:00:39. > :00:45.Overnight, this place became the latest community to be affected by

:00:46. > :00:49.flooding. This morning, water was still threatening homes. Many

:00:50. > :00:53.residents have already left. Because the water was so high, it is coming

:00:54. > :00:54.residents have already left. Because down and it is just under the

:00:55. > :00:59.floorboards, so we are trained to get as red as much of that we can.

:01:00. > :01:05.You have the fire brigade here to help? Yes. I have been trying to

:01:06. > :01:08.pump out the water and the government officials have been down

:01:09. > :01:12.and I spoke to them and they are coming down to help and try to save

:01:13. > :01:16.some of these properties from getting totally wrecked. The rural

:01:17. > :01:21.affairs secretary visited this morning, speaking to those affected

:01:22. > :01:25.by the flooding. It is still very distressing for those who are

:01:26. > :01:31.affected. No-macro they have had damage to their homes or had to be

:01:32. > :01:35.rescued. The aftermath and people clearing up, it is important that

:01:36. > :01:39.everybody works together to help those affected.

:01:40. > :01:42.You mention the Environment Agency. You are putting the budget by almost

:01:43. > :01:46.7%. Is that wise question You are putting the budget by almost

:01:47. > :01:50.their role in Scotland is to give warning to understand the threat to

:01:51. > :01:54.committees from flooding and make sure people are given proper

:01:55. > :02:00.information. That will continue unaffected in terms of the budget

:02:01. > :02:05.situation. For communities among the River Dee, some good news for a

:02:06. > :02:10.change. This bridge should be open again in two weeks. The village is

:02:11. > :02:16.currently inaccessible from the east because of damage. Part of the A93

:02:17. > :02:18.that was swept away by the floods, should be replaced by a temporary

:02:19. > :02:25.road within the week. Police divers have been searching

:02:26. > :02:29.in the flooded River Dee in Aberdeen for a man who officers fear may have

:02:30. > :02:32.been swept away in its waters. Two bags containing the belongings

:02:33. > :02:34.of Terence Kilbride were washed up beside

:02:35. > :02:36.the river on Saturday. The 48-year-old from Warrington

:02:37. > :02:38.was reported missing yesterday. Police say he's known to go

:02:39. > :02:40.camping in the area. People in much of Perthshire have

:02:41. > :02:43.spent the day dealing with more rain, and flooding from the Tay

:02:44. > :02:46.and its tributaries. This was the centre of Perth this

:02:47. > :02:57.morning. After days of rain, the drains

:02:58. > :03:02.simply could cope no longer. Firefighters joined council teams

:03:03. > :03:05.to protect property and people. Ten homes were evacuated -

:03:06. > :03:08.mainly basement flats. Perth hadn't seen this kind

:03:09. > :03:16.of flooding since 1993. This is all caused by coming up

:03:17. > :03:19.through drains because the water We can get away with some things,

:03:20. > :03:27.but water, I am afraid, Pumps were quickly put to work,

:03:28. > :03:37.firing the water away, turning this parkland

:03:38. > :03:39.into a reservoir. North of Perth, rain water

:03:40. > :03:45.was thundering down the rivers. This is the River Isla north

:03:46. > :03:53.of Perth, difficult to see where the river bank once was,

:03:54. > :03:56.it's a massive expance of water, more like a loch than a river

:03:57. > :04:00.and with all the mud stirred up by the force of the water,

:04:01. > :04:02.it's running chocolate brown. A number of homes in Perthshire

:04:03. > :04:06.have been flooded out. Those who work this now flooded land

:04:07. > :04:10.trying to get on with it. In Perth tonight, most

:04:11. > :04:12.of the water has now gone. They're hoping that's

:04:13. > :04:19.the last of it. The main route in and out of Argyll

:04:20. > :04:22.is closed again tonight. A 150-tonne boulder

:04:23. > :04:29.is threatening to roll down the hillside onto the A83

:04:30. > :04:32.at the Rest and Be Thankful. Five days ago here at the A83,

:04:33. > :04:40.the Rest and Be Thankful, there was a large landslide just

:04:41. > :04:43.on the hill, you may be able to see the hillside behind me,

:04:44. > :04:46.lots of rocks and debris came The road was shut

:04:47. > :04:52.for a very short time. But what happened when engineers

:04:53. > :04:57.went up to see what damage had been done, they found a 150-tonne boulder

