:00:14. > :00:16.The organisers of Edinburgh's Hogmanay celebrations say

:00:17. > :00:18.the build-up to this year's event has been challenging,

:00:19. > :00:21.but they insist the tens on thousands of partygoers will be

:00:22. > :00:24.The recent terror attacks in Paris highlighted security concerns,

:00:25. > :00:28.but the man in charge of policing the event say people should be

:00:29. > :00:46.Fireworks to welcome the new year, the centrepiece of Edinburgh's

:00:47. > :00:51.hogmanay celebrations. This afternoon, high up on the castle,

:00:52. > :00:55.two-and-a-half town tonnes of explosives are being prepared for

:00:56. > :00:59.this year's five minute display. The satisfaction for us comes at the end

:01:00. > :01:03.of it. When the final fireworks have blown away you have this massive

:01:04. > :01:07.roar from the street. It literally comes up and hits you. It's the most

:01:08. > :01:10.amazing feeling. All those people down there are just having a

:01:11. > :01:14.brilliant timed and they've loved what you've done. Down at street

:01:15. > :01:19.level, many hands are needed to put together an event that in the space

:01:20. > :01:26.of two decades has gone global. Watched in 80 countries, Scotland's

:01:27. > :01:30.biggest Hogmanay event is a three-day festival. It's a big

:01:31. > :01:33.project. Not just the street party with 70,000 people. There are

:01:34. > :01:37.150,000 to 200,000 people in the city for the things we are putting

:01:38. > :01:42.on. The build-up to this year's event has been set against a

:01:43. > :01:47.challenging backdrop. The Forth Road Bridge was closed at a time when

:01:48. > :01:51.many were making their plans for Hogmanay there is the ongoing

:01:52. > :01:55.concern about security. In the wake of the Paris attacks, officers here

:01:56. > :01:59.are offering firm reassurance. Obviously, in the context of what's

:02:00. > :02:03.happened internationally over recent months my message to the public is a

:02:04. > :02:08.clear one - be aware and vigilant, but don't be alarmed. I'm very

:02:09. > :02:13.confident, in terms of Edinburgh's Hogmanay we have put in plans and

:02:14. > :02:17.the contingency plans to ensure people can come here, have a

:02:18. > :02:21.fantastic time and enjoy themselves safety. With forecasters predicting

:02:22. > :02:23.relatively good conditions it seems they can can do so without worrying

:02:24. > :02:29.too much about the weather. Amber "be prepared" weather warnings

:02:30. > :02:32.have been issued by the Met Office It says Storm Frank will bring heavy

:02:33. > :02:36.rain and high winds, which could have a serious

:02:37. > :02:45.impact in some areas. We are being looking at rainfall of

:02:46. > :02:49.over 100 mm in some parts of Dumfries and Galloway and parts of

:02:50. > :02:55.western Tayside it could be quite bad. Everything is saturated. We had

:02:56. > :02:58.a lot of rain in recent weeks. The rivers have full, down south it

:02:59. > :03:03.doesn't take an awful lot of rain to cause problems. When we have as much

:03:04. > :03:06.rain as we are expecting over the next 36-hours we could see

:03:07. > :03:10.significant problems in parts of Scotland.

:03:11. > :03:13.We'll have a full weather forecast at the end of this bulletin.

:03:14. > :03:16.Police have started a murder investigation into the death of one

:03:17. > :03:19.The body of 53-year-old Martin Hamilton, who was nicknamed

:03:20. > :03:22.the Blackhill Butcher, was found in woodland

:03:23. > :03:24.near West Calder on the 17th December.

:03:25. > :03:26.A post-mortem examination has shown he suffered serious injuries,

:03:27. > :03:28.which are believed to have led to his death.

:03:29. > :03:34.Hamilton had a string of convictions for drug dealing and violence.

:03:35. > :03:37.The mother of a premature baby, whose life was saved by a blood

:03:38. > :03:38.transfusion, is encouraging people to make giving

:03:39. > :03:44.Shawn Waugh's son Conan weighed under 2lbs when he was born,

:03:45. > :03:59.When you are just 18 months old, even a reclining chair can make a

:04:00. > :04:07.good slide. This toddler makes the most of every chance to play. Born

:04:08. > :04:11.15 weeks premature and weighing just a pound and three quarters it wasn't

:04:12. > :04:15.given he would survive to be the toddler he is now. At two-days old

:04:16. > :04:22.he had the first of two blood transfusions. He had a massive

:04:23. > :04:25.haemorrhage and he lost a lot of blood. They told us that we

:04:26. > :04:29.haemorrhage and he lost a lot of have the blood transfusion to save

:04:30. > :04:30.his life. It was touch and gchl had the blood transfusion it was like a

:04:31. > :04:34.tonic. It was a different baby. the blood transfusion it was like a

:04:35. > :04:39.Conan, his name picked because he was such a fighter, was the star

:04:40. > :04:41.attraction at today's appeal for more blood donors. Donations usually

:04:42. > :04:46.dip over the festive period but the more blood donors. Donations usually

:04:47. > :04:53.number of donors year round is decreasing. An active donor is

:04:54. > :04:57.anyone who donated in 12 months dropping from 5% to less than 4%.

