:00:07. > :00:09.Scottish politicians and environmental organisations have
:00:10. > :00:13.been reacting to the international deal to tackle climate change agreed
:00:14. > :00:20.The First Minister Nicola Sturgeon welcomed the "big step forward,"
:00:21. > :00:22.but some campaigners argue that it lacks action.
:00:23. > :00:38.The historic agreement struck in Paris followed nearly two weeks of
:00:39. > :00:41.negotiations, and is the first to commit all countries to cut
:00:42. > :00:45.emissions. The agreement sets the ambition and it's now up to
:00:46. > :00:49.countries across the world to make sure we take the action that will
:00:50. > :00:53.deliver on that mission, which is the challenge for all of us. The
:00:54. > :00:57.global measures include keeping the global temperature increase below
:00:58. > :01:03.two Celsius, as well as pursuing efforts to limit further and to
:01:04. > :01:07.review progress every five years and to commit $100 billion a year in
:01:08. > :01:14.climate finance to developing countries by 2020. We'd encourage
:01:15. > :01:20.the government to make inroads to save the planet. They're not going
:01:21. > :01:25.to do anything. I think a lot of what they're doing isn't enough but
:01:26. > :01:30.it is more than individuals can do. The countries have to work it out
:01:31. > :01:34.themselves. Some argue that while the agreement is ambitious, it lacks
:01:35. > :01:39.action. It was almost inevitable the deal would be better than we've seen
:01:40. > :01:45.before but not as good as we need to see. And in many ways the single
:01:46. > :01:50.most pressing issue that has failed to be addressed by this agreement is
:01:51. > :01:54.leaving fossil fuels in the ground. The UK Government has cut subsidies
:01:55. > :01:59.in renewables to provide better value for money but it is being
:02:00. > :02:05.urged to change its approach in light of the pack. The Conservatives
:02:06. > :02:08.have cut some of the subsidies to renewables, losing lots of jobs in
:02:09. > :02:13.the solar industry, and we have to turn that around. We have to play
:02:14. > :02:16.our part in Scotland and the rest of the UK. Environment groups say the
:02:17. > :02:20.talks might be over but national governments must now start to
:02:21. > :02:23.deliver on the first truly global deal to protect the climate.
:02:24. > :02:25.Scotland's transport authority was told of the urgent need

:02:29. > :02:30.A leaked email has revealed that the chief engineer
:02:31. > :02:34.Barry Colford imposed a restriction on "abnormal" loads and said
:02:35. > :02:37.the curb should remain until all the truss end links
:02:38. > :02:43.One of the links has since cracked, leading to the closure
:02:44. > :02:46.Transport Scotland said there was nothing to suggest
:02:47. > :02:53.the restriction had anything to do with the current problems.
:02:54. > :02:59.We do need the Scottish government but everything in the public domain,
:03:00. > :03:04.to be transparent, and not to engage in the ever-increasing amounts of
:03:05. > :03:06.spin to hide the truth from people about cut budgets and cancelled
:03:07. > :03:12.maintenance contracts. The First Minister made it crystal clear that
:03:13. > :03:17.this problem which was found a few weeks ago hadn't been picked up on
:03:18. > :03:19.previously because it is a new floor in the bridge.
:03:20. > :03:22.Funding for Scotland's schools, hospitals and the police service
:03:23. > :03:23.will be protected in this week's draft budget.
:03:24. > :03:26.The Finance Secretary John Swinney made the commitment while warning
:03:27. > :03:30.Ahead of announcing his spending plans for the next financial year,
:03:31. > :03:32.Mr Swinney cautioned that there is unprecedented pressure
:03:33. > :03:35.on public expenditure, as a result of the recent spending
:03:36. > :03:41.The UK Government has argued that Scottish ministers will have almost
:03:42. > :03:49.?400 million more available to them next year.
:03:50. > :03:55.We will face very difficult choices because of the scale of the budget
:03:56. > :04:00.reductions we are facing from the UK Government. We're going to have,
:04:01. > :04:04.essentially, a decade of austerity with a 12.5% reduction in the
:04:05. > :04:09.Scottish budget, so we have to live within our means, but we have to act
:04:10. > :04:10.to preserve the essential public services that people are relying on
:04:11. > :04:11.in Scotland. Celtic extended their lead
:04:12. > :04:14.at the top of the Premiership to four points with a 3-0 win
:04:15. > :04:17.against St Johnstone in Perth. Nadir Ciftci and Dedryck Boyota
:04:18. > :04:19.scored from close-range either side And although Saints came close

:04:24. > :04:25.after the hour mark, Let's get the weather prospects
:04:26. > :04:31.for this evening Judith is at the map.
:04:32. > :04:43.Winter's definitely here. It has been really cold. Very good
:04:44. > :04:49.evening to you. Some places struggle to get above freezing today and we
:04:50. > :04:53.some snow in the forecast. We have a tricky 12 hours coming up with this
:04:54. > :05:00.warm front pulling up from the South introducing rain and milder air. As
:05:01. > :05:03.the milder air hits the whole stubborn air across Scotland, it
:05:04. > :05:08.will turn to snow, even perhaps to lower levels. So the Met Office have
:05:09. > :05:14.issued a yellow warning for snow. They are not concerned about the
:05:15. > :05:18.central belt but the Southern highlands and the Grampian area. The
:05:19. > :05:22.rain pushes northwards in overnight. Initially we could see some snow to
:05:23. > :05:26.lower levels but then the focus will be higher ground and the hills, and
:05:27. > :05:31.then we have something drier by morning. There will be an ice risk
:05:32. > :05:36.tonight on untreated surfaces. It is cold but it is staying dry across
:05:37. > :05:44.the far north. That's snow gradually dies away tomorrow. Something
:05:45. > :05:48.brighter developing in the south, and some sunshine in the north. It
:05:49. > :05:49.is also colder in the north, milder in the South.
:05:50. > :05:53.Our next update's just after the ten o'clock news.
:05:54. > :05:56.Until then, from all of us on the team here in Glasgow,
:05:57. > :06:01.have a very good evening. Bye for now.
