:01:05. > :01:09.and were involved in negotiations to bring about a peaceful conclusion.

:01:12. > :01:19.More talks are to take place to try to settle a row over how

:01:20. > :01:21.the Scottish Government funds councils.

:01:22. > :01:25.The Government had to move back the deadline for accepting

:01:26. > :01:29.Many councils say they'll be receiving less cash than they'd

:01:30. > :01:31.originally expected and want more details.

:01:43. > :01:47.Around 100 days to the Holyrood election and council funding looks

:01:48. > :01:52.set to become a big issue. One question is whether the council tax

:01:53. > :01:57.needs to be replaced. Another is more immediate. Many councils still

:01:58. > :02:04.have concerns over this year's government funding offer which is

:02:05. > :02:09.tougher than most anticipated. About 75% of the budgets that local

:02:10. > :02:13.authorities have spent on education, health and social peer, we have been

:02:14. > :02:20.told that they are priorities, they have got to be protected. Any cuts

:02:21. > :02:32.that come have to come and the other 25%, libraries, leisure centre,

:02:33. > :02:37.roads. Overall, councils are facing cuts this year. The reason the

:02:38. > :02:44.council tax freeze do not hurt people is that good people do not

:02:45. > :02:48.pay council tax. It does help that of people because housing has not

:02:49. > :02:51.been be valued for the last 25 years. People living in the most

:02:52. > :02:57.expensive properties, their taxes have not changed. The First Minister

:02:58. > :03:02.vigorously defended this year's funding offer. In terms of overall

:03:03. > :03:06.revenue expenditure of local authorities, they're looking at a 2%

:03:07. > :03:11.reduction before we take account of additional resources for social

:03:12. > :03:16.care, additional resources through the attainment fund. So far, one

:03:17. > :03:19.councillors has to put up the council tax and another lost or the

:03:20. > :03:21.government it cannot accept of current funding offer. More may

:03:22. > :03:22.follow. Football, and the Premiership
