:00:43. > :00:45.goes on to repair the badly damaged structure.

:00:46. > :00:49.Just how serious an incident was this?

:00:50. > :00:53.We will have to wait for the investigator's report before

:00:54. > :00:57.we can answer that with any degree of certainty but we do already

:00:58. > :01:01.have a much more detailed understanding of what happened

:01:02. > :01:08.here on the morning of the 31st of December.

:01:09. > :01:13.At 7:35am a train driver reported a dip in the track.

:01:14. > :01:15.A speed restriction was introduced until maintenance staff

:01:16. > :01:25.At 8.40 engineers observed unusual track movement and reconstruction

:01:26. > :01:35.The line was closed to all trains after the engineers spotted a large

:01:36. > :01:38.crack in one of the piers supporting the bridge.

:01:39. > :01:41.Days of heavy rainfall leading up to Hogmanay had resulted in record

:01:42. > :01:45.water levels on this stretch of the River Clyde.

:01:46. > :01:51.The force of the water caused what is known as scour damage.

:01:52. > :01:59.The bridge and the piers are subject to an annual inspection regime that

:02:00. > :02:02.involves the use of divers and the last time they went down

:02:03. > :02:07.last year, there was no suggestion of any scour damage.

:02:08. > :02:10.The investigators will want to know why a train travelling at high speed

:02:11. > :02:14.was among those allowed to cross after the alarm was first raised.

:02:15. > :02:17.That is when the already damaged bridge would have been under

:02:18. > :02:28.The speed limit on the section of the line is 120mph.

:02:29. > :02:32.Scotland should create a new middle band for income tax according

:02:33. > :02:36.to a report from a Commission set up by the Scottish Conservatives.

:02:37. > :02:38.The Scottish Parliament will have new powers to set income tax

:02:39. > :02:42.The report also outlines other policies for business rates,

:02:43. > :03:01.Our political editor, Brian Taylor, has the details.

:03:02. > :03:12.That forward-thinking will play a huge part in this year's Holyrood

:03:13. > :03:16.elections. Today's report goes beyond income tax, it wants reformed

:03:17. > :03:27.council tax and freeze on business rates. But it is income tax that is

:03:28. > :03:31.the big league. The Commission wants a new 30p rate so that aspirational

:03:32. > :03:36.families do not jump to abruptly into the upper rate. It says in

:03:37. > :03:40.general Scottish taxes should not be higher than elsewhere in the UK.

:03:41. > :03:43.What the evidence tells us is if taxes are too high,

:03:44. > :03:46.that will hold back the growth of the Scottish economy so we need

:03:47. > :03:50.to design a tax regime that will be fair to everybody but will actually

:03:51. > :03:51.produce the tax revenues in the future.

:03:52. > :03:54.I think we have done that but it is over to the politicians

:03:55. > :04:00.to decide how exactly to implement that kind of philosophy.

:04:01. > :04:04.The commission says the economy is already vulnerable

:04:05. > :04:08.through remoteness from markets and does not need higher taxes.

:04:09. > :04:15.The Commission is clear, they want Scotland to be competitive

:04:16. > :04:18.and to grow the Scottish economy and in order to do that we should

:04:19. > :04:21.not have taxes higher than the rest of the UK,

:04:22. > :04:24.and if and when affordable, we should endeavour to try to lower

:04:25. > :04:30.Of the other parties, only the Labour leader has set out

:04:31. > :04:37.Plans include restoring the 50p tax rate for those earning more

:04:38. > :04:52.The SNP are looking at that but there are apprehensive questions.

:04:53. > :04:59.With a 50p rate earned enough to make it worthwhile? What would it

:05:00. > :05:02.signal about Scotland being open for business? We do not have long to

:05:03. > :05:07.wait for the answers. All of the parties will set out their plans in

:05:08. > :05:10.detail before me. After that, it is your choice.

