:00:16. > :00:19.Axing civilian staff at Police Scotland to save money

:00:20. > :00:22.and switching police officers from operational to back-room

:00:23. > :00:29.That's the view of the Inspector of Constabulary in his annual report.

:00:30. > :00:32.The force is still facing an overspend of ?25 million

:00:33. > :00:35.this year, but spending watchdogs have warned that the deficit

:00:36. > :00:37.could more than treble in four years.

:00:38. > :00:53.The failure by police to respond for Correspondent, Reevel Alderson.

:00:54. > :00:57.The failure by police to respond for three days to a road accident on the

:00:58. > :01:01.M nine was just one of a series of difficulties faced by the National

:01:02. > :01:04.force in recent months. The driver and his girlfriend both died as a

:01:05. > :01:06.result of the accident. Changes to call handling including the loss of

:01:07. > :01:09.civilian posts following the creation of police Scotland have

:01:10. > :01:13.been blamed for the error. We were ordered to save the force money. The

:01:14. > :01:19.inspector of Constabulary in his annual report said that one effect

:01:20. > :01:24.of the cuts has been police officers pulled off operational roles to

:01:25. > :01:26.fulfil back office duties. Was the report has highlighted is that if

:01:27. > :01:32.this is something that goes on further then qualified police staff

:01:33. > :01:36.who add value to bulletin will be lost. What a report is saying is for

:01:37. > :01:39.police Scotland to be able to look ahead with the police authority,

:01:40. > :01:45.what kind of policing does it need to deliver and how best to deliver

:01:46. > :01:48.that. Unions said the warrant making civilian workers need target for

:01:49. > :01:52.financial savings would not be the best value for money and that is

:01:53. > :01:56.proved correct. These police officers will be less skilled, less

:01:57. > :02:01.trained, the move onto other posts within, what you do have with a

:02:02. > :02:05.police staff workforce is people who are loyal and stay with the

:02:06. > :02:12.organisation for the length of their service. New recruits to the police

:02:13. > :02:15.service, but the spending watchdog ordered Scotland said the financial

:02:16. > :02:19.outlook for the force is far from clear, they say there could be a

:02:20. > :02:24.funding gap of ?85 million in four years' time. But the Scottish

:02:25. > :02:27.Government said this week's budget giving extra cash to help the

:02:28. > :02:28.reorganisation process would put police Scotland on a sustainable

:02:29. > :02:30.footing. The Scottish government has

:02:31. > :02:33.announced a plan to give anyone with a terminal illness

:02:34. > :02:35.access to specialist care. The vision's been outlined as part

:02:36. > :02:51.of a ?3.5 million strategy Saint Margaret of Scotland Hospice

:02:52. > :02:56.in Clydebank provides care for those with serious illnesses as well as

:02:57. > :03:03.support for those who are terminally ill, known as palliative care.

:03:04. > :03:09.Jeff's brother Mike is being cared for the year, he says it is a vital

:03:10. > :03:14.service. All of the staff and the facilities they have, and the care,

:03:15. > :03:20.it is absolutely marvellous. If it was a Hotel, I mean, you would think

:03:21. > :03:25.it was luxury. The war is a blend of single rooms and multiple occupancy.

:03:26. > :03:28.The problem is that demand for palliative care is out shipping

:03:29. > :03:33.supply. There are more people who are in need of palliative care than

:03:34. > :03:36.those who receive it and I think that the figure that was given was

:03:37. > :03:41.around 10,000 people deserve palliative care who are not

:03:42. > :03:45.currently receiving that. Currently there is huge demand for the kind of

:03:46. > :03:49.specialist care services offered by hospices like this one, but getting

:03:50. > :03:54.access to the services across Scotland is not always that easy.

:03:55. > :03:59.Now the Scottish Government has come up with a plan to address that.

:04:00. > :04:02.Today the Scottish cup and announced that aim to give everyone in

:04:03. > :04:08.Scotland who needed access to palliative care by 2021. It also

:04:09. > :04:12.said patients would be given the opportunity to make clear their

:04:13. > :04:17.dying wishes at an early stage. And there will be extra training for NHS

:04:18. > :04:21.and social care departments. So can all this be achieved? Everyone will

:04:22. > :04:24.have to play a part in five years is not a long time but it is an

:04:25. > :04:27.ambitious statement and everyone is willing to put in the time and

:04:28. > :04:32.effort to make it work cause it is so important that people who are

:04:33. > :04:36.dealing with a terminal illness get the palliative care that they need.

:04:37. > :04:40.The Scottish Government wants to start seeing the plans come to

:04:41. > :04:43.fruition by April next year, it is an ambitious strategy but one that

:04:44. > :04:45.ministers say they are determined to make happen.

:04:46. > :04:47.A third patient has died, after developing a respiratory virus

:04:48. > :04:48.at Scotland's largest cancer hospital.

:04:49. > :04:54.The patient was one of seven diagnosed with the virus,

:04:55. > :04:56.following treatment at the Beatson West of Scotland Cancer

:04:57. > :05:00.The ward involved has re-opened, but patients who have been treated

:05:01. > :05:05.there this month are being contacted as a precaution.

