:01:07. > :01:10.and I would hate to see anybody else have to go through that. Three days

:01:11. > :01:14.of suffering like my sister went through. It is just terrible. I do

:01:32. > :01:36.investigated by the director of Constabulary. He looked at how calls

:01:37. > :01:39.were dealt with a cross-party Scotland. He said oversight of the

:01:40. > :01:47.programme was inadequate and there were insufficient staff. Call

:01:48. > :01:51.handlers were sometimes on the under pressure to end calls, and some used

:01:52. > :01:56.scribble pad rather than inputting data directly into the computer 's.

:01:57. > :02:03.He said further closures should not go ahead without guarantees that the

:02:04. > :02:07.service will not suffer. The report recognises that we are in the middle

:02:08. > :02:11.of a long and complex programme of change and provides important

:02:12. > :02:15.assurances about our call handling capacity capability and processes.

:02:16. > :02:19.We of course acknowledged there had been challenges and issues and

:02:20. > :02:25.today's report recognises that we have made progress in addressing

:02:26. > :02:27.those issues. The Scottish Police Federation agrees things are

:02:28. > :02:32.improving banks to more investment but says problems were inevitable

:02:33. > :02:37.because the force has to save ?1.1 billion over 13 years. The almost

:02:38. > :02:40.singular focus on track to save money at the cost of every thing

:02:41. > :02:44.else was clearly one of the driving factors that resulted in such poor

:02:45. > :02:48.service being delivered to the public and can come as no surprise

:02:49. > :02:52.that on the back of an investment that enable people and personnel to

:02:53. > :02:57.be put in place that resulted significant improvements, which the

:02:58. > :03:05.report also highlights. Lee Scotland received 3.7 million calls a year on

:03:06. > :03:10.999 and nonemergency numbers. The report was called shopping and an

:03:11. > :03:14.indictment. But the Justice Secretary insisted it is working. We

:03:15. > :03:17.accept that the whole issue of local centres are sticking forward could

:03:18. > :03:21.have been handled better and the recommendation that have been made

:03:22. > :03:23.by the inspectors set out very clearly the need for improvement and

:03:24. > :03:27.how these types of changes are managed in the future. What we now

:03:28. > :03:31.have to do is make sure that the progress that the report highlights

:03:32. > :03:35.has been made in recent months, we build on that progress. And the

:03:36. > :03:39.report into how the incident itself was handled was ordered by the Lord

:03:40. > :03:41.Advocate and it will be published next year.

:03:42. > :03:44.The former Scottish Secretary Alistair Carmichael has said he

:03:45. > :03:49.didn't lie over a leaked memo in an attempt to protect his reputation.

:03:50. > :03:52.He said the reason he told the lie was to keep media attention

:03:53. > :03:57.focussed on the alleged double standards of the SNP in

:03:58. > :04:02.He was giving evidence for a second day at a special election

:04:03. > :04:05.court in Edinburgh which will decide whether he broke the law.

:04:06. > :04:15.Trying times for the former Scottish Secretary. Alistair Carmichael

:04:16. > :04:20.arrives at court this morning faced with accusations that he repeatedly

:04:21. > :04:24.lied about the leaked memo. The first time I became aware of this,

:04:25. > :04:27.and this is on record, was when I received a phone call on Friday

:04:28. > :04:32.afternoon from a journalist making me aware of it. He accepted he likes

:04:33. > :04:35.to Channel 4 television and to a newspaper reporter and misled the

:04:36. > :04:39.Cabinet Office enquiry into the leaked memo in a calculated move.

:04:40. > :04:40.Challenged repeatedly in court that he had lied to save his reputation,

:04:41. > :05:00.he said: He had authorised the leak of a

:05:01. > :05:03.memo, the basis of an article, which claimed the First Minister had told

:05:04. > :05:06.the French ambassador she wanted David Cameron to remain as Prime

:05:07. > :05:15.Minister after the election, something Nicola Sturgeon denied. A

:05:16. > :05:19.month after he was returned as MP for me and Shetland, but days later

:05:20. > :05:22.evidence emerged that he had lied about the leaked memo. His

:05:23. > :05:27.constituents have taken him to court, arguing he misled the public

:05:28. > :05:30.in the run-up to his re-election as MP. He was asked if this episode had

:05:31. > :05:35.taken its toll on him and his family. He replied it had been a

:05:36. > :05:40.difficult few months. Asked if he regretted his involvement in the

:05:41. > :05:45.leaks, he replied, "enormously." Alistair Carmichael left court this

:05:46. > :05:48.afternoon, is evidence finished. Tomorrow, more illegal teams are due

:05:49. > :05:52.to present more submissions. At stake is his political career. If he

:05:53. > :05:54.loses this case he could lose his seat.

:05:55. > :05:57.The UK Government has puts plan to relax Sunday trading laws
