:07. > :02:19.over the cost delay on. The Scottish Government has

:02:20. > :02:21.dismissed Treasury claims that plans to increase borrowing under

:02:22. > :02:29.independence would be incompatible Chief Secretary to the

:02:30. > :02:32.Treasury Danny Alexander has said that boosting borrowing to fund

:02:33. > :02:35.higher spending would set Scotland on a different path from the rest

:02:36. > :02:53.of the UK. They can't both have massive extra

:02:54. > :02:56.borrowing and claim... They are not being transparent and open with the

:02:57. > :02:59.people of Scotland about what alternative currency plan they have

:03:00. > :03:03.put in place instead. The reason why it will happen is

:03:04. > :03:09.because it is in the interest of the rest of the United Kingdom just as

:03:10. > :03:13.much as an independent Scotland. We can end the austerity that has been

:03:14. > :03:16.inflicted by the Tory Chancellor and supported by Danny Alexander and

:03:17. > :03:29.take course to expand the economy and grow employment and

:03:30. > :03:33.productivity. A man died on the A67 yesterday evening and police are

:03:34. > :03:37.investigating. Hundreds of people gathered at

:03:38. > :03:39.BBC Scotland's headquarters in Glasgow to express concern

:03:40. > :03:42.at the way the corporation is The protestors claim that

:03:43. > :03:45.an unhealthy bias exists in favour of the pro-union

:03:46. > :03:47.Better Together campaign. BBC Scotland said its coverage of
