:00:08. > :00:10.Scottish households won't see an increase in their income tax

:00:11. > :00:15.Delivering his budget for the next financial year,

:00:16. > :00:18.the finance secetary told MSPs that he wouldn't use new powers

:00:19. > :00:25.But John Swinney was accused of campaigning all his life for more

:00:26. > :00:34.Here's our political editor, Brian Taylor.

:00:35. > :00:42.Budgets are about spending. John Swinney, at hospital development,

:00:43. > :00:52.announced record funding for the NHS. Up 6.5%. But the budget is also

:00:53. > :01:03.about raising money, the new tax perils, -- powers, allowed him to

:01:04. > :01:09.protect the poorest. No change in the income tax next year. The

:01:10. > :01:15.Conservatives said no complaints about spending cuts, if the minister

:01:16. > :01:19.was not going to be raising taxes. They have made the choice, not to

:01:20. > :01:26.increase the size of the budget. They have had the chance, flunked

:01:27. > :01:36.it. Some of the taxes are going to rise, those buying a second home.

:01:37. > :01:44.Landfill tax, higher. And businesses will be a next ?130 million. More

:01:45. > :01:53.money for schools, towards pupil attainment, changed gear, --

:01:54. > :02:00.childcare, and police. The Liberal Democrats said that a single police

:02:01. > :02:04.force failed to save money. These reforms have not saved the money

:02:05. > :02:12.that they were intended to do. He has been patching up the police

:02:13. > :02:21.budget. Jackie Baillie cleaned that there is indeed had not succeeded in

:02:22. > :02:24.stopping hostility. He said that he is protecting schools, but the

:02:25. > :02:29.education budget has been cut, he said that he is protecting him, but

:02:30. > :02:36.slashing the budgets of the council is delivering for local people.

:02:37. > :02:42.Local government spending down by 320 million. But boosting social

:02:43. > :02:49.care, particularly to help the elderly. The boundary, between the

:02:50. > :02:57.NHS and local spending, stopping many attempts to improve there, that

:02:58. > :03:04.ceases to exist. John Swinney said that his budget is helping

:03:05. > :03:11.hard-pressed families. Dual freeze, income and council tax. But critics

:03:12. > :03:18.have said the government has frozen. Not tackling austerity. Decisions,

:03:19. > :03:24.pending. Reforming business reach, tax perils for Holyrood. They will

:03:25. > :03:27.have to await the elections, in May. So what's been the reaction

:03:28. > :03:29.today's budget. The body which represents most

:03:30. > :03:47.councils in Scotland described The Scottish Government are making

:03:48. > :03:53.choices, 3.5% cut, that equates to about 3500 jobs. Compare that to

:03:54. > :03:59.what happened at the steelworks, it is about the same as 50 of them. It

:04:00. > :04:05.is important that the government and other political parties think about

:04:06. > :04:10.what they are going to do with the significant new tax powers. They can

:04:11. > :04:17.design a distinctively Scottish, tax system. We need some detail. I think

:04:18. > :04:24.it has been mixed. Obviously disappointed with the rise in

:04:25. > :04:29.business rates, but equally, happy that the income tax has not been

:04:30. > :04:30.released, and council tax has been frozen.

:04:31. > :04:32.Unemployment has fallen Scotland, and it's down across the UK

:04:33. > :04:36.Official figures show the number of people out of work between August

:04:37. > :04:38.and October decreased by eight thousand here -

:04:39. > :04:41.while the number of people in work in Scotland rose again.

:04:42. > :04:44.Police are treating an attack on an 81 year old man in his home

:04:45. > :04:46.in South Lanarkshire as attempted murder.

:04:47. > :04:49.The man from Larkhall suffered stab wounds during the incident

:04:50. > :04:51.in the town's Castleview shortly before two o'clock this afternoon

:04:52. > :04:55.and is in a stable condition in Wishaw hospital.

:04:56. > :04:59.A has been versus a three time loser - the war of words between the Trump

:05:00. > :05:01.organisation and the former first minister, Alex Salmond.

:05:02. > :05:04.It follows the supreme court's decision to reject Donald Trump's

:05:05. > :05:06.appeal against a planned offshore windfarm off

:05:07. > :05:13.In the last hour, the Trump organisation says it is preparing

:05:14. > :05:15.to take the case to the European courts.

:05:16. > :05:34.All tee'd off promisingly. When Donald Trump bought part of this

:05:35. > :05:38.estate, making it the goal links, Scotland wanted to smooth out the

:05:39. > :05:44.plans. But they also wanted to build this wind off the coast. Donald

:05:45. > :05:53.Trump said that the development would be spoiling the view for the

:05:54. > :05:59.golfers. But today, he lost his third legal bid to stop it. The

:06:00. > :06:02.judge said that the Scottish Government had acted lawfully, but

:06:03. > :06:10.Donald Trump said it was bad for the economy, and it would ultimately

:06:11. > :06:16.fail. Where is the money going to come from? The people who have put

:06:17. > :06:27.forward the proposal, nobody has been driving at. The dispute has

:06:28. > :06:34.taken on a personal part, with Alex Salmond lining up to attack the

:06:35. > :06:39.businessman. In 2007, he promised billions of investment, thousands of

:06:40. > :06:54.jobs. Eight years later, not less than 10% of that has been delivered.

:06:55. > :07:01.Today, Donald Trump is keen on Colin other presidential candidates

:07:02. > :07:03.losers, is he? Donald Trump is not the sort of person to take criticism

:07:04. > :07:26.lying down. Wind farm backers have told us it

:07:27. > :07:35.will have enough electricity for thousands of homes every year, and

:07:36. > :07:39.to make, BBC Scotland can review about Donald Trump's lawyers are

:07:40. > :07:43.preparing to take the case, before the European Court.

:07:44. > :07:46.A man who was filmed stealing two charity tins from a pub

:07:47. > :07:48.and a takeaway in Aberdeen has been jailed for five months.

:07:49. > :07:51.David Lander, of Montrose, was caught on CCTV at Wagley's bar

:07:52. > :07:59.in Exchange Street and Sizzlers in Guild Street at the end of November.

:08:00. > :08:01.Lander admitted the crimes at Aberdeen Sheriff Court.

:08:02. > :08:04.He was estimated to have taken about ?160 in total.

:08:05. > :08:12.Well, it's time for the weather outlook for tonight and tomorrow.

:08:13. > :08:22.Good evening. Some parts of the north-east had lovely sunshine.

:08:23. > :08:35.Elsewhere, cloudy. Outbreaks of rain. Mild. Temperatures at double

:08:36. > :08:41.figures. Tomorrow, breezy, south westerly winds. If you are going to

:08:42. > :08:50.be heading out in the morning, it is good to be miserable, going to work.

:08:51. > :08:57.Especially for West on locations. Dry interludes in the north east. As

:08:58. > :09:00.we go through the day, most of us should see some improvement, as this

:09:01. > :09:09.rain continues to track from west to East. Brighter conditions behind.

:09:10. > :09:13.That is going to be the trend across the rest of the United Kingdom.

:09:14. > :09:20.Northern Ireland eventually gives way to sunshine. And at East Anglia,

:09:21. > :09:30.and the south-east, the rain will not have reached them by the

:09:31. > :09:34.afternoon. Sunshine, holding on. And look at these temperatures, around

:09:35. > :09:42.15 Celsius. Out of the seasonal average. At Scotland, across the

:09:43. > :09:53.evening, showers feed in at the west. Friday... Cloudy. The rain

:09:54. > :09:55.could cause some localised flooding. Breezy, mild.
