:01:00. > :01:02.A new law designed to help vulnerable children

:01:03. > :01:05.by assigning every child in the country a named guardian is

:01:06. > :01:11.The idea is for a named person, like a teacher or health visitor to

:01:12. > :01:15.look out for children's welfare, but campaigners believe it intrudes

:01:16. > :01:20.on the private lives of families and contravenes their human rights.

:01:21. > :01:35.Taking their case to court. The Macintosh family have four children.

:01:36. > :01:41.They are all under the age of eight and they say they are extremely

:01:42. > :01:45.happy together. They are concerned at the impact a named person could

:01:46. > :01:50.have on them. If we have very different ideas on how to bring up

:01:51. > :01:54.our children or educate our children or anything like that and the named

:01:55. > :02:01.person has different views then who gets the final say? Is it the named

:02:02. > :02:05.person or the parent? The legislation was passed in February

:02:06. > :02:09.for every young person from birth to the age of 18 to have a named person

:02:10. > :02:14.like a teacher or health visitor to look after their welfare. The reason

:02:15. > :02:18.why this family and other campaigners have come here today is

:02:19. > :02:21.because they believe the named person scheme goes against the

:02:22. > :02:25.European Convention of human rights and will diminish their role as

:02:26. > :02:30.parents and their rights to a private family life. The Scottish

:02:31. > :02:34.Government says nothing in the legislation changes parental rights

:02:35. > :02:38.and responsibilities and that the policy is already operating

:02:39. > :02:43.successfully in a number of areas across Scotland. Highland Council

:02:44. > :02:47.has piloted a system in the last four years. One example would be a

:02:48. > :02:50.mother who was worried about the behaviour of her three or

:02:51. > :02:54.four-year-old and she was starting to worry that the child was being

:02:55. > :03:01.labelled as a bad child. She went to see the health visitor who, as the

:03:02. > :03:04.named person, with the consent of the mother, was able to talk to

:03:05. > :03:09.specialists and we got a diagnosis that there was a hearing impairment.

:03:10. > :03:12.The Scottish Government are confident the legislation is

:03:13. > :03:15.complying with the European Convention on human rights and the

:03:16. > :03:19.scheme will start in 2016. The question now is whether the court

:03:20. > :03:26.will grant a judicial review. The former Rangers owner

:03:27. > :03:28.Sir David Murray has won Her Majesty's Revenue and Customs

:03:29. > :03:32.has lost it's appeal against an earlier decision that

:03:33. > :03:34.the Murray group of companies was not liable for

:03:35. > :03:37.a multi million pound tax bill for Our reporter Richard

:03:38. > :03:42.Wilson joins me now: Richard, what's

:03:43. > :03:53.the background to this case. HMRC claimed tax was due on the

:03:54. > :03:57.benefit trusts which was a scheme where money was paid into

:03:58. > :04:00.independent trusts as part of a bonus scheme and employees could

:04:01. > :04:05.draw the money down in the form of loans. It was a very high profile

:04:06. > :04:09.case because Rangers were part of the group at that time and leading

:04:10. > :04:15.players and directors benefited from the scheme and a number of English

:04:16. > :04:21.football clubs use these as well. In November 2012 the first tribunal

:04:22. > :04:25.ruled that tax was not due on these schemes and the HMRC immediately

:04:26. > :04:28.appealed that ends today another tribunal has dismissed that appeal.

:04:29. > :04:35.They have essentially endorsed the ruling that no tax was due.

:04:36. > :04:37.Is there any reaction? De Mari group released a statement that

:04:38. > :04:53.essentially expresses satisfaction with the judgement.

:04:54. > :04:59.HMRC have yet to release a statement but we know that they will die just

:05:00. > :05:02.the judgement in fuel and then decide what their next course of

:05:03. > :05:06.action could be but they can appeal to a higher authority said the case

:05:07. > :05:09.may not be over yet. Thank you very much.

:05:10. > :05:11.The UK Government has increased airline security for passengers

:05:12. > :05:16.All passengers flying into or out of the UK have been advised to

:05:17. > :05:18.ensure electronic devices in hand luggage are sufficiently

:05:22. > :05:30.the new measures has not resulted in lengthy queues or any disruption.

:08:30. > :08:33.definitely has. The Better Together campaign has evolved in the last few

:08:34. > :08:38.months with more people motivated to take part. It is a pragmatic and

:08:39. > :08:40.purposeful movement whose sites are firmly set. The referendum is now

:08:41. > :08:46.just two months away. A 19-year-old man has been seriously

:08:47. > :08:49.injured after falling from the roof He was taken to the city's

:08:50. > :08:53.Royal Infirmary after falling from the Blythswood Hotel onto

:08:54. > :08:55.West George Street at The hotel said he was

:12:31. > :12:33.top Welsh riders so it will be exciting because we know each other

:12:34. > :12:40.well. It will make it a better rivalry really under tougher

:12:41. > :12:42.competition. My mum is unbelievably optimistic

:12:43. > :12:47.and she believes I could take over the world if I want to and always

:12:48. > :12:50.pushed me to do whatever I wanted and my dad is the other side of the

:12:51. > :12:54.spectrum who tries to be realistic and says not to get ahead of

:12:55. > :12:59.yourself and not everyone makes it and to have a plan B. Luckily

:13:00. > :13:05.somewhere in the middle is good advice and I try and mix it up as

:13:13. > :13:14.world champion bowler Paul Foster who'd had his bowls stolen.

:13:15. > :13:18.The three bowls disappeared on Monday from the Troon Portland

:13:23. > :13:24.All we know is they've been recovered by police,

:13:25. > :13:33.It's not often some of the country's elite forces are

:13:34. > :13:35.on the roof of BBC headquarters here in Glasgow thankfully.

