:00:30. > :00:31.of the World Cup. Now, Gordon Strachan says Scotland

:00:32. > :00:34.has to play more like Costa Rica And, it's a symbol of the Highlands,

:00:35. > :00:39.but now there are plans to try to introduce the golden eagle to south

:00:40. > :01:19.of Scotland. With just a week until

:01:20. > :01:21.Glasgow's Commonwealth Games, organisers are battling a norovirus

:01:22. > :01:24.outbreak at the athlete's village. Twelve workers there have symptoms

:01:25. > :01:26.of the diarrhoea and vomiting bug. The head of the Games organising

:01:27. > :01:29.committee, David Grevemberg, initially denied it was norovirus,

:01:30. > :01:31.before health experts overruled him. Here's our Health Correspondent,

:01:32. > :01:53.Eleanor Bradford. Norovirus has been called the

:01:54. > :01:57.perfect pathogen. It's easily spread, very contagious and survives

:01:58. > :02:00.for long periods. Although healthy people will recover within a few

:02:01. > :02:05.days, you wouldn't want to get it and then try and win a gold medal.

:02:06. > :02:11.Welcoming Chris Hoy to the airport, the Chief Executive of the Games

:02:12. > :02:18.first denied the situation. It's not norovirus we have had a few isolated

:02:19. > :02:24.incidents of diarrhoea and vomiting which is isolated of two of a

:02:25. > :02:29.certain workforce. Within the hour, health experts confirmed 12 athletes

:02:30. > :02:34.had become infected and norovirus was the cause. It's come to our

:02:35. > :02:37.attention that 12 of the workforce have reported with diarrhoea and

:02:38. > :02:41.vomiting. As a result of that, it was initially nine, then a further

:02:42. > :02:47.three, we've instituted a fairly robust programme of investigation.

:02:48. > :02:51.Very, very infectious, so it's estimated the amount of virus you

:02:52. > :02:54.would find on a pin head is sufficient to infect about a

:02:55. > :02:58.thousand people. In a community like an athlete village, unfortunately,

:02:59. > :03:02.it's possible it will spread. The question now is whether norovirus is

:03:03. > :03:07.in the athlete village. Public health professionals did plan for

:03:08. > :03:10.that scenario and with deep cleaning and strict hygiene measures, they

:03:11. > :03:15.may be able to keep it under control. For the man in charge of

:03:16. > :03:19.the Games to deny a potential public health problem is not the most

:03:20. > :03:24.auspicious or reassuring start. Two members of

:03:25. > :03:25.Cameroon's Commonwealth Games wrestling team have gone missing

:03:26. > :03:28.from their Aberdeen training camp. ??EDITNEXTSUBTITLE

:03:29. > :03:31.from their base near the city's Police say the pair were last seen

:03:39. > :03:49.talks will take place on Friday to try to avert a strike by BBC staff

:03:50. > :03:52.during the Games Opening Ceremony. Three unions are planning a 12-hour

:03:53. > :03:55.strike next Wednesday over pay. Our correspondent Jamie McIvor's

:03:56. > :04:08.with us. If this goes ahead, what will be the

:04:09. > :04:11.impact? It's almost certain the opening ceremony will be seen in

:04:12. > :04:17.Britain and around the world. The pictures of the ceremony itself are

:04:18. > :04:21.produced by an independent company and the BBC broadcasters around the

:04:22. > :04:26.world have simply bought the rights to show the Games. What could

:04:27. > :04:30.potential be affected though is the BBC's own programme. Now, across the

:04:31. > :04:35.riv from the studio that's been specially built to house some of the

:04:36. > :04:38.BBC's Commonwealth Games coverage, the kind of things that may be

:04:39. > :04:42.affected by the coverage are things like the commentary, and the studio

:04:43. > :04:47.presentation, all the elements that could help turn next Wednesday

:04:48. > :04:50.night's ceremony into a fully rounded television programme. News

:04:51. > :04:54.coverage of the opening ceremony, it could be badly affected too.

:04:55. > :05:00.Talks are planned but is there any hope of the strike being called off?

:05:01. > :05:03.Yes. Talks are taking place on Friday in London between senior BBC

:05:04. > :05:08.management and the three unions involved in this dispute. It's a

:05:09. > :05:12.UK-wide pay dispute and the unions make the point that they say members

:05:13. > :05:17.of staff have seen the value of their pay fall in real terms in

:05:18. > :05:21.recent years. I spoke to the National Union of Journalists

:05:22. > :05:26.Scottish organiser and asked him if calling a strike next Wednesday had

:05:27. > :05:30.been wise. It's wise in the sense that strategicically it's worked.

:05:31. > :05:36.There is a meeting only hours after we told them the ballot results and

:05:37. > :05:39.said we'll take action on that day. No-one in this building wants to

:05:40. > :05:43.disrupt the Commonwealth Games. It's a massive event for Glasgow and

:05:44. > :05:48.Scotland. However, the BBC need to realise that we are not prepared to

:05:49. > :05:52.put up with this type of treatment. The BBC makes a point it's already

:05:53. > :05:55.improved on original pay offer and says it's mindful of the need for

:05:56. > :06:10.savings with the TV licence frozen. We meet the paralympian hoping to go

:06:11. > :06:16.one better after winning silver in the Paralympics. Scotland must play

:06:17. > :06:23.football like Costa Rica or Chile so says Gordon Strachan. And the stage

:06:24. > :06:30.is set for the 143rd Open Championship.

