:01:33. > :01:37.tried to find alternative routes. The Transport Minister says

:01:38. > :01:40.the decision was not taken lightly and measures are being put

:01:41. > :01:44.in place to lessen the impact. In a moment we'll hear from our

:01:45. > :01:49.reporters at the Kincardine Bridge, which is on the diversion route, and

:01:50. > :01:53.at the Forth Road Bridge itself. But first this report from Steven

:01:54. > :02:07.Godden on the day's developments. This should have been rush-hour.

:02:08. > :02:12.Instead, the carriageways were empty and the Forth Road Bridge was eerily

:02:13. > :02:17.quiet. The electronic signs carrying a short message with huge

:02:18. > :02:22.implications. Drivers jostled for space on alternative routes. The

:02:23. > :02:27.tailback to the Kincardine Bridge reached 11 miles at one stage. It

:02:28. > :02:31.took an extra hour because of the road closures and the bridge being

:02:32. > :02:36.closed. They closed Kincardine Bridge as well which made it worse.

:02:37. > :02:41.We needed to go five or six miles to get here. The question was how long

:02:42. > :02:46.would it last, and the answer came mid morning, with the transport

:02:47. > :02:51.Minister confirming a three-week closure necessary to fix cracked

:02:52. > :02:54.steelwork. The work will take us between Christmas and the New Year

:02:55. > :02:59.and the assumption is that the bridge would be open by New Year. I

:03:00. > :03:03.appreciate the disruption and inconvenience that will cause but

:03:04. > :03:08.safety has to be paramount for the travelling public and those working

:03:09. > :03:11.on the bridge. This image shows the 20 millimetre crack in the steel

:03:18. > :03:21.afternoon, after two days of assessment, the worst fears were

:03:22. > :03:24.confirmed. We were not concerned about it falling down but we were

:03:25. > :03:29.concerned that this component would have failed and resulted in an

:03:30. > :03:34.immediate split in the bridge deck, so the only real decision we had to

:03:35. > :03:38.make was to make the recommendation the bridge was closed. To reach

:03:39. > :03:45.Edinburgh from Fife, that means an inland diversion, adding around 30

:03:46. > :03:49.miles onto the journey. With the bridge off limits, other forms of

:03:50. > :03:54.transport will need to take the strain. The idea of a ferry has been

:03:55. > :04:00.floated, but the Railway offers the most realistic alternative. ScotRail

:04:01. > :04:08.say repeating today's effort to add extra carriages will be challenging.

:04:09. > :04:15.Commuters face a long three weeks. There should be more carriages on. I

:04:16. > :04:21.travel every day. Today is the first time I struggled a lot. Even with

:04:22. > :04:27.two extra carriages, they should at least build up some more carriages

:04:28. > :04:32.so people can travel back and forth. In the morning, just crowded.

:04:33. > :04:37.Alarming, too, for businesses, with goods and customers to transport in

:04:38. > :04:41.the run-up to Christmas. There is always a rush to get deliveries done

:04:42. > :04:45.for Christmas. If you speak to any tradesperson they will say that

:04:46. > :04:49.their customers always ask if they can get it done for Christmas. There

:04:50. > :04:54.is always a big rush in the run-up to Christmas. They will be badly

:04:55. > :04:58.affected. The aim is to have the barriers lifted by the New Year, but

:04:59. > :05:00.tonight's high wind underlines the fragile nature of a timetable that

:05:01. > :05:04.will be under the utmost scrutiny. The scale of the problem facing the

:05:05. > :05:07.engineers is best seen from the air. Aileen Clarke flew over the bridge

:05:08. > :05:24.by helicopter and saw how difficult The view of the famous Forth Road

:05:29. > :05:32.before. Not one car travelling across the road bridge. Over the

:05:33. > :05:36.decades it has coped with everything other than the strongest of storms,

:05:37. > :05:43.but today it stands idle and still and empty. On a normal day, 70,000

:05:44. > :05:48.cars, buses and lorries would cross that bridge, but this is far from a

:05:49. > :05:50.normal day. The only vehicles on that bridge today are those that

:05:51. > :05:54.have been taken on by engineers that bridge today are those that

:05:55. > :05:57.trying to fix this problem. This morning, engineers were on the

:05:58. > :06:01.bridge assessing the damage which has been discovered. The

:06:05. > :06:08.Tower but all of the steelwork is being examined for signs of stress.

:06:09. > :06:11.It is difficult to work in challenging conditions, and shortly

:06:12. > :06:15.after we saw these engineers carrying out checks beneath the

:07:19. > :07:27.It is half a century since this bridge was built to link Fife with

:07:28. > :07:29.the Lothians. At the time, this was a cutting edge design with a span of

:07:30. > :07:34.more a cutting edge design with a span of

:07:35. > :07:39.been a victim of its own success. Back then, traffic was light, but

:07:40. > :07:42.over the years more Scots took to the roads. The bridge now carries

:07:43. > :07:47.about 24 million vehicles every year. Far more than it

:07:48. > :07:49.about 24 million vehicles every for. And now, there are signs of

:07:50. > :07:55.wear and tear. It was for. And now, there are signs of

:07:56. > :08:00.longest suspension bridges in the world when it was built. Certainly,

:08:01. > :08:02.the volume of traffic and the weight of the vehicles using it is much

:08:09. > :08:13.was designed. It is not the first time the bridge has needed major

:08:14. > :08:17.repairs. In recent years, the main cables had to be fixed after they

:08:18. > :08:22.were weakened with corrosion. But this latest problem is more serious.