:04:58. > :04:59.hanging precariously All day, engineers have been working

:05:00. > :05:06.to try and drill down into that boulder, hopefully to put

:05:07. > :05:09.it into tiny pieces and then tomorrow they'll do a controlled

:05:10. > :05:11.explosion and hopefully that There is only one way

:05:12. > :05:16.up and that's on foot. The second challenge is obviously

:05:17. > :05:19.the weather, the wind. So, this is the reason that we can

:05:20. > :05:25.only work in daylight hours. At night, it's not

:05:26. > :05:28.safe to work up there. The main problems they've faced

:05:29. > :05:32.today have been bad weather, a very rocky unstable hillside,

:05:33. > :05:44.and drill willing are to resume -- a very rocky unstable hillside,

:05:45. > :05:47.and drilling will have to resume in the morning and hopefully that

:05:48. > :05:50.controlled explosion will happen After that, hopefully,

:05:51. > :05:52.again weather dependent, Police Scotland's new Chief

:05:53. > :05:56.Constable has been formally sworn in during a ceremony

:05:57. > :05:58.at the Scottish Police College Phil Gormley says the role

:06:40. > :06:47.will be doing much of this. These probationary officers are

:06:48. > :06:50.learning how to arrest a suspect. But the newest recruit has a number

:06:51. > :07:04.of problems awaiting his attention. The Chief Constable's already had

:07:05. > :07:06.a meeting with the chairman of the Scottish Police Authority

:07:07. > :07:09.to plan his way forward. The budget is at the

:07:10. > :07:11.top of the agenda. Police Scotland's likely

:07:12. > :07:13.to overspend by ?25 million Staff morale is low,

:07:14. > :07:16.with a recent survey showing high levels of dissatisfaction among both

:07:17. > :07:20.officers and civilian workers. And a series of controversies,

:07:21. > :07:24.stop-and-search, armed officers, and the M9 tragedy have

:07:25. > :07:28.sapped public confidence. I would say that I don't think

:07:29. > :07:30.everything is broken, so let's not leave this

:07:31. > :07:33.conversation with a sense this There are some really

:07:34. > :07:36.significant challenges. You have described some of them,

:07:37. > :07:39.there are others we can discuss. Actually, what we need to do is work

:07:40. > :07:42.with communities and individuals to develop locally relevant

:07:43. > :07:46.services, improve the quality of people's lives,

:07:47. > :07:47.and that's my commitment. He has given himself 100 days

:07:48. > :07:51.to familiarise himself with the force before he can plan

:07:52. > :07:55.how to take it forward. Phil Gormley says it's the pinnacle

:07:56. > :08:02.of his policing career. He says he approaches it

:08:47. > :08:51.wettest December on record right across the UK. All because of a very

:08:52. > :08:55.strong jet stream staying in a staggered position, delivering

:08:56. > :09:00.rainstorm after rainstorm. The fast jet driven by cold out to the north

:09:01. > :09:04.and warm to the south, the rain heavily or persistent and the

:09:05. > :09:06.flooding worse. Tonight, still somewhat weather around. Certainly

:09:07. > :09:09.for the Eastern bodies to budge. Exactly where we don't want it. That

:09:10. > :09:13.is how we start things tomorrow morning. Away from these areas,

:09:14. > :09:18.reasonably dry at times and probably a better better day than today. Here

:09:19. > :09:24.are the temperatures at 8am. Still some patchy rain towards the south,

:09:25. > :09:28.but up towards Tayside, Perthshire, Angus, Aberdeenshire, the rain will

:09:29. > :09:31.continue. Snow on the hills. Further north and north-west, reasonably

:09:32. > :09:34.dry. Some patchy light rain at times. A windy day tomorrow.

:09:35. > :09:39.Decreasing the south through the course of the day from the

:09:40. > :09:43.south-east. The Rimmel continued through the north-east, not heavy

:09:44. > :09:47.but persistent. The wet weather stretching towards the north-east of

:09:48. > :09:51.England. Elsewhere, reasonably dry. Further clouded, but temperatures

:09:52. > :09:56.towards Devon and Cornwall up to these temperatures. On the wind,

:09:57. > :10:00.cool feel. Into the evening, the wet weather reinvigorates, turning

:10:01. > :10:08.heavier ahead of the next band of rain arriving as we had overnight

:10:09. > :10:12.Wednesday to Thursday. That weather moving in and then becomes stuck

:10:13. > :10:15.across Scotland. Wet and windy weather and cold weather, as well.

:10:16. > :10:20.Potentially some snow to low levels, but the weather falling on saturated

:10:21. > :10:21.ground, further problems likely and a cold feel, too.