:06:31. > :06:33.The BBC has learned the Scottish Government's Help to Buy

:06:34. > :06:36.scheme has run out of money for this financial year, just three

:06:37. > :06:40.It's now too late for most people to apply for the scheme that

:06:41. > :06:48.Our economics Correspondent Colletta Smith has the story.

:06:49. > :06:54.The Help To Buy scheme has been a flagship for people like Lynn,

:06:55. > :06:59.helping her buy a brand-new home. It's made a difference. We wouldn't

:07:00. > :07:02.be here without it so we've definitely got more than what we

:07:03. > :07:10.expected. That is what the Scottish Government were hoping for when they

:07:11. > :07:13.launched and extended the scheme. This scheme is really important. It

:07:14. > :07:16.helps people who struggle to get a deposit.

:07:17. > :07:20.But for most of Scotland, just three months into this financial year, the

:07:21. > :07:25.money has already run out. At the start of April, the

:07:26. > :07:30.Government set aside enough money to support 2,000 homes. By the start of

:07:31. > :07:33.July this year, only 600 deals were left.

:07:34. > :07:38.They divided the deals into population areas. In the last ten

:07:39. > :07:43.days, all the allocations for the central belt have gone, and mortgage

:07:44. > :07:47.brokers believe it's likely the remaining 180 deals for Aberdeen,

:07:48. > :07:50.Inverness and Orkney, will be agreed within the next two weeks. For the

:07:51. > :07:53.majority of people living in Scotland, the chance of buying a new

:07:54. > :07:57.home with Government help is already over.

:07:58. > :08:00.That is especial hi tough for those really close to signing a deal and

:08:01. > :08:07.whose mortgages will now fall through.

:08:08. > :08:10.-- Especially tough. These people potentially have been planning this

:08:11. > :08:13.for a very long time and within ten days the scheme's literally closed,

:08:14. > :08:17.so it will be a number of people that will be upset by this, no

:08:18. > :08:20.question. The Scottish Government says there's been huge demand for

:08:21. > :08:26.the scheme but people can continue to apply to purchase homes which

:08:27. > :08:29.will be completed from the 1st April 20156789 that will be cold contract

:08:30. > :08:36.for those hoping for a new home this year.

:08:37. > :08:39.The Westminster leader of the SNP, Angus Robertson,

:08:40. > :08:43.is calling for an apology from the Prime Minister and the former

:08:44. > :08:50.Mr Robertson says both men, during today's Prime Minister's

:08:51. > :08:54.questions, falsely attributed comments by the new President of the

:08:55. > :08:57.European Commission, Jean-Claude Juncker, about Scotland.

:08:58. > :09:01.Mr Juncker says he was not referring to Scotland when he said there would

:09:02. > :09:08.be no new members of the EU in the next five years.

:09:09. > :09:12.Scotland's economy grew at the start of this year faster

:09:13. > :09:18.According to official figures, Scottish output is now stronger

:09:19. > :09:24.But the number of people who're unemployed has also risen.

:09:25. > :09:32.Our business correspondent David Henderson can tell us more.

:09:33. > :09:37.Scotland's economy grew a bit faster than the UK as a whole in the first

:09:38. > :09:40.three months of this year and Scotland is reaching the point where

:09:41. > :09:48.the economy is bigger than it was before the financial crash.

:09:49. > :09:53.This firm is helping British golfers who don't just want to drive off the

:09:54. > :09:56.tee. They sell golf buggies around the world and have set up in

:09:57. > :10:01.Cumbernauld. The vehicles will be used at the Ryder Cup, at Gleneagles

:10:02. > :10:08.in September. They are taking on staff to meet demand from a growing

:10:09. > :10:12.Scottish market. We have covered the west and East Coast from here and

:10:13. > :10:17.Gleneagles is only half an hour up the road, so it fits for us and we

:10:18. > :10:22.are very excited about moving into Scotland. We are bringing in bland

:10:23. > :10:27.new units and obviously employment as well -- brand-new units.

:10:28. > :10:32.Extra demand for what they sell has prompted many firms to take on staff

:10:33. > :10:37.and that trend is continuing. It's good news to see the recovery

:10:38. > :10:42.is going strongly here in Scotland. 1% growth on the quarter meaning

:10:43. > :10:46.that the economy is now 2.6% larger than it was this time last year, so

:10:47. > :10:55.conning that momentum is clearly a very positive sign for businesses.

