:01:04. > :01:07.The owners of one of the last big electronics factories in Scotland,

:01:08. > :01:11.Texas Instruments will phase out operations at their plant

:01:12. > :01:14.in Greenock over the next three years, putting hundreds

:01:15. > :01:18.They say production is being moved to more

:01:19. > :01:36.Work those leaving Texas instrument in Greenock this afternoon. At

:01:37. > :01:41.lunchtime, they were called to be a meeting to be told this plant is on

:01:42. > :01:44.borrowed time. Production work -- will be phased out in the next three

:01:45. > :01:49.years and the work moved to more efficient plants in Germany, Japan

:01:50. > :01:53.and North America. The plant, owned by National Semiconductor until five

:01:54. > :01:58.years ago, has been a major employer in the area for more than 40 years,

:01:59. > :02:04.making semiconductor chips for computers and phones. It still

:02:05. > :02:07.employs more than 365 and the site manager, who transferred from the

:02:08. > :02:26.previous firm, said in a statement this afternoon.

:02:27. > :02:31.The Provost of Inverclyde was working in this plant himself ten

:02:32. > :02:40.years ago. He is reeling from the news. As you know, over the last 20

:02:41. > :02:46.years, we have lost a lot of our manufacturing base. We had the

:02:47. > :02:51.shipyards, even IBM. They have all gone. Through the whole period, this

:02:52. > :02:57.plant was always there, and it is a real body blow to lose it. Texas

:02:58. > :03:02.Instruments says it will try to sell the plant off as a going concern,

:03:03. > :03:05.but now this global tech giant, one of the biggest manufacturers of

:03:06. > :03:10.semiconductor chips in the world, has decided to pull out, it may be a

:03:11. > :03:18.difficult task to find another company keen to move in.

:03:19. > :03:22.Has this come out of the blue? It certainly seems to have come as a

:03:23. > :03:29.major shock and surprise to people here. That is because, when this

:03:30. > :03:32.plant was taken over back in 2011, there were future plans and it was

:03:33. > :03:38.hoped it would go from strength to strength. But that has been -- not

:03:39. > :03:42.been the case, as of that meeting today. The local authority,

:03:43. > :03:46.Inverclyde Council, is setting up a task force. The Scottish Government

:03:47. > :03:51.has been in touch today to see if anything can be done. For the

:03:52. > :03:55.workforce, the 365 people who work here, it is a very glum night, even

:03:56. > :03:57.though they are being told the first redundancies will not happen until

:03:58. > :04:01.late in next year. Scotland's top law officer says

:04:02. > :04:03.he will not support attempts to bring private prosecutions

:04:04. > :04:06.against the drivers involved in two Frank Mulholland says in both

:04:07. > :04:10.the case of the Glasgow bin lorry crash in December 2014

:04:11. > :04:12.and an accident four years earlier, in which two friends died,

:05:10. > :05:12.five years ago, a committee of MSPs Former bridge engineer Barry Colford

:05:13. > :05:17.told the Holyrood inquiry into December's closure that

:05:18. > :05:20.funding wasn't available because other issues posing

:05:21. > :05:36.a greater safety risk These were the scenes at the end of

:05:37. > :05:41.last year, as the Forth Road Bridge was closed because of a problem with

:05:42. > :05:44.one of the links. At the time, there were claims that the planned work to

:05:45. > :05:49.replace them had been cancelled due to a lack of funding. Today, former

:05:50. > :05:54.bridge master Barry Colford told the enquiry he had put forward plans for

:05:55. > :05:58.the improvements but other projects have taken priority. We prepared the

:05:59. > :06:05.capital programme, the board approved it, and then we had to

:06:06. > :06:11.ensure that we got the money for that capital plan, and that involved

:06:12. > :06:15.negotiation and discussion with transport Scotland. Did transport

:06:16. > :06:20.Scotland pull the plug on the funding? The funding came from

:06:21. > :06:24.transport Scotland and the Scottish Government so the answer is

:06:25. > :06:28.self-evident. The Scottish Government said, before the bridge

:06:29. > :06:33.authority Fetter was scrapped, it was responsible for prioritising

:06:34. > :06:37.repairs and it made no approach about funding those links. Ministers

:06:38. > :06:41.maintain that the problem which led to the bridge closure would not have

:06:42. > :06:47.been predicted. Barry Colford agrees. We spent a lot of time

:06:48. > :06:55.looking at the trust and links. A lots of engineers were assisting us.

