:00:40. > :00:45.Further down than we are allowed to go this evening, it has burst its

:00:46. > :00:49.banks. Around 100 local properties have been evacuated. We are also

:00:50. > :00:54.hearing that people in nearby Newcastleton are being moved out of

:00:55. > :00:59.their homes this evening, too. The river here has not yet peaked. It

:01:00. > :01:04.may not peek until the next few hours so people are being advised to

:01:05. > :01:07.take precautions in advance of that. We have been talking to Police

:01:08. > :01:13.Scotland to have told us that people are advised here not to drive.

:01:14. > :01:17.Inspector John Reid spoke to us earlier today.

:01:18. > :01:23.We have been moving people all day in numbers around 100. We will

:01:24. > :01:27.continue to do so. I would ask that if people are advised to leave their

:01:28. > :01:34.homes, we don't take these decisions lightly and I would ask them to heat

:02:00. > :02:05.report from Dumfries. Storm Desmond turned roads into

:02:06. > :02:09.rivers and rivers into lakes. This was the river and in between

:02:10. > :02:14.Lockerbie and Dumfries. At least half a mile wide and still

:02:15. > :02:19.spreading. This raging torrent was in line which started to cause

:02:20. > :02:22.concern around lunchtime. Dumfries and Galloway Council sent

:02:23. > :02:25.sand bags and other flood defences. A few hours later, Riverside

:02:26. > :02:31.householders were advised to move what they could from ground floor

:02:32. > :02:35.rooms as the threat intensified. A Dumfries -- they are old hands at

:02:36. > :02:40.this year. The flooding has been worse. Some relief for the Council

:02:41. > :02:44.staff and emergency services, who have declared a local emergency.

:02:45. > :02:53.It is coordinated from a bunker. We have been following a trail all

:02:54. > :03:00.the way down the river and also the catchment for the border. A number

:03:01. > :03:03.of communities have been affected. Resources have been stretched.

:03:08. > :03:12.forecast to continue well into tomorrow. Somewhere between 100 and

:05:22. > :05:25.northern part of the UK. It has come from icelands but its impact is

:05:26. > :05:32.still felt here. That's what has brought all this with done rain.

:05:37. > :05:40.northern England. That means take action. That warning has been

:05:41. > :05:44.extended into parts of southern Scotland, mainly around

:05:45. > :05:51.Newcastleton, weak. An amber warning in the central lowlands as part of

:05:52. > :05:59.Perthshire. Factor in those winds. Up to 60 or 70 mph gusts. For the

:06:00. > :06:06.next couple of hours, it's a very wet and windy picture. Then we start

:06:07. > :06:07.to see the winds easing as they go into the West. Something drier
