:00:10. > :00:13.The clean-up is underway across Scotland, after the floods

:00:14. > :00:16.and high winds brought by Storm Frank.

:00:17. > :00:19.Thousands of people spent the night without electricity and many had

:00:20. > :00:25.In a moment we'll hear about the situation

:00:26. > :00:26.in the North East and in the Borders - but first to Dumfries

:00:27. > :00:34.and Galloway, where Aileen Clarke has spent the day.

:00:35. > :00:39.In Newton Stewart this morning Ada and Nancy had settled in well in

:00:40. > :00:44.their temporary digs. As their owners told the first Minister when

:00:45. > :00:48.she visited, the flooded roads meant they couldn't get home last night

:00:49. > :00:53.and head to bed down here. Everyone has looked after them well. The In

:00:54. > :00:55.high street, the sort out and clean-up has begun, but the

:00:56. > :01:00.floodwaters from the River Cree, which engulfed the street yesterday,

:01:01. > :01:06.have left a community desperate for practical help now. It's horrific.

:01:07. > :01:10.And reassurance for the future. We've got to make sure that we are

:01:11. > :01:14.listening to communities, that we are learning the lessons of these

:01:15. > :01:18.incidents, so that in future we get even more prepared and that's why

:01:19. > :01:21.both here in the south of Scotland the Deputy First Minister As today

:01:22. > :01:25.in Deeside as well, we are taking the time to make sure we talk to

:01:26. > :01:29.people, those lessons are learned and we can continue to improve the

:01:30. > :01:33.systems we have in place. This shop owner had a store in the Lake

:01:34. > :01:36.District flooded this month and yesterday he raced north, only to

:01:37. > :01:42.see the water lapping up the walls of his shop here. We need power, we

:01:43. > :01:46.need to know that we can get support and advice quickly. And we

:01:47. > :01:51.need to know that we can get support wall building in the village in

:01:52. > :01:55.town. Basically, on the wall, it was about two there, but I'm man enough

:01:56. > :02:03.to say yesterday morning I had a little cry and, book, give just got

:02:04. > :02:06.get on with it. The clean-up operation might be under way in

:02:07. > :02:09.Newton Stewart but not here in Castle Douglas. The lock at the

:02:10. > :02:14.bottom has burst its banks and homes here are still being flooded.

:02:15. > :02:17.Our correspondent Lorna Gordon is in Newton Stewart this evening.

:02:18. > :02:23.How is it looking there tonight, Lorna?

:02:24. > :02:29.Some good news here tonight. That bridge, which was in darkness for a

:02:30. > :02:34.Some good news here tonight. That good 24 hours and was closed to all

:02:35. > :02:38.traffic, has now reopened the cars and as you can see the lights are

:02:39. > :02:42.back on. The electricity has been restored to most homes here in

:02:43. > :02:46.Newton Stewart. Such was the level of the flooding that it will take

:02:47. > :02:50.far longer to assess and indeed repair the damage to people's homes

:02:51. > :02:55.and businesses. The river here rose by a good couple of metres. It

:02:56. > :02:58.forced its way with an explosive punch, I'm told, through the stone

:02:59. > :03:02.wall that used to stand here and flooded this area up to about waist

:03:03. > :03:07.height. Little to look forward to for many families and businesses in

:03:08. > :03:10.this town this New Year. Lorna Gordon, thank you.

:03:11. > :03:12.Residents of Ballater in Aberdeenshire, where

:03:13. > :03:14.the River Dee flooded around 200 homes, had a visit

:03:15. > :03:15.from Prince Charles and his wife Camilla.

:03:16. > :03:28.The waters rose on Ballater and today, they receded. This is what

:03:29. > :03:33.they left behind. Mobile homes strewn across gardens. Walls and

:03:34. > :03:43.property destroyed. The water invaded everywhere. Honestly, I just

:03:44. > :03:46.astounded. I've just come in the door and the Hatch has disappeared.

:03:47. > :03:54.I've never seen the hatch, I just went right through it. Their stools

:03:55. > :04:00.in bathroom. I just... Honestly, I'm just astounded. Householders are now

:04:01. > :04:04.counting the cost of the flood. Also seeing the impact of the water and

:04:05. > :04:08.offering a friendly word the townspeople were Prince Charles and

:04:09. > :04:12.the Duchess of Cornwall. Engineers were at work first thing, restoring

:04:13. > :04:18.power. But was everyone ready for Storm Frank? I was sitting with an

:04:19. > :04:22.87-year-old gentleman this morning whose birthday it is today and he is

:04:23. > :04:26.saying he has lived in the Paarl -- in the village for 70 years and he

:04:27. > :04:30.has never seen water or flooding like this. I'm proud of the way the

:04:31. > :04:34.staff and the team and services have responded well. They've done an

:04:35. > :04:39.exemplary job. Many had little choice but to collect what they

:04:40. > :04:42.couldn't find somewhere dry. Life is slowly getting back to normal

:04:43. > :04:46.hearing Ballater. Power has been restored to many homes and some