:14:16. > :14:19.who embarked on February on a ski run in Norway then they sailed to

:14:20. > :14:23.Spain and they cycled through Spain to France and England and Canute

:14:24. > :14:26.across the Channel and they are embarking on the final phase which

:14:27. > :14:31.is a run around the UK and tonight they are coming through Glasgow. It

:14:32. > :14:36.is interesting because I always thought of zip wire as a wire but

:14:37. > :14:40.this is a rope. Absolutely. It is the old rope we always used when the

:14:41. > :14:44.commandos were formed in World War II and this kind of commando slide

:14:45. > :14:50.forms part of our commander tests today. You have talked about skiing

:14:51. > :14:55.and flailing and using this slide which all sounds like fun but it is

:14:56. > :14:59.something these guys will put to use during their careers. We are

:15:00. > :15:12.amphibious troops and specialists in Arctic and mountain warfare so all

:15:13. > :15:15.of these skills are there and ready for any challenges that might come

:15:16. > :15:18.our way. Later on the Marines will be abseiling down the science centre

:15:19. > :15:19.tower before speed marching up Scotland's three highest peaks.

:16:11. > :16:14.the Scottish open at entering a new era. The world 's sixth oldest golf

:16:15. > :16:19.course has seen a fair bit over the years but they are now ready to make

:16:20. > :16:25.some new history. Are you all set? Yes, I think so. The big names are

:16:26. > :16:30.here but a little unsure of what is about to unfold. I do not really

:16:31. > :16:34.know. I would love to say I expect to get into contention and see how

:16:35. > :16:39.my game feels under pressure on this sort of golf course but I am just

:16:40. > :16:44.going to go out there and play the best that I can. This man has seen

:16:45. > :16:50.it all before, Phil Mickelson is majestic when he won 12 months ago

:16:51. > :16:53.and now as the defending champion he has a strange request. Tomorrow the

:16:54. > :16:56.weather is supposed to be terrible and I hope it is because I would

:16:57. > :17:01.love to get out in that stuff and be able to play and play in that stuff

:17:02. > :17:04.I never get a chance to back home and actually have started to play

:17:05. > :17:08.pretty well in it over the years. The weather may prove a factor this

:17:09. > :17:12.week but keeping calm amid the rising storm of Ryder Cup

:17:13. > :17:17.qualification is key for some. I do not need to do well here at all

:17:18. > :17:20.because I have six or seven events to do well in so there is no

:19:21. > :19:23.at the Rio Olympics in 2016. Rhona McLeod travelled to the Isle

:19:38. > :19:44.to be at the helm of a ship with a dozen of the crew. He has the chance

:19:45. > :19:54.to race in the iconic round the Island race which has a massive

:19:55. > :20:02.appeal. It is 6:30am and there are 16,000 sailors and 1500 boats with

:20:03. > :20:08.50 miles to go and we are off. Right now we are exactly halfway between

:20:09. > :20:11.London 2012 and Rio 2016 so you must be very busy. For me it is all about

:20:12. > :20:15.who wants it more and who was willing to work harder and make the

:20:16. > :20:19.extra inches to make the difference on the day. You wanted it very much

:20:20. > :20:24.in London, does that whet your appetite even more? Absolutely.

:20:25. > :20:29.Coming so close to winning has just spurred me on ever more and I feel

:20:30. > :20:35.more dangerous man, I feel more dangerous man and I am hungrier, am

:22:30. > :22:33.though the whole town has turned out. There are a thousand people in

:22:34. > :22:36.the town and the area. De baton arrived on the mainland this morning

:22:37. > :22:41.and it had been in the Outer Hebrides but it arrived this morning

:22:42. > :22:46.and had a great reception as it was piped off by the mascot and it went

:22:47. > :22:51.through this morning. I am now joined by Tom and Louise who have

:22:52. > :22:55.been taking part. Louise you seem to be organising what is happening

:22:56. > :22:59.here. It is great to see the baton. I would like to take credit for the

:23:00. > :23:05.organising but in an event like this it is absolutely massive. Tom, you

:23:06. > :23:09.will be carrying the battered later on. I am a coach with Ross County

:23:10. > :23:14.athletics club and I have been with them for eight years and it is a

:23:15. > :23:16.non-dash-mac order to be nominated and the honour is more in the

:23:17. > :23:27.nomination than the actual doing of it. -- honour. The sun may have gone

:23:28. > :23:35.that there is no dampening the enthusiast for the crowds. We have a

:23:36. > :23:44.local athletics star here who ran for Scotland in the 1986 Games. She

:24:58. > :25:01.with spells brightness and sunshine to end the day. For the overnight

:25:02. > :25:06.period it stays predominantly dry and we will be under the influence

:25:07. > :25:10.of clear skies in the West. Further east it stays fairly cloudy and

:25:11. > :25:14.there will be misty and murky conditions around especially near

:25:15. > :25:24.coastal areas. There will be rain the coastal areas. Temperatures will

:25:25. > :25:29.hold up around 10 degrees and perhaps a bit lower under clearer

:25:30. > :25:35.skies for the West and the wind will remain light. Tomorrow it is an

:25:36. > :25:40.east/ west split. Western areas see the best of the weather here and it

:25:41. > :25:44.will feel warm as well. Further east always that bit cloudy with misty

:25:45. > :25:49.and murky conditions around and feeling rather cool. Taking a closer

:25:50. > :25:55.look tomorrow afternoon at around 4pm in Dumfries and Galloway and in

:25:56. > :26:00.most of the Glasgow area it will be dry with fine spells of sunshine.

:26:06. > :26:11.day to come across the West Coast and it will feel pleasantly warm in