:05:11. > :05:12.Police Scotland has announced a revised timetable for changes

:05:13. > :05:14.to its control rooms, and the way emergency

:05:15. > :05:19.It follows criticism of the force in the wake of the tragedy on the M9

:05:20. > :05:22.near Stirling, when police failed, for three days, to attend to a car

:05:23. > :05:31.A further ?6.5 million is to be spent improving the A83 in Argyll.

:05:32. > :05:34.The road is frequently closed by landslips at the Rest and Be

:05:35. > :05:37.The Old Military Road, which provides an alternative route,

:05:38. > :05:40.But local people say a long-term solution is required.

:05:41. > :05:57.On the 30th of December, while driving to Glasgow,

:05:58. > :06:00.her car was knocked sideways by rocks falling down the hillside.

:06:01. > :06:03.The road was clear one minute and all of a sudden there was this

:06:04. > :06:07.huge concrete plinth that came out of the left side towards the car.

:06:08. > :06:10.An instinctive reaction is to slam on the brakes and turn the steering

:06:11. > :06:17.And it was not until people helped me out that I realised

:06:18. > :06:21.I was facing the cliff that had been on the left hand side and I was able

:06:22. > :06:25.to look back and see the car was badly damaged.

:06:26. > :06:28.It is winter weather like this with lots of heavy rain and wind

:06:29. > :06:31.that can trigger a landslide and there has been many.

:06:32. > :06:35.At one point, locals say there was one every year

:06:36. > :06:37.but the netting on the hillside has really helped and today,

:06:38. > :06:41.the Scottish Government announced funding for more.

:06:42. > :06:49.Some of the measures include more netting because that has been

:06:50. > :06:52.effective in catching some of the material on the hillside,

:06:53. > :06:54.strengthening the old military road, which is a diversionary route

:06:55. > :06:56.and other works to mitigate against inevitable landslides

:06:57. > :07:04.For many it is a road with views of stunning beauty

:07:05. > :07:07.but for the people that live here it is the main arterial

:07:08. > :07:16.Local businesses need passing trade from cars and lorries to survive.

:07:17. > :07:19.When the A83 is shut, the signs are out telling

:07:20. > :07:24.you that the road ahead is shut and nobody wants to venture this far

:07:25. > :07:27.but when the A83 is running, we get lots of passing trade,

:07:28. > :07:30.the lorries and all of that kind of thing.

:07:31. > :07:33.We're busy from first thing until night.

:07:34. > :07:36.At the meeting today of Government and business,

:07:37. > :07:40.the cash injection was welcomed but is this enough?

:07:41. > :07:43.The more defences we put up, the worst the climate gets and we're

:07:44. > :07:48.keeping the status quo and that is not good enough

:07:49. > :07:50.because we really need the Government to give this money

:07:51. > :07:54.to us and give us support but also look at the alternative.

:07:55. > :07:57.Businesses and residents want a long-term solution for the safety

:07:58. > :08:06.Police are continuing their search for a gunman who shot a Glasgow

:08:07. > :08:10.shopkeeper in the leg yesterday morning.

:08:11. > :08:13.The 23-year-old victim is said to be in a stable condition

:08:14. > :08:17.after he was shot at a convenience store in Yoker.

:08:18. > :08:20.His masked attacker, who had been armed with a handgun,

:08:21. > :08:22.demanded cash and cigarettes, before firing the weapon and making

:08:23. > :08:30.A 45 year-old woman has been killed, after the car she was driving

:08:31. > :08:33.collided with a coal lorry on the A73 near Thankerton

:08:34. > :08:38.An 18-year-old woman who was a passenger in the car,

:08:39. > :08:40.and the lorry driver, were treated for minor injuries.

:08:41. > :08:44.Police are appealing for any witnesses.

:08:45. > :08:46.People who misuse disabled parking permits can now be instantly

:08:47. > :08:50.It follows an agreement with local authorities,

:08:53. > :09:04.Burns Night traditionally celebrates Scottish music and culture.