:10:56. > :11:01.It's not all good news. Today the oil company Cheveron announced plans

:11:02. > :11:06.to cut over 200 jobs in Aberdeen. The red to recovery is bumpy to

:11:07. > :11:10.firms and customers alike. What has been the impact on the rest of the

:11:11. > :11:15.workforce? 2 t latest figures show the number of people looking for a

:11:16. > :11:20.job rose by 13,000 even though it fell across the UK as a whole. But

:11:21. > :11:25.at the same time, Scotland's total workforce rose to an all-time high.

:11:26. > :11:28.Some parts of Scotland are clearly faring better than others. In

:11:29. > :11:33.Shetland, there's almost foul employment and the island's economy

:11:34. > :11:42.is growing fast, as my colleague has been finding out.

:11:43. > :11:46.It's boom time force Shetland. The building of the new gas plant is

:11:47. > :11:50.reaping rich rewards for the islands. Lerwick Harbour is a good

:11:51. > :11:54.illustration of how busy Shetland is at the moment. There are three

:11:55. > :11:58.cruise liners and three accommodation barges housing around

:11:59. > :12:06.1700 temporary workers, building the new gas plant. They are all spending

:12:07. > :12:12.money in the local shops and pubs. This year's continued building of

:12:13. > :12:17.the new gas plant and the planned refurbishment of the terminal too.

:12:18. > :12:25.Shetland's economy is largely based on fishing.

:12:26. > :12:28.The sector is worth over ?300 million a year to the island's

:12:29. > :12:38.economy. Two thirds of Scottish mussels are

:12:39. > :12:41.grown here. The boom economy is presenting

:12:42. > :12:45.challenges for the islands. House prices have doubled in the last

:12:46. > :12:53.decade, according to the Bank of Scotland. The average price of a

:12:54. > :12:57.home here is over ?153,000. Steven helps run a small engineering

:12:58. > :13:00.company in Shetland. With the abundance in and around Shetland,

:13:01. > :13:05.combined with the engineering skills shortage we are seeing, the wages in

:13:06. > :13:08.the oil and gas sector have become highly inflated. The next boom is

:13:09. > :13:13.already on the horizon. A power station and school are in the

:13:14. > :13:17.pipeline, Lerwick harbour is gearing up for decommissioning, and to the

:13:18. > :13:19.west of the island, oil and gas deals are being developed all the

:13:20. > :13:24.time. So, Shetland at least is booming.

:13:25. > :13:28.But across Scotland, the recovery remains uneven. For most of us, wage

:13:29. > :13:32.rises still lag behind the rate of inflation.

:13:33. > :13:41.While the economy is getting stronger, many still don't feel any

:13:42. > :13:46.richer. I'll talk to the Finance Secretary,

:13:47. > :13:49.John Swinney. There is good news for the Scottish economy today. George

:13:50. > :13:52.Osborne says he is in denial about the costs of independence. We'll

:13:53. > :14:00.talk about homophobia in the Commonwealth. What should we do

:14:01. > :14:04.about it during the Games? Now a look at what else is happening

:14:05. > :14:08.across the country: A three-year-old boy is being treated at hospital for

:14:09. > :14:11.facial injuries after being attacked by a pitbull in a garden in

:22:32. > :22:35.iconic species and a symbol of the Highlands. A new report says the

:22:36. > :22:39.south of Scotland could also become a stronghold for the birds if work

:22:40. > :22:42.is carried out to improve their natural habitat. Here is our

:22:43. > :22:50.Environment Correspondent, David Miller.

:22:51. > :22:58.Hundreding on the hillside or soaring along a mountain ridge. The

:22:59. > :23:03.golden eagle is at home in the Highlands and islands -- hunting on

:23:04. > :23:09.the hillside. In the south, the skies are often

:23:10. > :23:12.empty, only a few pairs of golden eagles breed successfully here each

:23:13. > :23:16.year. If golden eagles are to thrive again

:23:17. > :23:23.here in the south of Scotland, they'll need more places like this.

:23:24. > :23:28.This is the wild wood and, on the hillside, the trees are beginning to

:23:29. > :23:32.regenerate naturally. That provides an ideal place for golden eagles to

:23:33. > :23:37.hunt. The report from Scottish Natural

:23:38. > :23:42.Heritage says the south of Scotland could support up to 16 breeding

:23:43. > :23:47.pairs. But, improving the habitat is only part of the story.

:23:48. > :23:52.The great work with the Forestry Commission that's been done in terms

:23:53. > :23:56.of improving woodlands to provide much more open spaces and prey for

:23:57. > :23:59.the bird, making sure that trees are there for golden eagles, of course

:24:00. > :24:04.making sure there is no persecution, and that the windfarms are sited in

:24:05. > :24:10.the right place. Windfarms are a real threat to birds

:24:11. > :24:14.of prey. But, research suggests the numbers killed are low in comparison

:24:15. > :24:20.with those which fall victim to shooting, trapping and poisoning.

:24:21. > :24:29.The poisoning of the female from the breeding pair across in BBCshire in

:24:30. > :24:32.2007 drew attention to this -- Peebleshire. Landowners

:24:33. > :24:39.organisations condemn persecution. They'll have a key role to play if

:24:40. > :24:46.the fortunes of the golden eagle are to be restored here.
