:00:29. > :00:34.Here's our health correspondent Eleanor Bradford.

:00:35. > :00:44.until a scan showed she was seven months gone

:00:45. > :00:49.I was trying to get over the shock of having a baby

:00:50. > :00:54.weeks' time but also that she had spina bifida.

:00:55. > :00:56.We were terrified before she came along.

:00:57. > :00:59.But the doctors were very good, they talked us through everything

:01:00. > :01:08.Lily is one of an estimated 2,000 babies born in the last 16 years

:01:09. > :01:11.in the UK whose disability could have been prevented if folic

:01:12. > :01:14.acid had been added to the food chain.

:01:15. > :01:16.Folic acid is found in several foods but particularly

:01:17. > :01:24.It is vital in pregnancy to prevent brain and spine defects but 85%

:01:25. > :01:30.That means if they have an unplanned pregnancy or don't take supplements,

:01:31. > :01:37.16 years ago, the US started adding folic acid to flour.

:01:38. > :01:38.The number of affected pregnancies fell and there

:01:39. > :01:48.Every week in Scotland, there's another new pregnancy affected.

:01:49. > :01:51.Are you frustrated by the lack of action so far?

:01:52. > :01:54.It's a bit frustrating because this has gone on for years now.

:01:55. > :02:03.That frustration is clearly shared by the Scottish Government,

:02:04. > :02:23.If Scotland does decide to go ahead and add folic

:02:24. > :02:25.acid to flour, it would have wide repercussions.

:02:26. > :02:29.Supply lines don't end at the border.

:02:30. > :02:33.UK manufacturers may just add it to all their bread.

:02:34. > :02:43.For Yvonne, it can't come soon enough.

:02:44. > :02:46.I know plenty of people who have had late pregnancies or not found out

:02:47. > :02:51.If it was in the flour, it would reduce the risk

:02:52. > :02:54.Scotland's record on tackling climate change and fuel poverty

:02:55. > :02:56.is under renewed scrutiny, amidst criticism of the Scottish

:02:57. > :02:58.Government's plan to cut spending on measures designed

:02:59. > :03:03.Ministers have defended their record.

:03:04. > :03:08.Our environment correspondent, David Miller, reports.

:03:12. > :03:16.High on the agenda, the Scottish Government's plan

:03:40. > :03:42.Critics say the cuts will make it harder for Scotland to fight fuel

:03:43. > :03:49.This year, the number of people in fuel poverty is the same as last

:03:50. > :03:51.which is not a standard that should be acceptable.

:03:52. > :03:57.If we want to tackle climate change and improve the quality of Scottish

:03:58. > :04:03.we need to increase the budget for energy efficiency to at least

:04:04. > :04:06.what it was last year but ideally above that so we can begin to invest

:04:07. > :04:09.Last year, ministers pledged spending on climate change

:04:10. > :04:16.We will ensure that climate change is a top priority through a Cabinet

:04:17. > :04:19.agreement to embed climate change in the autumn budget process.

:04:20. > :04:22.But campaigners say there is no evidence that has happened.

:04:23. > :04:40.Renewable energy is an area where the committee sees Scotland

:04:41. > :04:46.But members are warning more must be done on energy efficiency,

:04:47. > :04:52.Scotland does have some of the world's most ambitious

:04:53. > :04:59.But interim targets have repeatedly been missed.

:05:00. > :05:01.Ministers are finding their pledges are coming under

:05:13. > :05:18.Bosses at NHS Highland says they are at risk of ending

:05:26. > :05:26.and in the rural north-west Highland area.

:05:27. > :05:28.Scotland's biggest fish farm business -

:05:29. > :05:31.Marine Harvest - announced earlier this week that it was losing

:05:32. > :05:35.But now Reporting Scotland has seen new figures, which show just how

:05:36. > :05:41.The volume of fish sold to key markets round the world fell

:05:42. > :05:56.We know that at two 100 jobs are going from Marine harvest.

:05:57. > :05:59.But now we also know just how tough the past year has been for the whole

:06:00. > :06:05.The value of exports sold around the world was down by more than ?100

:06:06. > :06:10.million last year, a fall of over 20% compared with the year before.

:06:11. > :06:12.The Russian trade embargo was announced in late 2014.

:06:13. > :06:17.And currency has changed dramatically.

:06:18. > :06:19.Our largest competitor is Norway and their currency has dropped

:06:20. > :06:25.These two major things have conspired against us.

:06:26. > :06:30.Looking in detail at key export markets, the amount of fish sold

:06:31. > :06:35.to Europe went up by a tiny amount but sales to the USA and Canada

:06:36. > :06:38.were down by more than 28% and the volume going to the Far East

:06:39. > :06:53.But exports are volatile and there's a lot of factors out of our control

:06:54. > :06:55.which impact whether they go up or down.

:06:56. > :06:58.But generally, we are seeing big investment in the salmon industry.

:06:59. > :07:00.We need to find the structure to allow it to grow

:07:01. > :07:06.We should know where the Marine Harvest jobs

:07:07. > :07:09.are going within the next month but the rest of the industry might

:07:10. > :07:16.We have remained static about production for 15 years

:07:17. > :07:20.and costs have been rising during that time.

:07:21. > :07:23.We can sustain and withstand that when prices are good

:07:24. > :07:26.and when the market is good but when things go as they did

:07:27. > :07:49.in 2015, it makes it much more challenging.

:07:50. > :07:51.of Scotland's most rural communities, where other work may be