:06:56. > :07:01.We didn't foresee the issue with the pin sticking, if that is indeed what

:07:02. > :07:04.the mechanism for failure was. As the enquiry continues, engineers at

:07:05. > :07:09.the bridge are working around the clock to try to strengthen the

:07:10. > :07:13.affected area. HGVs are still not allowed to cross but the Scottish

:07:14. > :07:14.Government is hoping by mid-February it will be open once again to all

:07:15. > :07:16.vehicles. Scotland's Government and councils

:07:17. > :07:18.are currently trying to agree on budgets to fund

:07:19. > :07:20.our local services. Ministers say the offer they're

:07:21. > :07:23.proposing is tough, but fair. But just days ahead

:07:24. > :07:25.of the deadline for councils accepting the deal, the body

:07:26. > :07:27.which represents them has CoSLA says it might make raising

:07:28. > :07:33.council tax all but impossible. Our Local Government Correspondent

:07:34. > :07:38.Jamie McIvor is with me now. Why's that option potentially

:07:39. > :07:48.now off the table? Councils have been getting more

:07:49. > :07:55.details today of the funding offer from the Scottish Government and it

:07:56. > :07:59.seems that any that tried to put up council tax would lose substantially

:08:00. > :08:04.more than they had predicted, so any rise in council tax would have to be

:08:05. > :08:09.large to be effective, and CoSLA argues it is now so punitive to see

:08:10. > :08:14.how any council could risk and increase. The big question is what

:08:15. > :08:19.Moret council will do. It had proposed an 18% rise. They have the

:08:20. > :08:24.calculators out in Elgin this evening and I think we may hear from

:08:25. > :08:29.the councils. Why is it such a big issue this year? Many councils say

:08:30. > :08:33.they are facing bigger cuts this year than anticipated. They have

:08:34. > :08:36.until Tuesday to decide whether to accept the government offer. The

:08:37. > :08:42.government accepts it is challenging but argues continues -- includes

:08:43. > :08:48.money towards education and social care. This is certainly not over

:08:49. > :08:53.but, as things stand, the odds on the council tax freeze holding have

:08:54. > :08:55.suddenly shortened. Critics will ask what the price to be paid by local

:08:56. > :08:57.services will be. Hundreds of people were evacuated

:08:58. > :08:59.from their homes in parts of the Borders earlier, after severe

:09:00. > :09:02.flood warnings were issued. Waters in Hawick and Jedburgh peaked

:09:03. > :09:04.early in the afternoon but two severe flood warnings

:09:05. > :09:15.remain in place. By midday, the rain had stopped and

:09:16. > :09:20.it seems that the river has now peaked. As you can see, there is a

:09:21. > :09:26.huge amount of rainfall coming off the surrounding hills, flowing into

:09:27. > :09:30.the river achieve yet which is flowing down through the centre of

:09:31. > :09:35.Hawick. At one point, they thought the damage could have been worse

:09:36. > :09:39.than it was. Only a month ago when the area flooded during Storm

:09:40. > :09:42.Desmond. All the homes on the bank, 300 of them plus a local primary

:09:43. > :09:48.school, they were evacuated because of the fear of flooding. Scottish

:09:49. > :09:53.Borders Council and the emergency services felt they had no option but

:09:54. > :09:57.to launch their emergency plan. We got by on the skin of our teeth

:09:58. > :10:02.today. It was a close call. It shows how fast this river can run and how

:10:03. > :10:07.high it can go. It rose five feet within an hour this morning. There

:10:08. > :10:12.is real concern for the town. It seems that Hawick has escaped

:10:13. > :10:16.widespread flooding, as has nearby Jedburgh, which was badly affected

:10:17. > :10:19.today, with around 50 homes evacuated. This morning it was

:10:20. > :10:25.described as chaos across the Borders, with many roads closed. It

:10:26. > :10:28.seems to be getting back to normal as water levels drop but there are

:10:29. > :10:29.warnings for more severe weather later in the week.

:10:30. > :10:32.A mental health watchdog has called for a full review of services

:10:33. > :10:34.for adults with autism, following its investigation

:10:35. > :10:36.into the suicide of a woman in a care home.

:10:37. > :10:39.The woman, whom they refer to as Ms MN,

:10:40. > :10:41.had been placed in an establishment which only specialised

:10:42. > :10:44.It comes on the day that campaigners prepare to launch

:10:45. > :10:47.a new pressure group to improve patient safety.

:10:48. > :10:56.Our health correspondent Eleanor Bradford reports.

:10:57. > :11:03.Ms MN had severe Asperger's syndrome yet she was placed in a care home

:11:04. > :11:07.which didn't specialise in autism but in learning difficulties. Nobody

:11:08. > :11:13.from the hospital disgorging her this macro discharging her told the

:11:14. > :11:17.hospital she had tried to take her life twice. They were left to rely

:11:18. > :11:21.on the advice of a GP who hadn't met her and didn't have her medical

:11:22. > :11:27.history. Six weeks later, she took her own life, and there is concern

:11:28. > :11:31.her story might not be unusual. Be services for people with autism and

:11:32. > :11:36.Asperger's are patchy, especially for people with complex needs, like

:11:37. > :11:40.Ms MN. The issue of her being a square peg in a round hole, being

:11:41. > :11:45.fitted to services which were not able to meet her needs, is something

:11:46. > :11:48.we could -- we think could be happening to other people.