:05:06. > :05:08.The last remaining Church of Scotland school in the world

:05:09. > :05:12.What makes it even more unusual is that it teaches Christian,

:05:13. > :05:15.Muslim and Jewish children together in an attempt to create

:05:16. > :05:19.an environment of tolerance, despite the tensions.

:05:20. > :05:22.Fiona Walker has been to Israel to find out why the Church

:05:23. > :05:30.of Scotland is running a school in the Holy Land

:05:31. > :05:38.Amongst the religious conflict, that defines the Middle East, like

:05:39. > :05:42.something of a surprise. It is nativity rehearsal time at this

:05:43. > :05:48.school. The Nativity is a Christian tradition, of course, but about a

:05:49. > :05:59.Jewish family. And Joseph is being played by a pupil who is Muslim.

:06:00. > :06:04.In the great six Hebrew class it is the turn of a Muslim boy to light a

:06:05. > :06:11.candle in the Jewish festival of Chanukah. Learning about different

:06:12. > :06:20.faiths helps the children understand each other. We are all friends here

:06:21. > :06:28.and, I am Christian, he is Muslim, we are all together as friends. The

:06:29. > :06:33.state of Israel can be bold, just including all sorts of people and it

:06:34. > :06:38.can be beautiful as it is in this class, as it is in this school. That

:06:39. > :06:42.pretty much sums up party are told about the ethos of the school,

:06:43. > :06:46.whereas pupils in Israeli state schools are mostly taught

:06:47. > :06:51.separately, here the Church of Scotland is bringing people

:06:52. > :06:56.together. This is a grade for class going on, but this is not just a

:06:57. > :07:01.classroom, we are underground and this is a bomb shelter. The children

:07:02. > :07:04.have to be able to get in here within 90 seconds of a siren going

:07:05. > :07:09.on, which gives you the context in which these pupils are living. In

:07:10. > :07:11.fact, this school was set up by a Scottish woman, before the Middle

:07:12. > :07:16.East problems we know of today. Scottish woman, before the Middle

:07:17. > :07:19.on earth is the Church of Scotland doing running a school

:07:20. > :07:21.on earth is the Church of Scotland With this school in particular,

:07:22. > :07:26.because it was given to us in a With this school in particular,

:07:27. > :07:32.continue to look after that. there is a real sense of needing to

:07:33. > :07:36.keep a presence here and we felt that was very important as a church.

:07:37. > :07:44.At the time when we were giving the other products -- properties away,

:07:45. > :07:48.to keep all of this one. Too young to fully understand the politics,

:07:49. > :07:55.these children sing jingle Bells in Arabic before going home. Home to

:07:56. > :08:01.their life in a divided land. The holy land.

:08:02. > :08:15.Good evening, it is a mild one, where is all of our cold air? It is

:08:16. > :08:20.in the Arctic and try to come down. We have these southerly winds just

:08:21. > :08:26.feeding into these conditions. It is mild again tonight. At this point in

:08:27. > :08:28.September -- in December we stewed sea temperatures in the low

:08:29. > :08:33.single-digit but in this coming night they will be in teens. That is

:08:34. > :08:38.how we start the morning. With that milder coming up from the self a lot

:08:39. > :08:42.of cloud around as we saw today. The weather we have quite breezy from

:08:43. > :08:47.the south, particularly on the coastline. To start the day tomorrow

:08:48. > :08:52.it is cloudy and damp, windy, too, but that rain will slowly edge away.

:08:53. > :08:53.And thanks to those relatively strong southerly winds, the cloud

:08:54. > :08:57.should break strong southerly winds, the cloud

:08:58. > :09:01.brighter, the Central Belt and towards the north-east of

:09:02. > :09:03.Aberdeenshire as well. The overnight rain shifting self across the UK

:09:04. > :09:07.tomorrow so for part of the North rain shifting self across the UK

:09:08. > :09:13.England, Wales and in towards the south west it is fairly brief,

:09:14. > :09:17.further south-east it is more dry but 15, maybe 16 degrees for us here

:09:18. > :09:19.in Scotland. There will be some showers around and some cloud

:09:20. > :09:22.despite any brightness coming through. It is Saturday, staying

:09:23. > :09:27.busy with those showers and come Saturday night in other band of rain

:09:28. > :09:31.edging in towards the central belt making for a wet Saturday night.

:09:32. > :09:36.Think ahead towards Sunday and a fairly disturbed weather once again,

:09:37. > :09:41.when the at times, some rain but temperatures are back on the way

:09:42. > :09:43.down. A cloudy, showery Day. Those showers merging to form longer

:09:44. > :09:48.spells of rain but there should be some brightness out with showers,

:09:49. > :09:51.too. Temperatures will go back to somewhere closer to where they

:09:52. > :10:02.should be for the time of year but tonight very mild and tomorrow, too.

:10:03. > :10:08.From everyone here in Glasgow and around the country, good night and