:08:23. > :08:28.A structural fault below the North Tower, with a crack in the steelwork

:08:29. > :08:32.some 20 millimetres wide. Without the emergency repairs now underway,

:08:33. > :08:37.the problem could have spread. The first sign probably would have been

:08:38. > :08:43.that the deck would just drop at one corner when it came against the

:08:44. > :08:47.tower. The load would be transferred to the links that had not failed,

:08:48. > :08:54.and all traffic would stop immediately. Soon, a new bridge will

:08:55. > :09:00.help to spread the load. The Queensferry Crossing is due to open

:09:01. > :09:04.at some point next year. And when that new crossing comes into

:09:05. > :09:07.operation it could mean much lighter duties for the Forth Road Bridge,

:09:08. > :09:12.like a limit on the number of cars allowed to cross each day, all like

:09:13. > :09:13.this much more modest structure in Glasgow, limiting much of its

:09:14. > :09:17.traffic to just buses. In a moment we'll be speaking to our

:09:18. > :09:20.reporter at the Forth Road Bridge. But first to Andrew Black,

:09:21. > :09:23.who's at the Kincardine Bridge on How busy has it been tonight,

:09:24. > :09:40.Andrew? If you take a look behind me, you

:09:41. > :09:43.will probably be able to see traffic snaking its way across the

:09:44. > :09:48.Clackmannanshire Bridge, one of the alternative routes try those have

:09:49. > :09:53.been using today to get across. This whole area has been a traffic pinch

:09:54. > :09:56.point today. It is also the part of the world where motorists have been

:09:57. > :10:01.trying to get onto the Kincardine Bridge as well. You probably saw the

:10:02. > :10:04.tailbacks this morning. Police have been in the area all day looking at

:10:05. > :10:09.traffic management, changing the plans as things have been changing

:10:10. > :10:14.throughout the day, and they are still here this evening to keep an

:10:15. > :10:18.ion things. Definitely until there are more permanent plans put in

:10:19. > :10:22.place, it is fair to say that if you are a motorist in this part of the

:10:23. > :10:27.world you are probably going to experience a lot of misery in days

:10:28. > :10:30.to come. Let's go to the Forth Road Bridge, where Lisa Summers is in the

:10:31. > :10:40.control room. This is transport Scotland's control

:10:41. > :10:43.centre for the whole of Scotland, from where they will keep an eye on

:10:44. > :10:49.developments on the Forth Road Bridge over the next few weeks. If

:11:09. > :11:12.outside tonight. We have the lights on the towers of the Forth Road

:11:13. > :11:16.Bridge, and just to the left, the lights of the new crossing. It is

:11:17. > :11:21.absolutely deserted. We will have to get used to that for three weeks, as

:11:22. > :11:26.only emergency vehicles and engineers will be allowed to cross.

:11:27. > :11:31.Hopefully, in terms of the transport, things will calm down

:11:32. > :11:35.over the weekend. There are bad weather warnings as well, so that

:11:36. > :11:36.should help to keep traffic off the road. But the next critical point

:13:13. > :13:17.drinking anyhow cold before driving was wrong. But one in 20 say they

:13:18. > :13:22.would still drive themselves home after a night out thinking, a figure

:13:23. > :13:26.the government wants to crack. We are moving in the right direction

:13:27. > :13:30.but we want to continue to build on that, to get the message across to

:13:31. > :13:33.those who persist in thinking they can drink and drive, to get the

:13:34. > :13:37.message to them that it will not be tolerated and there will be robust

:13:38. > :13:42.enforcement measures being taken over coming weeks and months. Our

:13:43. > :13:48.attitude is really changing? That cannot happen any more because we

:13:49. > :13:53.all live in the country and if we lost our licence that would be it.

:13:54. > :13:58.But there are probably more general things, that habits have changed and

:13:59. > :14:01.we have to change with them. But there are concerns that those

:14:02. > :14:07.changing habits are draining pub profits. We have seen a much lower

:14:08. > :14:14.trade of older, retired people who would drive out to the country, have

:14:15. > :14:19.a half of beer, a glass of wine and drive home after lunch. A lot of

:14:20. > :14:22.them have stopped coming. The message is clear, police Scotland

:14:23. > :14:27.will be on the road this Christmas looking out for unsafe drivers. For

:14:28. > :14:30.anyone thinking of knocking back a pint or spirit before getting into

:14:31. > :14:33.the car, perhaps settle for something softer instead.

:14:34. > :14:36.The findings of a fatal accident inquiry into the Glasgow bin lorry