:11:49. > :11:52.Initially, hospital bosses didn't think there was a need for an

:11:53. > :11:55.investigation and, when they carried one out, it was positive about the

:11:56. > :12:01.standards of care and it felt there were no lessons to be learned. It

:12:02. > :12:05.comes as campaigners prepare to launch a new pressure group. They

:12:06. > :12:09.want an independent NHS regulator with the power to prosecute if

:12:10. > :12:17.necessary. The mental welfare commission is saying, we hope our

:12:18. > :12:21.recommendations will be taken up. Well, you know, I hope every week I

:12:22. > :12:27.am going to win the lottery. We need more than hoping and we need more

:12:28. > :12:31.than recommendations. 20 years ago, I was regulating and inspecting

:12:32. > :12:37.health care and care homes. I would look at this report and say, these

:12:38. > :12:40.are the type of incidents which should have been eliminated by

:12:41. > :12:45.application of the law a long time ago. The Scottish Government says it

:12:46. > :12:48.does have regulatory bodies, of which the mental welfare commission

:12:49. > :12:54.is one. It says much has changed since this case in 2012, although it

:12:55. > :12:56.recognises that care for adults with autism could be improved.

:12:57. > :12:58.Tax rises are rarely proposed before elections,

:12:59. > :13:00.but that's just what the Liberal Democrats are doing.

:13:01. > :13:03.They lost more than two thirds of their seats in the last Holyrood

:13:04. > :13:06.election, but they're saying a penny increase is now needed

:13:07. > :13:09.to save the education system from Scottish Government cuts.

:13:10. > :13:12.The SNP say they're investing in education and a tax increase

:13:13. > :13:24.Here's our political correspondent, Andrew Kerr.

:13:25. > :13:32.Is there any monsters? No monsters but another scary election ahead for

:13:33. > :13:37.Liberal Democrats, according to be polls. They might not be able to

:13:38. > :13:41.grasp power, but they are using a new Hollywood power to present what

:13:42. > :13:47.they think is a far-sighted plan for the education system. Cause it is so

:13:48. > :13:52.urgent, because the SNP are cutting so deeply into our schools and

:13:53. > :13:57.colleges, we need to make that investment. The Lib Dems have been

:13:58. > :14:01.here before. Up until 2012, they suggested a similar policy. The

:14:02. > :14:06.money from the income tax increase would be directed to a pupil premium

:14:07. > :14:10.for those needing extra help at school, an expansion of nursery

:14:11. > :14:14.education, a so-called repair the college system after cuts, and

:14:15. > :14:20.stopping cuts to councils, which impact on schools. The Lib Dems are

:14:21. > :14:24.trying to peg the SNP into a corner with this policy. Willie Rennie

:14:25. > :14:31.accuses the First Minister of talking left but acting right. The

:14:32. > :14:37.SNP tried 1p for Scotland in 1999 but the investment didn't pay off at

:14:38. > :14:42.the ballot box. Today, the party say they are investing in education

:14:43. > :14:47.without the need for tax increases. The government has put ?5 billion

:14:48. > :14:51.in. We have an extra ?100 million fund and I think we are targeting

:14:52. > :14:54.that in the right place to the right areas at the right time, and it is

:14:55. > :15:00.more important that we do that than the Lib Dems get a tax increase to

:15:01. > :15:07.the poorest. The Lib Dems say their plan is bold, raising ?475 million.

:15:08. > :15:11.They say it will not be poorest, who benefited from their tax changes in

:15:12. > :15:13.government. It may be a refreshingly different campaign.

:15:14. > :15:15.Fishermen have been protesting at Holyrood over

:15:16. > :15:17.the Scottish Government's plans for a network

:15:18. > :15:20.The issue has come under renewed scrutiny from MSPs,

:15:21. > :15:23.amid warnings fishing crews' livelihoods are at risk,

:15:24. > :15:25.and claims those in favour of the measures have been

:15:26. > :15:37.Our environment correspondent, David Miller, has more.

:15:38. > :15:43.Making a living from Scotland's stormy seas is not easy and fisher

:15:44. > :15:51.men fear these plans will make it harder still. The government was

:15:52. > :15:54.happy and then the Minister went against his own signs. It makes me

:15:55. > :16:02.angry the Scottish supporting the fishing industry.

:16:03. > :16:10.Fisher men from across the west coast came to Holyrood to make their

:16:11. > :16:15.views known. Supporters of the marine protected areas came as well.

:16:16. > :16:20.This is a bitter debate with strong views being expressed on both sides

:16:21. > :16:25.and today it is Holyrood's rural affairs committee which has found

:16:26. > :16:31.itself at the centre of the storm. The committee rejected a bid from

:16:32. > :16:32.Conservative MSP Jamie McGregor to scrap the planned fishing

:16:33. > :16:39.restrictions after hearing this warning. Many people have said they

:16:40. > :16:45.are too scared to speak out publicly or make their views known and I have

:16:46. > :16:49.urged them to do so. It has exacerbated affairs. Campaigners who

:16:50. > :16:55.backed Marine protected areas claim the support of anglers and creel

:16:56. > :16:59.fishermen. Do they have something to celebrate tonight? We will not be

:17:00. > :17:08.celebrating until we see a recovery in our inshore waters and we see a

:17:09. > :17:14.more mobile marine environment and we see fishermen being able to catch

:17:15. > :17:17.fish, a good variety of species and not being reliant on the Proms and

:17:18. > :17:23.the scallops we have seen for the last decade. Feelings are running

:17:24. > :17:27.high. The fight over the future of Scotland's sees seems far from over.