:04:58. > :05:01.anyone who donated in 12 months It's important to encourage new

:05:02. > :05:04.donors, and younger donors to come forward, to replace the ageing donor

:05:05. > :05:06.donors, and younger donors to come base. The message is, if you can

:05:26. > :05:27.Glasgow, might as well pop in, give blood, a cup of tea, back down the

:05:28. > :05:32.road. The charity, Citizens Advice

:05:33. > :05:34.Scotland, says it's been asked for help by increasing numbers

:05:35. > :05:36.of people who've left the armed forces, but are finding it difficult

:05:37. > :05:46.to cope in civilian life. Martin came out of the RAF three

:05:47. > :05:50.years ago having served for 20 years. After having back and hip

:05:51. > :05:55.problems, then a medical discharge, Martin had no idea what to do or

:05:56. > :06:00.where his family would live. Obviously, a big part of the job is

:06:01. > :06:07.that we get a married quarter to live in. Nice, safe haven for the

:06:08. > :06:11.family I would have to give that up at some stage. It was very, very

:06:12. > :06:16.worrying. Like I say, I've got my family to think of. You know, if I

:06:17. > :06:19.had to sleep down the street in a tent on the corner of the road I

:06:20. > :06:23.would do it. I don't expect my family to do that. While he waited

:06:24. > :06:29.for pension arrangements to be sorted out he turned to the armed

:06:30. > :06:33.services support service. He said the support was invaluable. They

:06:34. > :06:38.make things that little bit easier. When you are feeling a bit, sort of,

:06:39. > :06:42.you are walking in as a happy face. Sit down, we will try and sort this

:06:43. > :06:47.out. That's as good as anything sometimes. This project has now been

:06:48. > :06:53.running for five years it has helped with over 32,000 issues and

:06:54. > :06:57.supported over 7,000 people. They could have problems with debt, they

:06:58. > :07:01.could have problems with employment. We can help people claim the

:07:02. > :07:04.benefits they are entitled to. Basically, people have a chaotic

:07:05. > :07:11.lifestyle. They've built up many problems over the years. This can

:07:12. > :07:15.lead to homelessness. It's a happy festive season for Martin and his

:07:16. > :07:20.family this year. Kneel settled and most of all secure in a lovely home.

:07:34. > :07:36.these trailing weather fronts and the strong winds associated with it

:07:37. > :07:41.that will bring the stormy conditions for us tonight. The

:07:42. > :07:44.winds, severe gale force gusts of 70mph around the coasts. Possibly

:07:45. > :07:50.higher than that for the western isles. Rough seas, big waves,

:07:51. > :07:56.coastal overtopping. On top of that heavy rainfall. We have a yellow be

:07:57. > :08:00.aware warning covering most of the country. The rain will sweep

:08:01. > :08:06.eastwards across the country. Most at risk south-west Scotland, western

:08:07. > :08:09.borders, Argyll, Sterling and southern Aberdeenshire. The amber

:08:10. > :08:13.warning areas, be prepared for some significant flooding. Anywhere

:08:14. > :08:16.across the country you will see nasty conditions tonight

:08:17. > :08:20.particularly when you factor in the winds. Tomorrow a windy start, wet

:08:21. > :08:23.start, that system is on the move. The rain will pull away eastwards

:08:24. > :08:28.during the morning. Most parts will see a dryer spell for the afternoon.

:08:29. > :08:33.Heavy showers moving to the west later on. It starts out mild,

:08:34. > :08:37.temperatures will fall away somewhat and will introduce a wintry flavour

:08:38. > :08:42.to the showers by the end of the day. Gale force winds will ease to

:08:43. > :08:45.the west through the afternoon. For Hogmanay lighter winds, brighter day

:08:46. > :08:50.for eastern Scotland, spells of sunshine. Look at the temperatures,

:08:51. > :08:53.a colder feel. A band of wintry showers pushing across the country

:08:54. > :08:54.during the late afternoon and evening, most places drying up again