:04:47. > :04:50.people have been able to enter their properties to assess the damage. For

:04:51. > :04:53.them perhaps the real clean-up begins now. Elsewhere in

:04:54. > :04:59.Aberdeenshire, Storm Frank has made its force felt. This used to be the

:05:00. > :05:07.A93 between Ballater and Braemar. The tarmac no match for the River

:05:08. > :05:12.Dee's force. Downstream in Aberdeen -- downstream in Aberdeen the river

:05:13. > :05:15.which dates the highest level since 1928 and at this Angling club

:05:16. > :05:19.decades of history are now sodden mess. Storm Frank has moved on from

:05:20. > :05:21.Aberdeenshire, but many families will be feeling its effects. In time

:05:22. > :05:25.to come. The body of a missing

:05:26. > :05:27.kayaker has been recovered Police and local coastguards joined

:05:28. > :05:32.in a search for the man in his fifties yesterday,

:05:33. > :05:35.but it had to be called off All trains between Carlisle and both

:05:36. > :05:40.Edinburgh and Glasgow have been cancelled, after a viaduct

:05:41. > :05:43.was seriously damaged in the storm. The line between Perth

:05:44. > :05:46.and Inverness is also affected, with passengers having to use

:05:47. > :05:48.rail replacement buses In the Borders, Peebles has

:05:49. > :05:55.experienced the worst flooding The Tweed has now subsided

:05:56. > :06:12.and people are assessing the damage, Soaking sideboard shows how bad the

:06:13. > :06:16.flooding was. New sofas perched on tables did not escape the deluge.

:06:17. > :06:21.Hogmanay celebrations have been cancelled in this home. It happened

:06:22. > :06:24.very quickly, because we have had flood defences in place that have

:06:25. > :06:26.always held before but the weight of the river, the surge, was just

:06:27. > :06:32.unbelievable. Around 50 people had the river, the surge, was just

:06:33. > :06:33.to abandon homes in Peebles. Smaller communities upstream were also

:06:34. > :06:39.flooded. Water was up to here. communities upstream were also

:06:40. > :06:45.20 elderly residents had to leave this care home in the middle of the

:06:46. > :06:48.night. Furniture and curtains can be replaced but private things are

:06:49. > :06:53.difficult to replace. The council says it will reflect on how well its

:06:54. > :06:56.services copes. Some of the outlying areas there are still issues as well

:06:57. > :06:58.and clearly there are farming businesses that will be under

:06:59. > :07:02.pressure, having perhaps lost livestock in the floods. There is a

:07:03. > :07:07.lot of clearing up to do but the community does rally together and we

:07:08. > :07:11.will continue to do that. One date on and the Tweed has tamed

:07:12. > :07:14.considerably. If you see that debris on this tree, you can

:07:15. > :07:17.considerably. If you see that debris the water rose yesterday. There is

:07:18. > :07:21.no longer the same danger to life but the wreckage remains and there

:07:22. > :07:22.are concerns about the safety of roads, bridges along this famous

:07:23. > :07:41.river. It's quite a wintry look to the

:07:42. > :07:45.night, the next 24 hours the Met office has a yellow bee aware

:07:46. > :07:49.warning for snow, mainly over higher ground and ice, which will be the

:07:50. > :07:53.main concern on untreated services denied. This evening,

:07:54. > :07:54.main concern on untreated services blustery showers, wintry in nature,

:07:55. > :07:58.snow over higher ground, blustery showers, wintry in nature,

:07:59. > :08:04.lower ground and hail as blustery showers, wintry in nature,

:08:05. > :08:06.the time we reached the bells we are still looking at quite a number of

:08:07. > :08:09.showers certainly across the northern half of the country and

:08:10. > :08:10.showers certainly across the then it will be chilly, temperatures

:08:11. > :08:16.down to 2-3dC, then it will be chilly, temperatures

:08:17. > :08:21.countryside. -1 or minus two Celsius widely. In 2016 the showers tend to

:08:22. > :08:27.west. It will be dry and jelly with west. It will be dry and jelly with

:08:28. > :08:31.the risk of ice anywhere, where services are damp -- any showers

:08:32. > :08:33.the risk of ice anywhere, where the north and west continue to die

:08:34. > :08:37.the risk of ice anywhere, where away and it's a pretty good day.

:08:38. > :08:39.the risk of ice anywhere, where with spells of winter sunshine,

:08:40. > :08:44.although we will see cloud increasing in the south-west later

:08:45. > :08:48.in the afternoon, as winds back into the south-east and strengthen on the

:08:49. > :08:51.West Coast and we hold on to the cold temperatures. Wrap up warm

:08:52. > :08:52.West Coast and we hold on to the you're heading out for a New Year's

:08:53. > :08:55.Day walk. Tomorrow evening you're heading out for a New Year's

:08:56. > :09:00.Saturday there is a deep debris of low pressure which will introduce

:09:01. > :09:03.rain across eastern Scotland along with strengthening south-easterly

:09:04. > :09:05.winds. That's your forecast. Goodbye for now.
